BALANGA CITY–The city government of Balanga revealed that its newly founded University Town of the Peninsula Foundation, Inc. earned P10 million from private donors which will be used to increase the number of scholars in the city.

Fifty new scholars every year will be added to the current 2,000 beneficiaries from Balanga City in the Iskolar ng Bataan program, said Mayor Jose Enrique Garcia III.

“As support of the private sector to our vision, they have built a foundation, the University Town of the Peninsula Foundation, Inc.

Through the leadership of Chairman Jojo Dispo, the foundation held a fund raising activity last December, the premiere of the Balanga UTown Musical Mini-Series,” said Garcia.

This mini-series aims to promote the city’s vision of becoming a world-class university town by 2020 where education is prioritized and anchored onto economic developments, business potentials, and job opportunities.

Citizens have expressed gratitude over the consistent scholarship program which shoulders the annual P12,000 tuition fee of each college beneficiary.

“Thank you for your Iskolar ng Bataan. It’s a great help to my niece taking up Nursing. You are highly commended for the great deed in acknowledging a student’s excellence in their education,” said one Gina Mercado Rivera.

Garcia also disclosed that the city government is mulling on pushing innovative educational projects this year that include the use of tablet computers in schools in replacement of workbooks for students.

The pilot testing of the tablet computers will be done in selected public schools in the city and its use is seen as a “dynamic and interactive” way of learning that cuts the cost of buying papers, pencils and other school supplies.

“The makers of these digital workbooks are the excellent members of the University Town Education Council. It is now much more interesting for students to study and accomplish their assignments,” said Garcia.

He added that the cost of buying the tablet computers is lesser than the total cost of buying books, papers and other learning tools, and that these gadgets can be used over again by other students. ● (PIA 3)

ANGELES CITY–The Department of Education has granted Holy Angel University permission to offer Grade 11 next school year, ahead of most schools in the region.

Under the government’s K-12 program, high school freshmen (Grade 7) this school year will not take college after their graduation from high school in 2016 but will instead have to enroll in Grade 11 in school year 2016-17 and Grade 12 in school year 2017-18.

The University sought permission from DepEd to offer its own Senior High School three years ahead of the program’s general implementation in 2016, to give its students seeking immediate employment a good headstart, and to allow the school to pilot-test the program for further improvement and innovation.

The HAU Senior High School has five areas of specialization, called “Career Pathways”: Hospitality Management (HRM), Aircraft Maintenance Technician (AMT), Technical Servicing Technopreneurship, Garments and Fashion Design Technopreneurship, and Business Process Outsourcing and Information Technology (BPO-IT).

High school seniors graduating this school year are qualified to enroll in the University’s Grade 11.

“This is a great privilege for us and for our students because we are among the very first schools in the region and perhaps the country to be allowed to offer Grade 11 this early,” Dr. Jaime Cortez, VP for Academic Affairs, said.

“After fourth-year high school, our students can gain the competencies of their choice through TESDA courses, practicum, lecture and laboratory which are all in our Grade 11 and Grade 12 program,” Dr. Cortez added.

At least 240 additional policemen were deployed in Pampanga as part of the efforts to maintain peace and order in the province four months before the May 13 elections.

Pampanga Police Director, Senior Supt. R’Win Pagkalinawan on Thursday said the additional force beefed up the some 1,100 Philippine National Police (PNP) members in the province.

He thanked the regional police command in Camp Olivas for the new police who will help in manning the checkpoints in the province five days after the Commission on Elections (Comelec) imposed the gun ban related to the upcoming polls.

Pagkalinawan expressed gratitude to Gov. Lilia Pineda “for giving so much resources” to the PNP in Pampanga. He said he had lacked personnel to use for the support given by the provincial government.

On Tuesday, Pagkalinawan joined Pineda when she gave cellular phones to barangay officials in all of Pampanga’s 505 villages.
Pineda gave service vehicles and new offices to the Pampanga-PNP in areas which suspected criminals could use as exit points. These are Apalit, Arayat and Mabalacat City.

Pineda also sponsored seminars for barangay peace-keeping force on how to help the PNP in preventing and reporting crimes.
She said “well-equipped and properly taught” village cops will help the police in drastically cutting the number of crimes. She added that there are at least 10,000 barangay tanods. ●(JP)

EdPam vows ‘world-class governance’

ANGELES CITY – Mayor Edgardo Pamintuan yesterday vowed of a continued “world-class governance and leadership” even as he warned against a “backslide to the days of unbridled patronage politics.”

Pamintuan made the statement during a luncheon speech before members of the Rotary Club of Angeles City at a restaurant in downtown Angeles.

He said the numerous awards given to him and the city, including his ranking as 8th of 10 top World Mayors for 2012 given by the City Mayors Foundation, an international organization monitoring the performance of mayors of major cities in the world, have only made him work harder to live up to the accolades and expectations of the Angeleños and the award-giving bodies.

He was also earlier cited by Superbrands International as one of the seven best mayors in the Philippines.

Because of the awards, he said “people are becoming curious of what we have done and how we did it, that institutions like Superbrands International and the City Mayors Foundation which are both based in the United Kingdom have noticed of our small city and its humble mayor.”

Pamintuan also thanked the business sector for expressing confidence in his administration as reflected in a recent survey conducted by the Social Weather Stations (SWS), where Angeles City scored the lowest in perception of business establishments on existence of public corruption.

He said the 27 percent scored by Angeles City dragged down the national averages, resulting in lower perception of public corruption by business establishments on a national level.

Pamintuan, however, lamented that his political battle against former ally first district Representative Carmelo “Tarzan” Lazatin has degenerated to the “inane and ridiculous.”

“It seems not all Angelenos are happy about these,” he lamented.

“There are still those who are too cynical and even crab-minded, that they went to the extent of writing derogatory letters to the award giving bodies against me, and against Angeles City. I was later told that one of the award-giving groups, the Superbrands International, wrote them a curt answer: ‘Please do not drag us to your political grudge,’ or something to that effect,” he added.

He said: “The slings and arrows coming from the direction of the jungle at Telabastagan, City of San Fernando have been unceasing. The charges have ranged from the inane to the ridiculous. I have been forced to engage them tit for tat sometimes, although I would rather that I be allowed to continue on delivering on my commitments up to the last day of my term.”

“The truth of the matter is that they have degenerated to the disgusting – manufacturing issues, names, signatures and documents just to get media mileage,” he added.

Pamintuan also referred to a letter purportedly coming from the Metro Angeles Chamber of Commerce and Industry (MACCI) questioning the increase of the city budget. But he said that when he called up the signatories, most of them denied having signed the letter.

Governor Pineda has stressed that the new improvements at the district hospital compound are part of the provincial capitol’s commitment to bringing the services of the government especially to the marginalized sectors in the province. The project was funded by the provincial government of Pampanga being just one of the programs on the rehabilitation of the 11 district hospitals and the main provincial medical center which includes the renovations and upgrading of four Obstetrics-Gynecology units and ward. Hospitals, under the operation of the Pampanga provincial government are far more improved as compared in the past. They are now modernized and almost fully-equipped with state of the art hospital equipment, facilities and machineries. Gone were the days when hospital mortality is high and the recovery of patients too slow.

A few years back, hospitals and other medical facilities of the province are congested, underequipped and undermanned. Even the supply of basic medicines then was a problem. Some patients have to stay momentarily along corridors due to the lack of sufficient rooms for the sick. Doctors then are not enough to make rounds and treat patients. There were shortages of medical staffs and other employees of hospitals. This are all I witnessed when I visited a relative confined at one of the district hospitals in the province.

The activity was attended by Mayor Eduardo Guerrero, the town of Floridablanca’s local chief executive. He expressed his gratitude to the support of the provincial government to his town especially the sick and poor. Kapampangans are really lucky to have a governor who religiously attends to her constituents’ needs.

Mayor Guerrero likewise added that the people of his town are mostly Philhealth members and that they benefit from their membership when it comes to their medical treatments and attention they get from government hospitals such as the Romana Pangan District Hospital.
