LUBAO, Pampanga – The provincial government continues its campaign to improve the health of Kapampangan women through medical missions, free prenatal checkups, and distribution of vitamins for expectant mothers, especially since Women’s Month celebration draws near.

In line with this, Governor Lilia G. Pineda visited yesterday more than 70 pregnant women from Minalin, Mexico, and City of San Fernando who underwent prenatal checkup at the Escholastica Romero District Hospital in this town.

The governor was joined by Board Member Trina Dizon of the Third District, Board Member Fritzie David-Dizon of the Second District, and Minalin Mayor Arturo Naguit.

Governor Pineda reminded the expectant mothers gathered here to live a healthy lifestyle during the duration of their pregnancy which includes attending regular checkups, maintaining a healthy diet, and taking of vitamins.

“These are your responsibilities as guardians of their unborn children,” Pineda stressed.

Also, Pineda urged the attendees to observe their condition regularly and to report any irregularities to their respective barangay health workers (BHW) to immediately receive medical attention if needed.

“Do not hesitate to consult your BHW for any difficulties you may experience during your pregnancy. The Capitol’s doors are always open and ready to assist you with your needs,” the governor instructed.

Meanwhile, the lady governor also called the attention of BHWs present here to observe their selves too, as they are also susceptible to various illnesses due to their occupation.

“It will be ironic if our BHWs are also sick while taking care of other Kapampangans. You should practice what you tell your patients and live healthy lives to be able to extend our service to those in need,” Pineda ended. ● Angelique Tuazon

MINALIN, Pampanga – Mayor Arturo Naguit bared the plan of his administration to turn the municipality into a center of culture and heritage preservation in the province.

In August 2011, the 400-year old Sta. Monica Church in this town was declared as National Cultural Treasure (NCT) by the National Museum. According to Naguit, this opened opportunities for them to transform their town into a tourist destination.

The mayor said he is planning to renovate all government establishments starting with the municipal grounds, with architectural design similar to old buildings to create an environment patterned with that of Vigan City in Ilocos.
“We have a very rich culture and tradition here in Minalin in addition to the places that we can consider historical, we just need to enhance and develop it,” Naguit said.

Many students from Catholic schools and bloggers always visit Minalin especially the Sta. Monica Church, prompting Naguit to grab the chance to showcase the other pride of the municipality.

He said putting up floating restaurants in the river is included in the master plan of the cultural-eco- tourism project of Minalin to promote the fishing industry of their town.

“After visiting the historical destinations in our town, we have to make sure that there are available places for them to appreciate the Kapampangan foods and products,” said Naguit.

Further, Naguit stated their plan to create an office that will serve as the center of all activities related to tourism such as itineraries for visitors, tourist guide and promotion. Their target clients are the catholic schools in the country.

“Aside from tourism, we want to create awareness on the preservation of heritage and culture, and we owe it to the future generation,” he said.

Through this cultural-eco-tourism plan of local government, they are optimistic that the fourth class status of the town will be elevated to a first class municipality. ●Jenna Lumbang

CITY OF SAN FERNANDO–The City Council of the City of San Fernando has been named “Most Outstanding Sangguniang Panlungsod” at the provincial and regional levels for the third time in a row.

This, according to Vice Mayor Edwin Santiago, is bolstered by its “exemplary performance” and a record of “landmark legislation.”

The Sanggunian has now won the award for consecutive terms 2006, 2009 and 2012 under a merits program of the Department of Interior and Local Government (DILG) and the Philippine Councilors’ League (PCL).

The award made the city council eligible for national-level honors that the DILG will determine in the coming weeks.
Announcing the award on February 11, DILG Regional Director Florida Dijan said the selection was based on a comprehensive criteria that included: effectiveness of the legislative agenda; legislative tracking system; availability of legislative documents; efficiency of performance of the Sanggunian; and quality of office set-up and staff complement.

In particular, the San Fernando Sanggunian was noted for “significant landmark legislations” such as the Annual Investment Incentives Program, Comprehensive Development Plan, Revenue Code, Solid Waste Management Plan, Appropriation Ordinance, and the first-ever City Risk Reduction and Management Code for a local government unit.
The Sanggunian has enacted thus far a total of 202 ordinances and 1,262 resolutions with impact on local communities.
This crop of local legislative measures “shows [the San Fernando Sanggunian’s] exemplary performance,” said Director Dijan, pointing out further that the council “almost got a perfect score” during the assessment of the regional committee.

For his part, Vice Mayor Santiago, who is concurrently the Sanggunian Presiding Officer, said he was elated by the new award. He attributed the council’s outstanding performance to the “harmonious relationship” between the executive and legislative sectors of the San Fernando city government.

“Together with Mayor Oscar Rodriguez, we work hand in hand for our vision for San Fernando to be a Habitat of Human Excellence,” the Vice Mayor said.

“Furthermore, we consult the masses before we pass codes, ordinances and resolutions by conducting public hearings because we know for a fact that they will be affected in such cases,” he said.

The Secretary of the Saggunian, Avelina Lagman, said the award will serve as “an inspiration [for the council and its staff] to continually strive for excellence.” She said legislative measures now under consideration include a Poverty Diagnosis Ordinance, Administrative Code, and Cooperatives Code. ●Marna Dagumboy-del Rosario

CITY OF SAN FERNANDO–An 80 percent decrease of dengue cases in Central Luzon from January to February has been noted this year compared to the same period last year.

Department of Health Central Luzon Regional Epidemiologist Jessie Fantone said that 3,300 were reported cases in the region in the first two months of 2012. From January to February this year, the cases were down to 653 cases.

Due to the decrease, Central Luzon dropped to fourth place in the ranking of regions with high cases of dengue, from third spot last year.

“Another good news is Region 3 ranks fourth on most dengue cases tallied for the whole country. Region IVA or Calabarzon places first, followed by the National Capital Region, and third, Region VI or the Western Visayas,” she said.

About 232 cases came from Bulacan, followed by Nueva Ecija with 153; Tarlac, 100; Pampanga, 87; Bataan, 69; Aurora, 8; and Zambales, 4.

Of the said number, DOH has tallied one death each in Pampanga and Nueva Ecija provinces.

“Although the outcome of the joint programs of DOH and local government units along with the other private sectors is impressive, we still needed to work hard to prevent dengue,” he said, however.

DOH suggested that in order to lessen the cases of dengue in the country, “we must do preventive measurements.”

MEXICO, Pampanga–The Pampanga I Electric Cooperative (PELCO I) is conducting a two-day training seminar for its electric meter readers that started yesterday at the PELCO I compound in this town.

The activity, focused on the accuracy of meter readings on the electric consumption of households, commercial and industrial establishments, was aimed at ensuring the cooperative’s member-consumers accurate readings on their use of electricity.

PELCO I General Manager Loliano Allas meanwhile stressed the importance of accuracy on meter reading as most electric cooperatives note that the bulk of consumer complaints is attributed to inaccurate electric consumption readings. He furthered that accurate meter readings significantly abate system loss in electric power utilities that redounds to the satisfaction of electric consumers.
