Cojuangco eyes Air Force City for sports

CLARK FREEPORT–A top official of the Philippine Olympic Committee (POC) is eyeing select areas of the 300-hectare Air Force City where he is planning to put up various sports facilities for Philippine athletes.

In a dialogue with veteran journalists from the Capampangan in Media, Inc. (Cami) at the Bale Balita here, POC President Jose “Peping” Cojuangco said the Air Force City, a 300-hectare prime lot area here occupied by the Philippine Air Force (PAF), will be a good location to establish training facilities for national athletes.

Cojuangco’s announcement came in the wake of an earlier statement from Bases Conversion and Development Authority (BCDA) President Arnel Paciano Casanova, who said the government is planning to transfer the PAF facilities here to Cubi Point in Subic to allow the CDC to lease more lands to future investors.

Originally, Cojuangco was eyeing the upland areas of Clark’s 29,000-hectare sub-zone in the Sacobia Valley after the CDC, in 2011, presented the Clark STAR project to the POC and the Philippine Sports Commission.

The Clark STAR project was supposed to be built on a 200-hectare land at the Northeast tip of Clark, between Mabalacat and the Sacobia River. Aside from having a sports academy and dormitories for athletes, it will have various stadia for indoor games, field events and aquatic sports.

It will also feature a commercial complex, exhibit halls, convention center, promenade, central park, public transport terminal and a monorail link system around the facility.

Also, Cojuangco cited Sacobia’s geographical location saying its mountainous area forms a natural barrier that would prevent athletes from leaving their quarters prompting them to focus more on sports. He added that the Sacobia’s climate and fresh air is ideal for athletes unlike the smoggy environment of the Rizal Memorial Sports Complex.

But Cojuangco emphasized that once the plan to transfer the Air Force City to Subic pushes through, only select areas in the PAF area would be used for various sports facilities.

“I plan to put some of the sports [facilities] here since we have all the space in Clark,” Cojuangco said. “Part of the plan is to refurbish existing sports facilities at the Air Force City like its tennis courts, basketball courts, swimming pool, and Challenger football field.”

Cojuangco also announced that the Philippines will be hosting the general assembly for the Centennial celebration of Asian sports to be held in Boracay this coming November.

“The Olympic Council of Asia is composed of 45 countries and some of the member-countries will be landing in Clark. Also, the Executive Council of the Association of National Olympic Committees or ANOC Executive Council will also attend the general assembly,” Cojuangco revealed.

He said the event is a good opportunity to market the Philippines, particularly the Clark Freeport to potential investors.

“Most of the participants are members of royal families, ministers, multi-millionaires and what they would usually ask me is ‘What is the best place to invest in the Philippines?’ So I want these officials to see Clark to entice them to invest here,” Cojuangco said.

“For me, this will probably be the biggest aggrupation of big people of the world,” Cojuangco said.
He added that “The Association of National Olympic Committees is composed of 205 countries and is bigger than the United Nations.”

EdPam to relocate 500 families from Abacan

ANGELES CITY–Mayor Edgardo Pamintuan announced on Thursday that there are some 1,800 informal settlers living along the Abacan river in at least four barangays.

In his monthly press conference, Pamintuan said he is working on the relocation of 500 families as part of his plan to rid the river of houses and properties. The informal settlers are in Barangays Malabanias, Anunas, Amsic and Pampang.

Pamintuan said the planned relocation site is in Barangay Sapa Libutad. He added that the area is some three hectares and at least 40-square meter of land will be allotted for each family.

“It’s not far from the tollgate and is in fact within the city and not far,” said Pamintuan, referring to the North Luzon Expressway (Nlex) toll gate near the Marquee Mall.

Pamintuan though could not yet categorically say the start of the relocation of the first 500 families. He added that the National Housing Authority (NHA) “is currently working on it.”

“As soon as the site is developed we will start the relocation,” said Pamintuan.
“We applied to the electric and water companies already,” he added.

But Pamintuan stressed that they need the national government to push for other relocation sites for the informal settlers.

“We can’t keep buying lands and developing them over and over again. We need support,” he added.
Pamintuan said he had spoken with barangay officials and asked them to help him on his plan to free the city of informal settlers.

He said one village chief had told him that they could not remove some of the informal settlers because some of them are living along the river for some 20 years now.

“I told this village chief that his reason is not an excuse. It doesn’t mean they have been there for 20 years we will not do something about it,” he added.

Pampanga city, 2 towns most competitive in PHL

CITY OF SAN FERNANDO–Two towns and one city in Pampanga were named as among the Top 10 most competitive towns and cities in the country.

This was gleaned during the recent National Competitiveness Council (NCC) survey which showed that this city ranked third among the 122 cities covered by the first cities and municipalities competitiveness index. Out of 163 first class municipalities surveyed, Guagua ranked sixth while Mexico got the 10th spot.

Among the criteria of the survey conducted by the NCC from January 31 to December 31, 2012 are infrastructure, economic dynamism and government efficiency, as well as performance in employment, business registration, finance, growth in sales of businesses, criminality, health and education.

Meanwhile, this city emerged as the only city in Luzon among the top five in the NCC’s 2013 Cities and Municipalities Competitiveness Index announced last July 30.

City Mayor Edwin “Edsa” Santiago said San Fernando’s competitiveness ranking shows the “effectiveness of the city government’s programs.”

“This would also encourage more investors to come in, which will spell the growth of the local business sector and the overall economy of San Fernando,” Santiago said.

He also attributed the city’s recent gains to the forward-looking initiatives pursued by former mayor and now Third District Rep. Oscar Rodriguez.

Last February, results of a survey conducted by the University of Asia and the Pacific (UA&P) Business Economics Club ranked San Fernando as 6th among the country’s top 20 cities which served as “drivers of economic growth” in 2012.

Formed in 2006, NCC is a government-private sector task force designed to help improve the country’s competitiveness to entice more investments into the economy.

NCC private-sector co-chairman Guillermo Luz, meantime, said the data compiled by the task force could help provide cities with a means of regularly measuring their performance, enabling them to “better manage themselves.”

Seminar for power coops held at Pelco 1

MEXICO, Pampanga — The National Association of General Managers of Electric Cooperatives Central Luzon (NAGMEC R-III) has initiated yesterday a two-day seminar-workshop on Work Order Procedures for electric cooperatives in Region 3 at the Pampanga I Electric Cooperative Inc. (PELCO I), this town.

Engr. Loliano E. Allas, General Manager of PELCO I and the concurrent president of the association, said that the seminar is to provide electric cooperatives the skills in cost control procedures, correct amount of depreciation accounts, preparation of accounting funds and records keeping, among others.

Meanwhile, Jay Razon, an engineer from the Pampanga Rural Electric Services Cooperative (PRESCO) and one of the participants in the seminar, said that the learning activity is of great importance to them as it teaches them to streamline, expedite and simplify procedures of work in electric cooperatives.

The seminar was attended by technical and accounting personnel from Aurelco, Penelco, NEECO I and II, PELCO II and III, PRESCO and Zameco II. All are electric cooperatives in Central Luzon.

Cortez: Vanity of Vanities

THIS Sunday’s gospel, recorded in Luke 12:13-21, speaks of the futility of “storing up treasures for ourselves but not being rich in things that matter to God.”

In the parable a rich man with a bountiful harvest decided to tear down his barns to build larger ones in which to store his grains and other goods. Feeling a sense of security in the years to come, he said to himself, “Eat, drink and be merry!” He said this not knowing that on that very night the Lord will take back his life, thereby rendering all his possessions useless.

This man’s story remains to be the story of many modern men. Blinded with the distorted concept of success as one measured almost entirely by material prosperity, many have become obsessed with the desire to produce more wealth, accumulate more money and own more property. Life has become equated with working unreasonably hard to save much, to invest much, and to acquire much. Materialism, luxuries and hedonic pleasures have been exalted as the present-day false gods, replacing the golden calf, the Baals and the Asherahs of ancient Israel.

The irony, however, is that these idols for which men exhaust all their energies and time are fleeting; they do not last. They are also deceptive; they do not radiate the joy and satisfaction they promise to deliver to the yearning human heart. In the words of Quoheleth in the book of Ecclesiastes, all of these things are but a “vanity of vanities.”

Of course, there is nothing inherently wrong with money. We all need it to meet our daily needs — our food, shelter, clothing, education, medicines, mobility, wholesome recreation and the like. Thus, fathers and mothers engaged in honest living to provide the best for their families do so in the most noble of intentions.

What is wrong, however, is when people start to fall in love with money itself. The Scriptures clearly say, “The love of money is the root of all evil” (1 Timothy 6:10). Our Lord Jesus himself said, “No one can serve two masters; for either he will hate one and love the other, or he will be devoted to one and despise the other. You cannot serve God and riches” (Matthew 6:24). St. Paul, on the other hand, in the 3rd chapter of his epistle to the Colossians, reminds us to put to death, among others, covetousness or greed, which is a form of idolatry.

Once again the gospel challenges us to reexamine our priorities. Do we hold the spiritual more importantly than the material? In our hearts, does the eternal take precedence over the temporal? While our bodies will someday return to dust from which they came (see Genesis 3:19), our spirits as believers are destined to return to God in heaven (see Ecclesiastes 12:7). And lest we forget, heaven is the most beautiful place whose joys are far greater than the all the happiness of this world.

Ocampo: Cash Management

CASH is the beginning and end of the Business Cycle. Assets of a business came from cash (excluding donated assets); and these assets are financial items waiting to be expensed to earn a revenue and profit. For example, cash is converted as a manufacturing machinery to increase production and sales volume and grow profits.

As such, cash, being one of the most valuable resources of business entities, including Local Government Units (LGUs), has to be managed and optimized for a cost- efficient and cost-effective business operation so that more revenues will be generated and more profits earned. This realm in business is called “Cash Management”.

The Cash Management Cycle begins with the receipt of cash which is then secured in the business vault until it is deposited in the bank and disbursed to fund the business’s operation or distributed as profits to business owners.

Cash is received from the following sources:

* Investments of stockholders

* Sale of the business’ products

* Services rendered

* Sale of fixed assets that are no longer used in operations

* Sale of inventories, other than finished goods inventory, that are no longer used in operations

* Interest and dividend income received from investing activities of the business

* Rental and other passive income

* Donations and grants

Cash coming from various sources is received by the business through its employees; while some are directly credited in the business’ bank accounts. Cash is received either from a customer, client, buyer, lessee or donor by the business’ collector or salesman that is then remitted to the business cashier for safekeeping until it is deposited in the bank. This process is part of the “Sales Settlement and Cash Deposit System”. Cash handling has a lot of risks involved. Hence, policies, procedures or processes have to be in place to ensure that cash is safeguarded and ultimately deposited in the bank.

In a Family set-up, cash is also the beginning and end of a Family’s Financial Cycle. Family assets come from cash with some assets coming from relatives and friends as gifts. Assets are financial items waiting to be expensed to earn a revenue and profit; but in a family set-up, cash is converted to assets mostly for the purpose of family enjoyment and personal use, and a small amount, if any, is used to grow the family coffer.

For example, cash is often used to buy the best TV brand, the latest mobile phone and other electronic gadgets that are usually for personal use and become outdated in a few years. The most significant use of the family cash is the purchase or construction of a family house especially in a high-end subdivision. A family house is not an investment as it does not earn; rather, it is a liability because it incurs expenses.

The sources of cash by families not engaged in a business usually come from the following:

Salary as a white-collar or blue-collar worker of a registered business

Income, salary, commission and/or service fee earned in an underground economy or sometimes called informal or unreported economy, such as fee or salary received by skilled and unskilled workers and sale of products or items by street vendors that are not reported to the BIR.

Cash handling risks are not significant as cash is directly received by the family. The evidence of cash earned is the Pay slip. A small amount of cash, if any, is left and deposited in the bank because the cash received is spent immediately for family needs (and wants). The problem in most Family’s Financial System especially those in the lower middle and lower class may be due to insufficient revenue and improper spending. GRBank launches financial literacy campaign

CITY OF SAN FERNANDO — GRBank continues to intensify its campaign to raise awareness to the public on proper handling of money and its benefits, partnering with Bangko Sentral ng Pilipinas (BSP) to conduct a Financial Literacy Campaign entitled “Asensadong Buhay Bunga ng Wastong Paghawak ng Pera.”

The BSP conducted a forum on the security features of the new generation currency banknotes with GRBank’s own president Jose Blas L. Carlos, Jr. conducting the 2nd Financial Success Campaign where he shared some tips on how to properly handle money and become successful in life.

GRBank, in partnership with BSP, has conducted an orientation to invited GRBank clients recently at BSP building in Barangay Sindalan. The seminar discussed the importance of knowing the distinct security features of the new BSP banknotes and has further emphasized the importance of public awareness on the special characteristics, designs and security features of the new banknotes in order to avoid circulation of counterfeit money.

6 rebels killed in clash with troops

CAMILING, Tarlac — Six rebels, including a woman, were killed in a clash between the New People’s Army (NPA) and troops of the 3rd Mechanized Infantry Battalion (3rd MIB) and the local police in Barangay Bobon, Caarosipan this town 9 p.m. Tuesday.

Based on the initial report, nine members of the Communist Party of the Philippines/New People’s Army/New Democratic Front (CNN) were chanced upon by joint elements of the 3rd MIB and Tarlac police until a firefight ensued that resulted in six deaths.

The remaining three terrorists, believed to be wounded, were able to escape in the grassy and dimly lit portion of the area.

No casualty was reported on the side of the government troops, according to Tarlac Police Provincial Director Alfred Corpus.

Eight firearms that include one M-60, one M-14, four M-16 rifles and two armalite 15 were recovered at the place.

Camiling police Chief Edison Pascasio said clearing operations are still on-going at the scene, while an ambulance from the Provincial Government of Tarlac is still in standby at the area.

Meanwhile, 3rd MIB Commander Lieutenant Colonel Ernesto Torres officially left post today (Aug 1.), but the turn-over ceremony was conducted early Monday morning inside Camp Servillano Aquino in Barangay San Miguel.

He is an underclass at the Philippine Military Academy who commended him and gave due recognition to his performance during his term as 3rd MIB chief.

The two became effective partners in fighting insurgency and moral recovery program and development in the province.
