Students told: Avoid violent initiation rites

MALACANANG urged students on Tuesday to refrain from participating in violent activities like hazing following the death of another freshman law student of San Beda College due to alleged brutal initiation rites.
“Kung totoo man na ito ay biktima ng hazing, itigil na po natin ang ganitong cycle of violence, wala namang nagbe-benefit sa ganito (If it’s true that the victim died of hazing, let’s stop this cycle of violence. No one will benefit from it),” deputy presidential spokesperson Abigail Valte said.
She assured that the Philippine National Police will conduct thorough investigation on the case of Marc Andrei Marcos, a freshman law student of San Beda College.
Television reports said Marcos died last Tuesday after going through a violent hazing ritual in Dasmarinas, Cavite on Sunday.
The San Beda Law Student Government confirmed Marcos’s death in a post on its Facebook page.
Pending police investigation, the case is being treated by authorities as a “mauling” incident.
“We condemn in the most (sic) strongest terms the hazing activities and the deaths that arise therefrom for breeding a culture of fear, violence and impunity in schools and universities, which are supposedly centers of free discourse, learning and progressive thought,” Kabataan party-list said in a statement.
If the hazing angle proves true, Marcos would be the second San Beda law student to die from hazing this year after Marvin Reglos, who was killed in February.
Last February, the Kabataan party-list group filed House Resolution 2188, directing the committees on higher and technical education and youth and sports development to conduct an inquiry on death of Reglos.
Senate President Juan Ponce-Enrile proposed stricter implementation of the law rather than revising it.
“We have to improve law enforcement. Charge and punish those who are responsible if necessary, whether it’s murder or homicide,” he said in a chance interview.
Twenty-one years since the passage of Republic Act 8049 — the law that regulates hazing and other forms of initiation rites in fraternities and sororities — hazing activities had continued, which resulted in numerous fatalities without single conviction under the law.

Bishops: Character change more than Charter change

EVEN as government leaders continue to debate on whether to amend the 1987 Constitution, the influential Catholic Bishops’ Conference of the Philippines (CBCP) spoke Tuesday of a more important change: character.
At the weekly Church-organized forum, CBCP president Archbishop Jose Palma said it would be better if the public would first learn how to follow existing laws before thinking of amending them.
“We have many beautiful laws. So, for us, I think we should really try to be law-abiding citizens first. We have good laws, we just choose not to follow it,” said Palma.
He said, however, that there may also be enough reason to review the current Constitution but that it will not be for the bishops to identify or push for them.
“Maybe, these are issues better discussed by people that are more knowledgeable of the situations and people who are really of the competence to evaluate particular laws,” said Palma, referring to lawmakers.
Earlier, Palma expressed the CBCP’s openness to the recently revived Charter Change moves in Congress if and when the government leaders find it necessary.
Last Monday, House Speaker Feliciano Belmonte Jr. and Senate President Juan Ponce Enrile failed to convince President Benigno Aquino III to agree to their initiative to amend the economic provisions of the Constitution.
Still, the President had agreed to refer the proposed changes for study and comment by his economic and legal teams in consultation with the private sector.
In a separate briefing, House Majority Leader Neptali Gonzales II related the President also asked leaders of Congress if the amendments will not touch on the current political structure.
“Both leaders of Congress gave the assurance that they will not support any changes to the political provision of the Constitution,” he said.
Consulting the President, Belmonte said, is important because his voice will hold sway over congressmen-allies.
“We do need his concurrence because in the first place because it requires three fourths vote in both Houses and I don’t think that can be on the basis alone on the charisma of (Cavite Representative) Jun Abaya and Boyet (Neptali) Gonzales,” he said.
The Speaker said Charter Change should take off within the year or else Congress will focus on other priorities.

Tañada to lead public forum on FOI in Angeles City

ANGELES CITY – Deputy Speaker Lorenzo “Erin” Tañada III is set to lead a public forum on the Freedom of Information (FOI) bill in Barangay Balibago here on Thursday.
The forum will be held to shed light on how the bill, if enacted into law, would affect government officials, media practitioners and local stakeholders.
Balibago barangay chairman Rodelio Mamac said media practitioners, non government organizations, government leaders and church leaders have been invited to attend the event.
“This will give stakeholders enough information on the importance of the bill and its current status in the House of Representatives and the Senate. People can address their questions to the good congressman so that they can be properly enlightened,” Mamac said.
Tañada, the principal author of the bill, earlier challenged his fellow legislators to do what the Senate does and move for the immediate passage of the measure.
“It should move at the same pace that the House made former Chief Justice accountable in our impeachment complaint,” he said in a press statement, referring to convicted Chief Justice Renato Corona.
He said the bill, if enacted into law, puts in place a provision implementing the automatic disclosure of transactions of public concern as required by Section 28, Article II of the Constitution. The previous Congress failed to ratify the FOI measure due to lack of quorum.
Mamac said Tañada will also meet with local leaders in Angeles City and visit the barangay’s social hygiene facility and vermin compost garden.
He said the barangay officials will discuss with the congressman the achievements of the barangay in terms of solid waste management and local health concerns.

DFA opens 2nd Pampanga consular office at Marquee

ANGELES CITY — The Department of Foreign Affairs (DFA) opened on Monday its second regional consular office in Pampanga at the Marquee Mall here to provide passport servicing to one of the country’s top regions with the most number of overseas Filipino workers (OFWs).
The opening of the new facility at the third floor of the said mall was facilitated by DFA assistant secretary for consular affairs Jaime Victor Ledda, DFA undersecretary for international and economic relations Laura del Rosario, Ayala Land Incorporated senior vice president Bobby Dy, Foreign Affairs Secretary Albert Del Rosario and Mayor Edgardo Pamintuan.

Also attending the event were San Fernando Archbishop Paciano Aniceto and Pampanga Governor Lilia Pineda.
DFA Angeles is hosted by Ayala Land and is one of the largest mall-based consular offices of the DFA with a floor area of 811 square meters. The office can accommodate some 500 passport applicants per day.
Efficient servicing
Del Rosario said that in an effort to serve the public, the mall-based consular office will process passport applications from 10 a.m. to 8 p.m., Mondays to Saturdays. The consular office will also be open half days on Sundays for passport releases and claims.
“By December, we hope to put in place a dedicated call center that would allow passport applicants to schedule the time and day they prefer to be served at any of our consular locations in Metro Manila and other parts of the country,” Del Rosario said.
The move, Del Rosario said, is part of the DFA’s initiative to deal with long lines and further improve passport servicing.
The agency also recently opened a 995-square-meter facility at Robinsons Starmills here, the biggest in Luzon outside of Metro Manila.
Del Rosario said the DFA expects to generate more savings once it concludes negotiations with its private sector partners for the hosting of its remaining consular offices.
The DFA expects to save some P1.14 billion pesos in operating costs in the next 10 years from the mall-based consular offices.

Pampanga Chamber of Commerce and Industry (PamCham) vice chairman Rene Romero lauded the opening of the new consular office, adding it would surely create more commercial activity within the mall.
He said an efficient passporting system will help in facilitating more people who would like to travel or work abroad.
“We are happy that DFA has taught of creating mall-based offices. These offices will surely give applicants enough convenience and accessibility at the comfort of the mall’s premises,” Romero said.
PamCham, along with other supporters of the DFA, has loaned artworks and furniture of the initial operations of the consular offices here and the City of San Fernando.
Romero said they are encouraging the DFA to establish more similar consular offices in other areas of the province and Central Luzon.

DTI urged: Monitor price hike of goods

CANDABA – Locals here are urging the Department of Trade and Industry (DTI) to closely monitor the movement of prices of various goods in the market particularly this rainy season.
The call came as prices of vegetables, fish and other basic commodities remarkably increased after a week of heavy rains.
“Ang talong po dati P15 hanggang P20 kada kilo pero ngayon po ay umabot na sa P30. Ang repolyo naman mula P40, ngayon P60 na (Before, you can buy a kilo of eggplant at P15-P20, but now, it costs P30, while a kilo of cabbage has increased from P40 to P60),” a plain housewife, Normita Sanchez, said.
Sanchez added that traders should refrain from taking advantage of the rainy season to increase their earnings, at the expense of the people.
“Hindi pa naman ganun kahirap ang pagpasok ng produkto sa palengke natin. Normal pa naman ang sitwasyon kahit nag-uulan sa mga nagdaang araw kaya sana kung magtataas sila ng halaga ng bilihin ay huwag naman sobra,” another resident here pointed out.
Sun.Star learned that before the rainy season started, the price per kilo of tilapia was only P80. Now, it ranges from the P90 to P100 per kilo.
However, what is more alarming is that despite the increase of its price, there is not enough supply of tilapia in the market.
Earlier, an official from DTI-Pampanga warned traders who are overpricing basic commodities.
Nathaniel Samson, a DTI senior specialist, previously stated that they have already deployed additional personnel to check the prices of goods and commodities in the supermarkets and public markets.
This came after receiving numerous complaints from consumers that some traders are engaging in overpricing of goods deemed essential during calamities.

Rise in purchase of mineral fuels, lubricants trigger imports growth

MANILA — Surge in inward shipments of mineral fuels and lubricants, capital and consumer goods are among the factors that buoyed value of products bought outside the country last May, the country’s chief planning agency recently said.
Snapping two consecutive months of year-on-year decline, Socioeconomic Planning Secretary Arsenio Balisacan said imports in May posted a 10.1-percent growth or $5.4 billion from US$4.9 billion in the same period last year.
The value of overseas purchases of mineral fuels and lubricants went up by 88.1 percent year-on-year to $1.3 billion due to the increased volume that grew by 53.2 percent from the same period in 2011.
Also, imports of capital goods reached $1.4 billion, higher by 19.9 percent compared to $1.2 billion in the same period last year.
Specifically, increased import payments have been seen for telecommunication equipment and electrical machinery (23 percent), aircraft, ships and boats (94.6 percent), transportation equipment (35.6 percent), and power generating and specialized machines (7.9 percent).
“The sustained growth in imports of capital goods was due to the broadly upbeat sentiments of businesses on the back of robust expansion and higher volume of production,” said Balisacan, who is also the Director General of the National Economic and Development Authority (Neda).
Moreover, imports of consumer goods grew by 1.5 percent to $660.4 million in May from $650.5 million a year ago, supported by imports of durable goods, like passenger cars and motorized cycle.
Citing a report from the Chamber of Automotive Manufacturers of the Philippines Inc. (Campi), car sales increased by 30.7 percent year-on-year in May with 14,265 units sold.
The United States remains the biggest supplier of imported goods with 12.1-percent share in the total value of inward shipments. Import items from the US consist mainly of materials for manufacture of electronics and telecommunication equipment and electrical machinery.
China followed the US with an 11.1-percent share. Other major sources of imported goods include South Korea (10.5 percent), Japan (9 percent) and Taiwan (8.8 percent) while neighboring Southeast Asian countries comprise a quarter. (Virgil Lopez/Sunnex)

Aquino orders economic, legal team to study Cha-cha

MANILA — President Benigno Aquino III remained pessimistic about amending the 1987 Constitution but he has agreed to have the matter studied by his economic and legal teams, Malacanang said.
The Chief Executive on Monday met with Senate President Juan Ponce Enrile and House Speaker Feliciano Belmonte at the Palace to hear their views on Charter change (Cha-cha).
“I stated my opposition but we agreed to have the underlying basis studied by the economic and legal clusters with private sector participation upon the suggestions of both the Senate President and the Speaker,” Presidential spokesperson Edwin Lacierda said as he read the statement of President Aquino in relation to the meeting.
The Malacanang official said the study primarily aims to outline the rationale behind the zealousness of both houses of Congress for Charter amendments.
“Primarily to lay out what are justifications that convinced the Senate President and the Speaker from advocating Cha-cha and that’s about it. That’s just a study,” Lacierda said.
However, he refused to answer whether the outcome of the study would change the President’s mind.
“I wouldn’t have any answer one way or the other. That’s still a study (to be) made. We don’t know yet what will be the conclusion of the study,” he said.
Aquino repeatedly said that Charter change is not a priority of his administration.
He has reservations over amending any provision of the Constitution adopted during the regime of his mother, late President Corazon Aquino, in 1987 as he feared that it would expose the Constitution to slew of amendments.
Enrile and Belmonte have claimed that amendments will only be restricted to economic provisions.
Lacierda said the Palace does not know what economic provisions Congress are considering.

600 soldiers deployed to Basilan

MANILA (Updated) — Hundreds of government troops were deployed to hunt down a group of gunmen who killed 10 soldiers in a day-long ambushes and clashes in Basilan.
A battalion of 600 soldiers arrived late Saturday in Basilan, where 10 soldiers were killed and 17 others wounded last Thursday by dozens of gunmen who were backed by Muslim militants, military officials said.
A further 600 soldiers will be sent to the island this week to help pursue the fleeing gunmen, several of whom were believed killed in Thursday’s fierce fighting in mountainous Sumisip town.
In response to the massive army deployment, the Moro Islamic Liberation Front, which is engaged in peace talks with the government, asked military commanders to notify them of their offensives to avoid accidental clashes with its Basilan-based rebel forces.
Several armed groups have a presence in predominantly Muslim Basilan, including the 11,000-strong Moro rebel front, the smaller but more violent al-Qaeda-linked Abu Sayyaf and other outlaws.
Many gunmen belonging to different groups, however, have blood ties and often back each other up during clashes.
Regional army spokesman Captain Albert Caber said the assaults would target the gunmen behind Thursday’s attacks on army troops and recent deadly ambushes on workers of a vast rubber plantation in Sumisip in Basilan, about 550 miles (880 kilometers) south of Manila.
The flag-draped remains of the soldiers killed in Sumisip were flown to Manila Saturday and given honors by military commanders, who vowed to get justice. “There will be no peace talks with these lawless elements,” Caber said.
Officials said the gunmen involved in Thursday’s fighting were led by an outlaw, a former security officer of the Sumisip rubber plantation who has turned against it in a long-running feud.
Army troops raided the outlaw’s hideout in the forested outskirts of Sumisip early Thursday, sparking clashes that killed eight soldiers and gunmen. Two more soldiers were killed when gunmen opened fire on army reinforcements.
The outlaw was believed to have been backed on Thursday by his armed relatives and friends, some of whom belonged to the Abu Sayyaf and the Moro Islamic Liberation Front, according to military officials.
Government and rebel representatives in a cease-fire body scrambled to prevent the Moro Islamic Liberation Front’s main guerrilla force, which was encamped in Al-Barka town near Sumisip from getting involved as the fighting raged Thursday, said a military officer, who spoke on condition of anonymity because he was not authorized to talk to reporters.
In October, army troops seeking to arrest a fugitive rebel commander clashed with the Moro Islamic Liberation Front’s forces in Al Barka, sparking a major clash that killed 19 soldiers, one of the largest army losses in a single clash in years.

Medical officers asked for better patient care

CITY OF SAN FERNANDO — Provincial Board Members Tarcicio DC Halili, Salvador Dimson Jr. and Crisostomo Garbo recently urged some 57 medical officers of government hospitals in the province to “improve services, address the concerns and work for better patient care.”
In a meeting at the Benigno Aquino Hall at the Capitol Compound, the medical officers convened as a prelude to the enactment of the proposed unified Provincial Health Act Code by the Committee on Health led by chairman Monina Laus.

But before the ordinance could be passed, Halili said “it was imperative that services at the frontlines beginning with medical officers should be enhanced.”
“Let us continue serving with a smile as we have started sometime ago. Not only would this help in reception, but it would also lead to patients getting better. At least, smiling at the very onset would prevent iyung possibility na matuluyan iyung pasyente,” said Halili.
Dimson said medical officers should be provided with continuing education on patient care and its facets, especially in public hospitals.
“Dapat ay mabigyan sila ng continuous training and seminars about patient care, especially our hospitals have been renovated, upgraded at complete na ang facilities and equipment,” he said.
