Bring-in Food

Guests may bring in a reasonable quantity of cooked foods, snacks and non-alcoholic beverages, subject to inspection upon arrival. Consumption is strictly limited to immediate area – within say 3 meters – of the camp site they rented. In other words, bring-in food and beverages cannot be consumed outside their individual camping areas.

Attire and Etiquette
Campers should be mindful of their presence in a private resort which is part of an exclusive country club. Even though casual clothing is permitted as is customary for camping, proper code of decency must be observed. Excessive noise and behaviors that would hamper the enjoyment of Clearwater’s ambience and facilities are strictly forbidden.

Management reserves the right to evict guests if violations persist after warning. No refund will be given under these circumstances.

Foreign Affairs, SM ink deal for consular offices hosting

THE Department of Foreign Affairs (DFA) and mall giant SM Prime Holdings entered an agreement for the placement of passport services to shopping malls nationwide.
Foreign Affairs Secretary Albert del Rosario and SM Prime Holdings President Hans Sy signed a memorandum of agreement wherein SM malls will host five consular offices in Metro Manila and other parts of the country.
The deal would help the DFA save more than P1 billion and bring consular services closer to the public.
“It is a matter of great satisfaction to have entered into this partnership with SM Prime Holdings as the combined PPP [Public-Private Partnership] arrangements we have entered into with the private sector since the last quarter of 2011 on this initiative now translates to almost P1.04 billion in savings for the government over a period of 10 years,” del Rosario said.
The PPP arrangements with SM will cover the transfer and hosting of existing consular offices in Davao, Baguio and Batangas as well as the opening of extension offices at the SM Megamall in Mandaluyong and SM City in Manila, which will occupy a combined floor area of more than 3,400 square meters.
Earlier, the DFA already entered into similar, albeit smaller, deals with Pacific Mall Corporation, Robinsons Land Corporation and Ayala Land Incorporated to host 11 consular offices nationwide.
“In addition to the millions of pesos the government will be saving in the next 10 years, our partnership with SM and our other friends in the private sector will allow us to extend consular services in modern, applicant-friendly settings at no cost to the Filipino taxpayer,” del Rosario said.
“Our arrangements with SM are also particularly important as the opening of new consular offices at the SM Megamall and SM City in Manila will pave the way for the decongestion of the Office of Consular Affairs at the Aseana Business Park in Paranaque,” he added.
The opening of the first two passport extension offices in Metro Manila, the DFA chief said, would allow the department to facilitate the consular requirements of some of the more than 10,000 people that visit the main passport facility along Macapagal Avenue daily. (CVB/Sunnex)

2 members of carnap gang slain in shootout

CAMP OLIVAS — An alleged leader of a carnapping gang and his cohort were killed by policemen during a running gun battle along the national highway in Barangay Pansinao, Candaba town last Monday.
Senior Superintendent Edgardo Tinio, Pampanga police provincial director, identified the slain suspects as Romeo Guinto, alias Bong Guinto, alleged leader of the Guinto Carnapping Group, and his cohort Joey dela Cruz, both residents of Barangay Candading, Arayat town.
Tinio said while conducting a checkpoint in Barangay Pasig, Candaba, police flagged two unidentified men riding on two motorcycles for verification purposes.
The two drivers, Guinto and Dela Cruz, ignored the policemen and instead sped away towards Barangay Pansinao, which prompted policemen to pursue the suspects until their motorcycles slid on a ditch along a road in Barangay Pansinao.
Tinio said the suspects drew a .38 caliber revolver and an improvised shotgun, and fired towards the police.
The police team returned fire, hitting the two in different parts of their bodies.
Both suspects were taken to a nearby hospital but were declared dead on arrival by attending doctors.
The slain suspects were allegedly engaged in carnapping, illegal drugs, robbery, extortion and gun-for-hire operations in Pampanga, Bulacan and Angeles City, police said.
The cadavers were transferred to a funeral parlor in Arayat town for autopsy but the immediate relatives who identified the suspects refused the process. (With Ric Sapnu)

5th petition to stop Corona impeach trial filed

THE Philippine Senate has no right to proceed with the impeachment trial of Chief Justice Renato Corona since the complaint signed by nearly 200 congressmen last year was not made under oath, two lawyers said Tuesday.
Petitioners former Misamis Oriental governor Homobono Adaza and lawyer of former President Joseph Estrada, Alan Paguia, said the complaint was illegal and unconstitutional due to lack of proper verification process.
“Under the third Paragraph of Section 3, Rule 7 of the Rules, an unsigned pleading produces no legal effect,” the 23-page petition read.
Senators, acting as judges on the complaint, will resume their legislative duties after a month-long holiday break on January 16 but actual trial may begin later if Corona’s request for pre-trial will be granted.
A pre-trial will help expedite the proceedings since the process will determine how many witnesses will be summoned and what documents will be presented by both the prosecution and defense panels.
Justices will be on a full-court session on January 17, where they are expected to rule on the petitions seeking to stop the impeachment trial.
Similar petitions were earlier filed by lawyer Vladimir Cabigao, tax informer Danilo Lihaylihay, Oliver Lozano, and former Integrated Bar of the Philippines (IBP) president Vicente Millora.
Reached by phone, Paguia chided the speedy disposition of the impeachment complaint in the House of Representatives, which was supported by President Benigno Aquino III.
“We want the SC to rule definitively on the railroading process that our elected representatives undertook the impeachment. It is very unconstitutional,” he said.
The petition also cited that some of the majority leaders in the House failed to sign the complaint as congressmen were not even given enough time to review and read the complaint against Corona.
They include Deputy Speaker Pablo Garcia; Deputy Speaker Jesus Crispin Remulla; Assistant Majority Leader Roman Romulo; appropriation committee chair Joseph Emilio Abaya; committee on appointment members Rodante Marcoleta and Luis Villafuerte; bank and intermediaries committee chair Sergio Apostol; basic education committee chair Salvador Escudero III; Economics Affairs Committee chair Ramon Durano VI; Natural Resources Committee Chair Ramon Matugas, Public order and Security Committee Chair Pablo John Garcia; Defense Committee Chair Rodolfo Biazon; health Committee chair Alfredo Maranon III; information and communications committee chair Sigfrido Tinga; and Labor Committee chair Emil Ong.
In late December, Batangas Representative Hermilando Mandanas was fired as chairman of the powerful House ways and means committee after refusing to sign the complaint.
However, Aquino said the lawmaker was replaced because he had a different stand on the revenue-generating measures of the government. (Sunnex)

Agency gains P169-million new investment projects

CLARK FREEPORT — Clark Development Corporation (CDC) reported that five new agreements with total investments of more than P169 million were signed before year-end.
In the Marketing Department business update submitted to CDC president Felipe Antonio B. Remollo, it was revealed that the biggest project was signed with the Australian Dental Health Laboratories Inc. (DHLI).
The firm, which specializes in the manufacture of export-quality pharmaceutical products, will be putting up more than P137 million for its manufacturing plant in Clark.
Remollo and DHLI director Mary Jane Fowler recently signed the lease agreement.
The CDC president said while DHLI is a new corporation, its directors and officers have at least eight years of experience in the manufacture of similar products in the Philippines.
He said the firm is targeting to export its products to Pakistan, Indonesia, Europe, Australia, and the United States.
Construction work on the manufacturing plant will be completed by June next year.
Also signing an agreement with Clark is the Filipino-Korean firm Mugunghwa-Clark Inc., which will operate a P20-million restaurant, café, convenience store, souvenir shop, golf cart rental, golf tours and massage spa or wellness center project.
The entry of the Filipino-Korean firm in Clark was due to the influx of Korean tourists visiting the former US-run Clark Air Base and its neighboring environs.
The investment report also said InvesAsia Philippines Inc., a Hong Kong-based firm, signed a sub-agreement with Philexcel Business Park Inc., which will exclusively engage in legal and general business transcription, IT support services and business process outsourcing.
Aviva Global Foods Inc. has also signed a sublease agreement with Nice Logistics Business Park, which will engage in warehousing, storage, vendor inventory management and repacking of locally produced consumer goods for 100-percent export abroad.
Rizhane Foods Inc. has signed also a sublease agreement with SIA Engineering Philippines, which will open canteen project for the employees of the Singaporean firm inside the Clark Aviation complex.

Aquino government urged to block US bill vs BPO industry

THE chairman of the House Committee on Public Information urged the Aquino administration to mount a massive lobby in the United States Congress to block a measure that would adversely affect the Philippines’ Business Process Outsourcing (BPO) industry.
According to Eastern Samar Representative Ben Evardone, House Bill (HB) 3596 entitled “Call Center and Consumers Protection Bill” aims to discourage US companies from outsourcing their operations.
The proposed legislation will require call center operators who answer calls to identify their location, giving US callers the option of choosing a local operator.
The measure will also penalize US companies $10,000 a day if they fail to report their relocation to the US Department of Labor within 60 days.
Under the proposed legislation, companies will also be required to inform the same agency 120 days in advance regarding their plans to transfer operations elsewhere.
HB 3596 will also ban US call centers operating outside the US from seeking federal grants and loans for five years.
“Clearly, this bill is a protectionist measure which, if adopted into law, would have a negative impact on BPO industry in the Philippines. This might result in possible job losses,” Evardone said.
Evardone said the Aquino government should protect and promote the BPO industry, which is now the largest in the whole world after overtaking India in voice Information Technology-BPO.
According to the lawmaker, the BPO industry generated less than $100 million in total revenues back in 2001. The amount doubled yearly reaching $3.3 billion in 2006.
“We need to protect our inherent strength – a well-educated, English-speaking labor pool and advanced telecommunications infrastructure,” Evardone stressed.
He noted that the proposed legislation will likely pass the US Congress as election season nears.

Capitol bares millions worth of projects

CITY OF SAN FERNANDO — The Provincial Government led by Governor Lilia Pineda bared Tuesday millions worth of completed and ongoing infrastructure projects.
Documents obtained by Sun.Star Pampanga from the Office of the Provincial Engineer show that as of December 26 last year, the Pineda administration was able to construct and repair hundreds of classrooms and buildings with comfort rooms and water facilities in 27 schools all over Pampanga worth P46,313, 234.37.
District hospitals were also constructed and improved and fitted with equipment worth of P66,578,675.33. The amount covers the construction of the Macabebe and Balitucan district hospitals, plus the establishment of the Diosdado Macapagal Hospital Dialysis Center.
For other buildings like the National Bureau of Investigation extension office, Fire Marshall’s Building, repair of the Benigno Aquino Hall and the construction of the 64 bunk houses for victims of the Mt. Arayat mudslide, and eleven other major repairs of government buildings, Capitol spent P54,777,770.72 for the completed contracts.
Some P34,608,065.75 also went for the improvement of four provincial roads, including the slope protection of Tulauc-San Simon Road. The rehabilitation of the San Antonio Bridge and construction of Senora Bridge in Arayat and Porac respectively, cost P5,956,385.89. Two barangay roads in Magalang were concreted in the amount of P5,172,331.25.
Other projects, according to Provincial Engineer’s Office officer-in-charge Renato Gutierrez, were the 70-percent complete RRENIS-PGRIS check gate in Lubao worth P20,848,391; construction of the Nabuclod View Deck 1 costing P1,168,005; and the provision of concrete benches and decorative at Arnedo Park worth P524,509.44.

Council okays P16-B dam in Tarlac

CITY OF SAN FERNANDO — The Regional Development Council (RDC) in Central Luzon recently gave the green light for the construction of the P16.09-billion Balog-Balog Multipurpose (BBM) dam in San Jose town, Tarlac.
In a statement, RDC said the rock-filled dam, which is part of the second phase of the BBM project of the National Irrigation Administration (NIA), will be about 113.5 meters from the riverbed to the crest with water storage capacity of 625 million cubic meters.
The facility is expected to render irrigation services to an additional 21,935 hectares of farmlands in the province, bringing the total irrigation service area of BBM project to 34,410 hectares.
A reservoir of around 1,800 hectares within the edifice will be utilized for tilapia production.
Once constructed and fully operated by 2016, the BBM dam is projected to produce an incremental crop yield of 116.7 thousand metric tons of rice per year with an estimated value of $34.72 million and 93.55 thousand metric tons of tilapia per year with a net production of P506 million.
Apart from irrigation and fishery, the RDC said the dam will also be complemented with a hydro-electric power plant with a total installed capacity of 43.5 megawatts that can supply the present power requirements of Tarlac City or four medium-sized towns with an aggregate population of about 250,000.
RDC is the highest policy-making body in Central Luzon and serves as the counterpart of the National Economic Development Authority board at the sub-national level. It is the primary institution that coordinates and sets the direction of all economic and social development efforts in the region and serves as a forum where local efforts can be related and integrated with national development activities.
Council members include all governors, city mayors, municipal mayors of capital towns, presidents of municipal mayors league, regional directors of National Government agencies and representatives from the private sector.

Girl raped by neighbor

ANGELES CITY — A six-year-old girl was allegedly raped by her neighbor in a village here on New Year, the city police said.
The suspect — Reynaldo Mercado, 45, of Barangay Balibago — was drunk when he abused the victim, according to Chief Inspector Luisito M. Tan, Police Station 4 chief.
Mercado was charged with rape before the City Prosecutor’s Office Monday.
The suspect denied raping the girl, saying he treated the victim as his own child.
“Hindi ko po magagawa ‘yun, parang anak ko na po ang bata,” Mercado said.
But the girl told her parents and policewomen handling the case that Mercado kissed her and abused her.
Physicians found lacerations on the girl’s organ, Tan said.
The inquest fiscal confirmed the detention of Mercado, who is now detained at the Police Station 4. (Reynaldo G. Navales)
