CANDABA – Incumbent Vice Mayor Daniel Gallardo other day disclosed that he wanted win in the 2013 midterm elections with a his conscience clean and that he be judged based on his performance as presiding officer in the municipal council.

 

Gallardo said he would not compromise his long years in public service just to get a fresh mandate unlike candidates who are resorting to indirect vote buying activity.

 

“Gusto ko manalo ako, hindi dahil namili ako ng boto kundi gusto talaga ako ng mga tao,” he pointed out.

 

The vice mayor is advocating for a clean and honest elections so that in the end the people here would get the kind of government they deserve.

 

“Kung magpupunta lang sila sa akin parahumingi ng pera huwag na lang dahil mapapahiya lang sila sa akin. Kahit hindi na nila ako iboto,” he  stated.

 

It was learned that Gallardo has been subjected to an election protest by ex-mayor Normita Evangelista who run for vice mayor in 2010 before Regional Trial Court Branch 48 Judge Serafin B. David in the City of San Fernando on the grounds that the results of the election for vice mayor were “pre-programmed”. .

 

However, the  Commission on Elections (Comelec) junked with finality the motion for reconsideration on petition for certiorari and mandamus filed against him in relation to the May 2010 polls.

 

Gallardo who garnered 15,388 votes as against the 15,262 votes of Evangelista, a margin of 126 votes in 2010 elections.

 

He is currently  the running mate of Gerard Patrick “Kuya Pat” Pelayo under the Kapanalig at Kambilan neng Memalen Pampanga (Kambilan) party.

Start ‘visita’ in Betis, Pampanga

GUAGUA, Pampanga—Visual catechism—biblical teachings told through paintings and sculptures—is so rich at Santiago de Apostol (St. James the Apostle) Parish in the old district of Betis here that it has become a regular destination for pilgrims completing their Visita Iglesia on Maundy Thursday.
Because most spaces in the crucifix-shaped, four-century-old structure are devoted to ecclesiastical art, Archbishop Paciano Aniceto says visitors have likened it to the Sistine Chapel in the Vatican, famous for its architecture and its decoration, notably the ceiling painted by Michelangelo between 1508 and 1512.
In refined Baroque style, Betis Church is 50 meters long, 12 meters wide and 10 meters high. Its flooring is made of hardwood that has survived lahar and floods.
It isn’t only a church that “continues to speak to its guests” through the many images, said Pampanga Auxiliary Bishop Pablo Virgilio David, a native of Betis, it is also steeped in local Church history.
The spread of the Catholic faith in Luzon began here. It is one of the first two “visitas” (chapels) established in 1572 by the Augustinians in Pampanga, the order’s first and last territory in the Philippines.
The other chapel is St. Augustine Church in nearby Lubao town, according to the coffee-table book “Suli: Legacies of Santiago Apostol Church of Betis,” written by Nina Tomen and David.
The book, published by the National Commission for Culture and the Arts and  St. James the Apostle Heritage Foundation Inc. in 2012, is regarded as the pioneer literature on Betis.
The National Museum declared the church a national cultural treasure in 2001.
The church’s parish priest, Fr. Emil Dizon, said it was best to start in Betis the Visita Iglesia—a tour of seven churches that pilgrims undertake after the commemoration of the Last Supper.
“The images invite you to reflect on God’s love,” Dizon said.
The image of St. James here holds a scallop, a symbol associated with the pilgrimage to Santiago de Compostela, said Tomen.
Stairway to heaven
A visitor’s journey begins at the original wooden main door, which is now clapped tight to a modern door that was carved with figures representing Jacob’s dream of a stairway to heaven. The late sculptor Juan Flores, a native of Betis, installed this 20th-century addition.
The centerpiece of the church is a retablo, an assembly of wooden statues of St. James, the first apostle to be martyred, St. Augustine and the Augustinian saints.
There are images of Peter and Paul, the two pillars of the Christian faith. At the topmost niche looms the image of God the Father, portrayed as an old man. Below it is an image of Mary.
This retablo, according to the National Museum, is the “most beautiful” in Central Luzon.
Around here, St. James is called “Apung Tiago.”
The ceiling a little past the main door shows a painting of Jesus knocking at a door, as told in Revelation 3:20.
On the left sidewall below the choir loft is another painting of Jesus talking to a woman by the well.  David said a
19th-century priest, Fr. Manuel Camañes, “may have offered it as an appropriate metaphor for what the church was meant to be—drawing from the wellsprings of life.”
The baptismal theme is taken on further by a painting at the baptistry below the belfry. It shows John drawing water from Jordan and baptizing Jesus.
Majestic portrayal
“As one enters the nave of the church and looks up at the ceiling, one gets awed by a majestic portrayal of the second coming of Christ. It has always been called a portrayal of the last judgment, but there is no scary portrayal here of separation of sheep on the right and goats on the left as in Matthew Chapter 25. What one sees, rather, is the enthronement of Jesus as the Son of Man (Daniel 7:13) with ‘nations and peoples of every language coming to him,’” the bishop explained.
Matthew, Mark, Luke and John—all Gospel writers—are painted on the corners of the pillars supporting the cupola of the church.
There is another painting of Jesus in Gethsemane before his passion and death. The images of Moses and Elijah, prophets in the Old Testament, are on the sides of this Agony in Garden scene.
David found a “compendium of salvation history” at the ceiling of the cupola. These are the fall of Adam and Eve and their expulsion from Eden (Genesis 3); hell and the monstrous beasts Leviathan and Behemoth (Isaiah 27:1 and 4 Ezra Chapter 6) and souls in purgatory; the battle of angels and the fall of Satan (Revelations Chapter 20).
The painting of the Last Supper in Betis is unique because in place of Judas is Paul, indicating that the early missionaries saw him as the “original advocate in favor of the mission to the Gentiles,” David noted.
The bishop said the paintings stirred his imagination since he was 3 years old.
“They attracted me to come to the church regularly for daily visits after school. They made me really curious about Jesus, his life and mission. Later when I entered the seminary and started reading the Bible, I was of course pleasantly surprised to discover that most paintings on the walls and ceilings of the Betis Church are in the Bible. I think God spoke to me,” he said.
Work of local artists
The three bells on the belfry are silenced from Maundy Thursday to Black Saturday to discourage gaiety, Tomen said. What Church leaders rang are the matraca—two wooden planks held fast by metal.
Around the church are Camañes’ artesian well, said to be one of the first in the country; the Glorietta built in 1931; the sculptures of the Holy Family and Sacred Heart, circa 1928; and the remnants of tableau pieces depicting the agony of Jesus Christ.
Tomen said records showed that Fr. Jose de la Cruz led the construction of Betis Church from 1660 to 1770. Construction took time as the population had little labor force. However, Tomen said the identity of the original creator of the visual catechism had not been established.
“It is widely believed that the murals, paintings and the trompe l’oeil (fool the eye) were executed by local artists working under the direction of a priest, for the artworks represent more than just basic catechism,” she said.
Church records showed that paintings and other artworks had been in the church as early as 1790.
Among those who helped restore the paintings were the father-and-son tandem of Jose and Macario Ligon under the direction of Fr. Santiago Blanco, OSA, the last Augustinian missionary to manage the parish from 1939 to 1949. Mariano Henson repainted the works twice in 1890 and 1895.

Business jets take over Subic airport

OLONGAPO CITY–Twenty years after the last American fighter jet took off, a new breed of jets has taken over the runway and hangars of the Subic Bay International Airport—business jets.

“This is what we want to see. Our airport as a bustling hub for general aviation,” says Subic Bay Metropolitan Authority (SBMA) chairman Robert Garcia.

The former US military base turned industrial-commercial complex turned 20-years-old last November 24. And Garcia believes that its development is right on track.

“I will go very strongly into general aviation, which includes jet charters, flight training schools,” he stressed, adding that logistical services, aircraft refurbishing and repair are the ideal businesses for the international airport.

With more than US$8 billion dollars in foreign investment, Subic Bay is the country’s top attraction in the foreign investment community.

Leading the pack in this mixed commercial and military thrust is Aviation Concepts, a jet charter firm, whose clients are as diverse as their fleet of commercial fixed wing aircraft.

“Most of our clients are in Asia. They are the corporate executives who need to shuffle from place to place quickly, efficiently, and comfortably,” says Joel Edmondson, Aviation Concepts general manager.

Edmondson witnessed the airport’s ups and downs. A Subic Bay-based US Navy pilot for 26 years, he led Federal Express’ team as chief pilot until the courier giant decided its business was better off in China.

Still, Edmondson might hear the familiar sound of fighter jets alongside his more subdued planes.

“Because of national defense considerations, we would have to operate it as a mixed use area,” Garcia explained, “meaning it might be used as a jump-off point for fighter squadrons, side-by-side with commercial jet charters.”
Just recently, the US Navy leased portions of the Airport terminal to support its troops participating in the joint American-Filipino military exercises.

Huge potential
Aviation Concepts, so far the only non-flight school locator, fits comfortably with the SBMA plan, says Garcia.
“Malaking negosyo ‘yan (Business charter is a huge business), so, that will provide a strong commercial component for the airport,” Garcia added.

Globally, the charter industry is worth about US15 billion and is growing significantly.
The industry is forecasting nearly 10,000 new business jet deliveries worth about $250 billion from 2012 to 2022. Some 700 jet planes will be delivered to buyers this year.

The Asia Pacific region grew at double digit rates throughout the past five years.
And SBMA, together with Aviation Concepts, are preparing to catch some of the business.
“We support SBMA by working with groups to get the message out that Subic Bay is the best place to invest in,” Edmondson said, noting that companies have room to grow in this 200 hectare facility.

Operating out of a former Fedex hangar, the firm manages seven jets and employs 51 workers, including six American pilots.

“Mostly, we fly throughout Asia. We fly to other parts of the world, but our aircrafts are based here,” Edmondson explains, stressing that his company is in Subic for the long term.

Loving Subic Bay

Like Edmondson, many of their workers are former employees of Fedex.

Emma Bonsa, the company’s facilities supervisor and executive secretary to the President and CEO, says she is lucky.
She says the pay is higher and the company takes care of its employees like family members.

“There are no sirs’ and madams’ here because we are all worthy of the same respect. We call our president by his first name,” Bonsa says. But her most memorable experience was when her home was flooded by strong monsoon rains.

“Everyone affected was asked how the company can help. Afterwards, we were given financial help to tide us over our crisis. This is the first time I experienced such care from an employer, and it one that I treasure very much” she added.

Luisa Patagan, operations improvement manager and another Fedex veteran, says that everyone receives 100 dollars for every year of service.

“During our anniversary, the president gives us US$100 dollars for every year of service. So if you have worked for two years, you get US$200 dollars,” she says.

But her biggest kick comes from providing their client with quality service.
“We meet a lot of people and you really don’t know what to expect. And surpassing our clients’ expectation gives me the boost to get up the next day,” Patagan declares.
For all three, the best come-on is Subic Bay.
The place is beautiful, and to them “every work day is a vacation.”
“No traffic. No pollution. Seaside. What else can you ask for?” Bonsa stressed.

Fire razes Mabalacat classrooms

CAMP OLIVAS, Pampanga–A fire gutted 5 rooms in an elementary school in Mabalacat City on Wednesday afternoon.
Fire authorities said the fire was seen to have started at a Grade 2 room of the San Joaquin Elementary School in Barangay San Joaquin, Mabalacat City at about 4:50 p.m.

A report reaching this camp said the fire spread immediately to the other four rooms.
The fire was placed under control and fire out about 6:15 p.m., the report said.

Early response of the Mabalacat Fire Station, Barangay Dapdap Fire Brigade, Angeles City Fire Station and volunteer fire groups like the Dee Hwa Liong Fire Brigade, TIPCO Volunteer Fire Brigade and the CDC Fire Brigade led to immediate fire out of the incident.

P1.1-M subsidy extended to ‘Mutya’ bets

CITY OF SAN FERNANDO–Candidates of the Mutya Ning Kapampangan 2012 have expressed gratitude to Governor Lilia Pineda and pageant chairman, Board Member Olga Frances “Fritzie” David-Dizon, for their all-out support as the provincial government turned over P50,000 subsidy to each of them on Friday.

David-Dizon and Senior Board Member Cris Garbo led the distribution of bank checks to the 22 candidates representing the subsidy at the C’ Panizza and Pasta restaurant in Northwalk 2, JASA Road, here.
“I also want to thank the valuable help of Board Member Garbo as the vice chairperson of the ‘Mutya.’ He is a veteran in handling successful pageants,” said David-Dizon.

Sheena Rhea P. Puno of this city said “it’s a big help to us and we appreciate it.”
“It’s not the amount but the recognition of our efforts to be our best,” said Puno, a dean’s lister at the Angeles University Foundation (AUF) college of medical technologist department.

Fatima P. Khokhawalla of Lubao said the subsidy “will [help] us buy the necessary costumes and other things we need for the contest.”

“Kudos to the governor,” said Khokhawalla, a television news reporter of GNN 44.
For his part, Garbo said the subsidy totalling P1.1 million was released through the “kind understanding and consideration” of Pineda and Vice. Gov. Joseller “Yeng” Guiao.

Legarda joins call to save ‘pawikan’

MORONG, Bataan–Senator Loren Legarda on Friday joined the call to save the Philippine Marine Turtles or “Pawikan” at the 2012 Pawikan Festival held at the Pawikan Conservation Center here.

Legarda, keynote speaker at the event, remarked that the Pawikan is one of the oldest species that have survived to this day, and are among those that live the longest.

“Pawikans are majestic creatures found throughout the country. However, because of poaching, theft of their eggs for commercial purposes, and destruction of their habitat, they are in danger of becoming extinct,” she said.
“There is no denying that we have become the biggest threat to their existence and to the existence of many other species of animals,” she added.

Legarda, Chair of the Senate Committee on Climate Change and United Nations Regional Champion for Disaster Risk Reduction and Climate Change Adaptation for Asia-Pacific, emphasized that the destruction of marine habitats means great losses for many sources of livelihood, including tourism, as well as depletion of food supply.

“I laud the local government of Bataan for their initiatives to protect, conserve, and rehabilitate the Pa
w
ikan population. Future generations will be thankful for the concerted action they have achieved,” she said.
The Senator also urged the people of Bataan to spread their advocacy to other communities in the Philippines, saying that we can and should reverse the trend, and stop those who are plundering the seas for their own gain.

“The environment is threatened by the times, by the pressures of modern society, by our very species. But let this be a challenge to harness science and involve our citizens. Let us take that one vital step forward for a safe and green environment for all,” Legarda concluded. ●

BALANGA CITY–”Bataan should benefit more from the operation of the Subic Bay Metropolitan Authority.”
Thus, said congressional aspirant in the first district here Atty. Jay Consunji.

“Bataan should benefit more from SBMA given that about 70 percent of the Freeport belongs to the province particularly the towns of Morong, Hermosa, and Dinalupihan, Consunji said.
All the three towns belong to the first district of the province.

He said more revenues should go to the province as well as the expanding of the representation in the Freeport’s Board.
Consunji pointed out that there must be a thorough study of the Republic Act 7227 or the Bases Conversion and
Development Act of 1992 to revise provisions aiming to make bigger the benefits of Bataan from the operation of SBMA.

He said an executive action or a legislative act may be done to upgrade the benefits of the province from the Freeport.

NGCP out to provide steady power supply in 2013 polls

MEXICO, Pampanga–The National Grid Corporation of the Philippines (NGCP) will implement measures that would ensure steady power supply during next year’s mid-term elections.

NGCP spokesperson Cynthia Alabanza said plans are now underway to avoid any transmission-related outages during election day.

With sufficient reserves, Alabanza is optimistic they could duplicate their record of uninterrupted power in 2010.
“We will try our best. So that at least on the part of the energy sector controlled by the NGCP, there will be no problem,” she said.

She said the NGCP will step-up its maintenance check to all its transmission facilities and equipment before the coming election period to prevent any problem in the transmission system.

The NGCP also disclosed that it will undertake aggressive metering services expansion starting 2013.
Alabanza said that while the company engages in power and system delivery, metering services is a lesser known function of the NGCP.

The expansion of the NGCP metering services, she said, is consistent with the company’s transition towards the eventual adoption of the Smart Grid here in the country which will allow them not only to record customers’ energy consumption, but also to communicate this data to facilitate automated and remote meter reading, remote connection and disconnection of the energy supply to the end user and close monitoring of the energy supply.
“This will allow big power users to choose their own power supplier and be directly connected to their contracted power generator,” Alabanza said.

The spokesperson clarified that NGCP is a privately corporation that holds a 25-year concession for operating, maintaining and developing the country’s power grid as it transmits high-voltage electricity from power plants to distribution utilities through its interconnected cables and towers, substation and related assets.
She said the NGCP acquired the concession right for $ 4 billion with 25 percent paid in advance plus concession fee for a regular period. ● (PNA)

Bonifacio monument erected in San Fernando

CITY OF SAN FERNANDO–City Mayor Oscar Rodriguez, together with a direct descendant of Andres Bonifacio, led the commemoration ceremony of the 149th birthday anniversary of the national hero at the Heroes hall here on Monday.
The birth day of Bonifacio coincided with the unveiling of his latest monument inside the compound of the Heroes hall, an annex of the city hall.

Also, Rodriguez and Senior Inspector May Andrea Bonifacio, a great granddaughter of the national hero, together with local officials here, laid wreaths at the foot of the new monument.

Bonifacio was the founder of the Katipunan, which waged a revolution against the Spanish colonizers.
Bonifacio was born on November 30, 1863 in Manila and died on May 10, 1897 in Marogondon, Cavite after he was court-martialled and shot at Mount Buntis.

Bonifacios father, Santiago, was from the coastal area of Macabebe, Pampanga and his mother was from Zambales.
The monument was sculpted by Juan Sajid Imao, a multi-awarded Kapampangan artist.

May Andrea said: “I am proud that I have the blood of Gat Andres. Pero masakit lang na di sa kamay ng mga kaaway namatay ang ating bayani kundi sa ating sariling mga kababayan natin.”

“Di ko man maabot ang kanyang kabayanihan, di ko babahiran ng dumi ang pangalan niya,” May Andrea vowed during her speech at the ceremony.

Rodriguez, on the other hand, said I consider Bonifacio as an intellectual because he has read several great books and wrote some poems.

The mayor also said: “Sana lumawak pa ang diwa ni Bonifacio sa bawat Pilipino at lumawak din sana ang diwa ng kabayanihan ng Pilipino.”

Pineda tells Kapampangans: Beware of illegal recruiters

CLARK FREEPORT – Governor Lilia G. Pineda has warned Kapampangans against illegal recruiters especially those who are applying for job abroad.

The governor issued the warning during the orientation seminar about the precautions in hunting jobs abroad which was participated by different Barangay Public Employment Office (PESO) held at Fontana Convention Center here.

The governor, who is deeply concerned on the fate of Kapampangan Overseas Filipino Workers (OFW) especially those who fell victims to illegal recruiters, hosted the seminar in order to equip the PESO about the modus operandi of the illegal recruiters.

“We don’t want another Joselito Zapanta who ended up in jail. We are hosting this seminar in order to protect the Kapampangans on the modus operandi of the illegal recruiters,” Pineda said in an interview.

Representatives from different government agencies including Philippine Overseas Employment Administration (POEA), Department of Labor and Employment (DOLE), Overseas Workers and Welfare Administration(OWWA), Department of Justice and National Bureau of Investigation and Department of Social Welfare and Development, were invited as speakers during the Barangay PESO seminar.

Pineda said the participants from the barangay will also brief their residents in the community about the do’s and don’ts in applying for jobs abroad particularly in dealing with recruiters.

“Gusto natin na malaman ng ating mga Cabalen ang mga dapat gawin kung papaano ang proseso sakaling magka-problema ang kanilang mga mahal sa buhay sa abroad,” she added.

Barangay PESO representatives also brought with them wives and husbands of OFW’s for them to be educated on various modus operandi and scam carried out by illegal recruiters.

It could be noted that Zapanta, a native from Mexico town, was sentenced to death through decapitation in Saudi Arabia after allegedly killing his Sudanese landlord.

The governor along with the Pampanga Mayor’s League led the fund raising for Zapanta’s blood money amounting to P44 million in exchange for his liberty.

Four-months was given as an extension to raise the said money.

Earlier, the Pampanga Association of Capitol Employees (PACE) had offered P350,000 donation to the two children of Zapanta. The money will be used for the kids education.
