ANGELES CITY–A top tourism official in Central Luzon expressed elation over the announcement of the Clark International Airport Corp. (CIAC) that the Qatar Airways will begin daily Doha-Clark flights here on October 28.

Department of Tourism (DOT) Regional Director Ronnie Tiotuico said the entry of Qatar Airways and another giant intercontinental airliner, Emirates Airways, are welcome boost to the bid to fully-develop the Clark International Airport (CIA) and serve for the benefit of the tourism industry in the region.

In a recent interview, Tiotuico said the 23 million residents of North and Central Luzon are banking on the full development of the CIA to boost economy and tourism in the two regions.

Tiotuico ‘s statement came as the tourism stakeholders of North Luzon recently met in Baguio City to stress the importance of the full development of Clark to improve the business and tourism in their areas.

Tiotuico is expected to grace the October 1 launching of the Emirates’ daily flights to Dubai via the CIA.
CIAC President and CEO Victor Jose Luciano said that at least 700,000 Overseas Filipino Workers (OFWs) are based in South East Asia (SEA). He added that airlines operating at Clark such as Cebu Pacific Air and Air Asia Philippines offer flights to several key areas at SEA.

Luciano said he was informed by the airline officials that in the Middle East alone there are at least three million OFWs and some 30 percent of whom are from North and Central Luzon.

DAR starts land titles distribution in Luisita

CITY OF SAN FERNANDO–The Department of Agrarian Reform (DAR) has started the distribution of farm lands in Hacienda Luisita over the weekend.

DAR started the distribution of Lot Allocation Certificates (LAC) on July 18 in Barangay Cutcut in Tarlac City through a draw lots.

DAR Secretary Virgilio Delos Reyes said the land distribution there was the first in a series of lot allocation activities that will be conducted almost daily until all villages of Hacienda Luisita are covered.

The DAR-Provincial Office in Tarlac estimated that it would take them until August 21 this year to complete all the lot allocation activities in the country’s biggest sugar estate.

Hacienda Luisita is composed of 10 villages in three municipalities in the province of Tarlac namely: Barangays Cutcut, Bantog, Balete, Asturias, Lourdes, and Mapalacsiao in Tarlac City; Parang, Pando, and Mabilog in the town of Concepcion; and Barangay Motrico in La Paz town.

For the lot allocation activity in Barangay Cutcut alone, a total of 646 qualified beneficiaries attended the first drawing of lots.

While all the names of these beneficiaries were included in the drawing of the lots, only about 300 names were drawn during the first day given the huge number of beneficiaries involved. The rest of the names were drawn on Friday.
“One thing is sure, all the qualified beneficiaries for the lot allocation activity in Barangay Cutcut will be given Lot Allocation Certificates during the two-day event,” Delos Reyes said.

After receiving their LAC, the agrarian reform beneficiaries were given an orientation on his rights and obligations with respect to his CARP-awarded land.

The beneficiary then read and signed the Application to Purchase and Farmers’ Undertaking (APFU). The APFU was subscribed and sworn to, free of charge, before a DAR officer authorized to administer oaths under pertinent DAR guidelines.

During the process, the DAR officials stressed that the APFU is a mandatory requirement for the generation and registration of the beneficiary’s Certificate of Land Ownership Award (CLOA), the title to be given to the beneficiary for his CARP-awarded land.

“We have to remind our beneficiaries that only those who signed the APFU will be given land,” Delos Reyes said.
He said the results of the lot allocation activities will be posted in each barangay and municipality covered by Hacienda Luisita as well as at the DAR-Tarlac Provincial Office.

After the lot allocation process, Delos Reyes explained that the DAR would generate the Certificates of Land Ownership Awards (CLOAs) using the LAC and other pertinent documents including the APFU signed by the beneficiaries.

The CLOAs will then be forwarded to the Register of Deeds for registration and eventual distribution to beneficiaries. The distribution of registered CLOAs is expected to take place between August and September this year.

The DAR has identified more than 6,000 farm workers who are qualified to become agrarian reform beneficiaries in Hacienda Luisita. Each beneficiary is expected to own farm lots with an area of 6,600 square meters, more or less, from the total area of 4,099 hectares up for distribution.

An additional 400.87 hectares will also be acquired under the CARP but will not be distributed, as these will be used as common areas, such as firebreaks which will also serve as access roads to the farmlots of the beneficiaries, fishponds, canals, roads, etc.

The lot allocation activities for the qualified beneficiaries in other barangays are scheduled as follows: Lourdes (July 22 & 23); Bantog (July 25 & 26); Asturias (July 29 & 30); Motrico (Aug. 1 & 2); Pando (Aug. 5 & 6); Mabilog (Aug. 8 & 9); Parang (Aug. 12 & 13); Balete (Aug. 15 & 16); and Mapalacsiao (Aug. 19, 20 & 21).

Group reviews Pampanga state university programs

MAGALANG, Pampanga–An accreditation agency conducted evaluation on the programs of the Pampanga State Agricultural University (PSAU) last week.

The Accrediting Agency of Chartered Colleges and Universities in the Philippines, Inc. (AACCUP) conducted the evaluation from July 15 to 19.

The evaluation team was headed by AACCUP Executive Director Manuel Corpus along with 27 other accreditors.
The evaluation team submitted for evaluation and accreditation for Level IV the Bachelor of Science (BS) in Agriculture program while other eight PAC programs qualified for Level III accreditation were B.S. Agricultural Business, B.S. Agricultural Economics, B.S. Agricultural Engineering, B.S. Biology, B.S. Mathematics and Bachelor of Arts (A.B.) in English.

On the other hand, the Master of Arts in Education (MAED) program major in English, Biology, Mathematics, General Science, Educational Management and Physical Education were nominated for a Level II status.

The evaluation team also validated the extension programs of PSAU, formerly known as Pampanga Agricultural College, including the B.S. Agriculture, Agricultural Business, Agricultural Economics and Agricultural Engineering on bricks-making for the parking area of a chapel, organic rice production, Cyber Village and Farmers’ Information and Technology Services (FITS) centers in Apalit town and Angeles City.

PSAU officials said the evaluation was a comprehensive and holistic scrutiny on the university’s programs, vision, mission, goals and objectives (VMGOs), faculty, curriculum and instruction, students, research, extension, library, physical facilities, laboratories and administration.

Officials said the evaluation was crucial since the recent conversion of PSAU into a state university.

Solon wants revival of subsidy for farmers

STA. RITA, Pampanga–Senator Alan Peter Cayetano has vowed to work for the return of government subsidy for farmers numbering some 33,000 in Pampanga.

Cayetano stressed that the subsidy for farmers, previously given by the Department of Agriculture (DA), should return to help them cope up with the rising cost of farm inputs and fertilizers.

“Our farmers are not earning because they have less profit. Their production is very much affected by the rising cost and they must be assisted by the government,” said Cayetano in a press conference at the residence of known talent choreographer, Andy Alviz, here.

“Agriculture should be at the forefront of economic growth, not lagging behind,” added Cayetano in asking for additional government support for the agriculture sector.

Cayetano turned over a hand tractor to the members of the Sta. Monica Farmers Association on Thursday.
“This is just symbolic. My way of expressing sincere desire to help the farmers in our country,” said Cayetano.

He said his visit to the farmers of Sta. Rita was part of his legislative and on-going commitment of consulting various sectors regarding issues related to “PTK,” or “Presyo (Prices), Trabaho (Employment), and Kita (Income)”.
Cayetano said that his advocacy is focused on PTK and one of the beneficiaries will be the farmers.

“We sincerely hope that this contribution to the farmers will greatly enhance their efficiency and, in the long run, allow them to be more productive and earn more,” said Cayetano.

He said the government should continue helping farmers through the Priority Development Assistance Fund (PDAF).
Cayetano expressed disappointment over the expose that alleged fake farmers’ foundations and groups had been used to illegally transfer some P10 billion.

The National Bureau of Investigation (NBI) is leading the probe and some senators had dragged in the controversy.
“Why remove the subsidy to farmers when the problem is not the support but the alleged illegal act. We must support the investigation and not remove the support through the PDAF and other means,” said Cayetano.

Cayetano supports call for Clark-NAIA twinning

STA. RITA, Pampanga–Senator Allan Peter Cayetano has expressed full support to the development of a twin airport system for Clark International Airport and the Ninoy Aquino International Airport (NAIA).

Cayetano stressed that with the development of a dual airport, a fast train should be essential for the interconnection of Central and Northern Luzon.

The senator, during his visit to Sta. Rita farmers here on Thursday, said that the country needs dual airport–one in Manila and another in Central Luzon.

Along with developing a dual airport system, he furthered, a commuter and high-speed trains are essential to boost the economy and tourism of the region and of the whole country.

He added that a fast train “is really important to an airport particularly in Central Luzon for it would lessen the cost of transportation of cargo and exporting of agricultural goods.”

Cayetano, who is a believer of airports, sees that a fast train should have three stopping points from NAIA towards North Luzon.

“Hindi pwedeng gamitin ang highways for it would cost much on the part of a businessman,” Cayetano added.
Earlier, the RDC-3, chaired by Third District Rep. Oscar Rodriguez, said the more than 23 million population of North Luzon area is the reason for the “twinning” move.

Rodriguez said the proposed development of NAIA as well as the idea of a new airport in Sangley point in Cavite would not stop the council from pursuing its appeal for the national government’s support to Clark as the key international passenger gateway in this part of the island.

Maynilad withdraws tie with Miya Water

MAYNILAD has withdrawn from its partnership agreement with Miya Manila Water Projects Inc., the proponent consortium that proposes to undertake the non-revenue water (NRW) and expansion projects of the Bacolod City Water District (Baciwa).

This was confirmed in a letter dated July 5 by Maynilad President and Chief Executive Officer Victor Vargas to lawyer Mai Flor of Miya Manila Water Projects Inc.

Vargas said that, “After careful review of the outstanding issues, we have decided to withdraw from our partnership agreement to undertake the NRW Management and expansion project for Baciwa.”

He added that the developments in recent weeks have made the partnership unfeasible, and contrary to the best interests of the stakeholders.

Maynilad and Miya Manila Water formed a consortium called the “Miya Manila Water Services” that proposed to undertake the projects of Baciwa.

Maynilad is a company of Manny Pangilinan while Miya Manila Water Inc. is an Arison Group or an Israeli company which is not registered in the Security and Exchange Commission.

Manila Water also proposed to undertake the NWR project at P444 million but this was not entertained by the Board of Directors of Baciwa, citing their specific recommendation in its Joint Venture Selection Committee that only Miya Maynila will be entertained on these project, a source, who requested anonymity, said.

But the Board has a resolution before that two companies will be reconsidered – the Miya Manila and Manila Water.

In the consortium, Miya represents 60 percent while Maynilad has only 40 percent representation.

If this project was pushed through, the project would cost P924 million which will be paid by Baciwa for 15 years, with a fixed fee and performance fee which will amount to P7.8 billion for the contract period of 15 years.

And Baciwa will loan its equity with the said company, the source added.

Meanwhile, Baciwa Union president Claudio Salmo said the withdrawal of Maynilad was a victory for all the concessionaires of the water district as it freed the water district from potential bankruptcy and high cost of water.

Google stumbles in 2Q as slump in ad rates deepens

SAN FRANCISCO — Google views the computing shift to smartphones and tablets as a golden opportunity, but the Internet search leader’s second-quarter performance served as an unsettling reminder that it poses a nagging financial challenge, too.

The report released Thursday showed Google’s average ad rate fell from the previous year for the seventh consecutive quarter. In an unexpected turn, the decline deepened for the first time in a year.

The average ad rate, or “cost per click,” fell 6 percent during the three months ending in June. The magnitude of the declines had eased in each of the previous three quarters, raising hopes that the worse was over. Instead, things deteriorated from the 4 percent decline in ad rates during the first three months of the year.

The regression undercut earnings and revenue. Both fell below analyst forecasts, spooking some investors. Google’s shares fell $34.68, or nearly 4 percent, to $876 in extended trading after the results came out.

Other unwelcomed developments also loomed over the quarter.

Excluding the costs of stock given to employees, Google’s operating expenses climbed 27 percent from last year to $4.25 billion. That increase renewed concerns that Google is pouring too much money on far-flung projects, such as the development of driverless cars and balloons equipped with Internet-beaming antennas, instead of focusing on its main business of Internet search and advertising.

The subsidiary lost $342 million in the latest quarter, widening from $199 million when Google owned Motorola for only part of the reporting period. Page provided no further details about the phone, which he and other Google employees have been testing.

Mobile ads, though, were the biggest issue on investors’ minds.

Although the problem isn’t as severe as at other companies, including computer makers such as Dell Inc. and Hewlett-Packard Co., Google is still having trouble navigating a technological transition driving more online activity on to smartphones and tablets. Those devices pose a financial challenge for Google Inc. because their smaller screen sizes fetch lower ad rates than the marketing pitches made on traditional desktop and laptop computers.

Google is in a far better position to prosper from mobile computing because it makes Android, the most widely used operating system on smartphones. The software also is gaining traction on tablets challenging Apple’s pace-setting iPad. Google is expected to unveil the next generation of its Nexus tablets running on Android next week.

Android typically features Google’s search engine and other services, such as maps and Gmail, giving the Mountain View, California, company more opportunities to show ads.

Now, Google is taking steps to persuade advertisers to pay higher prices to connect with consumers on mobile devices at times when they appear to be mulling a purchase or may be in a merchant’s neighborhood.

Google is trying to drive up prices more quickly by changing the way it sells ads to prod more marketers into buying spots on mobile devices at the same time they plan campaigns aimed at PCs. About 6 million advertisers have already switched to Google’s new pricing system. All marketers will be forced to adopt the new approach, known as “enhanced campaigns,” by the end of the month.

In Thursday’s conference call, Page described the switch to enhanced campaigns as the biggest change that Google has ever made to an online advertising platform launched more than a decade ago.

“I think we’re still in the very, very early stages of that,” Page said. “We changed a tremendous amount for how our teams operate, how our advertisers operate, how everyone buys those ads, what the users see, and we’ve done it pretty well.”

Google earned $3.2 billion, or $9.54 per share, up 16 percent from $2.8 billion, or $8.42 per share, a year earlier.

If not for the costs of employee stock compensation and charges tied to Motorola, Google said it would have earned $9.56 per share. That missed the average target of $10.80 per share among analysts surveyed by FactSet.

Revenue rose 19 percent to $14.1 billion, from $11.8 billion.

Kinaragan Elementary School is also a beneficiary of the company’s Balik Eskwela program, which provides public school students with notebooks and other school supplies.

“What makes Kinaragan Elementary School special, apart from being one of our host communities, is it caters to IP (indigenous people) students. More than 50% of its population are Aetas or of Aetan descent. NGCP would like to contribute to the development of these individuals so that they can also share what we have shared with them to their tribes and communities,” system operator through Corporate Affairs Head, Nelson F. Cabangon, said in a statement.

The library hub rehabilitation project is part of NGCP’s simultaneous nationwide implementation of education-related CSR programs for June, which includes the Balik Eskwela program and Alternative Learning System, among others.

Bataan tree-harvesting permits suspended

PILAR, Bataan — Newly-installed chief of DENR-Bataan Provincial Environment and Natural Resources Office (PENRO) Fred Sadueste, on Tuesday, ordered his Community Environment and Natural Resources Officers (CENRO) to stop processing Tree Harvesting Permit (THP) applications.

New councilors undergo orientation on local governance

CITY OF SAN FERNANDO – The Department of Interior and Local Government (DILG) Pampanga facilitated an orientation seminar on local governance for all Sanggunian Bayan members from the 19 municipalities and two cities in the province.

The activity, with the theme “Be Bold and aim for the B.E.S.T.”, gave pointers to the newly elected councilors in the performance of their duties and responsibilities as municipal and city lawmakers.

B.E.S.T stands for Business Friendly and Competitive Local Government Unit (LGU), Environment Protective, Climate Change Adoptive and Disaster Resilient LGU, Socially Protective and Safe LG, and Transparent, Accountable, Participative and Effective.

Lubao Councilor John Susi said the orientation is one of the many steps to take towards being an outstanding leader because it gave them the idea of possible resolutions and ordinances to pass in order to achieve the B.E.S.T.

“All of us want to achieve excellence in public service. But we must admit that willingness to be outstanding requires experience and series of learnings that we can also get from seminars and workshops given by authorities in this area,” Susi said.

Susi shared that the important virtues inculcated to them are transparency in all transactions in the government, being responsible and accountable for all the actions and decisions made as a legislator, being active in decision making and being effective Sanggunian Bayan member through passage of laws beneficial to the people.●JENNA LUMBANG

He suspected that the unidentified men were probably members of a notorious syndicate responsible for the growing number of missing children in other places.

“I told the town police chiefs to coordinate as soon as possible with school officials to discuss the framework of the safe measures which will be adopted to avoid any similar incidents in the future,” Albayalde said.
