Tarzan hits Edpam group for public school use

ANGELES CITY–Pampanga First District Representative Carmelo “Tarzan” Lazatin requested the Department of Education (DepEd) to investigate reports that Mayor Edgardo Pamintuan’s Partido Abe Kapampangan (PAK) has been using public schools as venues for their political meetings and other events.

In a letter addressed to DepEd Secretary Armin Luistro, Lazatin revealed that he has received reports that PAK used the facilities of Pandan Elementary School, Sapalibutad Elementary School, and Northville Elementary School for their events, particularly their “bingo” games and formal political assemblies.

“Even if these events were done in good faith, it is still unbecoming for school administrators to allow their schools, especially public schools which are funded by taxpayers, to be used by political groups for their political agenda,” Lazatin said.

“Schools are the bastions of knowledge and they should remain fair and apolitical,” added Lazatin.
A copy of Lazatin’s letter was also furnished to DepEd Regional Director Isabelita Borres and DepEd Angeles City Division Superintendent Luz Arriola.

Earlier, Lazatin also appealed to President Benigno Aquino III to look into reports that some leaders of PAK have been threatening his supporters, who are beneficiaries of the national government’s Pantawid Pamilyang Pilipino Program (4Ps), that they will be removed from being beneficiaries of the 4Ps if they continue to support Lazatin.

The 4Ps is a program initiated by the national government through the Department of Social Welfare and Development (DSWD) which seeks to improve the lives of poor Filipino families by investing in the health and education of poor households, especially children between the ages of 0 and 14 years. ●Charlene A. DOH wants tobacco-free CL

CITY OF SAN FERNANDO–With the recent passage of the Sin Tax law on January 1, the Department of Health Regional Office 3 is into another undertaking wherein it aims to make Central Luzon a tobacco free region a few years from now.

DOH Regional Director Leonito Gorgolon disclosed that with the coordination of the local government units in each municipality and province, along with other sectors, their goal of achieving this will be possible.

Among the department’s aim is the posting of campaign materials on hazards and causes of smoking along major roads. This is already implemented in Balanga City, Bataan.

“Also, is in the field of health promotion which includes proper and healthy diet, regular exercise, and consumption of nutritional foods like fruits and vegetables,” she said.

“We want a 100-percent smoke-free region. If Balanga City could do it, then we can also do it for the whole region, ”Elenita Carreon, Health Promotion and Education officer, said.

“Our vision is Filipinos could be free from tobacco related diseases and reduce morbidity, mortality, and disability rates due to chronic lifestyle related non-communicable diseases. This will be achieved through an integrated and comprehensive program on the prevention and control of lifestyle related diseases,” she added.

Philippines is considered a tobacco-growing country that has high prevalence of tobacco use. The Philippine Global Adult Tobacco Survey data shows that 28.3 percent or 17.3 million of the Philippine population aged 15 years old and above currently smoke tobacco.

Furthermore, Carreon said that, “orders coming from each of the government offices to declare their offices a smoke-free environment have been implemented. Some of these are Commission on Population, National Statistics Office, Philippine National Police, Department of Education and Commission on Higher Education, among others.”

2-M Kapampangans now Philhealth members

CITY OF SAN FERNANDO–Philippine Health Insurance Corp. (Philhealth) manager Arsenia Torres announced that this province has the highest number of Philhealth members and beneficiaries in Central Luzon for the year 2012.

Based on the data of the agency, 86 percent of the 2.4 million population in the province were enrolled to Philhealth, meaning 2,060,285 Kapampangans have their Philhealth cards making Pampanga the number one in health insurance followed by Bataan and Tarlac with 82 percent; Zambales, 78 percent; Bulacan, 76 percent; Nueva Ecija, 59 percent; and, Aurora with only 55 percent.

Torres noted the partnership existing between the provincial government, local government units and Philhealth for the awareness of the people to the advantage of having health insurance.

She added 633, 825 of the Philhealth members in the province were sponsored by LGUs, provincial and national government and 1.4 million are regular payers.

“Health has been the top priority of local leaders in Pampanga that enable Philhealth to penetrate and enroll the people up to the grassroots level,” Torres said.

Gov. Lilia Pineda continuously thanked President Benigno S. Aquino III for giving Philhealth cards to 49,000 Kapampangan through the National Household Targeting System (NHTS) of the Department of Social Welfare and Development. This is in addition to the 15,560 beneficiaries of the Philhealth accreditation of provincial government wherein P19 million were used to pay the premium for two years.

Center for Health Development III Assistant Regional Director Ruby Constantino said the health insurance will be futile without the medical institutions that will cater to the benefits provided to the members and this is where the Department of Health and the government come in.

“DOH assists in providing facilities and equipment to our government-owned hospitals to make sure that they will be Philhealth accredited,” said Constantino.

Meanwhile, Gov. Pineda assured the public that the provincial hospital and all 11 district hospitals were Philhealth accredited and ready to serve all patients because the provincial government under her administration spent P210 million for the improvement and rehabilitation of the government hospitals in the province. •Jenna Lumbang

Austrian hurt when hit by van

CAMP OLIVAS — An Austrian national was injured when he was accidentally hit by a van along MacArthur Highway in Barangay Mabiga, Mabalacat City, on April Fool’s Day.

In a report here, Senior Superintendent R’Win Pagkalinawan, Pampanga police provincial director, identified the victim as Christian Na Keplinger, 49, an Austrian tourist who temporary resides at said barangay.

The victim was crossing the highway when a Mitsubishi Fuso Canter (CMB-425) driven by Luis Pinpin, 35, of Barangay San Juan, Concepcion, Tarlac, accidentally hit him.

For fear, Pinpin sped off but later surrendered to Community Police Action Center of Mabalacat City.

The foreigner was taken immediately by residents there to St. Rapahel Foundation Center for medical treatment.

Riding-in-tandem gunmen shoot guard

CAMP OLIVAS — A security guard of an armored van was shot dead by three armed men on board a motorcycle in Barangay Bitas, Arayat town last Tuesday.

In a belated report here, Senior Superintendent R’Win Pagkalinawan, Pampanga police provincial director, identified the fatality as Jeffrey Gatungan, 29, a resident of Barangay Pag-asa, Bamban, Tarlac.

Gatungan, a security guard of the PNB branch in Angeles City together with live-in partner Elaine Balagtas, of Sta. Cruz, Zambales, were on board a Honda motorcycle (7868 RP) from Sta. Maria, Bitas, Arayat on their way home to Tarlac when the incident happened.

The suspects, who were on board a motorcycle, flagged down the victim’s motorcycle and pulled Balagtas away, the report said.

One of the suspects then shot Gatungan several times in different parts of his body, the report said.

The gunmen then fled toward Arayat town while the victim was taken to the Arayat District Hospital but was declared dead on arrival by an attending doctor.

Scene of the Crime Operatives team recovered three spent shells for caliber .45 pistol at the shooting incident.

Dad protecting son shot dead

CAMP OLIVAS — A 54-year-old man was killed after he tried to protect his son from a gunman at St. Jude Village, Barangay Dolores, City of San Fernando, on Tuesday.

The fatality was identified as Nerio Sarzuela, 54, of St. Jude Village, who suffered gunshot wounds in the body. He died while undergoing treatment at the San Fernandino Hospital.

The suspect, identified as Emilio Avenido, 52, of Barangay Magliman, City of San Fernando, arrived in front of the house of Sarzuela and upon seeing Hener Sarzuela, 27, angrily poked a gun at him.

Police said Hener, son of the victim, went inside their house and informed his father about the incident.

The father took a bolo and confronted the suspect, the report said.

However, the suspect shot the father several times. Despite his wounds, he managed to fight the assailants.

The suspect fled while the father was taken to the said hospital, Pagkalinawan said.

Community Police Action Center in Barangay Dolores recovered four spent shells for Mangum caliber .22 (paltik) and four ammunition of unknown caliber in front of the house of the victims. (Ric Sapnu)

Guagua College to offer BS Accountancy course

GUAGUA — The Guagua Community College will be offering Bachelor of Science (BS) Accountancy for school year 2013-2014 in a bid to expand its course offerings for indigent students from all over this highly urbanized town.

Guagua Community College administrator Isaias Panganiban Jr. said the new course offering is expected to boost the population of the college, which opened in the first semester of school year 2012-2013 with 100 students.

“We expect 300 to 500 students to enroll this school year and we hope to cater to them through the course offerings of the college,” Panganiban said, stressing that the community college is among the lowest in terms of tuition and other fees with only P5,350 being charged per student every semester.

Panganiban said Mayor Ricardo Rivera is hoping that the college will also be able to offer education courses to indigent students.

The college is currently offering Bachelor of Science in Accounting Technology, Bachelor of Science in Public Management and Bachelor of Science Entrepreneurial Management.

The Municipal Government has initially allocated some P5 million to jumpstart the operations of the school, which is currently housed at the facilities of Guagua Elementary School in Barangay Sta. Filomena here.

The mayor, he said, hopes to draw the next generation of government workers from the graduates of the community college.

He added that the Municipal Government is looking at courses that are market driven and can cater to the business needs and skill based workforce that are needed in the town.

“We are also looking at offering short term courses in woodcarving, welding, pole maintenance among others which are all in response to the current needs of the different business sectors in our town,” Panganiban added.

Panganiban said they also plan to expand the courses offered by the community college in the coming years, branching into other fields that match skills needed in the current job market.

The administrator was quick to note the community college is not in competition with big private schools in the town as it caters to marginalized students who cannot afford tuition fees in private schools and colleges here.

Lawyer vows support to Lazatin

ANGELES CITY — Human rights lawyer Francisco Buan Jr. has expressed support to the mayoralty bid of Representative Carmelo Lazatin.

“Congressman Lazatin is the best person to serve as mayor of Angeles City,” said Buan, who ran against the former in the 1987 congressional election.

Buan said that even though he was once Lazatin’s political opponent, they share the same dedication to genuine public service and good governance.

“We are a society of sheeps and as expected, we will be governed by wolves, kaya ngayon palang ay dapat na tayong sumipa dahil nakakakilabot na ang ginagawa ng kasalukuyang administrasyon,” Buan said.

Buan was referring to the several controversies hounding the Angeles City Government under the administration of Mayor Edgardo Pamintuan.

Buan joined local broadcaster Med David and Barangay Claro M. Recto Chairman Valentino Lagman in filing a case before the Office of the Ombudsman against some members of the Angeles City Council for serious dishonesty and grave misconduct due to the alleged fraudulent purchases of mobile phones, laptops, and other electronic gadgets.

The officials are accused of “conniving, conspiring and confederating with a private individual… to willfully, unlawfully and criminally cause damage, prejudice, and undue injury to the government in the amount of P120,000.”

In October of last year, another radio personality, Robledo Sanchez, also filed a graft and corruption case against the mayor in connection with the ghost employees at City Hall. (Reynaldo G. Navales)

Mom accuses seaman of rape

CITY OF SAN FERNANDO — A 30-year-old mother of four accused a seaman of raping her in her own home.

The victim Janice (not her real name) identified the suspect as Dennis Manuel, 29, of Barangay Palmayo in Floridablanca town.

Janice narrated in her complaint that she was already sleeping when Manuel allegedly came to her room and raped her.

Janice told police that she begged Manuel not to hurt her children. Manuel assured that he will not harm the children only if Janice will submit herself to him.

Janice also said the suspect also warned the victim not to tell anyone about what happened or else he will kill her children.

But Manuel, in his counter affidavit submitted to the prosecutors’ office, vehemently denied the accusation against him, saying he could not be involved in the incident because he was still sleeping at the time the alleged rape incident was committed.

“Noong ika-6 ng Marso humigit kumulang 7 o’clock ng gabi ay katext ko ang aking kasintahan na isa rin seawoman na kadarating lang at ito ay kasalukuyang naninirahan sa Barangay Nao Mexico, Pampanga at kaming dalawa ay umabot na nagtetexan hanggang 9 o’clock ng gabi at ako ay nakatulog na ng mga oras na iyon,” he stated in his counter affidavit.

Court issues TRO vs Globe Asiatique

MABALACAT CITY — The Court of Appeals (CA) stopped a Makati City judge from implementing its earlier rulings favoring Globe Asiatique Realty Holdings Corp. (GA) president Delfin Lee.

Vice President Jejomar C. Binay said the CA issued a temporary restraining order (TRO) against Makati Regional Trial Court Branch 28 Judge Eugene Paras, who granted the civil suit of Lee against Home Development Mutual Fund (Pag-IBIG Fund).

“We welcome the decision of the court. And we are hopeful that this decision will advance our demand for justice for those who have been victimized by Delfin Lee,” Binay said.

In a resolution promulgated last March 27, the CA through Justice Stephen C. Cruz ruled that unless restrained, the decisions rendered by Judge Paras will further place Pag-Ibig Fund “in an unjust and inequitable position, and will cause grave and irreparable injury, not only to the petitioner, but more importantly, to the public general.”

It will be recalled that following the filing of a syndicated estafa case against Delfin Lee and Dexter Lee in relation to GA’s alleged fraudulent transactions with the Pag-Ibig Fund, GA retaliated by filing a civil case against the Fund before the RTC of Makati.

Judge Paras then summarily decided the case in favor of GA without a formal presentation of evidence.

In issuing the TRO against the summary judgment rendered by Judge Paras, the CA noted that “[r]emarkable is the fact that that petitioner (Pag-Ibig Fund) was defrauded of billions of pesos already, for which numerous other cases, including criminal and civil cases, against private respondents are already pending before the appropriate tribunals.”

The CA granted the TRO upon the application of the Pag-Ibig Fund, which claimed in its petition that Judge Paras gravely abused his discretion when he summarily rendered the assailed decisions in favor of GA without the benefit of a trial.

The CA noted in its decision that “[u]nder the circumstances, we hold and so rule that petitioner would stand to suffer grave and irreparable injury if the writ of execution of the assailed Resolutions is implemented at this time and pending the resolution of the instant petition.”

Meanwhile, both Delfin Lee and Dexter Lee remain at large despite the outstanding warrants for their arrest issued by the RTC of Pampanga where the syndicated estafa against them is pending.
