2013 proposed Mindanao infra budget hiked by 26%

MANILA — Mindanao, which currently has the lowest ratio of paved roads to overall road infrastructure among the country’s regions, is now set to get a larger allocation from the National Government’s proposed annual budget for infrastructure.
Secretary Rogelio Singson of the Department of Public Works and Highways (DPWH) announced this at a roundtable discussion among business leaders and senior officials on Mindanao infrastructure policy held recently at the Traders Hotel.
“Sixty-nine percent of national roads in Mindanao are unpaved. Mindanao has the lowest paved road ratio. It is clear that Mindanao should get a bigger share of the budget,” Singson said.
Under the proposed 2013 budget, Mindanao will receive P27.62 billion, or 26.1 percent of the national infrastructure budget, up from P20.4 billion the previous year.
Infrastructure budget allocations for the other regions are as follows: Northern Luzon – 24.1 percent; Southern Luzon – 20.4 percent; National Capital Region – 14.6 percent; and Visayas -19.4 percent.
“Our objectives are to improve the country’s attractiveness as an investment destination by enabling seamless connectivity, and to lower the costs of communication and transportation,” said Angelito Colona, Philippine Chamber of Commerce and Industry (PCCI) vice president for transportation and logistics, who attended the discussion.
Singson also noted the bottlenecks in implementing road infrastructure projects in Mindanao, including right-of-way and security issues, shortage of cement suppliers in parts of the region, practice of truck overloading that results in faster road deterioration, and the need to integrate ports and airports with road systems.
The meeting included a presentation by the Philippine Inter-Island Shipping Association, on issues affecting freight rates in domestic shipping, focusing on Mindanao.
The roundtable was part of the run-up to the 21st Mindanao Business Conference, or “MinBizCon,” which will be held August 2-4 in Butuan City.
The roundtable was organized by PCCI and the Mindanao Development Authority (MinDA) with support from the US Agency for International Development, through its Growth with Equity in Mindanao Program, which is implemented under the oversight of MinDA.
The highlight of the annual conference is the presentation of the Mindanao Business Policy Agenda to President Benigno Aquino III.
The formulation of the agenda began with broad-based regional policy consultations held in Mindanao’s major cities to identify and address bottlenecks that hold back trade and investment, and to clarify government rules, regulations and timelines.
Drawing on the outputs of these consultations, a draft policy agenda was compiled by MinDA in collaboration with PCCI. The draft listed the most urgent policy concerns, as well as required government actions and private sector commitments.
The regional consultations were followed by high-level roundtables focusing on specific sectors, including infrastructure, which were held in Manila on July 3-4 with MinDA and Cabinet officials and private sector representatives for a thorough review of the draft policy agenda, and for government to formulate appropriate responses. Porac’s war on drugs ‘successful’

PORAC — Mayor Condralito Dela Cruz said on Thursday that the Municipal Government’s war against illegal drugs has gained much ground as he branded it “successful.”
During his State of the Municipality Address held at Marissa’s Hall in this town, Dela Cruz attributed the success of their anti-drug abuse campaign to the unity and cooperation of various groups helping to maintain peace and order.
Education, health, peace and order, investments and infrastructure development are among Dela Cruz’s priorities in his administration which made top marks last year.
“I could say crime is down in Porac because of our successful anti-drug abuse campaign. This is largely due to the cooperation of non-government organizations, volunteer groups, police and our local officials who have worked together to maintain peace and order in Porac,” Dela Cruz told Sun.Star Pampanga.
He cited for one, the “Kayanakan: Yaman Ning Balen at Ehemplu Laban Queng Droga” Kayabe program spearheaded by Vice-Mayor Dexter David, the Municipal Council and the Youth Organization.
“The Kayabe program led by our vice-mayor in coordination with the provincial police has helped so much in our war against illegal drugs. We were able to gain much ground on the campaign and hope to totally win it soonest,” added Dela Cruz.
Kayabe is a “demand-reduction” strategy that focuses on building up moral and family values, as well as leadership for the youth. Some 52 youth leaders have been trained so far and more are joining the program and campaign against the proliferation and use of illegal drugs.

5 fishermen rescued off Palawan
MANILA — A fishing banca with five fishermen onboard capsized off Palawan early Friday, the Philippine Coast Guard (PCG) said.
The PCG said the police reported that F/Bca Irish of 0.5 gross tonnages capsized due to rough seas and strong winds around 3 a.m. at about 4.5 nautical miles north of Fundeado Island in Palawan.
Coast Guard vessel MCS 3002 with seven special operation Unit personnel immediately proceeded to said area to conduct search and rescue operations.
All the five fishermen were eventually rescued and they were in good physical condition, the PCG said.
The fishermen were identified as Oscar Barnelio Lique, 53; Jason B Leonilo, 39; Juling Almoraje, 38; Bentot Bartolay, 30; and Julan Bartolan Leonilo, 37.

Capitol to provide rescue boats to coastal villages

MASANTOL –- The Provincial Government has vowed to provide rescue boats for coastal barangays in this town.
Governor Lilia Pineda noted that residents in several communities situated on the other side of the river may only be reached by boat.
With this, Pineda urged the local officials to canvass for boats that can accommodate at least 15 to 20 passengers.
“Lumawe kayong gagawang bangka para agamit yula pang rescue kareng kekatamong kabaryo. Dinan da kayong pondo para keni” she said.
She added that each barangay will be given P150 thousand for the purchase of a motorized boat.
Earlier, the governor conducted a dialogue with all the barangay captains here to determine their preparations this rainy season.
Other barangays will also receive projects equivalent to the amount given to coastal communities.
Pineda was joined by the Provincial Administrator Lawyer Andres Pangilinan, Board Members Nestor Tolentino and Ricardo Yabut during the meeting with residents.

Good voter turnout seen in Mabalacat referendum

MABALACAT — Mayor Marino Morales said the local government expects a good turnout of voters during the town’s cityhood referendum Saturday.
Morales said majority of his constituents will participate and support the conversion of the town into a component city.
“This is an economic issue and not a political [one],” Morales said.
He expressed optimism that the people will support the cityhood making the Mabalacat the third city of Pampanga.
A survey indicated that 71 percent of the respondents voted “Yes”, 15 percent voted “No” and the remaining were undecided, the mayor said.
Polling places are open from 7 a.m. until 3 p.m.
There are about 85,000 registered voters here as of the latest count made by the Commission on Elections, Councilor Roland Pena said.
Mel Sotto, Mabalacat Schools South District supervisor, said the preparation for the referendum is systematic.
“Wala namang naging problema. Mas systematic ngayon,” Sotto said.
Governor Lilia Pineda the other day asked the constituents here to support the cityhood saying some P200 million will add up to the town’s income.

Marked improvement in DFA’s passport services

The Department of Foreign Affairs’ Office of Consular Affairs (DFA-OCA) has achieved significant improvements in the delivery of its passport services to the public.

These accomplishments have resulted in to a more efficient and quality public service by DFA-OCA.

This assessment is primarily based on DFA-OCA’s 2012 mid-year accomplishment report submitted to Foreign Affairs Secretary Albert F. del Rosario. The report is part of DFA-OCA’s efforts to review its passport operations on a regular basis.

DFA-OCA Assistant Secretary Jaime Victor B. Ledda reported that there has been a 16.23% increase in passport production from the first quarter of 2011 as compared to the same period in 2012.

“This increase in production translated to 1,381,480 passports issued in the first quarter of 2012, up from the issuance of 1,180,557 passports from the same period last year,” he said.

Assistant Secretary Ledda explained that in June 2011, the average time to secure an online appointment for passport renewal or application was 10 to 14 working days.

With DFA-OCA’s appointment slots management, personnel rotation and optimization and equipment repair and replacement, the appointment waiting time now stands between three (3) to five (5) working days.

“This figure has exceeded our target of seven (7) working days for an appointment for passport application or renewal,” he added.

Significantly, the improvement in appointment time has also coincided with similar improvements in passport processing time and releasing schedule.

According to Assistant Secretary Ledda, the Office of Consular Affairs reduced the passport processing time for applicants to 45 minutes to one (1) hour per applicant.

It may be noted that in the first quarter of 2011, it took more than two (2) hours on the average to process an applicant.

Furthermore, in the first quarter of 2011, the passport releasing schedule in Manila stood at 10 working days for express processing and 20 working days for regular processing.

“Due to our efforts to continually improve our services, the releasing schedule is now set at seven (7) working days for express processing and 15 working days for regular processing. This is a target we achieved in December 2011 and which we continue to meet this year,” he said.

Assistant Secretary Ledda reiterated the DFA’s commitment to bring its services closer to the people.

“We will continue to exert efforts to further improve the delivery of consular services to the public. The process of expanding our passport operations in both Metro Manila and the regions by transferring existing consular facilities to shopping malls throughout the country will allow us to better serve our people,” he said.

In line with the President’s Private-Public Partnership Agenda and with a view to make consular services more accessible and convenient to the public, DFA Regional Consular Offices (RCOs) began transferring to malls this year.

DFA Cebu transferred to the Pacific Mall in Mandaue City in February 2012 while DFA Pampanga opened in Robinson Star Mills in San Fernando City in June 2012. DFA Angeles will be formally inaugurated at Ayala’s Marquee Mall on July 30.

All other DFA regional offices are set to transfer to other malls before the year ends together with the establishment of satellite offices in malls throughout Metro Manila.

Bataan Freeport hosts 54 locators

THE P150-million land development project at the Freeport Area of Bataan (FAB) was boosted by the recent opening of a gasoline station catering to locators at the Freeport in Mariveles town.

The on-going development project is one of the 54 locators at the FAB, said the Authority of the Freeport Area of Bataan (AFAB) in a statement on Tuesday. It added that three firms have pending applications.

AFAB Chairman and Administrator Deogracias G.P. Custodio and officials of the One Source Petroleum Marketing Corporation opened the gas station, One Source.

The AFAB said the station is part of the development project that will also bring in a number of restaurants, an atrium and a hotel fronting the magnificent view of the FAB coastline.

Named as the Cosmopolitan of Mariveles, this port side development will also boast a ferry terminal with promenades open to the FAB locators and visitors.

“This is another exciting development at the FAB for it opens much needed employment opportunities as well as answers the needs of our locators,” said Custodio.

“The FAB has been the investment destination of choice of foreign and local companies. These companies created job opportunities for Bataeños while enjoying the superior incentives that the FAB offers,” he added.

The Chinese restaurant Hap Chan opened a branch at the FAB earlier this year.

“There is a good investment climate here. Because this is a Freeport, there’s a lot of tax privilege we can enjoy.

And there’s good support from the congressman of Bataan,” said Samuel Lee, owner of Hap Chan FAB.

He was referring to Second District Rep. Albert Garcia, author of the law that converted the former economic zone into a Freeport in 2009.

Twenty Oaks Duty Free and Hypermart also owned by Lee will soon open at the FAB.

“The FAB is set to define the new model for global freeport Asia,” said Custodio.

Thousands to join Milo marathon-Angeles leg on July 22 Organizers distribute rubber shoes to less fortunate students

ANGELES CITY – More than 6,000 runners, athletes from various sports events and enthusiasts will join this year’s Milo marathon here on Sunday morning.

Rosever Pascua, head of the Angeles City Sports Office (ACSO), said at least 6,093 runners have registered as of yesterday (July 19). “Our target is 6,100 so we only have seven more slots but if there are still participants, I think we can ask for more slots from Milo organizers.”

Records from ACSO showed that at least 243 have registered for the 21k; 150 for the 10k; 4,700 for the 5k and 1,000 for the 3k category.

Most of the participants are varsity players and students from various private and public schools (college, high school and elementary) in this city.

The race (all categories) will start at the main gate of the city hall, near Marquee mall and will also end there. (please see map)

Milo organizers also distributed 500 pairs of brand new rubber shoes to less fortunate students of various elementary schools that include Belen Homesite, Cutud, Teodoro Tinio, Abelardo Tinio, and Pulungbulu.

Mayor Edgardo Pamintuan, Vice Mayor Vicky Vega-Cabigting and city councilors are also expected to grace the event.

Members of the Philippine National Police, Bureau of Fire Protection, medical staff, volunteers and traffic enforcers are on standby for any untoward incident.

Pascua earlier said that proceeds from the event will be used to buy additional sports equipment for various teams who will compete and represent this city in next year’s Central Luzon Regional Athletic Association (CLRAA).

“We could also use the proceeds to buy tree seedlings for Mayor Edgardo Pamintuan’s One Million Tree project,” he said.

Bataan observes 34th NDPR Week PWDs want equal opportunity in employment

BALANGA CITY – Persons with Disabilities (PWDs) started on Wednesday the observance of the 34th National Disability Prevention and Rehabilitation Week with a long motorcade and a lively program at the Bataan People’s Center here.

Marilyn Tigas, provincial social welfare and development officer, said there are 2,348 card-bearing members of the Federation of Persons with Disability in Bataan.

She said that there is an ongoing campaign in barangays to convince other PWDs to register.

The provincial celebration has for its theme “Mainstreaming Persons with Disabilities in Economic Development.”

PWDs in various towns showcased their products like kasuy, kasuy wine, araro cookies and other delicacies.

Gila Garcia, consultant to the Bataan governor and Yay Lasam, provincial director of the Department of Trade, led in the ribbon-cutting for the products display.

Hearing-Impaired students presented a dance number. A woman temporarily shoved her crutches and danced much to the enjoyment of the crowd. A man with impaired hearing joined her later in the dance floor.

Rommel Arellano, marriage counselor and a Psychology graduate, said PWDs are already happy because they are being recognized after the passage of a law.

“Kumpleto ang batas kaya lang may pagkakataon na may diskriminasyon pa rin sa employment. Sana magkaroon kami ng pantay na karapatan,” he said.

He said that they wanted to be dependent on themselves and not on others. He advised other PWDs to have positive attitudes. “Walang dahilan para ma-discourage tayo sa ating kalagayan sapagka’t espesyal tayo sa Panginoon,” he said.

Arellano is focal person for family and community services under the municipal social welfare and development office in Limay, Batan. He said that he has been crawling since he was one after being afflicted with polio until he reached college.

“Natapos ko ang Psychology sa pamamagitan ng paggapang all throughout my life. Nagkaroon lamang ako ng wheelchair nang college na ako,” he said.

Janice Flores of Hermosa, Bataan said she was thankful to government for at least giving them support.

“Pero mas gusto sana namin ang accessibility sa mga mismong munisipyo namin para maka-join kami sa affairs ng community,” the woman with one leg said.

She said she enjoyed her identification card receiving 20 percent discount on theaters, transportation and medicines.

But Flores has not forgotten what happened to her 20 years ago when a car hit her and caused the amputation of her leg. “Sana kumpletuhin ang tulong sa akin ng may ari ng kotseng nakasagasa sa akin,” she appealed.

‘Diwata’ bats for responsible mining

MAKATI CITY – Former Foreign Affairs Sec. Delia Albert led on Wednesday the grand launch here of a non-government organization advocating for the responsible development of the country’s wealth of resources in the field of mining, quarrying, oil and gas.

Albert, first woman foreign affairs secretary, said their group Diwata Women in Resource Development Inc. is an advocate and partner in the campaign for responsible minerals development and “especially committed to the advancement of women’s and indigenous people’s rights.”

She is the spokesperson and prime mover of Diwata which, according to Philippine mythology, are nature spirits and one with Mother Earth.

In her speech at the launching in Ayala Musuem, Albert said Diwata ‘“is protector of the environment.”

She urged the responsible use of Earth’s resources to end poverty, stressing that “all must earn.”

In Central Luzon, active mining is undertaken in Zambales, notably in Botolan town. The area is rich in chromite regarded as the most important material used in making guns, missiles and rockets.

Earlier, legitimate Zambales-based mining operators, including Consolidated Mines Inc. (CMI), complained illegal small-scale miners hauling chromite ore stockpiles, which were shipped to China.

DIWATA incorporator Gie Veloso said their group promotes dialogues among “all stakeholders,” including small-scale miners.

In Pampanga, Gov. Lilia Pineda collected at least P505 million barely on her second year in office from the extraction of sand materials largely used for making houses and buildings. Her collection for two years is the highest-ever recorded in the history of the province.

She had used portions of the funds for her priority projects on health and concerns on women and children.

Rochelle Hilario, marketing and communications manager of Philex Mining Corp., said their company had “certain (mining) tenements” in Central Luzon and other parts of Luzon. But she pointed out that Philex, regarded as the largest mining firm in the country, only operates one mining firm in Benquet province at the Cordillera Administrative Region in North Luzon.

Hilario said she had joined Diwata “as her personal advocacy to promote responsible mining and the welfare of women in the field.”

She added that Philex chaired by Manuel V. Pangilinan is ready to help “in any way” Diwata and its advocacies.

Hilario said that the Philex has more than 2,000 workers. She added that they have women geologists and high-ranking officials.

Hilario is one of at least 50 members of Diwata composed of mining engineers, geologists and other professionals in the field of safety, law, metallurgy, accounting and finance social science and communications.

Diwata also urged a dialogue on Executive Order No. 79, the mining policy recently signed by President Aquino.

The group wants to tackle the EO’s impact and effects on women in mining project areas.
