THE Balance Sheet, an Accountant’s report of the financial position of the Company as of a given date, is an important tool to manage and grow the business. A strong Balance Sheet means that assets, acquired thru the use of Company funds or thru creditors, are adequate enough to grow revenues.

However, assets as stated on the Balance Sheet can only be used if they exist. Existence of assets therefore is a major fiscal responsibility not only by the Accountant, but by management and the whole Company. It involves the safeguarding of assets from the risk of loss, damage, pilferage and theft. How then does a Company ensure the existence of its assets? One of the most effective ways is to maintain Subsidiary Ledgers.

Balance Sheets show controlling accounts, meaning the totals of the various accounts such as Cash, Receivables, Inventories and Fixed Assets. To ensure the existence of said assets, a Subsidiary Ledger should be maintained for each account. A Subsidiary Ledger is a detailed list of data, the total amount of which tallies with the amount of the controlling account shown in the Balance Sheet.

Cash in Bank – Existence of the amount of Cash in the Bank can best be assured thru a reconciliation of the balance recorded in the Company’s books and in the bank’s records. The Bank Reconciliation will show reconciling items such as outstanding checks, deposits in transit, unrecorded bank charges and interest credited.

Receivables – The Subsidiary Ledger of receivables shows the names of debtors and the amount collectible from them. It also shows the date credit was granted, the date the amount is due and the date the amount was collected. These details ensure the existence of assets, and more importantly, it enables the company to collect credit and convert them to cash. The Subsidiary Ledger of receivables is used to visit debtors and confirm from them the amount of their indebtedness.

Inventories – Inventories include materials and parts used in operation such as machinery and transportation spare parts. It also includes manufacturing materials that are converted as finished goods – another type of inventory. Companies nowadays do not carry an inventory of office and other supplies such as bond papers, ball pens, printer ink and especially paints and other flammable materials because these items are easy to procure and their use is predictable.

The Subsidiary Ledger of inventories includes the name of the item, quantity, amount and the date the item was procured or manufactured. The detailed list itself gives an assurance of the existence of the asset; but a periodic physical count of the inventory ascertains existence.
Fixed Assets – These capitalizable items, because of the material amounts involved and their useful lives extends beyond one year, include land, building, machinery equipment, transportation vehicle, furniture and fixture and office equipment. The details of the Subsidiary Ledger include the identification numbers such as serial number, and make and model of the asset. It also includes the acquisition cost and the department that has custody of the asset. Similar to inventories, the Ledger is used to conduct a periodic physical count to ascertain existence.

Subsidiary Ledgers are critical to the control and management of the business. However, modern day tacticians use age-old strategies as their modus operandi – “confuse the enemy.” This is done by either not preparing Subsidiary Ledgers of Company assets or if ever a Ledger is prepared, it contains ambiguous data and information that will leave users perplexed thereby seizing the moment to commit theft, pilferage and malversation. If there is no intention to commit an anomaly, it then becomes a case of gross negligence in providing vital information to management.

Best sisig hangouts in PH’s food capital

 

 

 

NO OTHER dish has ever risen to fame, to the point of being equated as the best iconography of Kapampangan cuisine, than the humble sisig.

When friends outside of the province would gather for lunch in town, they would always demand a generous serving of sisig in a humongous sizzling plate and declare that it is the best Kapampangan dish ever conceived; a statement that I always object to.

Sisig is always the best choice during drinking sprees, a necessary dish during parties and a constant at the menu list of every restaurant that claims to offer authentic Kapampangan food.

The first mention of the word is in the Kapampangan dictionary compiled by an Augustinian friar, Diego Bergaño. (The Spanish missionary served as parish priest of Mexico, Pampanga in 1725-1731). In his dictionary, Bergaño defines sisig as a “salad, including green papaya, or green guava eaten with a dressing of salt, pepper, garlic and vinegar.” “Manyisig” means “to make salad” while “mapanisig” is “one who makes a lot of salad, or frequently eats salad, or picks tidbits of it.”

Sun.Star Pampanga’s resident historian cum columnist Robby Tantingco has this to say about sisig: “The sisig of our ancestors is the equivalent of our vegetarian salad today, no meat, just green fruit soured further with vinegar, tempered with salt and spiced with pepper and garlic. They probably ate it as a regular side dish (’tiltilan’), and maybe as cure for nausea.”

The nearest existing evidence of this is the sisig pusung saging (banana flower) that still retains a sour distinct taste different from pork sisig. In fact, in some towns like Sta. Rita, Porac and Guagua, when one asks for sisig, cooks will always ask if they would make it in pork or banana flower. Older folks here have fun memories of sisig pusung saging before it evolved to the sisig that we know today.

“Over the years, sisig evolved from being just a salad to being a main dish, when our ancestors started putting meat in it, like pig’s ears and pig’s cheeks,” Tantingco added, but it was Lucia “Aling Lucing” Cunanan of Angeles City who revolutionized the humble sisig.

“She further redefined sisig by introducing two features in the preparation: broiling or grilling the pig parts after boiling them, and then serving the dish on a sizzling plate. She had retained all the elements of the traditional sisig (chopped meat sprinkled with calamansi juice) but it was the sizzling plate that revolutionized the Kapampangan sisig and made it a national sensation, catapulting the obscure little lady from the railroad tracks to national fame,” Tantingco said.

Owing to its popularity among non-Kapampangans, I am often asked by my non-Kapampangans friends on the best places to experience authentic sisig recipes. The following is a listing of restaurants and eating places that our novice gastronomic tastes would consider as among the best places to visit for sisig.

Ihaw-Ihaw and Special Sisig (Porac)

This place features alfresco dining at the town proper. Neatly lined tables dot the vicinity of an old house that serves as kitchen and office for the establishment. The place is a few feet away from the Porac River and provides a clear view of locals passing through the main town road.

The place does not open until late afternoon where it caters to locals wanting to enjoy food and a generous serving of beer. The place is frequented by yuppies and call center agents before going home after their late-night shifts.

Their sisig boasts of the freshest pork and is cooked without cartilages. Their sisig is tender and soft due to the longer time they devout in boiling the meat and soft skin. Served in a sizzling plate, each serving is good for 3 to 4 people and costs P150 per serving. The establishment is open until dawn.

Luring’s Barbeque House (Guagua)

With several branches in and outside of the province, this well-established food house can cater to every Kapampangan’s longing for home-cooked food. Located along the Porac-Guagua Highway in Barangay San Roque, it evolved from a quaint barbeque house into a bonafide destination for Kapampangan dishes and grilled meats.

Their branch in Guagua town is open almost 24 hours and offers a fantastic sisig sizzled in butter and with cooked liver shreds, best eaten with toyomansi (soy souse and calamansi) or with vinegar.

San Vicente Food Strip (Sta. Rita)

The short road strip of Barangay San Vicente, which serves as the town’s humble commercial district, turns into a food strip with housewives selling cooked food from grilled meats to noodles at night.

Vendors cater to middle class workers and students coming home from the commercial districts in the City of San Fernando and neighboring Guagua town. Here, one can pick-up a fresh serving of “sisig to-go” for P50 and is already good for 2 to 3 people. Once a week they also offer sisig pusong saging.

Aling Lucing’s Sisig (Angeles City)

Located along crossing (Henson Street, Angeles City) is the birth place of sisig as we know it today. This sisig is usually served in chops of pork, pig skin and even the brains of the pig transforming it into a tasty, crunchy and fatty dish best consumed in gulps of light beer.

Yeng salutes Gilas for FIBA feat

 

 

CITY OF SAN FERNANDO — The coach in him and the championship spirit still burn fervently even if the challenges of legislative work take the fore.

This came as First District Representative Joseller “Yeng” Guiao on Monday filed before the 16th Congress House Resolution 188 congratulating and commending the Gilas Pilipinas Men’s Basketball Team for their second place finish in the recent 27th FIBA Asia Championship held at “The Arena” of the SM Mall of Asia in Pasay City.

In his resolution, Guiao noted that “the House of Representatives has, on several occasions, recognized and paid tribute to outstanding achievement by Filipinos who have brought honor to the country by excelling in their fields of sports.”

He said that Team Gilas Pilipinas ably represented the country in the recently concluded FIBA Asian Championships held in Manila from August 1 to 11, where it bested 14 other powerhouse teams to earn a spot in the 2014 FIBA World Cup Championships which will be held in Spain.

The Philippine squad settled for the silver, bowing only to 2007 and 2009 FIBA champion Iran in the finals, 83-67.

“Our victory is by no means an ordinary feat as the FIBA Asia Championships is known to be dominated by teams with significant height advantage and strong and talented players. What we lacked in height, our players made up with their indomitable spirit and huge ‘heart’ and eventually, their ‘never say die’ attitude proved to be the turning point, especially in the semi-finals match against South Korea, a team we have never beaten, until last Saturday, August 9,” said Guiao.

He added that the Team Gilas victory serves as an inspiration to all, that despite seemingly insurmountable odds, the Filipino spirit can and will triumph.

Angeles cook fest serves best ‘Sizzling Sisig’

 

 

ANGELES CITY — After an hour and a half of cooking different varieties of Pampanga’s famous “pulutan,” the local government here on Monday announced the winners of the cooking festival, “101 ways to cook Sizzling Sisig.”

Winners were taken from four different categories — pork, vegetables, poultry, and fish — from 18 participating teams.

Judging the cooking exhibition were City First Lady Herminia Pamintuan, and Pampanga’s finest chefs and food enthusiasts Heinz Pelayo, Caren Kwong-Basilio, and Allan Garcia.

The winning recipes per category include: Pork Sisig (Pork Category) from Daycare staff and teachers led by Soledad Lobo; Sisig Labong (Vegetable Category) from Barangay Nutrition Scholars led by Marilyn Dalusung; Healthy Mama Dory Sizzling Sisig (Seafood Category) from Daycare staff/teachers led by Cynthia M. Tompong; and Spicy Chicken Sisig (Poultry Category) from the Gender and Development Office (GAD) led by Consorcia Dayrit.

Leading the overall standing were the city’s daycare staff and teachers led by Cynthia M. Tompong.

Runners up include the GAD office led by Consorcia Dayrit and the Barangay Service Point Officers (BSPO) led by Purisima Lim.

“Personally, I was surprised with the creativity of our participants. Who would have thought that we can make sisig out of ordinary and merely unexpected side dishes in our household,” said Mayor Edgardo Pamintuan who is also the Chairman of Angeles City’s committee for the “One Town, One Product” (Otop) project.

Meanwhile, Mrs. Pamintuan, congratulated the winners, saying Kapampangans, especially the Angelenos, are known for their “meticulous taste buds” making Pampanga the home of the best cooks in the country.
“This project manifests our individual passion for food. Collaboratively, we are naming our province as the finest culinary haven in the Philippines,” she added.

Also highlighting Monday’s Sisig cook fest were variations using macaroni pasta, squid, balut, chicken liver and intestine, vegetables like eggplant and bittergourd.

“101 Ways to Cook Sisig” is a project of the City Government in support of the Otop advocacy program of the National Government aiming to promote entrepreneurship as well as employment.

The competition is spearheaded by the City Mayor’s office, City Nutrition Office and the Angeles City Tourism Office (ACTO). (Reynaldo G. Navales)

Luciano: CIA ready for emergencies

 

 

CLARK FREEPORT — Clark International Airport Corporation (CIAC) president Victor Jose Luciano assured that major airport in Zambales is ready to handle any type of emergency situation.

Luciano issued the statement during the opening of the three-day 3rd Air Crash Drill Full Scale Exercise at the Officer’s Club here Tuesday.

“Yes, Clark Airport is ready to handle such emergency disasters as we are rated Category 9 by the International Civil Aviation Organization (ICAO),” he said.

Luciano said the exercise, a requirement of ICAO, will be held every two years to prepare airport personnel as well as government people and private individuals of airport related emergency situations.

He said the Department of Transportation and Communication (DOTC) will be providing two new fire trucks estimated to cost P200 million to boost the capabilities of the airport in handling airport emergency. At present, Clark Airport has four fire trucks and two ambulances.

He also said the actual exercise would be held on August 15, where participants will showcase their capabilities in handling disasters at the runways of the airport.

Close to 500 firemen, including several teams from airlines and medical institutions, will participate in the emergency simulation on Thursday.

The exercise is supported by the Civil Aviation Authority of the Philippines (CAAP), and the Philippine National Red Cross (PNR).

The Clark Airport as an International Airport is mandated to conduct a full-scale aerodrome exercise, a requirement of ICAO on Airport Emergency Planning, to test the reliability of the approved and adopted CIAC Aircraft Emergency Rescue Organization Manual (CIAC-AEROM).

Luciano explained that the drill will test the adequacy of personnel in the event of aircraft accident, the efficiency of the installed communication facilities of the airport, and the response of teams from government and non-government organizations.

CIAC started holding Air Crash Drills since 2003 and in March 2008, fire fighters, security, airlines and medical teams showcased their skills and readiness in handling emergency crisis.

With this, Clark Airport was rated Category 9 by the ICAO.

Federico Primero Jr., CIAC Emergency Services Department (ESD) manager, said mocked-up aircrafts and two fire pits will be set up between the primary and secondary runways of the airport.

“This emergency simulation will take place during the exercise that will test the skills of the fire fighters, security, airlines and medical teams in dealing with the aircraft that crash landed at the runways of Clark Airport,” Primero added.

Participants include firemen, medical teams and rescuers from Angeles City; Magalang town and Mabalacat City in Pampanga province; and Bamban, Capas and Concepcion in Tarlac province.

The Philippine National Police, Angeles University Foundation Hospital, Mount Carmel Medical Center and Ospital Ning Angeles will also participate in the event.

Carriers including Air Asia Philippines, Air Asia Malaysia, Cebu Pacific Air, Tiger Air Philippines, Asiana Airlines, Dragon Air and Jin Air are also among the participants.

The air crash drill is also supported by Smart Communications, SM City Clark, Aerotech Industries Philippines Inc., and Ayala owned Marquee Mall.

Pampanga earns P25M per day from quarry operations

 

 

CITY OF SAN FERNANDO — The quarry industry in Pampanga puts in some P25 million per day to the local economy, directly benefiting thousands of Kapampangans, aside from boosting Capitol’s coffers, a local official said on Tuesday.

Engr. Art Punsalan, Provincial Environment and Natural Resources officer, said during a meeting with around 60 quarry operators and permittees that the “ripple effect” of quarrying in the province benefits various sectors – from pedicabs, carinderias and vulcanizing shops — that pushes the wheels of Pampanga’s economy on a daily basis.

“More or less on our estimate, P25 million per day is being contributed by the quarry industry to various stakeholders. That is considering we have 3,500 trucks hauling our quarry materials to different points in Luzon and Pampanga,” he said.

Punsalan noted the amount of money put in circulation from cash transactions in quarrying starts with fuel or diesel purchases.

“With 3,500 trucks, you roughly have P14 million for the P4,000 cost of diesel. Then you have a driver and a helper taking home a combined P800 in wages, or about P2.8 million per day, which they share to their families who purchase goods from sari-sari stores and take rides on pedicabs and jeepneys. These two, when en route, also eat in canteens or roadside carinderias. With that number of trucks, P700,000 in meals is spent — in cash,” he told Sun.Star Pampanga.

He further said that there are also “hustlers” who get no lower than P100 per truck per day, or some P350,000 dished out daily. For the maintenance of trucks, an estimated P350,000 goes into circulation, apart from toll charges of about P1.6 million and passway fees of P700,000.

“So many stakeholders are able to send their children to school, live sufficiently daily and even get proper healthcare,” he added.

He said that a driver and a helper of the 3,500 trucks or a total of 7,000 workers, could immediately address their families daily average expense of about P300.

“That’s P2.1 million daily driving the local economy. In fact, with our 80 quarry sites, each with four helpers receiving P1,500, you have more or less another P480,000 going into the grassroots economy. And all these are apart from the contributions of quarrying to Capitol’s programs and projects. The ripple effect is really encompassing, if you take a careful look at it,” he said.

Pampanga ranks 10th in human development

CITY OF SAN FERNANDO — Pampanga, after all, is not just about the age-old jueteng, colorful politicians and sexually active priests. It is also among the top 10 provinces in the country in terms of human development.

This was gleaned from the 2012-2013 Philippine Human Development Report (PHDR) launched last month by the Human Development Network (HDN) in collaboration with the United Nations Development Programme (UNDP) and the National Statistical Coordination Board.

The report covered the years from 1997 and 2009, a period marked by the 1997 Asian financial crisis and the 2008 global economic recession.

In 1997, Pampanga was actually on the 9th spot in the top 10 list led by Batanes, Rizal, Benguet, Laguna, Cavite, Batangas, Bataan, Bulacan and Zambales in that order.

Twelve years later, the province slid down to 10th place, bumped off by Ilocos Norte, a new entrant along with Nueva Vizcaya.

These provinces had high levels of achievement in life expectancy, health and education components of the HDI.

As defined, the HDI is a summary measure of human development covering three basic dimensions: a long and healthy life, knowledge, and a decent standard of living. It is said to be motivated by the principle that income alone cannot faithfully reflect the basic dimension of human development.

Pampanga is home to the Clark Freeport Zone with no less than 200 locators, mostly exporters, an international airport, a growing hub for budget airlines, three giant malls of the country — SM, Robinsons and Marquee — located in its two prime cities, San Fernando and Angeles, and top performing and award-winning countryside businesses and entrepreneurs, notably the Laus Group, the leading dealership network and most diverse countryside business in the country today.

The Pampanga Chamber of Commerce and Industry, an avowed catalyst for countryside development, is also one of the most active chambers in the country.

In 1997, Pampanga was the no. 1 province in terms of life expectancy at birth. Twelve years later, it did not make it to the top 10 list.

The report noted that Pampanga was one of two provinces, the other was Sulu – that began with the so-called PCI-lopsided progress from 1997 to 2003 and then turned into a vicious cycle from 2003 to 2009.

From 1995 to 2007, Pampanga was governed by the father-and son Lito and Mark Lapid.

The elder Lapid is now a two-term senator while his son, Mark, is the general manager of the Tourism Infrastructure and Economic Zone Authority (TIEZA). Former priest Eddie Panlilio was the governor from 2007 to 2010.
As defined, a lopsided progress is when per capita income grows but there is poor HDI performance. In the case of Pampanga, the years from 1997 to 2003 was a time of recovery and rehabilitation following the massive devastation wrought by the Mt. Pinatubo eruption. The subsequent period can be considered an unprecedented “re-growing” period, a time when huge Manila-based companies began expanding toward Pampanga, a phenomenon that bolstered economic and business growth.

In a vicious cycle of development, such as when Pampanga lost its top HDI ranking during the period covering 2003 to 2009, income declines along with human development. On the whole, Pampanga’s progress under three governors in 12 years from 1997 to 2009 was rated vicious.

What factors contributed to Pampanga’s movement from lopsided progress to a vicious one is still unclear and is simply explained by the report as “the volatility of achievements.”

“Further explorations in depth are clearly needed,” the report said.

How the province will have fared from 2010 to 2016 under Governor Lilia Pineda is still both a challenge and a conundrum.

Suspected ‘flying voters’ discovered

ANGELES CITY — A candidate for Sangguniang Kabataan (SK) elections filed a petition before the local Commission on Election (Comelec) office here seeking to invalidate the registration of 16 suspected flying voters.

Judy Ann Bringas, a candidate for SK councilor in Barangay Balibago, opposed the registration of the youth applicants since they are not residents of the Barangay Balibago.

She claimed that the teenagers are residents of Pulung Maragul, Malabanias, Dau – Mabalacat City, Lourdes Sur East, and others.

Bringas cited Section 1 of Comelec Resolution 9717, which states that applicants should actually be residing in the barangay for at least six months on election day.

The aim for honest, orderly and peaceful elections will be sacrificed if the Comelec allows the 16 registrants to be included in the list of voters, she said.

City election officer Nomer Lobo told Sun.Star Pampanga the registrations of the 16 youth applicants have not been approved yet.

He said that it was that local Comelec that encouraged Bringas and her group to file the petition. He said their decision will be based on the evidence submitted before the election office.

Rodelio Mamac, Balibago chairman, issued a certification stating that the locations of streets declared by the 16 applicants are not under the territorial jurisdiction of his barangay.

Farmers laud Butil, DA for animal dispersal

CITY OF SAN FERNANDO–Various farmer groups from Central Luzon provinces lauded the Butil Farmers Party and the Department of Agriculture for their small ruminant dispersal project at the DA Pampanga Field Office Monday.

Butil Partylist Rep. Agapito Guanlao led the distribution of 70 female and eight male domesticated goats for farmer groups from Pampanga, Bulacan, Zambales, Bataan and Nueva Ecija.

Raul Corcuera, member of the Botolan Farmers Association in Zambales, commended Guanlao’s efforts in launching worthwhile projects instead of merely distributing financial assistance or dole-outs.

“Maganda po ang mga programa ng Butil dahil natutulungan nila kami na lalo pang mapaunlad ang aming kabuhayan,” Corcuera noted.

According to Guanlao, the dispersed domesticated animals are complete with paper works and will be closely monitored by their office, the DA and officers of farmers group to ensure they survive and reproduce to benefit more farmers in the process.

“Huwag niyong kakatayin ang mga ‘yan kundi paramihin pa ninyo,” Guanlao quipped as he turned over the goats to their new owners.

It was also learned that Butil already allocated about P5 million for its various animal dispersal projects alone.

DOT to lead World Tourism Day in CL

ANGELES CITY –The Department of Tourism in Central Luzon (DOT 3) is set to lead the celebration of the World Tourism Day in the region in September.

Ronnie Tiotuico, regional director of the DOT 3, said the region’s celebration on September 29 will be in cooperation with the Alliance of Travel and Tour Agencies of Pampanga (ATTAP) and the Pampanga Agents Travel Society (PATS).

The two agencies will be represented by their presidents, Marcia Hernandez and Roelson Ferry, respectively.
This year’s World Tourism Day theme will be focused on, “Tourism and Water: Protecting our common future.”
For the regional celebration, a massive fun run will be held at the Clark Parade Grounds.

Tiotuico said they hope to gather some 1,000 local and foreign runners in a single event with each one being reminded of the need to underline one’s responsibility and commitment to preserving the world’s vital water resources.

The fun run will have four distance categories, namely 21K, 10K, 5K and 3K with their corresponding registration fees: P850, P650, P450 and P300, respectively.

More than P80,000 worth of cash prizes, medals and certificates are at stake. Each participant will receive free jersey, race kit, race bib and race map.

Part of the proceeds from the event will be donated to the Special Education Center of the Department of Education in Angeles City where some 200 children and adults with special needs are cared for throughout the year. The donation will be utilized to convert part of their facilities into barrier-free environment for the persons with disabilities.

“The forthcoming event will usher in the coming of age of the travel and tourism industry of Central Luzon as it now begins to evolve to greater stature due to the forging of a stronger partnership between the government and the private sector,” Tiotuico said.

The celebration also symbolizes the achievements of the private sector in bringing about a good number of foreign and local tourists and travelers into the region as it begins to hit the two million mark in visitor arrivals since 2012, Tiotuico said.
