CITY OF SAN FERNANDO — Hundreds of families in this city have started returning to their homes as floodwaters in their barangays receded.
Transportation has normalized as road networks in the city are now passable to all vehicles and businesses have resumed operations.

As of this posting, the City Disaster Risk Reduction Management Office (CDRRMO) reported that some families have gone back to their homes as floodwaters in 10 of 22 affected barangays of the City of San Fernando have subsided.
The number of evacuation centers has also been reduced from 33 to 15.
The number of affected families has been accounted at 18,025 (67,761 individuals), while those in evacuation centers has gone down to 1,414 families or some 5,428 individuals.
The number of casualties remains at four, while there is only destroyed house reported.
The CDRRMO officials also said relief and rescue operations are still ongoing in two barangays, particularly hard-hit San Pedro Cutud. (Jovi T. De Leon)

GUAGUA — The Department of Agriculture’s (DA) Bureau of Agricultural Statistics reported that Pampanga tops the list of provinces with most crop damages, with damages in Central Luzon reaching P583,563,206.
The DA said some 16,079.01 metric tons of supposed harvest in Central Luzon was hit by floodwaters from the recent rains brought by the southwest monsoon.

The DA’s latest partial and invalidated report showed that some 51,969.03 hectares have been flooded in all provinces of the region. Of this number, some 13,517.13 were classified as destroyed, meaning that farmers would have to replant and rehabilitate destroyed rice fields, while 38,451.90 hectares are considered damaged.

Pampanga’s palay crop damage is estimated to cost some P112,835,880 followed by Bulacan province with P64,110,728.
Tarlac province also sustained much damage to its palay crops with damages estimated to run at P51,775,948 and Zambales with P435,540 worth of damages.
In Pampanga alone, some 16,199.75 hectares have been hit by floodwater with some 8,737.80 hectares classified as destroyed.
Some 10,595 farmers in Pampanga have been hit by floodwaters with more than half of the number now in need of assistance to replant their fields, according to farm leaders in various towns here.
Earlier, Governor Lilia Pineda said they are now prioritizing everything from relief operations to assessment of damaged infrastructure.
“Pero nakapanlulumo ang laki ng damage. Marami pa ring mataas ang baha kagaya dito sa kabayanan ng Lubao at iba pang bayan sa second district. Grabe din, alam natin ang sinapit ng mga taga-fourth district pati na sa San Fernando, Sta. Ana, Arayat at Mexico. Priority natin sa relief operations ngayon iyung nasa mga evacuation centers at ibang lugar na maaabot natin,” the governor said.
She said she continues to urge those in affected areas to cooperate in relief and rehabilitation measures.

Butil Farmers Party Representative Agapito Guanlao has called on National Government agencies like the Department of Agriculture to speed up assistance programs for farmers.
He said the stability of the rice production and farmers in the region would depend on how fast local agencies would help farmers replant their fields.
Guanlao said more than the flooded houses, there are also significant damages to irrigation canals, protective dikes and canals that are important to farming activity in various parts of Central Luzon and Southern Tagalog areas.
Butil estimates that some P50 million would be need in seed assistance alone to get affected farmers back on track.
“Our farmers need seeds and other assistances to get them back on track. The DA should immediately start the release of assistances,” Guanlao said.
Currently, the DA is validating damage reports in the region and coming up with a master list of all affected farmers in various provinces.

Guanlao said there are enough funds for disaster response as earlier stated by President Benigno Aquino III during a recent visit in the capital City of San Fernando.
“We have enough funds for quick response. Rest assured that you will receive help,” Aquino said in Filipino.

KIDAPAWAN CITY — A village councilman is in critical condition after he was shot by one of two armed men while standing outside a public market in Matalam town in North Cotabato around 10 a.m. Monday.
Two pedicab drivers were also wounded when they were hit by stray bullets during the attack, reports from the Matalam police revealed.

Senior Inspector Elias Coloma, chief of Matalam police, identified the victims as Mong Palalay, councilman of barangay Marbel in Matalam, and pedicab drivers Datumanong Abas and Mangadta Norodin.
Reports said Palalay was standing outside the public market in Poblacion when two motorcycles, both without plate cards, stopped just feet away from him.
One of the armed men shot him, using a caliber 45 pistol, based on the slugs recovered from the scene.
Two of the bullets fired on Palalay missed but hit two pedicab drivers also standing near the barangay official, reports said.
When Coloma knew about the shooting incident, he ordered the special alert team led by Police Officer 3 Josue Pido to pursue the attackers.
The police station is only few meters away from the public market.
When the police arrived at the area, they saw two motorcycles speeding toward Barangay Marbel.
One of the suspects, on board a red motorcycle without a plate card, hurled a fragmentation grenade toward the patrol car.
It didn’t hit the car, though, and none of those on board the vehicle was hurt, according to SPO2 Froilan Gravidez of the investigation division of the Matalam police.
The explosion, however, hampered the police from running after the suspects.
Coloma said another team led by his deputy, Senior Inspector Sindato Karim, conducted dragnet operations and sealed off possible exits of the perpetrators. The armed men, however, managed to escape.

MANILA (Updated) — The Judicial Bar and Council (JBC) came up Monday with a shortlist of eight nominees for Chief Justice, giving President Benigno Aquino III two weeks or until August 27 to pick the new Supreme Court head.
The shortlist submitted on the same day to Malacañang culminates the JBC’s two-month search, which was saddled with controversies from representation issue on the part of Congress and Palace’s supposed hand in lobbying for administration candidates.
Leading the eight-man field is Senior Associate Justice Antonio Carpio, who received seven votes, followed by Associate Justices Roberto Abad (six votes), Arturo Brion (six votes), Maria Lourdes Sereno (six votes), and Solicitor General Francis Jardeleza (six votes).
Completing the list are former San Juan City Representative Ronaldo Zamora (six votes), Associate Justice Teresita Leonardo-De Castro (five votes), and former Ateneo de Manila law Dean Cesar Villanueva (five votes).
Only those who received at least five votes should be given a slot in the list, according to JBC rules.
Justice Secretary Leila de Lima, once a perceived frontrunner for the post, was disqualified after a Malacañang representative failed to convince the JBC to suspend the rules on disqualification of candidates with pending cases.
“I honestly don’t know how to react. Why was I singled out?” de Lima said in a chance interview.
De Lima is facing disbarment cases for defying a Supreme Court temporary restraining order on the travel ban on former President Gloria Macapagal-Arroyo last November and for publicly criticizing Corona early this year.
The Integrated Bar of the Philippines (IBP) junked her appeal to expedite the resolution of the cases as her replacement in the JBC, Palace Undersecretary Michael Musngi, moved last Friday to relax the rules on disqualification to make the selection process equitable.
Rule 4, Section 5 of the JBC disqualifies applicants to judicial posts if they have pending criminal or regular administrative cases, pending criminal cases in foreign courts or tribunals and have been convicted in a case where the penalty was over P10,000 unless granted judicial clemency.
The JBC failed to get a consensus anew on the matter although this will be a subject of future discussion, academe representative Jose Mejia said.
“We will take that up at a proper time but not now because there was no consensus. There was no division of the house,” Iloilo Representative Niel Tupas Jr. said.
IBP spokesperson Trixie Angeles, meanwhile, declined to comment further about de Lima’s fate.
“We did not push for her disqualification. It’s under the JBC rules that those who have disbarment cases before the IBP will be disqualified,” she said by phone.
Corona was removed by the Senate impeachment court last May 29 for betrayal of public trust and culpable violation of the Constitution after he misdeclared his peso and dollar deposits in the asset statement.
