Antonio “Tonito” S. Payumo is running as board member of Bataan first district under Liberal Party.

He is currently the vice president of UPC Renewables involved in project financing, business development and strategy formulation for Northern Luzon UPC Asia Corporation.

His past works include assistant vice president of Amalgamated Investment Bancorporation (Manila, Philippines); corporate development and then investment management associate of Allianz Global Investors (Munich, Germany); and managing partner of Pinoyauctions.com.

He was also senior analyst of Argosy Partners (Manila, Philippines); equity research analyst of Union Bank of Switzerland (Manila, Philippines); and credit analyst of Ing Barings (Manila, Philippines).

Payumo finished college at University of Notre Dame in USA with the course of Bachelor of Business Administration. He took his Masters in Business and Administration at London Business School, United Kingdom.

He spent his high school at Ateneo De Manila University.

Former board member Jun Uy said that Payumo will surely fit as a public servant just like his father.

The young Payumo is son of Felicito “Tong” Payumo who just abdicated his position as Bases Conversion Development Authority chairman and now running as Bataan 1st district congressman, a post he already held for three consecutive terms.

CITY OF SAN FERNANDO–A native of Nueva Ecija won again in this year’s Outstanding Barangay Nutrition Scholar (BNS) besting 12 other participants nominated by the National Nutrition Council (NNC) Central Luzon.

Marites Supeña from Barangay Dimasalung Sur, Talavera town won a BNS trophy, and P12,000 cash prize during December 18 Regional Nutrition Awarding Ceremony held at Department of Health Regional Office 3, Maimpis in this city.

Last year, Edna Baldivino, who hails from barangay Camanacsacan, San Jose City received such distinction.
Among the notable undertakings Supeña had done that made her the top winner is the promotion of breastfeeding especially to the working mothers in their barangay, the proper storage of breast milk, and encourage her co-Novo Ecijanos to plant fruits and vegetables in vacant lots.

Supeña said that through the award, she could say that “together with colleagues in nutrition, we had achieved these activities for a lot of people are involved here and they are actually doing it.”

In an interview, she said that she’s really thankful to win such award and would even boost her confidence and work towards her dedication to help people especially the mothers and malnourished children wherein the recognition she received is being honored for them.

To be able to continue their advocacy in nutrition, annually they are doing “Pabingo sa Nutrisyon” to raise funds in support to help malnourished children.

Among the other top 12 who made it in the cut of Outstanding BNS are Kuusela Echalico, Rebecca Portera, Rosemarie Abalos, Lani Sibulboro, Marilyn Dalusong, Gina Geronimo, Pacita Gregorio, Beatriz Fajardo, Marites Mercado, Cresencia Cuaresma, Maxima Hipolito, and Rosario Mendiola.

BNS are the frontliners in delivering nutrition and health services in the barangays and the key implementers in the advocacy for community development projects.

ANGELES CITY – The City Government of Angeles received a positive 55 percent sincerity rating in the 2012 Survey of Enterprises on Corruption conducted by the prestigious Social Weather Stations for the Transparency Accountable Governance (TAG) project.

Mayor Edgardo Pamintuan expressed elation on the result of the survey, saying that, “This is a proof that our efforts to curb graft and corruption, and implement transparency and good governance are recognized by our constituents including local businessmen and entrepreneurs.”
“This will give us more energy to continue efforts to make Angeles City one of the cleanest local government as well as one of the cleanest, greenest and most environment-friendly cities in the country,” Pamintuan added.

The survey was supported by the Australian Agency for International Development (AusAID) through The Asia Foundation (TAF), and done in partnership with the Makati Business Club’s Integrity Initiative program and the National Competitive Council.

Around 100 businessmen and entrepreneurs in Metro Angeles were interviewed for the survey.

The same survey showed that the efforts of the present administration under President Benigno Aquino III against corruption were effective with 10 percent saying it was “very effective,” 67 percent choosing “somewhat effective” and only 12 percent stating that government was “not effective.”

“This is a clear reaffirmation of the awards we won this year and last year. This is another milestone in the overall efforts of my administration to bring back the trust and confidence of our people to the city government,” Pamintuan said.

Under Pamintuan, the City Government of Angeles received the Seal of Good Housekeeping (SGH) award from the Department of Interior and Local Government (DILG) for two consecutive years and the prestigious and coveted Gawad Pamana ng Lahi award.

It is also the top City Government in Central Luzon and number six nationwide in the implementation of the Local Governance Performance Management System (LGPMS).

Aside from the DILG awards, Pamintuan was recently named as one of the seven most outstanding mayors of the Philippines by Superbrands International, a prominent organization of products branding with presence in around 88 countries worldwide.

CITY OF SAN FERNANDO–Pampanga Police Provincial Director Senior Superintendent R’win Pagkalinawan issued a stern warning to police officers in the province not to fire their guns in the celebration of New Year.

The warning was given during the sealing of guns ceremony at the parade ground of the police provincial office.
Superintendent Jhoanna Fonseca Rosales, public information officer of the Pampanga police, said the sealing of guns was held simultaneously in all the police stations in the province.

Pagkalinawan led the ceremony at the parade ground last Saturday morning even as he said that those who violate the order would be dealt with accordingly.

Rosales explained that the seal will be signed to determine if the gun was fired later during an inspection.
If either the seal or the signature on the tape utilized in the sealing was broken and tampered with, it means the firearm was fired Rosales said.

Pagkalinawan also said campaign against loose firearms will be intensified against suspected individuals or groups which might be used during the coming national and local election in May even after the new year. ●Froilan E. Magtoto

FORT MAGSAYSAY, Nueva Ecija–Instead of fighting government forces, rebel groups in the country are urged to help in a common battle against climate change.

Brigadier General Gregorio Pio Catapang Jr., Army’s 7th Infantry Division (7ID) commander, called on the Communist Party of the Philippines-National Democratic Front-New People’s Army (CPP-NDF-NPA) to join the Armed Forces of the Philippines in its fight against climate change.

“We are now fighting a new war that is climate change. Hence, I challenge the CPP-NDF-NPA to declare a bilateral ceasefire in disaster-prone areas and help in the construction of school buildings that can be converted into evacuation centers during calamities,” said Catapang.

“The wrath of typhoon Pablo in Davao Region, where a number of 7ID troops were assigned, resulted to over a thousand deaths and billions of pesos worth in agricultural and infrastructure damages. It is high time for us to consider the threat brought about by these natural calamities,” Catapang said.

In line with relief efforts to “Pablo” victims, the 7ID cancelled most of its Christmas festivities and donated the money instead.

Also, each soldier gave at least one canned good and proceeds from the Commander’s Cup, Battle of the Bands, and fun run went to such cause.

A collection booth was likewise placed in a mall in Cabanatuan City to give Novo Ecijanos and other Central Luzon residents an opportunity to help.

The donations and relief goods were delivered to 7ID’s brigade in Davao Oriental for distribution to affected families. ● (PIA-3)
