Guv: Mabalacat will be Pampanga’s 3rd city

MABALACAT — Governor Lilia Pineda expressed optimism that the people of Mabalacat will vote in favor of the conversion of the first-class town into a component city.
Pineda issued the statement during a rally in front of the old town hall in Barangay Poblacion on Thursday where she urged constituents here to go out on Saturday to vote for “Yes” to cityhood in a referendum scheduled by the Commission on Elections.
The governor, who received a warm welcome from thousands of cityhood supporters, said P200 million will add up to the income of the town once it is converted into a city.
At the same time, Pineda assured that the Provincial Capitol will still help the local government here even if it becomes a component city.
“E naman pu buring sabyan na uling city ne ing Mabalacat e na ne sopan ning kapitolyu. Sundu ku pa mu rin pu ing pamanyaup kekayu,” Pineda told the people.
Pineda also asked Mayor Marino Morales to earmark some P50 million for various projects for the multi-sectoral groups like senior citizens, urban poor associations, women’s organizations, and others.
The governor said the Provincial Government will also appropriate P50 million as counterpart funds.
She also urged Morales to consult the multi-sectoral groups here regarding their needs and other development programs for the city.
“Ing gawan mi pung Mayor Morales, puntalan da kayu pu kaybat na ning referendum banta pisabyan tamu nung nanu ing dapat tamung gawan,” Pineda said.
Morales earlier said he is optimistic that the people will support the conversion of the town into a component city.
In a survey, 71 percent of the respondents voted “Yes”, 15 voted “No”, and the remaining were undecided, according to Morales.
He said basic services will be effectively delivered to the people once the town becomes a city.
“We will be able to construct more school buildings and hospital in line with the education and health programs of the local government,” Morales said.

Audit commission to probe mayor’s cash advances

SANTO TOMAS –- An official from the Commission on Audit (COA) has directed its regional office head to conduct a special audit on the “cash advances” by Mayor Joselito Naguit amounting to P9.5 million.
Commissioner Heidi Mendoza, in a letter addressed to the Movement of Good Governance (MGG) here, said she has issued a memorandum to regional director Winnie Rose Encallado about the special audit which set to be conducted anytime.
Mendoza instructed Encallado to submit a report to the Fraud and Audit and Investigation Office, Legal Services Sector (FAIO-LSS) on the outcome of the special audit.
The commissioner also called the attention of COA auditor Jovencio Lumba assigned to the municipality of Sto. Tomas clarify the cash advances made by Naguit.
This stemmed on the request made by Antonio Dizon, a member of MGG to the COA, for audit on the nature and liquidation of the monthly cash advances granted to Naguit.
Dizon, who is also an accounting graduate, explained in his request for audit that cash advances have a particular nature for the payment of salaries, wages, travel and other benefits due to the personnel.
He added that cash advances, when allowed, must be drawn in favor of the cash disbursement officer and not to Mayor Naguit.
It can be noted that Naguit, Municipal Accountant OIC Nympha Lacsina and municipal treasurer Regina Carreonwere charged criminally and administratively by former municipal administrator Rodelio Garcia before the office of the Ombudsman.

LPA spotted in Central Luzon may become cyclone

MANILA — A low pressure area (LPA) spotted in Central Luzon has a chance to develop into a cyclone, the state weather bureau said on Wednesday.
Weather forecaster Aldczar Aurelio said that as of 2 a.m. Wednesday, the LPA was sighted at 1,030 kilometers east of Central Luzon, too far to affect weather conditions in Luzon.
He said the LPA has the possibility to turn into a tropical cyclone because it is still on the sea as it gains strength.
“Once the LPA develops into a tropical depression and enters the Philippine territory, it will be named ‘Ferdie,’ and will be the sixth weather disturbance to enter the country’s area of responsibility this year,” Aurelio said.
He said a weak southwest monsoon will affect Luzon.
Aurelio said temperature in Metro Manila may range from 24 to 32 degrees Celsius and it will experience mostly cloudy skies with scattered rainshowers.
In its advisory, the Philippine Atmospheric, Geophysical and Astronomical Service Administration (Pagasa) said Southern Luzon, Visayas and Mindanao will experience mostly cloudy skies with scattered rainshowers and thunderstorms becoming cloudy with widespread rains over the eastern section of Visayas and Mindanao that may trigger flashfloods and landslides.
“Residents living in low-lying areas and along mountain slopes are advised to be alert for possible occurrence of flashfloods and landslides,” Pagasa said.
The rest of Luzon will be partly cloudy to cloudy with isolated rain showers or thunderstorms.
Light to moderate winds blowing from the southwest to west will prevail throughout the archipelago and the coastal waters will be slight to moderate. (PNA/Sunnex)

2 children found positive for enterovirus

MANILA (Updated 10:22 a.m.) — Two Filipino children were found positive for enterovirus but the Department of Health (DOH) is still conducting tests to confirm whether they contracted the more dangerous strain of the virus, Enterovirus 71 (EV-71).
The health department recently intensified security among travelers following the deaths of 52 children in Cambodia due to EV-71.
EV-71 is one of the major causes of hand, foot and mouth disease and is sometimes associated with severe central nervous system, according to Wikipedia.
But DOH epidemiologist Dr. Eric Tayag said Tuesday in his Twitter account, “The #DOH is still awaiting lab results of two suspect #HFMD cases reported recently #EV71 not found yet from these cases.”
In a television interview Wednesday morning, Tayag said he is expecting the lab results today, Wednesday, adding that the children will be released from the hospital as soon as found negative of EV-71.
He declined though to divulge the name of the hospital where the two were admitted.
He said the children are not from the same neighborhood and have not travelled for the past month, noting that their case may not be associated with EV-71.
Tayag said the DOH reported these cases as they “wanted hospitals to report any suspected cases of HFMD and this is, of course, to also alert the public that the HFMD doesn’t have to come from other countries because we have them except that we don’t have fatal form of the disease.”

Senator: Lack of Asean agreement over sea row alarming

MANILA — Senator Loren Legarda expressed disappointment over the failure of the Foreign Ministers’ Meeting of the Association of Southeast Asian Nations (Asean) to agree on a joint statement on China’s activities in the West Philippine Sea.
Cambodia, this year’s summit chairperson, blocked the Philippines’ move last week to include the issue about the ongoing standoff with China over the resource-rich Panatag (Scarborough) shoal. It is the first time in its 45 years of existence that Asean has failed to issue a statement regarding a pressing matter at the conclusion of its meetings.
“The developments, or lack of it, are unsettling. It has been 10 years since Asean adopted the DOC (Declaration on the Conduct of Parties in the South China Sea). Asean’s true test comes in its ability to maintain a united Southeast Asia that is able to engage constructively with Asia and the rest of the world, without losing Asean centrality,” Legarda, chairperson of the Senate committee on foreign relations, said.
The senator said she understand why Foreign Affairs Secretary Albert del Rosario had wanted a factual reference to the standoff to be reflected in the statement, adding it is vital in the laying the basis of the code of conduct.
“The COC cannot just appear from nowhere without a valid premise and basis for its necessity. Asean needs to face the issues that threaten the stability of the region and collectively find solutions to address these,” she said.
China lauded on Tuesday the conclusion of the Foreign Ministers’ Meetings last week in the Cambodian capital, Phnom Phen.
In a statement issued by Chinese Foreign Ministry Spokesman Hong Lei, China believed that the Asean meeting has yielded “positive results.”
“The Chinese side noticed that the Asean Foreign Ministers’ Meetings didn’t issue a communiqué but Asean members have reached broad consensus on further acceleration of the building of the Asean community,” said Hong.
The Chinese government assured Asean members of its continued support in promoting regional development and cooperation.
“China will maintain its support for the building of the Asean community, and comprehensively push forward the pragmatic cooperation in all areas for mutual benefit and win-win outcome,” said Hong.
China, which is 472 miles away, used historical data to back up its claim but maps dating back to the 18th century would show that the shoal was referred to by American and British explorers as part of the Philippine archipelago.

Indonesia scrambles to end Asean rift over sea

MANILA — Indonesia’s top diplomat said he has begun an emergency swing through Southeast Asia to try to end disagreements over territorial rifts in the South China Sea.
Indonesian Foreign Minister Marty Natalegawa is pushing for a new pact aimed at avoiding future confrontations in the disputed region.
He said he met his Philippine counterpart, Albert del Rosario, in Manila on Wednesday and would fly to other Southeast Asian nations to try to ease the discord and avoid further damage to the Association of Southeast Asian Nations (Asean).
Asean foreign ministers failed to publicly issue a concluding joint statement after their annual summit in Phnom Penh last week when host Cambodia rejected a proposal by the Philippines and Vietnam to mention their separate territorial disputes with China in the statement. (AP)

Aquino receives foreign ministers of New Zealand, Canada

MANILA — President Benigno Aquino III on Wednesday received in Malacañang two foreign ministers from New Zealand and Canada who were both invited by Foreign Affairs Secretary Albert del Rosario.
Aquino first received Foreign Minister New Zealand Murray McCully at the Music Room of the Malacañang Palace where they discussed the advancement of economic ties and various areas of cooperation between Philippines and New Zealand.
Aquino and McCully exchanged views on important issues of concern including the efforts to further strengthen the cooperation of both countries in the fields of defense, geothermal energy, dairy industry, labor, development cooperation, environment and disaster preparedness and mitigation.
It was McCully’s first visit to the Philippines as New Zealand’s Minister for Foreign Affairs.
Joining McCully during the courtesy call were New Zealand Ambassador to the Philippines Reuben Levermore, acting director of Southeast Asia-Ministry of Foreign Affairs Stephen Harris, New Zealand Embassy in the Philippines Deputy Head of Mission Andy White, Incoming Deputy Head of Mission of New Zealand Embassy in the Philippines Justin Allen, Defense Attaché Captain Wilson Trumper, and Minister McCully’s private secretary Amanda Vercoe.
For the Philippine side, also present were Secretary del Rosario, Foreign Affairs Assistant Secretary Ma. Theresa Lazaro and Philippine Ambassador to New Zealand Virginia Benavides, among others.
The Philippines and New Zealand have been enjoying 46 years of bilateral relations.
After McCully’s courtesy call, Aquino then met with Canadian Foreign Minister John Baird also at the Music Room.
Minister Baird is in the country for a four-day visit that would involve talks with major business groups of the Philippines to broaden the political and economic interests in the region.
Accompanying Minister Baird were Canadian Ambassador to the Philippines Christopher Thornley, Consul and Trade Commissioner Robert McCubbing, Political Counselor James Christoff and Executive Assistant to the Minister Jonathan Ballingall.
The Department of Foreign Affairs noted that the year 2012 marks the 63rd year of diplomatic relations between the Philippines and Canada, which was established in December 1949.
Since the year 2010, the DFA further said that the Philippines had been Canada’s largest source of immigrants and temporary workers, with more than 842,741 Filipinos living in Canada. It said that the Filipinos comprised of a mixture of former Filipinos who have acquired Canadian citizenship, permanent migrants, live-in caregivers, nurses and other professional and skilled workers.
In 2011, remittances from Filipinos in Canada amounted to $2.07 billion or 10.3 percent of total remittances for the year, it added. (Jill Beltran/Sunnex)

Palace condemns grenade attack in Maguindanao

MANILA — Malacañang condemned on Wednesday the grenade attack in Maguindanao that killed a seven-year-old girl and wounded her mother.
Presidential spokesperson Edwin Lacierda said authorities are conducting an investigation into the incident, which happened near an area where a voter’s registration is being held for the 2013 polls.
“We condemn the bombing. We condole with the family of the murdered victims and that the Philippine National Police and Armed Forces of the Philippines have been tasking their (men to resolve the case),” Lacierda said.
The grenade explosion near a voter’s registration center in Barangay Timbangan in Shariff Aguak, instantly killed Agatha Sakal Pangalian. Her mother Samera was wounded in the attack.
Authorities said the attack was meant to disrupt the ongoing voters’ registration in the autonomous province.
“There will be people who would be opposed to reforms. And there will always be people who will disturb and will try to maintain status quo,” said Lacierda.
“We are going after reforms and therefore, I understand that there would be people who will find discomfort in that. But we are serious with our reforms,” he added.
Asked if there is a need to remove the officials in Armm as punishment for the series of explosion in relation to the voters’ registration, Lacierda said: “Well, we leave that with the leadership of the AFP.”

Guv sets program reducing farm cost for farmers

CITY OF SAN FERNANDO — Governor Lilia Pineda announced Wednesday that she has set programs to help farmers reduce their expenses on agricultural inputs and help them earn more from the proper marketing and selling of their livestock and agricultural produce.
Pineda, in an exclusive interview said that rather than direct financial subsidies in cash or seeds, the Provincial Government has set programs that would improve the overall farming conditions in the province.

The governor added that this move will benefit more farmers in the province in the long run.
“We have not totally put away the seed subsidy, but what we are prioritizing now are partnership programs with farmer cooperatives and the Department of Agriculture (DA) on providing post-harvest and pre-harvest facilities that will reduce their farms costs,” Pineda said.
Pineda said she is set to help farmers with a P650 seed assistance that would have to be met by a counterpart funding from farmers who would like to avail of the program.
But Pineda said her administration’s priority now is to partner with the Department of Agrarian Reform (DAR) DA on a 50 percent partnership funding of programs and projects for farmers.
Pineda said the Provincial Government is ready for a 50-50 partnership funding on assistance programs for farmers like farm inputs and machineries.
Such move, she said, will be beneficial in meeting the needs of local farmers and cut the otherwise long government process of funding programs and projects for farmers.
“Farmers spend a lot on farm inputs but earn so little. We at the Provincial Government are ready for counterpart funding projects for government programs for farmers,” Pineda said.
Pineda added that the DA and DAR can work on mutual areas of concern for farmers.
Earlier, the DA said millions of agricultural infrastructure projects and support services are set to be implemented for Central Luzon, as it now awaits the bidding and approval of the designated projects for 2012.
DA Regional Director Andrew Villacorta told Sun.Star Pampanga some P30 million in irrigation support services and P360 million in post-harvest facilities are now doing the bidding procedures, and will soon be subjected for approval for proper implementation.
“The availability of farm machineries is essential in helping farmers earn more and save on farm cost. We are also setting plans for a trading post for farmers so that they can sell their produce directly into the market and enjoy better revenues,” Pineda said.

Cops seize P1-M shabu, nab ‘courier’

APALIT – Joint elements of the Philippine National Police, Philippine Drug Enforcement Agency (PDEA) and Bureau of Customs (BOC) arrested on Tuesday a 52-year-old man in Barangay San Vicente here who had some P1 million worth of shabu in his possession.
In his report to Senior Superintendent Edgar Tinio, Pampanga Police provincial director, Superintendent Homer Penecilla, Apalit police chief, identified the suspect as Rolando Bonifacio Sunga, a resident of Barangay Sta. Lucia, Masantol town.

Penecilla said prior to the arrest of Sunga, the BOC intercepted a shipment from San Francisco, USA consigned to the suspect with address at 893 Famtanga, San Vicente, Apalit, Pampanga.
He said the “package” arrived at the U-Freight/Cargohaus at the Ninoy Aquino International Airport on July 9 (2012) and was declared as wedding accessories.
However during the regular examination conducted by Custom examiners, the “package” allegedly turned out to be methamphetamine hydrochloride or “shabu”.
Customs director General George Alino (Retired) instructed agent Sherwin Andrada to conduct a controlled delivery of the parcel with the assistance of PDEA agents and Apalit Police to the said address of the suspect.
Penecilla said Sunga was arrested when he was about to retrieve the “package”. The officers took the suspect to the Apalit police station for investigation and filing of charges.
The arrest was witnessed by barangay officials, media and representative of the Pampanga Provincial Prosecutor’s Office.
Police said the suspected shabu was taken to the PDEA laboratory for examination while appropriate charges were filed against Sunga for violation of the Tariff and Customs Code and Dangerous Drugs Act.
Meanwhile, Mayor Oscar Tetangco Jr. commended Penecilla and other law enforcers for the arrest of the suspect, saying the local government unit here has always been in the forefront in the fight against illegal drugs.
“Basta dito sa Apalit, ayaw namin sa mga adik. Sa umpisa pa lang ng aking term bilang Mayor ay inatasan na natin ang kapulisan at mga barangay tanods natin na labanan ang droga, kaya naman marami na tayong nahuli,pinakulong at pina rehabilitate dahil sa ng ilegal drugs na yan,” Tetangco said.

Tetangco added that all the 12 barangays in this first-class municipality have been considered “drug-free”, adding that the LGU will exercise all legal means to assure Apaliteños that drug pushers and users have no place in this town. (Chris Navarro)

After entering Clark Freeport from Dau and Angeles City, proceed straight along the main highway MA Roxas, passing the stand-along wine shop called Clark Wine Center on the right, continue to bear right making no turns at all, go past Mimosa Leisure Estate on the opposite side of the road, one will hit a major intersection. Go straight and the road becomes Creekside Road. YATS Clearwater Resort and Country Club is on the right just 200m down.
