CANDABA – The Municipal Government here has reminded owners of stores in communities engaged in reselling petroleum and other combustible materials to properly handle said products.

The LGU issued the warning as several concerned residents are complaining about the dangers that may be caused by the improper handling of the products.

Leny Manalo, municipal chief of staff, said there is a need to regulate the conduct of selling petroleum as the safety of the public is at stake.

He also aid that under the newly approved Revised Internal Revenue Code of Candaba, such business activity is regulated and could not be easily undertaken without securing permits solely for the storage and selling of petroleum and other combustible materials.

“This is different from regular business permits being issued by the municipal government to any individual engaged in local commerce,” Manalo said.

As this developed, Manalo instructed the local police to warn business owners who were found to be selling the said products to settle and secure the necessary permits to warrant a lawful conduct of business.

The police will be closely working with the municipal licensing and business division to determine who among business owners are paying the required fees for storing and selling petroleum under the internal revenue code.

CITY OF SAN FERNANDO – The executive committee of Maleldo 2013 or Holy Week urged politicians, particularly those bidding for a post in the coming May elections, to abstain from campaigning in Maundy Thursday and Good Friday.

Like in the past, Maleldo 2013 coincides with the start of the local election campaign.

“We urge candidates and politicians to please abstain or refrain from campaigning during Holy Week, particularly on Good Friday. No campaign posters or tarpaulins will be allowed in and along the three sites of the Via Crucis,” Maleldo executive committee co-chairman Engr. Marni Castro.

He said that if candidates insist on posting campaign collaterals, the City Government through the Maleldo 2013 executive committee will take them down.

“Iyun naming nasa mga bahay-bahay ay pakikiusapan natin ang mga homeowner kung pwede munang tanggalin pansamantala. Konting panahon lang naman ito at sakrispisyo bilang pagbibigay galang sa Semana Santa,” Castro said.

He added that they will also request candidates not to play blaring jingles on their showboats, and if possible, do away with the distribution of leaflets and other campaign hand-outs.

Governor Lilia Pineda earlier aired the same request, when she asked her Kambilan party mates and other candidates to respect Holy Week.

APPEND Party-list candidate and outgoing City of San Fernando Councilor Alex Patio said Thursday that the group will abstain from campaigning this Holy Week.

Patio said members, partners and supporters of APPEND, who are mostly Christians, will respect Holy Week as they always did, and take a break as requested from campaigning.

Thousands of local and foreign tourists are expected to troop to the Maleldo crucifixion sites in barangays San Juan, Sta. Lucia and San Pedro Cutud, where the 51st “Via Crucis” will be held on Good Friday.

Hundreds more will make the rounds of the city’s churches for the “Visita Iglesia” on Maundy Thursday.

At least 24 penitents will be nailed to wooden crosses in the three barangays with Ben Enaje, 52, playing the role of Jesus Christ.

It will be the 27th time for Enaje to be crucified.

Others to be nailed to the wooden crosses are Melchor Montoya, 53, Fernando Mamangun, 48, and Danilo Flores, 48.

CITY OF SAN FERNANDO–Top environment and science and technology officials here signed a P5-million bamboo deal in Central Luzon in a bid to maximize the economic and ecological potential of bamboo as an industry and source of livelihood to poor upland farmers.

The two-year bamboo project targets about 500 upland farmers in a cash-for-work scheme that would establish an initial 40 hectares of bamboo plantation in Pampanga, Bulacan, Nueva Ecija and Zambales, revealed Maximo Dichoso of the regional Department of Environment and Natural Resources (DENR) here.

He said the Laguna-based Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (PCAARRD) of the Department of Science and Technology (DoST) agreed to provide the initial P3.5 million startup capital, with the DENR providing another P1.5 million.

“This project recognizes the enormous potential of bamboo not only for construction and furniture, but also for environmental rehabilitation, carbon sequestration and climate change mitigation,” he explained.

He said the country is the world’s sixth biggest exporter of bamboo products in the world, with a total export value reaching $30 million in 2009.

With the threats of global warming and climate change, and the growing demand for eco-friendly alternative to wood to conserve the world’s remaining forests, international market value for commercial bamboo is expected to hit $20 billion by 2015.

“Given the right socio-economic and political environment, Central Luzon can very well supply this international demand for commercial bamboo,” Dichoso explained adding that a third of the country’s bamboo exports go to the United States.

Commercial species of Kawayan tinik (Bambusa blumeana), Bayog (Bambusa sp.), Kawayan kiling (Bambusa vulgaris) and Giant bamboo (Dendrocalamus asper) shall be planted to an initial 40 hectares of lower to mid-slope upland areas in Central Luzon tapping the services of people’s organizations, said DENR deputy research director Restituto Bauan.
Owing to its tensile strength, bamboo is considered by forest scientists as a “poor man’s lumber” whose many new products included high-value engineered floor tiles, export furniture and handicrafts, and musical instruments, he said.

Tensile strength refers to the stress or load a piece of bamboo can hold without breaking.
A sustainable bamboo industry will position the Philippines as the second largest bamboo producer in the world, next only to China whose current market share is about 50 percent.

There are about 1,000 species of bamboo in the world, 49 species of which grow abundantly in the Philippines.
As the world’s fastest growing plant, bamboo can grow up to a meter a day, can reach maturity in five years, and can be harvested once every two years for about 120 years. Bamboo belongs to the Graminae family of grass, like rice and corn.

Under Pres. Aquino III’s National Greening Program (NGP), the DENR is set to establish a total of 7,848 hectares of bamboo plantation throughout Central Luzon by 2016, mainly for riverbanks stabilization and stream erosion control.

CITY OF SAN FERNANDO – Medical institutions and health professionals in Central Luzon ranked first in Philippine Health Insurance Corp. (Philhealth) accreditation in the country outside National Capital Region (NCR).

Dr. Danilo Reynes, chief of health care delivery management division of Philhealth 3, said there are 460 accredited medical facilities in the region and 4,172 health care professionals.

Data obtained from the division showed that 193 hospitals, both government and private, manage to get certification from Philhealth–136 are rural health units; 115 maternal care units; 19 TB-Dots Centers; 14 dialysis centers; and, eight ambulatory clinics.

The accreditation for professionals is also open for government and private practitioners. In Central Luzon, there are 2,572 general doctors who got their certification from the agency; 1,500 specialists; 34 dentists; and, 81 midwives.

Reynes said this recognition is a process whereby the qualifications and capabilities of health care providers are verified in accordance with the guidelines, standards and procedures set by the Corporation.

“The accreditation will ensure the public that hospitals and medical professionals in the region are well-equipped and capable to deliver health services in addition to the benefits given to them as Philhealth members,” said Reynes.

He encouraged all medical practitioners to apply for accreditation in order for them to participate in the National Health Insurance Programs of the agency and also an assurance to the public that health care services rendered by them are of the desired and expected quality. • Jenna Lumbang
