CITY OF SAN FERNANDO – Executives from the Department of Health (DOH) told provincial officials Monday about the increasing human immunodeficiency virus (HIV) and Acquired Immune Deficiency Syndrome (Aids) cases in the province.

Dr. Juanito Taleon, National Center for Health Facilities Development director, told the provincial health workers that aside from tuberculosis, there is also a need to seriously look into HIV-Aids as an emerging health problem to some developing provinces.

Taleon claimed there are recorded incidents of HIV-AIDS in Pampanga including Angeles City, though he failed to give the actual number of individuals who are afflicted with HIV-Aids.

“Dito sa Pampanga, kailangan ding bigyan ng pansin ang problema sa AIDS na problema din sa Cebu at iba pang probinsiya sa bansa,” he said.

Based on the Philippine HIV and Aids Registry, there are 380 new HIV cases in the country for January 2013 alone, with 307 cases coming from males-having-sex-with males (MSM), accounting for 82 percent.

From 1984 to 2010, there are 840 Aids cases reported 71 percent (595) were males and (315) had already died.

Sexual contact was the most common mode of HIV transmission, accounting for 93 percent (780) of all Aids cases.

More than half (444) of sexual transmission was through heterosexual contact followed by homosexual contact (263) then bisexual contact (73).

Other modes of transmission include: mother-to-child transmission (17), blood transfusion (10), injecting drug use (4) and needle prick injuries (2).  Three percent (27) of the AIDS cases did not report mode of HIV transmission.

CAMP OLIVAS – Members of the so-called “Daga-Daga” group robbed a Mercury Drugstore branch in Tarlac and carted away with P27,800 in cash and several energy drinks, police reported Tuesday.

The incident reportedly happened over the weekend when the suspects gained entry to the drugstore by creating a hole at the building’s steel roof, and destroying the ceiling beneath the clerical area.

Senior Superintendent Alfred Corpus, Tarlac police provincial director, said the suspects ransacked the store’s pantry, manager’s room and the prescription/counter area.

Not contented, the suspects took all the coins kept beside the vault amounting to some P27,800 and energy drinks, cosmetics and chocolate products, he said.

The report said the suspects also ate inside the drug store as evidenced by recovered empty wrappers of different chocolate brands scattered inside the establishment.

The robbers then fled on board an unknown vehicle, the report said.
The CCTV installed inside the store revealed the facial features of one of the suspects, and is now the subject for further identification.

The lone security guard detailed at the drugstore, identified as Jessie dela Cruz told police that he did not hear any noise or notice anything unusual during the incident.

CITY OF SAN FERNANDO — The San Fernando Filipino-Chinese Chamber of Commerce and Industry Inc. (SFFCCII) donated a two-classroom school building in the remote Sitio Minalungao, General Tinio town in Nueva Ecija province, to provide adequate school facilities to students of the area.

SFFCCII president Eddie Chua told Sun.Star Pampanga that the facility constructed at the cost of almost half a million pesos was made possible through the support of the Filipino-Chinese businessmen and the chamber’s various donors.

The building was constructed to augment the current lone school facility of the Minalungao Primary School.

The building was built in cooperation with Northstar Solutions, Mencius Lodge N0. 93 and the Filipino-Chinese Chamber of Commerce and Industry Inc. (FFCCCII).

“We have selected this area because of the real need of the students for more facilities. This area is very difficult to access and there is very little livelihood for the people. So education of the young remains as our most important objective here so that the people can rise from poverty,” Chua said, stressing that far-flung barangays even outside of Pampanga deserve the help of the chamber.

Teachers of the Minalingao Primary School said students here would have to walk some seven kilometers just to go to school in another nearby barangay.

Chua said they have also committed to build two more school buildings here in order to address the problem of more school buildings in the area.

He said this initiative will greatly help in the development and uplifting of the quality of education in the barangay through the “Barrio Schools” program.

“The ‘Barrio Schools’ project is the longest running and biggest private sector-led development program focused on educational infrastructure in the country. Since the project started in the 1960s, almost 8,000 classroom buildings have been constructed all over the country,” Santiago said.

These school buildings are constructed out of donations from the officers and members of the Federation and from benevolent organizations, families and individuals within the Filipino-Chinese communities.

Mayor Virgilio Bote of General Tinio thanked the Kapampangans for their support in the town, adding that the construction of the school facilities will usher in further development in the area.

Principal Leah Sabakan said that school building will greatly improve their quality of classroom instruction in the barangay.

CITY OF SAN FERNANDO–President Benigno Aquino III has recently appointed two new commissioners to the Commission on Elections (Comelec).

Former ambassador Macabangkit Lanto and election lawyer Maria Bernadette Sardillo replaced retired commissioners Rene Sarmiento and Armando Velasco.

Lanto, 70, is also a former Justice undersecretary, a former member of the House of Representatives and a former tourism undersecretary.

Sardillo is native of Iriga City. She was described by Mr. Aquino as a demonstrator of mettle in defending the rights of the citizenry especially during the previous elections.

Mr. Aquino announced the appointment of the two new commissioners on Thursday during the launching and signing of the memorandum of agreement on Agri-Turismo in Davao.

Aquino’s Team PNoy 2013 slate welcomed the appointment of two new commissioners “as a step forward in ensuring that the Comelec’s efforts towards having a clean and fair elections in May is more achievable.”

The Comelec’s labor union also welcomed Lanto and Sardillo’s appointments saying, “These appointments are a big boost to the Commission who is now at the thick of preparations for the May 13, 2013 elections.” ●Charlene A. Cayabyab

CITY OF SAN FERNANDO–Bulacan, Pampanga, Tarlac, and Nueva Ecija provinces will be trained this March on Infant and Young Child Feeding cum “Pabasa sa Nutrisyon” to improve the nutritional status and health of children especially under three years old in their respective areas.

Some 44 municipalities and four cities’ nutrition committees will be attending the “Training of Trainers’” to be held in Baguio City, spearheaded by the National Nutrition Council Region 3 (NNC).

NNC Nutrition Program Coordinator Victoria Mañez disclosed that prior to the said training, same activity was undertaken from November to December in 2012 and January to February 2013 wherein the region’s 49 municipalities and seven cities participated.

The said training will help prevent the risks of children in malnutrition, she said.

IYCF is also aimed to reduce infant and under-five-years-old mortality and intends to improve, protect and promote infant and young child feeding practices, increase political commitment and ensure its sustainability, she added.

Meanwhile, barangay roll-out trainings was also conducted wherein members of the Barangay Nutrition Committee, including Rural Health Midwife, Barangay Health Worker, Sangguniang Barangay-Kagawad on Health, and Mother Leader are the participants.

In February, Guagua town benefited from this activity; and this March, Cities of Mabalacat and San Fernando, towns of Sto. Tomas, Minalin, Mexico, Sasmuan, Lubao, in Pampanga; Castillejos, Subic, and Sta. Cruz in Zambales; and Meycauayan City in Bulacan. ●Joelyn G. Baluyut
