Philippine foreign secretary meets China's Yang

MANILA — Philippine Foreign Secretary Albert del Rosario has held talks with his Chinese counterpart in their first meeting since a standoff between Chinese and Filipino ships at a disputed shoal renewed tensions in the South China Sea earlier this year.
Foreign affairs spokesman Raul Hernandez said talks between del Rosario and Chinese Foreign Minister Yang Jiechi on Saturday in Beijing covered “issues of mutual concern” and were “productive.”
The standoff at the Scarborough Shoal west of the Philippines’ Luzon Island began in April after the Philippine navy accosted Chinese fishermen for alleged poaching.
Chinese ships are still in the area. President Benigno Aquino III ordered Philippine ships away in June because of bad weather. Del Rosario told reporters this week they may be sent back after the weather clears. (AP)

Pinedas will win

THE entry of Dennis Pineda in the vice gubernatorial race in Pampanga province has inadvertently brought forth the issue of political dynasty, something that the Pineda family abhors because as the young Pineda said, he is after public service and not for the privilege appended to it.
Easily even without a political party to support them, the Pinedas will win any election in Pampanga given the wide reach of public service they had extended to the poor residents of Pampanga. For example, while former Pampanga Governor Ed Panlilio was seemingly out of reach, the Pinedas seek and provide for the sick and poor individuals. So, we could just imagine the clamor of Pampaguenos to reelect Governor Lilia Pineda.
Will there be a system of check and balance at the Provincial Government? If ever, Dennis will only preside over the Sangguniang Bayan which is represented by the Board Members. Nothing will be compromised at the expense of the people.
I do not personally know Dennis and it was my first time to attend the Kambilan speakers’ bureau press conference. So I am an outsider looking in at the political landscape that emerges in the province. From all indications, the Pinedas are in for the long haul.
And what about the so-called political dynasty? The issue does not hold water because every old politician in the country have had sons and daughters now in public service. I do not have to enumerate them.
Besides, there is no law that prohibits the entry of any family into public service as long as they are qualified to seek public office.
“I am offering my service to the people, not for privilege,” according to Dennis. “If there is a guideline limiting political dynasty, then I will not run.”
Dennis did not ask to run for the vice gubernatorial post – the political leaders and residents of Pampanga clamored for it. When the majority of populace had been asking for it, any good leader will have to bow to clamor just like to rice plant bowing to the embrace of the Earth.
“All powers emanate from the people. Bottom line is service. Let the people decide,” said Floridablanca Mayor Ed Guerrero.
“This is the right time to help the Pinedas. We saw how she helped our constituents in the past three years,” according to Apalit Mayor Jun Tetangco.
Unlike any other candidates, the Pinedas are not dependent on national leaders for political support because they can hold the line. Said Kambilan spokesman Rosve Henson: “We are not dependent on national candidates but we are willing to help. We leave that to the better judgment of our political leaders. We can give them the forum and the audience.”
My fearless forecast? The Pinedas will win.

Panlilio, inatake si Gob

HINDI na yata hihinto sa pag-atake si dating gobernador Ed Panlilio sa mga Pineda.
Ito’y matapos atakihin ulit ni Panlilio ang mga Pineda tungkol sa umano’y “jueteng politics” sa lalawigan nang masalita ito sa naganap na campaign rally ng mga senatorial candidates ng Liberal Party of Team Pinoy sa Heroes Hall noong Biyernes.
Sa kanyang pahayag sinabi nitong “napakalakas ng jueteng politics sa Pampanga”, pero hindi naman niya ipinaliwanag kung bakit ito malakas.
Ang sabi pa ni Panlilio, hindi lang King Maker ang jueteng, kundi “Reyna” pa umano.
Kanya pang sinabi na ang kanyang pamimigay ng dalawang manok at gamot ay isang malaking utang na loob para sa mga Kapampangan. Hindi naman binanggit o tinukoy kung sino ang namimigay. Bakit kaya?
At sa utang na loob, ang kapalit umano nito ay pagboto sa kanila, ayon pa kay Panlilio.
Maging ang ibang politikong tumatakbo sa lalawigan ay kanyang inatake sa sinasabi nitong “political dynasty”.
Pinaringgan ni Panlilio ang mga tumatakbo nitong eleksyon na mag-ina, anak na babae, at manugang na babae.
Nauna dito, inatake din ni Panlilio si Delta (Dennis Pineda) na pag-aaari nito at minamanipula ang mga proyekto ng Provincial Government, sa national television.
Ipinahayag pa rin ni Among Ed na pag-aaari ni Delta ang BGC batching plant at kanyang kinokontrol ang lahat ng mga kontrata sa provincial government sa panahon ni Gob. Pineda.
Bilang reaksyon ni Delta, maglabas ng pruweba si Panlilio na nagpapatunay na pag-aaari nito ang BGC batching plant.
“Kung mapapatunayan ni Panlilio na pag-aaari ko ang BGC, ako’y aatras sa pagtakbo ko bilang bise gobernador,” pahayag ni Delta sa isang presscon. “At kung walang maipakitang proof na pag-aari ko ang BGC, hinahamon ko na umatras naman si Among Ed.”
“Kung mapatunayan niya na pag-aari ko ang BGC, ibibigay ko sa kanya. Sa kanya na. Kung wala siyang mapatunayan, magwithdraw siya sa kanyang kandidatura sa pagka-gobernador sa loob ng dalawang Linggo,” hamon ni Delta kay Panlilio.
“Hindi ako kumukuha ng kontrata o pumapasok ng anumang contract projects sa provincial government,” pahayag pa ni Delta. “Ni isang trabaho o kontrata wala akong kinuha sa Kapitolyo.”

Mayor supports ‘Magna carta for BHWs’

CANDABA — Fourth district congressional candidate Mayor Jerry Pelayo said he would for push for the passage of a Magna Carta for Barangay Health Workers should he gets elected after the 2013 midterm polls.
Pelayo said BHWs in various municipalities have been active partners of the government in providing health services to the people.
He called them “unsung heroes” for their voluntary work despite the fact that they are not receiving salaries.
It was learned that there are about 855 BHWs in the province, who are mostly community volunteers.
“Most of the time, the BHWs prioritize the health care of indigent residents without thinking of their own family problems such as food to eat, allowances and tuition fees for the schooling of their children and even their own health conditions,” Pelayo said.
The mayor noted that this is the right time to recognize the contributions of the health workers in the community.
Under Pelayo’s proposal, BHWs will be given salaries and other benefits that could uplift and alleviate the standard of living of their families, while discharging their community health care assignments.
He also shared that Candaba BHWs are currently receiving P4,500 in allowances from the local government unit, and he vowed to do it in the eight municipalities of the fourth district.
“Nagawa natin sa Candaba, magagawa natin sa kuwatro distrito at sa buong bansa,” Pelayo added.

Dizon calls on LGUs to empower women through legislation

CITY OF SAN FERNANDO — Committee on Women and Children chair third district Board Member Trina Dizon called on Local Government Units (LGUs) to empower women through gender sensitive legislation as part of this year’s observance of the Women’s Month.
Dizon said “Kababaihan: Gabay sa Pagtahak sa Tuwid na Daan” is this year’s theme for the Women’s Month Celebration, which underscores the need to accelerate women’s participation in governance and enhance gender perspective in upholding good governance.
This theme further highlights the importance of strengthening the mechanisms and institutions that support women and to widen the arena for their participation. It is also aligned with Section 11 (Participation and Representation) and Section 29 (Peace and Development) of the Magna Carta for Women.
“We have achieved so much in strengthening women’s rights. What remains now is the proper implementation of laws and the further strengthening of local gender sensitive legislation through LGU initiatives in their own communities,” Dizon said, adding there are still cases of abuses and discrimination against women in local communities where laws are not properly implemented and there is little awareness among stakeholders.
Dizon said Governor Lilia Pineda was able to implement many programs that advance the wellness and welfare of women. Among these is the pushing for the comprehensive Gender Development Code of the province, health programs for women, and social services.
“We urge our LGUs to take the cue from what our governor has accomplished and do the same in their respective communities,” Dizon added.

Capitol urges students to take up social work courses

CITY OF SAN FERNANDO — The Provincial Government is urging Kapampangan students to avail scholarship grants for social work courses.
“Only 16 heeded the call of the province for free social work studies and we are still open for applicants who are interested to join this scholarship program,” said Elizabeth Baybayin, provincial social welfare and development officer.
She said Governor Lilia Pineda is offering scholarships for those who want to study social work courses.
Qualified individuals will be studying at the Don Honorio Ventura Technical State University (DHVTSU).
This scholarship program is in line with the Provincial Government’s plan to hire social workers in every barangay to further facilitate a speedy delivery of social services.
Baybayin said the initiative is aimed to address the problem of inadequacy in the number of license social workers.

Bondoc leads opening of P1-M community road in Sto. Tomas

STO. TOMAS, Pampanga — Former fourth district representative Rimpy Bondoc led the opening of a P1-million community road in Barangay Poblacion here flanked by local rivals in municipal politics in a seeming show of political maturity.
The road project is expected to benefit students and motorists here in accessing the main nucleus of the town.
Bondoc said the project is part of the several ongoing projects in almost seven barangays of the town funded by his sister, incumbent fourth district Representative Ana York Bondoc-Sagum.
The project was made possible with the support of the Municipal Government.
Bondoc said there are several projects ongoing and accomplished in this town. These include the road approach to the town’s main bridge, a rural health unit, and covered courts at Barangay San Vicente and San Bartolome among others.
“These vital infrastructure projects are among the main needs of the town that we are addressing. The projects will have a great impact on the town and its different sectors,” said Bondoc, who is running for fresh term in the congressional race here in May, stressing that more projects will be given to the town along with a new classrooms and roads in the coming months.
Bondoc said around P13 million in projects have been appropriated for the town under the term of his sister fourth district Representative Ana York Bondoc-Sagum.
Bondoc also lauded the presence of rival political candidates in the municipal level who set aside political rivalry to attend the event.
He said politicians should be able to unite for common initiatives and advocacies for the good of their constituents.
“There is enough political maturity among local politicians here. We laud them for their effort to attend and set aside differences for the sake of the people,” Bondoc told Sun.Star Pampanga.

Council no quorum in session over financial statements

CITY OF SAN FERNANDO — The city council here failed to muster the necessary quorum over the previous week’s session, which includes in the agenda the request of a councilor for the 2012 financial statements of the 4th City Council.
Some few weeks back, councilor and vice-mayor wannabe Jimmy Lazatin requested for the Office of the City Accountant to make public the 2012 financial statements of the City Council.
During the 138th regular session of the august body, Lazatin said he has officially verbalized his request for the disclosure late December last year, which was acted upon by City Council secretary Lynn Lagman in a letter to city accountant Gisel Rivera dated January 11, 2013.
Under Republic Act 6713, the City Accountant’s Office has 15 days to respond to the request.
“It has been quite some time that my request has been made and I want to know what seems to be the problem. Those financial statements are public documents. In my nine years as a councilor, I have not been privy to our finances, which actually should be disclosed after the closing of books each year. This august body is composed of honorable legislators and I am certain you would agree with me that we have the right to know how the funds of the City Council were spent or where it was used. In any case, I am willing to wait for the 15-day response period and would seek a ‘question hour’ with the city accountant as the case may be,” said Lazatin said in a previous interview.
Councilor Noel Tulabut agreed with Lazatin, who noted in a previous interview the importance of the financial statements disclosure, saying: “I agree with my colleague that the financial status of this august body be made public as we work for the people of San Fernando. It must be so in the name of transparency and good governance.”
Councilor Lito Ocampo, also in a previous interview, for his part, opined that if the 2012 books of the city accountant have “not yet been closed,” statements ending November 2012 would suffice, to which Lazatin readily agreed.
Lazatin has yet to comment on the absence of his colleagues in the previous session.

Guiao, the champion coach of Rain or Shine, is seeking the post of the district and will tangle out the lone congressional seat with former Angeles City Mayor Francis Nepomuceno.
“My opponent has been claiming that he is an Angeleño. But Angeles City is not the only one in the First District. How about Mabalacat City and Magalang? Paano naman sila?” said Guiao.
Although a native of Magalang town, Guiao said he already has a place in Angeles City, but continues to make his rounds of the whole district, delivering much needed health, infrastructure and social services.
“I understand that Angeles City has the biggest number of voters. But we must not discount Mabalacat City and Magalang when it comes to equal opportunities for growth and development. Instead of focusing on just one, they should be united and that is what we are going to do if people in the First District will support our bid to Congress,” he said.
The very first bill he would file at the House, Guiao stressed, is the conversion of Clark Freeport into an “authority” on its own, seen to stabilize and propel it to higher ground that will translate to more socio-economic benefits for the first district and the entire region.
“I had initial talks with CDC officials already and they have manifested support for the proposal which is now being drafted by our legal team. Ang sabi nga nila, no congressman in the past has bothered to do it. Hopefully, it will be a key in uniting the first district to bring more opportunities to our kabalens,” said Guiao.

Quarry revenues now at P701 million

CITY OF SAN FERNANDO — Officials in Pampanga have expressed optimism that the P770 million quarry revenues target will be achieved under the administration of Governor Lilia Pineda and quarry watchman Vice Governor Joseller Guiao.
The run-rate of quarry collections now stand at P700,900,000, following February 2013 revenues of P24,902,500 at month-end.
Provincial Government Environment and Natural Resources Officer Engr. Art Punsalan told Sun.Star Pampanga that the Kapampangan A Lulugud At Matapat or Kalam may surpass the projected P770 million target as the term of the Pineda-Guiao tandem culminates in June this year.
“We are very optimistic we will achieve the P770-million target or even go beyond it, based on current rising trends and increased demand from projects initiated by the national government. We are on track with four months to go and hopefully, we will achieve another milestone when the term of Governor Pineda and Vice Governor Yeng Guiao end June this year,” he said.
Consistency of quarry collections and the parallel efficiency in operations, he said, brought the quarry industry on its all-time high and is seen to peak with impending computerization and institutionalization as initiated by Guiao.
Guiao, who is seeking the first district congressional post, noted that “by computerizing quarry operations, we would be able to institutionalize quarry operations and maximize its potential, so much so that the real trend and figures we achieved will not be altered whoever takes over this flagship program.”
He said the legacy legislation on quarry computerization will translate to an increase in quarry revenues and more social and economic benefits for Kapampangans.
“Having set such a benchmark that is a milestone in the history of the quarry in the province, and after achieving the most ideal revenues, it’s high time that it should be computerized. Not only can we establish the right parameters, but we would be able to greatly eliminate human errors, both incidental and intentional. Best of all, quarry revenues may double which means more benefits for stakeholders and our kabalens,” he said.
