CAMP OLIVAS – Two barangay chiefs in Nueva Ecija were arrested by policemen on Wednesday.

Arrested were Barangay chiefs Federico Vercida of San Carlos, Aliaga and Joel Nunez, 40, of Hometeads 1, Talavera.

Senior Superintendent Ricardo Nieves, Nueva Ecija police provincial director, said Saturday that police operatives swooped down on the barangay hall of Vercida armed with a search warrant issued by Judge Ramon Pamolar of the Regional Trial Court Branch 32.

Seized from Vercida were one Armscor caliber .45 pistol with four magazines, a holster, and one SAS 12-gauge shotgun, with markings Shooters and assorted ammunition.

Vercida, Nieves said, failed to present any written exemption permit from the Commission on Elections which bans the carrying of firearms outside residence on account of the coming May 13, 2013 local and national elections.

Nieves said a police team with a search warrant arrested Nunez in his residence in Homestead 1, and confiscated from him a caliber .45 Norinco pistol and several assorted ammunition.

He said appropriate charges are ready to be filed in court against the two barangay chairmen. (Ric Sapnu)

STA. RITA — The Kapampangan Development Foundation (KDF) is calling for referrals for its free cleft palate and harelip surgery missions with Operation Smile on July 3 to 6 at the Ospital ning Angeles here, in a bid to provide free reconstructive surgery to indigent beneficiaries.

KDF president Benigno Ricafort told Sun.Star Pampanga that the surgery mission is part of the year-round campaign to disseminate information and announce that every six months, the KDF is hosting free surgeries with the help of volunteer doctors.

“We will do surgeries; therefore, all they have to do is register and they need not pay anything. The educational campaign is that it is best that beneficiaries be operated on after six months after birth and for best results within one year, especially for the cleft palate,” Ricafort said.

Ricafort is inviting poor families who cannot afford the costly reconstructive facial surgery and the accompanying cost of the medicines to avail themselves of the free cleft palate and harelip surgeries, which will be conducted by volunteer doctors from Operation Smile.

The incidence of oral cleft in the Philippines is estimated at one in every 500 live births.

With an average of two million live births a year, 4,000 new cleft cases are added annually in the country.

Recent study shows that malnutrition and lack of Vitamin 6 and folic acid during the pregnancy period might be one of the causes of harelip, cleft palate and other facial deformities.

Ricafort said commercial reconstructive surgery usually costs thousands of pesos, but with the KDF program, patients would not be spending for the surgery as it would be shouldered by KDF and other partner organizations that share their resources for the program.

CITY OF SAN FERNANDO – Two students from the Mary the Queen College (MQC) were nominated in this year’s regional search for the Ten Outstanding Students of the Philippines (TOSP) after meeting the required academic and social responsibility qualifications.

Representing the school in the search are Kelvin Cadiang (Accountancy) and Leomar Bucud (Information System department), said Maria Fe Gonzales, Outreach head and trainer of the two nominees,

“We can never tell or say if they will make it or not. What I always tell them is to speak from the heart during the interview,” Gonzales said.

She said MQC was among those invited by the Commission on Higher Education (Ched) to participate in the search, which is already an achievement in itself.

Gonzales said three MQC students have given honor to the school after having been nominated in the regional search for the past three years — Mark Gil Tuazon was one of the 30 finalists for 2012 and the only one from Pampanga; Sarah Colis, an awardee in 2011 also at the regional level; and the very first one to have been nominated in 2010, Rudolph Jay Velasco, who was declared as one of the Top Ten Outstanding Students of the Philippines at the regional level.

“Rest assured that Mary the Queen College is preparing its entrants for this year’s search very well,” Gonzales said.

These awards — aside from the latest six CPA Board Passers and from the previous CPA Passers and LET Passers and other more achievements — prove MQC’s ability to produce competitive students, she said.

“It is one way of showing the fulfillment of the school’s vision and mission through its ten-year existence,” she said.

CITY OF SAN FERNANDO — Councilor Jimmy Lazatin has been nominated in the search for The Outstanding Councilors of the Philippines (TOCP).

Lazatin told Sun.Star Pampanga that he has officially been informed by TOCP proponents JCI Philippines and the Philippine Councilors’ League of the nomination, a crack to be with 10 best legislators, which comes after being nominated as one of the outstanding alumni of the University of the Assumption in this city.

Lazatin, who is aspiring to be the city’s next vice mayor, chairs the 4th City Council’s committees on good governance, ethics and education.

He has passed landmark ordinances on education and proposed such critical bills as the Anti-Epal law for local implementation.

In his last term as councilor and a lawmaker, he has stood his ground as one of the august body’s “fiscalizers” on legislative measures.

“I am very honored to be nominated in the prestigious search for the country’s 10 outstanding councilors. I take it more as a challenge to continue doing my best as a lawmaker and serving the people of San Fernando. Whether we make it to the finals or not, I humbly consider the nomination–together with that from the University of the Assumption–as honor and recognition of the work we have done and continue to do for our people and stakeholders,” Lazatin said.

The TOCP Awards is uniquely given for outstanding leadership and excellent contributions to local legislation, governance and the nation at large. Its primary aim is for the recognition of the outstanding achievement of the country’s councilors which have benefited significantly their constituents, the community and the nation.

Likewise, it will also inspire others, especially the youth, with the recognition to these achievements and/or leadership of the awardees-leaders who have demonstrated vigor and innovativeness in tackling the problems of society and offering solutions. Moreover, the said award will also challenge and inspire councilors to become development-oriented and to excel beyond the ordinary.

Recently, Senator Edgardo Angara signed a Memorandum of Agreement with the Junior Chamber International Philippines and the Philippine Councilors League, pledging P1.5 million each, or a total of P15 million, for the next batch of awardees of The Outstanding Councilors of the Philippines.

In 2006 during the incumbency of JCI Philippines national president Ismael P. Penado, conceived the idea that gives due recognition to Philippine councilors for their outstanding achievements and excellent deeds to their constituents. Realizing that it is important to bestow awards to our local legislators for their exceptional works and meritorious service in their respective community benefiting their constituents, it was at this point that he set an appointment for an exploratory talk with Mandaue City Councilor, lawyer Carlo Pontico R. Fortuna who is a former JCI Philippines 2005 general legal counsel, 2003 Comelec chairman and 2006 president of the JCI Mandaue who then at that time the incumbent national president of the Philippine Councilors’ League (PCL). Both these two distinguished gentlemen being a well seasoned JCI member agreed with the proposal to confer said award. It’s first MOA signing was held last August 24, 2006 in which Senator Edgardo J. Angara accepted to be the main sponsor.

The Outstanding Councilor of the Philippines (TOCP) Award will now become an annual undertaking of the JCI Philippines in partnership with the Philippine Councilors League. In its 1st year the Office of Senator Edgardo J. Angara has agreed to be the major sponsor of the project. The said award will join the two other flagship projects of JCI Philippines, namely The Outstanding Young Men (Toym) Award and The Outstanding Policemen of the Philippines (TOPP) Award  where over the years, both awards have become  institutions, having developed a reputation for its selectiveness of outstanding young men and the men in uniform upon whom the award is conferred.

For 48 years, Toym seeks to give recognition to young men and women whose selfless dedication to their profession or vocation has resulted in significant contributions to the welfare of their countrymen and our country at large, as well as to the advancement of their respective fields of endeavor. The awardees who have become light of the nation totaling 394 by now, is literally a Philippine “Who’s Who” in outstanding achievement in areas such as community service, the arts, literature, journalism, education law, politics, agriculture, science and technology, economics, banking, business, sports, government service, and other fields of endeavor. The TOPP has been successfully given for the last 39 years in recognition of the exceptional and outstanding achievements of our men and women in uniform rendered beyond the call of duty.

CITY OF SAN FERNANDO — At least eight towns and one city in the province have been identified by law enforcement authorities as election hotspots or high risks areas.

Superintendent Charlie Cabradilla, an official from the Regional Special Operations Task Group (RSOTG), said included in the list are the towns of Candaba, San Simon, Mexico, Arayat, Sasmuan, Guagua, Magalang, Lubao; and Mabalacat City.

Cabradilla said the list is based on past records of election-related violence, which occurred during the conduct of previous elections.

He said as early as December last year, the police in coordination with the Commission on Elections (Comelec) already placed the areas in the list under tight watch, to prevent the commission of any violence pertaining to the upcoming midterm elections.

In fact, the RSOTG since then had established and is regularly conducting checkpoints in various municipalities to ensure that lawless groups, including private armed groups, will not take advantage of the situation to advance the interests of any candidate.

Cabradilla specifically cited Arayat town with most number of violent incidents almost every elections, plus the alleged presence of armed groups operating in the area.

Earlier, a high ranking official from the Pampanga Police Provincial Office (PPPO) told Sun.Star Pampanga that the presence of police personnel in public places has benefited the public because of the reduction of crime incidents.
