ANGELES City Mayor Edgardo Pamintuan vowed that his administration will be more innovative and creative in governance if he succeeds in his re-election bid.

The mayor even stated that he will sustain the implementation of his Contract with Angeleños (CWA) with new and bigger components.

“Innovation and creativity shall be the hallmark of my next administration, if given a new mandate. We have to go beyond our comfort zones, dare to do the extraordinary,” he said in a speech before the Rotary Club of Kuliat.

Pamintuan’s CWA is an eight-point program that covers education, health, social services, environment and other issues.

He also cited the awards and recognition from prestigious national and international institutions that were given to Angeles City and to him during the last two years.

Pamintuan also said that his administration has “walked the talk” insofar as containing corruption is concerned.

He cited a nationwide survey conducted by the Social Weather Stations (SWS) late last year, wherein Angeles City scored the lowest at 27 percent among seven highly urbanized areas in the country on corruption incidence involving the local government based on the perception of the business community.

Pamintuan also said his administration has been into some strategic moves that would eventually boost business, the economy of the city, create more jobs and stir greater economic activity among our people.

“We are seriously working on developing our human capital, which includes the establishment of the City College of Angeles that offers market-driven courses and training to students and local manpower, to help fill the gaps in the personnel and manpower requirements of the business sector,” he said.

“Our city being essentially tourism and service oriented whose economy is largely consumer driven, we have also been seriously working on developing a brand and a character for Angeles, from which we should anchor our development efforts. I believe these efforts shall impact on the investments and expansion plans of the business sector,” he added.

CITY OF SAN FERNANDO – The strengthened campaign against illegal drugs by the City of San Fernando Police netted two suspected drug pushers in separate buy-bust operations on Tuesday.

Anti-illegal drug agents identified the suspects as Mariella Ocampo Lingat, 20, a resident of Barangay San Pedro Cutud; and Darrel Supan Cunanan, 27, from San Antonio, Mexico town.

Police operatives told Sun.Star Pampanga that Lingat was cornered along MacArthur Highway in Barangay San Isidro, this city, when she handed over to a poseur-buyer a sachet of suspected methamphetamine hydrochloride or better known in the streets as “shabu,” weighing about .020 grams, worth P500.

Confiscated from her possession were three more sachets of approximately the same weight of the suspected illegal substance.

Cunanan, meanwhile, fell into the net when he sold a sachet of suspected shabu valued at P500 to an undercover narcotics agent, near the new footbridge in the vicinity of two schools along Jose Abad Santos Avenue in Barangay Dolores. The suspect was on board a gray L-300 van and yielded four more sachets of suspected shabu when cornered by police.

“Matagal na pong under surveillance itong si Darrel Cunanan at nabitag nga namin mga 10:00 ng umaga. Patuloy po kaming nagtatatrabaho sa pina-igting na kampanya laban sa illegal na droga kaya’t muli po kaming nagbababala sa mga pushers at distributors na hindi sila makakaligtas sa kamay ng batas. Buti pa ay tumigil na sila,” the agents said.

The suspects have been appraised of their rights and are detained at the Community Police Assistance Center in Barangay Sindalan prior to inquest for violation of Section 5 and Article 11 of Republic Act 9165.

CLARK – The Port of Clark has maintained its position as one of the highest tax collecting district of the Bureau of Customs (BOC) in the country for five consecutive years.

Lawyer Ronnie Silvestre, Clark Customs collector, said the top five major source of collection last year were PTT Philippines Trading Corporation, United Parcel Service (UPS), LUBWELL Corporation, Trust International Paper Corporation (TIPCO) and Yokohama Tire Philippines.

The Port of Clark, Silvestre said, collected from PTT a total revenue of P532,821,063.75 seconded by UPS with a total contributions of P468,378,182, LUBWELL remitted a total of P49,341,576.44, TIPCO dropped to P33,888,002 while Yokohama with an average of P19,207,280.56.

Meanwhile, topping the list of top five exporters for the year 2012 were Yokohama Tire Philippines followed by Phoenix Semiconductor Philippines Corporation, Nanox Philippines Inc., L&T International Group Philippines Inc. and HLD Clark Steel Pipe Company Inc.

In line with this, the BOC on Monday gave due recognition to its partners and stakeholders inside the Freeport zone.

Silvestre led the awarding ceremony to the said deserving locators who were among the Freeport’s top five major exporters and source of collection last year.

Other top government officials who graced the awarding ceremony were Arthur Tugade, president of Clark Development Corporation and Victor Jose Luciano, president of Clark International Airport Corporation. (Chris Navarro)

LUBAO, Pampanga – Gov. Lilia Pineda on Tuesday stressed the importance the development of skills and personality of at least 282 gays from Pampanga’s Second District towns.

Pineda said the members of the “Rosas” gay group should be encouraged to be more productive and their contributions to the society must be recognized.

“The gays should be respected. They are very talented and we must help them with their means of livelihood,” said Pineda in the dialect shortly after meeting the group at the Lubao Gym.

“Isang gunting, Isang Suklay mula kay Nanay (one scissor, one comb from mother),” was organized by Pineda for the benefit of the members of the Rosas club led by their president, Larry Tolentino. They are mostly working in beauty parlors and spas.

Mamerto Gatus, head of the Provincial Cooperative and Entrepreneurial Office (PCEO), said they will give seminars on “personality and skills’ development” to the Rosas members. He added that the provincial government gave beauty kits and other materials they need for their work.

Pineda also announced that they will be given free membership of the Philippine Health Insurance Corporation (PhilHealth), “especially those who are really poor.”

She added that they will also be tapped to ensure a “free and peaceful election” in May 2013.

CAMP OLIVAS, Pampanga–Two suspected drug pushers were arrested in a police drug buy bust near the boundaries of both Sta. Rita and Guagua towns the other day.

Police identified the suspects as Glen Mariano, 27, a resident of Barangay Dila Dila, Sta. Rita, Pampanga and Randy Pineda, 26, also of the same barangay.

Police said they received an information from a confidential agent at about 11 a.m. that Mariano would be at the boundary of Barangay Becuran in Sta. Rita town and Barangay Natividad in Guagua town to sell shabu.

At about 1 p.m. after police authorities have posted themselves around the area, Mariano arrived aboard a motorcycle driven by Pineda.

A police poseur-buyer immediately transacted with Mariano and was able to buy shabu.
After Mariano handed the illegal substance, the police grabbed him at once.

Confiscated from Mariano were a piece of heat-sealed transparent plastic sachet containing shabu, the marked money used in the operation and a Kawasaki motorcycle.
