Notorious robbery-kidnap gang leader nabbed

MANILA — The leader and several members of the infamous Ondo Perez group, which is behind some robbery and kidnap incidents in Agusan del Sur finally fell to authorities on November 1 and 2.
Jobert “Ondo” Brital Perez, the crime gang leader, was arrested after being sighted robbing the Guysler Convenience Store in San Francisco town at around 2:30 a.m., Friday.
Perez and his two armed cohorts engaged in a gunfight with responding authorities and lobbed a hand grenade, wounding three police officers 1 identified as Jezrel Paje, Raymundo Villar and James Pontillo.
Perez was apprehended along with Jerome Darman Palay, 20, a resident of Santiago, Agusan del Norte. The third unidentified suspect managed to escape.
Follow-up operations were launched on the same day and led to the arrest of two members of the crime gang identified as Ricardo Abas Baute, 43, and Rolando Sabas Enggaling, 22, residents of San Francisco town.
Before the arrest of Perez, three other members of his group were earlier nabbed on November 1. They were identified as Marlon Saroos Ginsod, 20; Carlo Puasa Biona, 21; and Gaily Batas Margana, 20.
Perez and his group were behind notorious crimes in the said province such as the kidnapping of 79 people in 2009 and 15 persons in 2011, which included teachers and children.

MALACANANG raised optimism on Saturday that the recent travelers’ recognition, citing Luzon, Cebu, and Mindanao as among Asia’s top 10 islands, could boost tourist arrivals in the Philippines as the government targets a higher number of visitors this year.
International travel magazine Conde Nast Traveler’s annual Readers’ Choice Awards considered Luzon, Cebu and Mindanao as Asia’s top 10 islands.
“Hopefully, this particular review will bring more tourists to us, not just tourists from abroad but also domestic travelers,” deputy presidential spokesperson Abigail Valte said in a radio interview.
“It’s truly more fun in the Philippines. If it’s three out of 10, hopefully more tourists come in,” she added.
Valte noted that it was evident that in today’s trend, there is increasing number of tourists visiting the Philippines, as she also hopes that visitors discover other beautiful places in the country.
Luzon trailed Bali, Indonesia, and Phuket, Thailand, as the third best island in Asia, with a readers’ choice rating of 78.9, ranking high in the criteria of friendliness, scenery, and ambience.
Cebu placed seventh with a score of 75.9, and Mindanao ranked at 10th scoring 62.8.
Other Asia’s top 10 islands include Hokkaido in Japan, Lombok in Indonesia, Langkawi in Malaysia, Koh Samui in Thailand, and Borneo in Malaysia.
Three Philippine hotels also ranked in Southeast Asia’s top 20 hotels—Makati Shangri-la (5th place), Edsa Shangri-la (7th place), and Manila Hotel (20th place).

Town hosts market day for local products

PORAC – This town hosted over the weekend a market day event at the Porac Municipal Hall, aimed at drawing attention to the rich agricultural and livestock sector as part of the overall economic program of the town.
Mayor Condralito dela Cruz told Sun.Star Pampanga that the market day was held in time for the upcoming town fiesta next week and as a regular activity to boost the agricultural and livestock sector.
He said some 25 farmers, vegetable growers and livestock raisers participated in the event that started at 6 a.m.
Vegetables grown by farmers in Sta. Cruz and Manibaug were sold during the event while agricultural products from the Aeta villages of the town, which included herbs, root crops and fruits, were sold in the market day cum flee market.
“The agricultural sector here remains vibrant as ever. Our vegetable growers are among the main suppliers of vegetables in Angeles City and urban centers in Metro Manila. We hope to strengthen our agricultural sector here,” Dela Cruz said.
Porac is the biggest in terms of land area in Pampanga.
Occupying an area of 314 kilometer (km), the town is composed of flat agricultural land that ascends into the rugged mountains of the Porac-Zambales highlands.
The town produces sugarcane, palay, and assorted vegetable crops all year round. A considerable number of poultry farms operate in the town producing thousands of pigs for commercial and local consumption supply chains.
“Not just a spillover of investment from the Metro-Clark area, we have also local industries that can be further developed,” Vice Mayor Dexter David added. (Ian Ocampo Flora)

Japanese studes help build classrooms in Angeles City

ANGELES CITY — Some 52 students from at least nine universities in Japan are enjoying as construction aides of Filipino workers in building four classrooms at the Pineda-Gutierrez Elementary School in Barangay Tabun here.
The Japanese students, who are mostly in their first year of college, are undergoing an immersion program in the Philippines as part of their school requirement.

The Rural Asia Solidarity Association (Rasa), a non-profit organization based in Nagoya City, has tapped the students in connection with the Overseas Development Assistance of the Japan Ministry of Foreign Affairs.
Miku Hanaka from Sugiyama University and Saki Kataoka from Nanzan University in Nagoya City said they are enjoying their stay in the village because their foster families are very kind and hospitable.
Fr. John Seland, a Catholic priest belonging to the Societas Verbi Divini (SVD) or Divine Word Missionaries who is the president of the Mother Laura Gertrude Seland Foundation Incorporated, said the students are accompanied by five Japanese engineers who are supervising the construction of the classrooms, which are expected to be completed on December this year.
The priest said Rasa and the foundation are giving financial assistance to host families for the students’ food and other basic needs. Each student donated 100,000 yen for their 17-day (August 18 – September 3) immersion program.
“It’s a very nice program. We want students to have a nice experience together with their foster families,” Seland said.
The Rasa, in coordination with the foundation, has already built 25 classrooms at Calapan and Puerto Galera in Oriental Mindoro, Cavite, and other parts of the country since 1999, according to Seland.
In Japan, Rasa get donations from different churches and Japanese government and the funds are sent to the foundation in order to build schools and provide scholarships to Filipino students, Seland added.
At present, the foundation has 50 scholars in college, high school, and elementary levels.
Aside from these, the Mother Laura Gertrude Seland Foundation and Rasa also have ongoing feeding programs in Cebu and Cabuyao, Laguna and livelihood (animal dispersal) for poor families in selected areas in the country.
“About 25 children in Cebu and 50 children in Cabuyao eat free full meals,” Seland said.
Japanese students see the program in the internet and those who visited Philippines comeback and they tell their friends about their experience, Seland said.
He lauded Christine Nacario, executive director of the Mother Laura Gertrude Seland Foundation Inc., for coordinating and implementing the construction of the classrooms in Barangay Tabun with the Rasa.
The classroom, which will also be furnished with tables and chairs, will be inaugurated and turned over to the school in January next year.
“We will be coming back next year for the blessing and inauguration of the school building,” Seland said.
He also thanked Engr. Wataru Ueno and Norio Fujii, executive director of Rasa, for their assistance in providing funds for the projects in the Philippines.
Ueno asked potential donors to send their donation to the RCBC Santa Rosa Branch under the account name Saburo Yamada with account number 3-318-33875-1.
Seland also expressed gratitude to Yoshimi Ando, director of Aichi Rescue who helps Rasa very much to get Japanese government assistance and support.
“The Mother Laura Gertrude Seland Foundation is very active helping people who struggle to meet the basic necessities of life. We are only a small group, but we feel that what we are doing is a valuable way to assist people in their daily needs. It is for this reason that we want to expand our activities,” Seland said.
“We would like to make it possible for you to learn more about what we are doing and, if possible, to contact us. The more people are involved, the better. And so, we welcome you. Please learn more about us, and help us to help others so that we can contribute to build a world of justice, peace, and love,” he added.
Vilma Liao, principal of Pineda Gutierrez Elementary School, thanked Rasa, Mother Laura Gertrude Seland Foundation and the Japanese engineers and students for construction of the classrooms.
She said the school building will add up to the existing classrooms where more than 700 pupils are having classes.

‘Igme’ accelerates, re-enters Philippines

MANILA — Typhoon “Igme” (international codename: Tembin), which drenched northern Luzon last week before going out to Taiwan, accelerated as it re-entered the Philippine Area of Responsibility (PAR) Monday night, the country’s weather bureau said. The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) spotted Igme at 200 kilometers (km) northwest of Basco, Batanes as of 10 p.m. Monday.
Moving northeast at 17 kilometers per hour (kph), Igme is packing winds of 130 kph near the center and gustiness of up to 160 kph.
Igme’s reentry to PAR has placed the Batanes Group of Islands under storm signal number 2 on Monday night. Batanes will experience winds of 61-100 kph.
Pagasa also hoisted storm signal number 1 (30-60 kph winds) over Calayan and Babuyan Group of Islands.
Igme will still enhance the southwest monsoon that will bring 10-20 millimeters per hour (moderate to heavy) within the 600 km area of the typhoon.
Residents in northern and central Luzon areas affected by heavy rains were warned against possible landslides and flash floods.
Metro Manila would experience mostly cloudy with scattered rainshowers while the rest of the country will be partly cloudy to cloudy with isolated rainshowers and thunderstorms, Pagasa said.
Typhoon Igme was forecast to re-exit the Philippines by Wednesday or Thursday.
Fishing boats and other small seacrafts are advised not to venture out into the seaboards of northern and central Luzon due to big waves generated by Igme.
Meanwhile, Taiwan’s Central Weather Bureau predicted that Igme would make landfall early Tuesday in the same part of southern Taiwan where it dumped more than 500 millimeters (20 inches) of rain three days ago.

Government to replace Manila envoy to Beijing

• MANILA — President Benigno Aquino III instructed Foreign Affairs Secretary Alberto del Rosario on Monday to start the process of finding a replacement for Philippine ambassador to China Sonia Brady.
• Brady suffered a stroke last Wednesday. She is currently under medical observation in a hospital in Beijing, said Foreign Affairs spokesman Raul Hernandez.

• In an interview during the National Heroes’ Day rites at the Libingan ng mga Bayani, Del Rosario said Brady might be brought back to the country from Beijing in two weeks time if her condition improves.
• “She’s recovering slowly. Hopefully, if the recovery rate continues, we may be able to bring her back to Philippines in about two weeks time,” he said.
• Asked if he has already someone in mind to replace Brady, Del Rosario said, “I think I will have to discuss that with the President.”
• He added that Brady could not be able to speak at the moment following the stroke.
• Del Rosario assured that Brady is being properly attended to and her condition is carefully monitored.
• He likewise assured that Brady’s condition will not affect the ongoing issue on West Philippine Sea as there are capable people taking in-charge of the Beijing post.
• “We have people in-charge there so I think there would be no adverse impact to that,” del Rosario said.
• He noted that Aquino is still contemplating as to when the government intends to send back ships to disputed Panatag (Scarborough) shoal.
• The 70-year-old envoy was brought to a hospital last Wednesday after she passed out in her residence in Beijing.

Typhoons Igme, Julian gain strength

MANILA — The two typhoons inside the Philippine Area of Responsibility (PAR) have gained strength, posing possible threat to Northern Luzon, the weather bureau said Thursday.

Typhoon “Igme” (international codename: Tembin) gained strength Thursday while moving westward, while Typhoon “Julian” (international codename: Belovin), which entered the PAR Thursday afternoon, accelerated slightly for the past six hours.
As of 10 p.m. Thursday, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) located Igme at 250 kilometers (km) north of Basco, Batanes, packing maximum winds of 140 kilometers per hour (kph) near the center and gustiness of up to 170 kph.
Igme is moving west at seven kph. It is forecast to be 250 kilometers (km) north northwest of Basco, Batanes by Friday evening and at 320 km northwest of the area by Saturday evening.
Julian, on the other hand, was located 1,120 km east of Basco, Batanes as of 10 p.m. Thursday, the Pagasa said, adding that it has a maximum sustained winds of 150 kph near the center and gustiness of up to 185 kph.
Moving west northwest at 15 kph, Julian is expected to be at 810 km east northeast of Basco, Batanes on Friday evening; and 650 km northeast the same area by Saturday evening.
Pagasa forecaster Jun Galang said Julian is not likely to have any direct effect on the Philippines as of now, but there is a possibility the two cyclones would interact with each other. This interaction is known as “Fujiwhara effect” or “dumbbell effect.”
Galang said the Fujiwhara effect is characterized by two cyclones orbiting each other. He said, though, that Julian has a slim chance to make landfall in the country but it would likely pass near Northern Luzon on a path different from Igme’s.
Pagasa earlier raised storm signal number 2 over the Batanes Group of Islands, while the Calayan and Babuyan Group of Islands were placed under storm signal number 1 (30-60 kph winds) due to Typhoon Igme.
Igme and Julian are expected to enhance the southwest monsoon that will bring rains over southern Luzon, Visayas, including some parts of Mindanao.
Fishing boats and other small seacrafts are advised not to venture out into the northern and eastern seaboards of Luzon due to big waves generated by the two tropical cyclones. (Sunnex)

Lawmaker’s cash aid to town hospital approved

CITY OF SAN FERNANDO – The Provincial Board approved on Tuesday a resolution that allows Representative Carmelo Lazatin (1st district, Pampanga) to extend financial assistance of P500,000 to the Andres Luciano Memorial Hospital in Magalang town.
Resolution 3247, passed and unanimously approved on first, second and third reading, authorizes Governor Lilia Pineda to enter into a memorandum of agreement (MOA) with the office of Lazatin.

The aid will be for the medical treatment of indigent patients, said Senior Board Member Crisostomo Garbo.
Meanwhile, two other salient resolutions have been referred to respective committees for further deliberation and hearing.
Resolution 3255 authorizing Pineda to enter into a contract of affiliation with the Holy Angel University for the training of their nurses at different government hospitals in the province for school year 2012-2013 was referred to the Committee on Health.
Resolution 3256 that authorizes Pineda to enter into a sisterhood agreement with the Provincial Government of Cebu for commerce, investments, culture and tourism was referred to the Committee on Rules and Legal Matters.
