CITY OF SAN FERNANDO–Some 818 farmers from various municipalities expressed their gratitude to the provincial government, Department of Agriculture, and Department of Agrarian Reform for the free training provided under their joint project, Farmers’ Field School (FFS) Wednesday at the Bren Z. Guiao Convention Center.

The graduates have undergone a four-month training on modern farm technology specifically, Small Scale Irrigation System, Palay check (Rice), Corn Farming, and High Value Crops Production conducted and sponsored by the Office of the Provincial Agriculturist, DA and DAR regional field offices, Philippine Rice Research Institute, and Agricultural Training Institute.

“This shows that one’s financial status or even age is not a hindrance in pursuing an education or gaining new knowledge,” said Jesus Manliclic, a farmer graduate from Vizal, Candaba.

This transpired during the farmers’ graduation ceremonies graced by Governor Lilia “Nanay” G. Pineda, Board Members Olga Frances “Fritzie” David-Dizon, Monina “Monz” Laus and Trina Dizon; and, Butil Partylist Representative Agapito Guanlao.

According to acting Provincial Agriculturist Crispin Guintu, said courses differ from the typical theoretical trainings given to farmers as they were given the chance to learn first-hand techniques on the field through FFS.

Meanwhile Governor Pineda congratulated the graduates and acknowledged their efforts in improving their craft. The governor also admired their willingness in learning new techniques and said that this will surely improve their revenues.

“Educating the farmers on modern farm techniques and mechanization is essential for the continuous growth of the agriculture industry in the province,” Pineda stressed.

Pineda also shared the current status of agronomy in the province, wherein 53,600 hectares of land is currently used for rice planting; 11,400 hectares for corn farming; 2,600 hectares for vegetable growing; and 34,400 hectares for aquaculture, out of the 218,000 hectares total land area of the province.

“This shows how important farmers are in our province. Not only do you provide for the needs of your family, you also provide the food in the tables of your fellow Kapampangans,” Pineda declared. ● Angelique Tuazon

ANGELES CITY – A campaign to build 10,000 classrooms in the country gained support in Pampanga as 33 rooms will be done for the province.
Ten Moves!, the campaign to build classrooms around the Philippines, recently wrapped-up its Luzon road show with the launch of a local campaign at Holy Angel University (HAU) here.

The campaign completed 27 classrooms for 15 schools in Pampanga, while at least six additional classrooms are awaiting completion.
Ten Moves! expressed gratitude to its corporate partners for bringing the campaign to the province. They are HAU, the People Power Volunteers for Reform and Mitsubishi Corporation.

“Ten Moves! is a campaign to raise resources for 10,000 classrooms to be constructed all over the Philippines, and aims to encourage Filipinos here and abroad to give P10 per day. To build 10,000 classrooms, Ten Moves! needs two million Filipinos to contribute to the campaign. With the help of every individual organization, we can contribute to efforts all over the country to address one of the biggest challenges to the education sector,”
the group said in a statement.

The campaign was launched in October 2011 and, since then, 1,277 were built under Bayanihang Pampaaralan, the mother campaign of TEN Moves!
At least P49 million has been raised in cash and through donations or pledges, it said.

Emmanuel So, coordinator for the People Power Volunteers for Reform and one of TEN Moves’ key provincial partners, said “the campaign is an opportunity for individuals and organizations alike to resolve one of the country’s longstanding challenges.”

“With the help and support of every Filipino, our dream of giving each child a second home where they could fulfil their potential would come true,” said So. “Ten pesos a day will go a long way to ensuring that each child gets the education that they deserve.”

“Our goal is to help the Department of Education in reversing the education crisis, and one of the ways we can help our children is to ensure that they have adequate facilities,” said Cecile Alcantara, Co-Convenor of the 57-75 Education Reform Movement. “With every classroom, we’re giving schools, teachers and students an environment where they would be able to focus on lessons and enjoy learning.”

Mitsubishi Corporation Corporate Division Manager Kazumasa Sakakura, in a statement, stressed the importance of investing in the country’s youth and in helping in initiatives such as TEN Moves!

“We believe that the Philippines’ best asset is its human resource,” said Sakakura. “We strive to nurture this strength by contributing to the education sector particularly on the development of the youth and therefore contribute to the nation-building efforts.”

Department of Education Undersecretary Mario Deriquito, one of TEN Moves’ prime movers, has been travelling around the country for the past year, launching local campaigns from Metro Manila to Mindanao, and has witnessed the impact of classrooms on students and their families.

“Throughout the entire country, our small steps to 10,000 classrooms have yielded inspiring results,” said Deriquito. “These classrooms not only give hope to children, but also inspire an entire community.”

CITY OF SAN FERNANDO – The Farmers’ Field School (FFS) in Pampanga has produced 818 graduates on Wednesday as the provincial government stepped up programs to improve agricultural production.

Gov. Lilia Pineda and officials from the Department of Agriculture (DA) and Department of Agrarian Reform (DAR) graced the mass graduation of farmers from the towns of San Luis, Magalang, Porac, Bacolor, Floridablanca, Mexico, Guagua and Lubao and Mabalacat City.

DA-Central Luzon Administrative Director Rleen Torres, who represented DA regional director Andrew Villacorta, congratulated the graduates and reiterated their agency’s commitment to advance the knowledge and capabilities of Pampanga farmers.

With the assistance of Agricultural Training Institute (ATI), Philippine Rice Research Institute (PhilRice) and Office of the Provincial Agriculturist (OPA), the FFS graduates studied from June 2012 to March 2013 the latest and modern techniques on planting rice, corn, vegetables and high-value crops.
The FFS allowed the farmers coming from 28 barangays to have “hands-on training.” The program encouraged organic farming.

The FFS also touched on Small Scale Irrigation System (SSIS).
In her speech, Pineda lauded the government agencies for their continued support in helping improve the production of the some 32,000 farmers in Pampanga. She added that she will focus more on agriculture if she gets a second term as governor.

Ramon Estanislao, head of the DA office in Pampanga, said there is crops’ insurance to be offered for farmers. He stressed the importance of the insurance as Pampanga “is also affected by climate change and perennial flooding.”

Pineda said that some 53,000 hectares of land are used for rice production in the province.
“With our collective efforts to improve farmers’ yield and considering the vast area for rice production, there is no way that we will be hungry in Pampanga,” said Pineda in the dialect. ●Joey Pavia

CITY OF SAN FERNANDO — The Provincial Government vowed Sunday to provide employment opportunities to victims of illegal recruitment and former overseas Filipino workers (OFWs), including their skilled family members.

Governor Lilia Pineda said they had been consistently working in partnership with concerned government agencies to ensure employment for every Kapampangan who is able and willing to work in any capacity both in the local and foreign market.

However, she initially noted that only those who coordinated with the Pampanga Action Center for Overseas Filipino Workers’ Concern (Pacoc) will be given priority in this initiative.

Pacoc is under the supervision of its chief Eliza Rey Munoz, whose main office is located at the side of the Capitol building near the provincial jail.

Pineda said target individuals will be absorbed by the Provincial Government offices tasked to implement various programs, including infrastructure projects, and delivery of basic services among others.

The governor believed that most of the victims of illegal recruitment and Kapampangan OFWs are skilled workers who can contribute to bring the best projects for the people in the province.

Earlier, 15 persons from Lubao town had sought the assistance of Pineda through Pacoc, involving the filing of a case in court for large-scale estafa and illegal recruitment against a suspected group of illegal recruiters who enticed them to work in Africa.

These illegal recruitment victims were identified as Ruben Larioza, Robert Chavez, Rody Evangelista, Romeo Manalansan, Arnold dela Cruz, Joel Manalansan, Marcos Manalansan, Ramil Sangalang, Alvin Dela Pena and other five more individuals.

It was also learned there were eight other individuals who also went to the Pacoc office concerning the illegal activity but in the end opted not to be included in the list of the complainants in the said case.

SAN FERNANDO CITY, La Union (PIA) — The Department of Public Works and Highways (DPWH) in the region is alerting all district engineers to secure major thoroughfares from being utilized as palay solar dryers, so that the safety of motorists passing through national highways is ensured.

DPWH Secretary Rogelio L. Singson underlined the agency’s directive to strengthen ways and means in preventing farmers and rice traders from using such major thoroughfares for aforesaid purpose.

Singson emphasized that national highways were widened to facilitate smoother flow of traffic especially in major arterial roads and not so they can be used as solar dryers for palay or corn.

He added that the presence of big stones or boulders to protect the palay from being overrun by vehicles poses danger to motorists.

In an interview with Engineer Cornelio Amita, OIC-Chief of Highways Maintenance Division, he said that the order has been relayed to all district engineers in the different district offices of the agency in the region.

DPWH personnel were deployed to monitor all areas of jurisdiction and implement strict compliance in coordination with local police.

Specially cited for strict compliance is Western Pangasinan, particularly in the Mangatarem-Pangasinan-Tarlac Road.

Also, Singson stressed the prohibition of use of center lanes of widened national roads by tricycles and motorcycles because they hamper smooth flow of traffic.

The absence of appropriate tail lights on these slow-moving vehicles during night time also poses danger to motorists, and thus the emphasis for said vehicles to use outer lanes, the DPWH secretary said.

Singson is urging the local government units (LGUs) and the Philippine National Police (PNP) to help ease heavy traffic particularly approaches to market areas and poblacions/town centers, and to strictly enforce the “no parking” regulations or encroachments of vehicles on national roads, especially on widened portions.

As such, Amita said the issue will also be raised to the Regional Law Enforcement Coordinating Council with emphasis on the convergence of the PNP and LGUs, especially barangay officials, for more effective implementation of Singson’s order.
