CITY OF SAN FERNANDO — The Kapampangan film “Babagwa” (The Spider’s Lair) is competing in the New Breed category of the Cinemalaya Independent Film Festival.

The gala premiere of “Babagwa” will be held on July 28 (Sunday), 12:30 pm, at the Main Theater of the Cultural Center of the Philippines (CCP) in Pasay. Succeeding screenings will be held not only in CCP, but also in Greenbelt 3, Alabang Town Center, and TriNoMa fromJuly 28 to August 4.
“Babagwa” was written and directed by Kapampangan filmmaker Jason Paul Laxamana, a resident of Angeles City.

It is Laxamana’s second Kapampangan feature film after “Astro Mayabang” in 2010, which competed then in that year’s Cinema One Originals Film Festival. Acting as producer is Laxamana’s fellow Angeles resident, Ferdinand Lapuz, who also served as producer is several of Brillante Mendoza’s past films and the internationally-acclaimed “Bwakaw” by Jun Lana from last year’s Cinemalaya.

From all the entries submitted to Cinemalaya last year, “Babagwa” emerged as one of the Top 10 entries to be given a P500,000-seed grant to turn the script into a feature film. All finalists then would compete in Cinemalaya’s New Breed category, the bracket of the film festival where non-veteran filmmakers are competing against one another.

“Babagwa” is a film about an online scammer who falls in love with a rich old maid while trying to swindle her using a fake Facebook profile. The story is inspired by stories of deception in social networking sites like Facebook. “Deception is done online not only to earn money, but also for romantic needs,” Laxamana said. Set mostly in Angeles and nearby places like Dau, Apalit, and Floridablanca, the film’s dialogue is around 2/3 in the Kapampangan language.

The scammer in the story is Greg, who is played by Alex Vincent Medina, one of the stars in ABS-CBN’s primetime series “Ina, Kapatid, Anak.” The son of veteran actor Pen Medina, Alex reveals that their fatherside clan hails from the Pangans of Arayat.

The scammer’s accomplice is Marney, who is played by rising star Joey Paras. Paras acted alongside Dingdong Dantes in the film “Dance of the Steelbars” and will star soon in an upcoming Wenn Deramas film entitled “Bekikang.”

“Babagwa” also marks the comeback of beauty queen/actress Alma Concepcion in the movie scene. In the film, Concepcion plays the role of Daisy, the wealthy old maid who is being swindled by Greg and Marney.

Having his acting debut in the movie is Kiko Matos, who is half-Portuguese, half-Kapampangan. With maternal relatives coming from Capas, Matos could be remembered as one of the finalists in the TV Idol segment of the noontime variety show MTB. His fellow finalists then were Ahron Villena, AJ Dee, and the eventual winner, JE Sison. In “Babagwa,” he plays the role of Bam, the fake online persona being used by Greg and Marney to make unsuspecting homosexuals and ladies fall in love right before they move on to ask for money.

Also worth noting is the acting debut of Angeles Vice Mayor Vicky Vega.

In “Babagwa,” she plays the role of Marney’s mother who lives as an informal settler along Pampanga River in Masantol. Laxamana commends Vega for being a natural in acting and appreciates Vega’s willingness to be deglamorized for the role.

CITY OF SAN FERNANDO — The Department of Agriculture (DA)-Pampanga said that it is inviting farmer groups to take advantage of the farm machine incentive scheme that aims to provide farm machine assistance to farmer groups who can keep up with the rice production targets of the department.

DA Regional Director Andrew Villacorta said the machineries include post-harvest equipment and facilities, stressing that the machines will greatly boost local production of rice and other agricultural products.

Villacorta said the project is open to farmer groups who would like to avail of the incentive by registering their farm production and exceeding targets. He said that such move will give farmers better access to farm inputs and will help the overall production targets of the DA.

If farmers exceed in production per hectare, they will get a corresponding point for assistance.

He added that once implemented, the assistances are expected to boost current farm standards in the region and result in better production and harvest of agricultural products.

The regional office reported over the weekend that some P350 million worth of farm machinery projects where implemented in 2010.

DA said it aims to achieve 3.6 million metric ton (MT) production of palay for this year. The Bureau of Agricultural Statistics, Villacorta said, has recorded 1.7-million MT production for the first semester of the year. He added that DA expects 1.9 million metric ton production this wet cropping season.

DA has been topping DA’s production goals since last year, reaching production goals and registering even substantial production beyond target goals.

Villacorta said the move is part of DA’s initiative to achieve its production targets this season. He added that aside from the insurance coverage, DA has a buffer stock of 30,000 bags of certified seeds for seed subsidy for those that are not covered by the program or those that are not within the 62,000 hectares risk areas identified for coverage.

CITY OF SAN FERNANDO — The 5th City Council of San Fernando has started its inquiry “in aid of legislation” of the city’s financial status with a series of committee hearings and plenary discussions.

In his report during the last session of the City Council, Councilor Joselito Ocampo, Committee on Good Government, Public Ethics and Accountability said that the probe was meant “to understand the financial position of the local government unit (LGU) by determining the amount of assets and liabilities as of June 30” and for Giselle Rivera, city accountant and Ann Bautista, city treasurer, together with other members of the Local Finance Committee “to clarify alleged un-reconciled differences” in the balance sheet of the General Fund.

Ocampo, however, lamented the failure of the accountant to attend the July 30 committee meeting due to some reasons and despite the permission of Mayor Edwin Santiago, was hindering the inquiry: “The committee meeting aims to understand the financial position of the local government unit by determining the amount of assets and liabilities as of June 30. However, because of the absence of the accountant, this object was not realized. Members of the Finance Committee present, namely Engr. Fernando Limbitco, city administrator and Eda Panganiban, city auditor were not ina position to answer the questions of the committee particularly on the nature, details and existence of the assets.”

He noted in his report to the plenary that the cash flow from July 1 to December 31 this year, in which the treasurer’s report was indicated as “official” and the accountant’s report as “unofficial,” showed figures which have to be reconciled.

“According to the city accountant and treasurer, the estimated cash balance as of December 31 (net of fixed expenses and contractual obligations) that will be used to finance LGU programs and projects amounts to P188,522,983. Actual cash as of June 30, as the treasurer reported is P360,303,960 but accountant reported that it is P73,783,062. The difference of P286,520,898 has to be reconciled by the treasurer together with the accountant,” Ocampo said.

Ocampo and Councilor Nelson Lingat of Appropriations and vice chair Noel Tulabut also questioned the report that some items and amounts in the balance sheet including advances to contractors and employees, and “significant inventories” of gasoline, medicines, construction materials and office supplies among many others, amounting to P153,236,732.

“Why maintain significant inventories of these? Where are they located? Why give advances to contractors? Why is there a continuous purchase of such items to date?” they asked, with Ocampo further questioning if these would have to be included in the 2014 budget, with the reported significant amount of materials and supplies inventory.

Issues and questions, he added, were also raised as to some recorded liabilities as to their nature and details, and whether these were all recorded as of June 30.

“It was decided per motion of Vice Mayor Jimmy Lazatin that the Finance Committee represented by Limbitco and Panganiban, to task Bautista to confirm the balance of cash recorded in the bank’s books and request for bank statements. Also, Councilor Nelson Lingat mentioned Rivera to explain on her failure to attend the committee meeting and appraise the committee on the financial condition and operation of the city,” furthered Ocampo.

Accountable to Fernandinos

Lazatin, Tulabut and Ocampo told Sun.Star Pampanga that city officials are accountable to the people.

“It is the right of every Fernandino to know about the financial status of the city. Just what will we tell they ask about it? This is the very essence of the inquiry. It must be established soon so we can move ahead with our mandate to serve our constituents,” they said.

Santiago and Limbitco, meanwhile, branded the inquiry as “just right with proper processes.”

“The City Council inquiry is just right. It is in line with due processes and principles of transparency. Everything will be reconciled, we’re certain of that,” the two officials said.

ITY OF SAN FERNANDO—Elected for a second term, Pampanga Representative Gloria Macapagal-Arroyo on Friday promised to deliver more services to her constituents in the province’s second district despite her weak health and detention on plunder charges.

“You have always served as my inspiration to do more in my work as your representative. I assure you that I shall prioritize legislative measures for your progress and welfare,” the former President said in a statement in Kapampangan. Copies of her statement were distributed after the provincial board of canvassers proclaimed her winner.

It was her first statement to residents in the second district since her visit on July 27, 2012, or two days after a judge allowed her to post bail for an electoral sabotage case.

She was again detained at the Veterans Memorial Medical Center  (VMMC) in Quezon City in October last year for alleged misuse of P325 million in intelligence funds of the Philippine Charity Sweepstakes Office.

She has not left VMMC to file her certificate of candidacy, not even to campaign, cast her vote or attend her proclamation.

Paul Maglalang, her counsel, stood in for her at the proclamation ceremony on Thursday at Benigno Aquino Hall here.

Certificates of canvass received by the provincial board of canvassers from the towns of Guagua, Lubao, Sasmuan, Sta. Rita, Porac and Floridablanca showed Arroyo getting 168,718 votes. Her rival Vivian Dabu of the Liberal Party  polled 18,547 votes, Charlie Chua, 2,235 votes, and Lalah Leoncio, 1,462 votes.

Making no references to her health or her legal predicaments, Arroyo said the faith, trust and courage of her second-district constituents helped her cope with each day.

She said her being proclaimed a winner also honored her father, the late President Diosdado Macapagal.

Local officials said she won because of the many projects she funneled to the district when she was President, the sympathy she generated due to her troubles, and the support of Governor Lilia Pineda.

Allocations to her priority development assistance fund amounted to P15 million in 2010, P30.8 million in 2011, P109.2 million in 2012 and P33.6 million in 2013, online data from the Department of Budget and Management showed.

ANGELES CITY–Police authorities on Tuesday arrested a 54-year old American national for allegedly molesting children.

Steven Wolf, a resident of Barangay Balibago, has been accused of statutory rape and violation of Republic Act 7610 by three minors, aged 10 and 11 years old, who claimed that the foreigner molested them.

The complainants were only identified as Ana, 10, Alice, 10 and Gina, 11(not real names); all pupils of the Sta. Maria Elementary School located at Sta. Maria 1, Barangay Balibago, Angeles City.

Corazon Manansala, principal of the said school, told police in a telephone call the three pupils confided to her their ordeal in the hands of Wolf.

Manansala then reported the matter to police authorities after hearing the complaint of the pupils.
According to the sketchy police report, Wolf committed lewd acts on the victims in the morning of last Tuesday.

Upon receipt of the girls’ complaint, elements of Police Station 4 of the Angeles City Police Office, led by Senior Insp. Felimon Oyan, arrested Wolf in his residence.

Police said two counts of Statutory Rape and abuse of children were filed against the American.
Wolf was brought to the Police Station 4 of Angeles City pending issuance of a commitment order from the court.

The arrest of Wolf came while some members of the city police office were on their way to a five-day seminar on Tourism Oriented Police for Community Order and Protection (TOPCOP) conducted by Department of Tourism (DOT) Undersecretary Ma. Victoria Jasmin of the Tourism Regulation, Coordination and Resource Generation sector (TRCRG).

The DOT has been conducting awareness seminars on Child-Wise Tourism and prevention of abuse against children in places commonly visited by foreign nationals like Cebu, Boracay and Baguio City.
