MANILA – It took seven drafts, but President Benigno Aquino III is “fully prepared” for the State of the Nation Address (Sona) he will deliver today, Monday, a Malacañang official said.
“The President is good to go,” said presidential spokesperson Edwin Lacierda, who revealed the speech was finished last Saturday by the chief executive, with his speech writers.
From Cebu City, both Mayor Michael Rama and Representative Tomas Osmeña of the south district will attend the Sona in Quezon City.
Mayor Rama expects President Aquino to focus on the economy and what to expect on his third year in office.
“Ang importante nga ato siyang hatagan ug latitude kay ikaduha pa ron niya nga tuig (It’s important for us to give him some latitude because he’s completed only his second year so far),” Rama said.
Congressman Osmeña believes the President will mention the favorable credit ratings and recent upgrades from international agencies that have expressed optimism about the Philippine economy.
“Of course, the President will mention his accomplishments but I think, he will concentrate on the economic gains,” Osmeña said.

There was no hint from Malacañang about the speech’s key points, with Lacierda saying only that the Sona will be “truthful” and “inspiring.”
“Everything the President will say in his Sona will be true. The accomplishments of the President in the past year will be part of it. There is a lot of good news that have received in recent years,” he said.
Deputy presidential spokesperson Abigail Valte earlier said the speech will be more than 30 pages.
President Aquino’s inaugural address in 2010 lasted for about 36 minutes, while his Sona in 2011 lasted 53 minutes.
Aquino’s four sisters—Ballsy, Viel, Pinky and Kris—and his Cabinet secretaries will be present at the Batasan Complex for the annual address.
The Philippine National Police went on full alert status Sunday in relation to the Sona.

Various groups are expected to conduct rallies and demonstrations while the President delivers his speech.
On the eve of the President’s address, the Confederation for Unity, Recognition and Advancement of Government Employees (Courage) described the President’s campaign of “daang matuwid” (the straight and narrow path) as “a dead end].”
Government workers lamented how the Aquino government has allowed wages to stay stagnant; higher taxes and contributions but with less benefits; and the privatization and devolution of government offices, which threatens their job security.
In Cebu City, the Bagong Alyansang Makabayan (Bayan) Central Visayas will deliver its “People’s Sona” also today, Monday.
Bayan Central Visayas chairman Jaime Paglinawan said they will meet in Fuente Osmeña at 9 a.m. and will march to Colon St. for the program.
Paglinawan said their version of the Sona will demonstrate the “real state of the country,” where poverty and unemployment remain high.

MANILA (Updated) — The Judicial and Bar Council (JBC) may re-schedule the interview on Justice Secretary Leila de Lima if she could not make it on Tuesday next week after she filed an indefinite leave Thursday.
Jose Mejia, academe representative to the JBC, said they will discuss anytime soon de Lima’s situation as she flew to Bicol Thursday afternoon to attend to her father, former Commission on Elections (Comelec) Commissioner Vicente de Lima.
The Justice chief’s father is confined at a hospital due to colon cancer.
“Hopefully, I can make it for the public interview next week,” de Lima said in reply.
De Lima was among the first nominees to be interviewed by the JBC, along with Presidential Commission on Good Government (PCGG) chairman Andres Bautista, Solicitor General Francis Jardeleza, law professor Soledad Cagampang-de Castro, human rights lawyers Jose Manuel Diokno and Katrina Legarda.
The interviews are slated July 24 to 27 at the Division Hearing Room of the Supreme Court.
Justice Undersecretary Jose Vicente Salazar was designated officer-in-charge during her leave, which took effect Thursday and would remain in force until she reports back to duty.
“In the interest of the service and pursuant to the provisions of existing laws, Undersecretary Jose Vicente Salazar is hereby designated as the OIC of the Department in the absence of the undersigned, who is going on leave to attend to a family emergency,” she said in Department Order 589.
An ex-officio member of the JBC, de Lima inhibited herself from the deliberations of the panel after she accepted her nomination for the position of chief justice, which became vacant when impeached Chief Justice Renato Corona was convicted by the Senate impeachment court.
Since the JBC published the “long list” of nominees, de Lima has received nine opposition letters for her nomination. She only held the record of having received the most number of nominations for the post.
Meanwhile, crime victim-turned-anti-crime advocate Lauro Vizconde submitted Thursday an opposition to the nomination of Senior Associate Justice Antonio Carpio, whom he accused of corruption in connection with the acquittal of Hubert Webb in December 2010.
Webb was the main suspect in the killing of Vizconde’s wife Estrellita and two daughters in 1991.
Now the president of the Volunteers Against Crime and Corruption, Vizconde said Carpio is not fit to become the Chief Justice because of his alleged tendency to become biased “to serve his own personal interests and interests of those close to him.”
“I am respectfully submitting my vehement objection to the nomination and appointment of SC Senior Associate Justice Antonio Carpio as Chief Justice of the Supreme Court, as he is wanting in, and has not proven his possession of the qualities of integrity, probity and independence,” Vizconde said in his three-page opposition.
Carpio inhibited in the deliberations for the Vizconde case on the ground that he once testified in favor of Webb when he was still the chief presidential legal counsel of former President Fidel Ramos.
However, according to Vizconde, he was told by Corona that Carpio was trying to influence other justices to acquit Webb.

MANILA (Updated 11:40 a.m.) — Classes in several schools in the National Capital Region (NCR) were suspended Friday due to heavy rains since Thursday night.
The local government units that announced suspension of afternoon classes in pre-school, elementary and secondary levels (both public and private) were Pasay City; San Mateo, Rizal; and Marikina City.
Manila announced suspension of afternoon classes for the three levels for public schools only.
“I ordered public elementary to high school afternoon classes be suspended. Morning classes will continue until 12 noon,” Manila Mayor Alfredo Lim said in his official Twitter account.
He explained that suspension of classes in colleges and universities are at the discretion of the Commission on Higher Education.
Classes in daycare centers, public and private schools up to secondary level were also suspended in Paranaque City and Pateros due to possible flooding.
Other LGUs that announced suspension of classes for the entire day were: Antipolo City, Rizal; Angono, Rizal; Bacoor, Cavite; Cainta, Rizal; Cavite City; Malabon City; Morong, Rizal; Noveleta, Cavite; Rodriguez, Rizal; Rosario, Cavite; and Teresa, Rizal.
The state weather bureau said Friday that heavy rains will be experienced in Metro Manila and nearby areas due to the combined effects of the southwest monsoon and an active low pressure area (LPA) spotted 320 kilometers east northeast of Casiguran, Aurora as of 2 a.m. Friday.
Weather forecaster Bernie De Leon said the LPA has medium chance to turn into cyclone, but its “current condition is not intact or the structure is sparse.”
