dead man discovered in Guagua

CAMP OLIVAS, Pampanga–An unidentified man was found dead kneeling along a Barangay road in Guagua, Pampanga last Tuesday.

According to the police, the body was discovered by Alfredo Sarmiento of Barangay San Vicente, Ebus, Guagua, Pampanga along Paralaya Street in Barangay Vicente at about 4 p.m.

When police arrived at the scene, they saw the victim in a kneeling position with his face laid down on the ground, hands on his back and tied with an orange nylon string while his mouth was covered with a piece of cloth.
Police said, when inspected by a team of scene of the crime operatives (SOCO), the victim was noted to have wounds on the head.

Police described the victim as about 5’8” in height, medium built, fair complexion, and more or less 45 to 50 years old.
Police said the victim is wearing khaki pants and white long-sleeve polo.

The body was brought to the Velasquez Funeral Parlor in Barangay San Nicolas, Lubao, Pampanga for autopsy. –Froilan E. Magtoto

Jail personnel nabbed in F’blanca drug bust

FLORIDABLANCA, Pampanga– A senior jail officer, detailed at the Dinalupihan, Bataan municipal jail, was arrested by anti-narcotics agents following a drug bust in front of Basa Air Base (BAB) in Barangay San Nicolas here Tuesday night.

Philippine Drugs Enforcement Agency 3 (PDEA-3) Director Adrian Alvariño identified the suspect as SJO2 Felix Adalem Tubil, 42, a resident of Evergreen Street in said place. He said the jail officer did not resist arrest. Alvariño said the suspect was placed under surveillance following reports on alleged involvement in illegal drugs trade. He said Tubil is included in the list of PDEA3 high-value targets.

High Value Targets (HVTs), Alvariño said, include government law enforcers and personnel engaged in drug trafficking.
“It is one of our priority missions as ordered by PDEA Director General Arturo Cacdac,” he said.

He said a poseur buyer arranged the drug deal with Tubil and agreed to meet near the premises of BAB Tuesday night.
The suspect was immediately arrested after he handed 2.27 grams of methamphetamine hydrochloride commonly known as shabu to a PDEA undercover, said Alvariño.

He said a quantitative amount of shabu was also found in the suspect’s possession when subjected to body check.
Also found from the suspect’s car – a brand new gray Toyota Innova (without license plates) – includes two handguns, a caliber .45 and 9mm caliber pistols with live bullets, several bankbooks issued by prominent banks, and remittance slips.
The buy bust was a joint operations between PDEA-3 and local police in Bataan particularly members of Hermosa PNP and the Intelligence Unit of Bataan Provincial Police Office (BPPO).

Meanwhile, Alvariño said a big-time illegal drug pusher was arrested during follow-up operations at Bagong Silang, Caloocan City where some 10 grams of shabu with street value of P50,000 was confiscated from the suspect.

Alex Baluyut, 52, was tagged as one of the illegal drugs sources operating in Bulacan areas.

The suspects were presently detained at the PDEA-3 detention cell as violation of the Comprehensive Dangerous Drugs Act is being readied for filing in court against them, said Alvariño.

4 nabbed for ‘hot logs’ in Ecija

CAMP OLIVAS, Pampanga–Four persons were arrested for transporting illegally cut lumber in San Leonardo, Nueva Ecija the other day.

Arrested were Edgar Dela Rosa, 42; Pedro Carbahal, 53; Darius Rivera, 19; and Raymart Caba, 22; all residents of Barangay Riochico, General Tinio, Nueva Ecija.

Police said they received information at about 1:30 a.m. that a group of persons were allegedly transporting illegally cut lumber using modified tricycles at Barangay Tagumpay, San Leonardo, Nueva Ecija.

When police authorities arrived at the area at about 2:30 a.m. and after verification on the legality of the lumber, the suspects were immediately arrested.

Confiscated from the suspects were 12 pieces assorted good lumber and three modified tricycle used in transporting the items.

The four suspects and the confiscated lumber were brought to the Police Second Maneuver Company headquarters in Barangay Bayanihan, Gapan City.

Police said the suspects will be charged for violation of the Presidential Decree No. 705 or the Anti-Illegal Logging Law. –Froilan E. Magtoto

CIDG men in ‘hot-water’ for raiding STL stations

CAMP OLIVAS, Pampanga – The Philippine National Police-Criminal Investigation and Detection Group (CIDG) in Central Luzon is in “hot water” for their questionable raids on two legitimate substations of Small Town Lottery (STL) in Balanga, Bataan and Barangay Balibago in Angeles City last February 28 and March 2, respectively.

Lawyer Francisco Macalino III, counsel for Sunset Bay Research and Marketing Corporation in Bataan and Lake Tahoe Gaming and Amusement Corporation in Angeles City, is set to file administrative and criminal charges in court against CIDG operatives who raided the two Philippine Charity Sweepstakes Office (PCSO) STL substations.

Macalino decried the raids as “tantamount to brazen harassment of legally operating businesses.”
He said despite the clear PCSO signage identifying the substations and the presence of uniformed ID-bearing STL personnel, and even with the presentation of PCSO Deed of Authority and certifications from the PCSO, the raiders proceeded to arrest the firms’ personnel resulting to the loss of undetermined amounts of cash collections and confusion and disruption in their operation.

Macalino will also file in court charges of illegal arrest and detention of STL personnel against the raiding team.
He said 13 employees and sales supervisors (cabos) were arrested in Bataan while 12 were detained in Angeles City. ●Rudy J. Abular

Poe eyes more funding for Film Development Council

CITY OF SAN FERNANDO — Senatorial candidate Grace Poe said she will be pushing for more funding from the government for The Film Development Council of the Philippines (FDCP) to better promote quality Filipino movies that will feature family values and nationalism.

The daughter of movie icon Fernando Poe Jr., Poe is running as a guest candidate of the administration’s Liberal Party.

Poe said the film industry in the country needs further boost to encourage more locally produced films from independent film makers and the resurgence of “epic action movies” that are centered on Filipino nationalism, values and even history.

“Our film and theater industry, along with artist talents need more government support if we want to see a further development in our film and theater industry,” Poe, whose previous stint includes being the chairperson of the Movie Television Review and Classification Board (MTRCB), said.

Poe is also in favor of the passing of the controversial Freedom of Information (FOI) bill.

House Bill 6766, An Act Strengthening the Right of Citizens to Information held by the Government, or the FOI bill, was approved in the committee level on November 27, 2012 but a report on the proposed law was only approved two weeks after.

Poe, however, said that she is not in favor of the provision on the right to reply, forcing media practitioners to get both sides of the story.

She said that media men can fairly distinguish the aspects of balancing their news coverage based on ethics and the people’s right to know.

Water district, Red Cross hold bloodletting drive

CITY OF SAN FERNANDO — The City of San Fernando Water District launched Thursday its yearly bloodletting program with the Philippine National Red Cross (PNRC) chapter to contribute to blood-banking efforts and to promote healthy lifestyle among members.

Ogie Ocampo of the PNRC here told Sun.Star Pampanga that their group is tapping on partner institutions like the CSFWD to promote awareness on the importance of donating blood for emergency purposes.

He said the PNRC is tasked to maintain a steady supply of blood for the country, even providing certain support mechanism for indigents needing blood supply.

“The City of San Fernando Water District has been very active in our initiative to create a steady supply of blood for the area,” Ocampo said, stressing that donors are encouraged to maintain healthy lifestyles in order to qualify as blood donors each year.

CSFWD general manager Jorge Gumba told Sun.Star Pampanga that the program reminds employees who donate to keep themselves healthy. He said that the program also promotes a sense of responsibility and awareness among employees.

He said such activities represent part of the corporate social responsibility of the CSFWD.

“We are not just a company; we are a socially involved and responsible company. Helping in PNRC activities is just a fraction of the total social works we are going to conduct in the coming months,” Gumba said.

Such activities, he added, help their employees in realizing the value of helping others.

The CSFWD also involves its employees in socio-civic activities like calamity fund drives, medical missions and welfare programs for hospital patients and victims of calamities.

The water utility had recently involved itself with the Performance Governance System embracing good governance initiatives through corporate management.

Arroyo gives educational aid to 200 students

STA. RITA – At least 200 students from different schools received educational assistance from Representative Gloria Macapagal-Arroyo (second district) on Thursday.

The distribution of the grants was led by Arroyo’s son, Ang Galing partylist Representative Juan Miguel “Mikey” Arroyo and Sta. Rita Mayor Yolly Pineda at the municipal hall.

Mikey, during the distribution, urged students to study hard in order for them to help their parents in uplifting their lives.

“We should thank God for the opportunity to study and for the people giving assistance to us,” Mikey added.

Pineda appealed to students to finish their studies for they are the hope of Sta. Rita and the province of Pampanga. The students, enrolled at the Don Ventura Technological State University, Guagua National College (GNC), and Mary the Queen College among others, received P2,500 each.

Escudero backs bid to extend blood money deadline for OFW Ian Ocampo Flora

CITY OF SAN FERNANDO – Liberal Party reelectionist Senator Chiz Escudero has enjoined government’s call to raise the P44-million blood money for the liberty of Kapampangan Overseas Filipino Worker (OFW) Joselito Zapanta.

“I am enjoining the public to heed the government’s call for prayers and active contribution to raise the P44 million blood money for the liberty of Zapanta,” Escudero, chair of the Senate committee on Justice and Human Rights, said following the three months extension granted by Saudi government to Zapanta from execution.

The senator made this appeal shortly after government said it was having difficulty in raising the substantial amount despite the two previous extensions granted by the Saudi government and the family of the Sudanese killed by Zapanta in 2009.

He said saving the life of one Filipino should involve the combined efforts of all Filipinos of whatever persuasion or political leaning.

Escudero also stressed the need for a long-term solution that would make working abroad a career choice and not a livelihood necessity for Filipinos.

The government has also been negotiating for the reduction of the blood money.

Escudero has also earlier backed the government’s bid to extend the blood money deadline for Zapanta.

Zapanta, a native from Mexico town, went to Saudi Arabia to work as a tile setter in 2007. In 2009, Zapanta through self defense had accidentally killed his Sudanese landlord over an argument about his apartment rental.

Fisherfolk to officials: Implement law on fishing

MACABEBE – A group of fishermen here are urging local officials to strictly implement laws governing fishing activities within municipal waters.

Pepito Lagman, a fisherman and resident of Barangay San Roque, disclosed that illegal fishing is hurting the source of livelihood of residents, whose main subsistence is dependent on species living in the river.

“Ang problema kasi natin may mga mangingisda dito sa amin na gumagamit ng ilegal na pamamaraan ng panghuhuli ng isda tulad ng paggamit ng kuryente,” Lagman told Sun.Star Pampanga.

He claimed that some fishing boats with a total weight capacity of 3.5 tons are being utilized by some individuals at the disadvantage of small fishermen.

“Bawal ito. Ang alam namin batay sa umiiral na batas tungkol sa pangingisda sa kailugan ay hindi pinapayagan yung mga bangka na ang bigat ay mahigit 3.5 na tonelada, lalo na at ginagamit pa ito sa ilegal na pangingisda,” Lagman added.
