CITY OF SAN FERNANDO — The Pampanga Chamber of Commerce and Industry (PamCham), through its Universal Access to Competitiveness and Trade (U-ACT) Regional Trade Policy Center in North Luzon, held a focus group discussion on Real Property Rights and access to credit for small and medium enterprises (SMEs) over the weekend at Gracelane Hotel here.

The discussion is also led by the U-ACT, the think-tank of the Philippine Chamber of Commerce and Industry (PCCI) and in partnership with the Center for International Private Enterprises (CIPE).

Now on its second phase, the Property Rights Scorecard Project was initially implemented by the Institute for Solidarity in Asia (ISA) in partnership with PCCI.

It aims to strengthen property market institutions and the rights of small businesses, improve governance practices and access to credit and financing by entrepreneurs.

“Findings from the first phase of the project showed that although the legal framework for securing and protecting property rights in the Philippines is well defined, small businesses continue to experience difficulty due to bureaucratic loopholes which include among others overlapping functions of at least nineteen national and local agencies involved in property administration, lack of laws on valuation, land use and zoning and problematic implementation of existing laws such as Lina Law and Real Estate Service Act (Resa Law),” PamCham said in a statement.

Participants to the FGD are various stakeholders including representatives from the National Economic Research and Business Action Centers (NERBAC), Land Regulation Authority, Bangko Sentral ng Pilipinas, local government units of Angeles, San Fernando, and Mabalacat, Bankers Association of the City of San Fernando Pampanga, local chamber members, Real Estate Developers and Brokers.

Representatives from the Angeles University Foundation and Holy Angel University, the Small and Medium Enterprise Development Councils and other National Government Agencies like the National Economic and Development Authority, Bureau of Fisheries and Aquatic Resources, Philippine Information Agency and Department of Trade and Industry also attended the event.

CITY OF SAN FERNANDO — A total of 698 shanties, houses, and other illegal structures established along the Pampanga River in towns of Macabebe and Masantol are set to be demolished by the Department of Public Works and Highways (DPWH).

This came as DPWH started the initial implementation of the Supreme Court‘s decision involving the cleanup of waterways from Pampanga Bay all the way to the mouth of Manila Bay.

The higher court ordered DPWH and other attached agencies to clean up, rehabilitate, and preserve Manila Bay in order to restore and maintain its waters for the next generation.

Demolition will also cover at least 233.571 hectares dedicated to fishing industry, a portion of the High Water Channel (HWC) located within the municipal waters in Macabebe town.

Antonio Molano Jr., DPWH regional director, said that some 40 houses and illegal structures in Macabebe town were already dismantled.

Molano explained that all connected rivers and waterways that eventually exit to Manila bay should be cleared from any obstructions.

Macabebe Mayor Annette Balgan in a previous interview, told Sun.Star Pampanga that in Barangay San Esteban alone, a place near the mouth of Manila Bay, more than 50 hectares have been occupied by illegal fishponds.

She also stated that during dry season, they cannot pass through going to the mouth of Manila Bay except during high tide.

ANGELES CITY — Mayor Edgardo Pamintuan said over the weekend that he will face the challenge of 2013 even as he and his camp hope for “changes” in the next year’s polls.

One of the changes the mayor was referring to was the declaration of incumbent first district Representative Carmelo Lazatin to gun for the mayoralty of this city instead of seeking re-election for the congressional seat.

“He is a worthy opponent. He may not be so young anymore but he has so many achievements and is very sharp. He is unpredictable. He remains a mystery but he is an institution that I may have to contend to, if tides, as we hope, will not change come 2013,” said Pamintuan during his regular Kapihan with media.

His camp’s hopes are bounded on his “being a sucker for friends” where he remains loyal and supportive even if he is “badly hurt or wounded,” he said.

“We all know that in politics, there are no friends. That’s my dilemma because I am a sucker for friends. Whether you hurt me or insult me, I will remain as your loyal friend. The situation in Angeles City is like having a car na pangit noong dumating pero pinagawa mo, inayos ang gulong at salamin at ng okay na, gusto iba ang magmaneho. But then, I always see the innate goodness of a person and not the negative. I treat my friends as friends no matter what. For now, all I want to do is to serve my people and not be distracted by all of these political noises,” the mayor said.

Asked if he would support any congressional aspirant in the likes of Vice Governor Joseller Guiao in 2013, Pamintuan categorically said, “Considering the situation, if it will not change, I will not be supporting anyone, even the vice governor. I respect him but at this point, I will not be supportive of him. And you can quote me on that.”

The same sentiments were echoed by Lazatin’s senior political adviser Irish Calaguas, who told Sun.Star Pampanga that the lawmaker was not endorsing any congressional candidate.

“Congressman Lazatin is not endorsing any congressional candidate in the first district. He would only accord all-out support to Pamintuan if he runs for Congress. The congressman is not backing out of the mayoralty race in Angeles City. It has been cast.”

On party affiliations, Calaguas said that Lazatin was open to options and possibilities.

“He is district chairman of Lakas Party right now but he is open for options like aligning with the Liberal Party, PDP-Laban or others. Nothing is sure yet at this time,” said Calaguas.

Over at the Guiao camp, sources said they would not want to meddle with the Lazatin-Pamintuan affair, emphasizing it is still early to speculate. (Jovi T. De Leon)

Ana Chua, RWM sales manager, said that under the “Special Bus Program,” Kapampangan can now travel conveniently by boarding Resort World Manila-bound buses in the pick-up points located at the McDonalds branch in Barangy Dau in Mabalacat town and McDonalds branch in O.G. Road in this city every 8 a.m.

Passengers from Pampanga who wish to avail themselves of the ride going to RWM may get a round-trip ticket for only P550 for those boarding in Dau and P500 for those from the City of San Fernando.

Special trips and schedules for group or corporate arrangements are also entertained upon request.

RWM houses three grand hotels in its compound for those who want to spend days for complete entertainment.

It also showcases a word class entertainment including “The Edge of Glory” variety show at Bar 360 this July featuring top international acts in music and acrobats.

Environment office lauds Iglesia for tree planting
CITY OF SAN FERNANDO –- The Provincial Environment and Natural Resources Office (Penro) lauded the Iglesia Ni Cristo (INC) leadership in the Ecclesiastical District of Pampanga for conducting a tree planting activity over the weekend.

Leovino Ignacio, chief of Penro Pampanga, said that more than 3,000 banaba seedlings were planted by the INC brethrens spearheaded by its District Supervising Minister Manuel Soriano.

“Nagpapasalamat po tayo sa mga kapatid nating Iglesia Ni Cristo dahil sa kanilang malasakit sa ating kalikasan. Consistent po sila sa mga ganitong tree planting activity na sinimulan pa nila noong nakaraang taon,” Ignacio said.

The tree planting activity was held along the three-kilometer stretch of Mega Dike starting from Barangay Manibaug Porac town.

The Penro chief also said that they are looking forward for the continuous commitment of the Iglesia Ni Cristo in its environmental protection advocacy.

“Malaking tulong ito sa ating probinsiya dahil makikita naman ang pagkakaisa ng mga kapatid nating Iglesia. Kapag sila ang kumilos sama-sama,” Ignacio added.

The activity was participated by the INC Christian Family Organizations like Buklod (for married members), Kadiwa (single members aging 18 and above) and Binhi (members who are under 18 years old and below).

Aside from these groups, the Society of Communicators’ and Networkers (Scan) from the ten clusters in the province of Pampanga also joined the said activity.

ANGELES CITY — Mayor Edgardo Pamintuan warned on Saturday residents living along the Sapang Balen creek here who continue to dump garbage and other waste materials into the vital waterway that has been the subject of recent clean-up drives.

“We are urging people who are living along the creek to do their part in proper waste segregation and to make sure that waste materials are not dumped into the creek,” Pamintuan said during the Saturday’s massive clean-up drive along the Barangay Santo Domingo and Pulungbulu sections of the creek.

Pamintuan was joined by students from the City College of Angeles, members of the Phi Beta Rho ConFraternity, other youth groups, and environment advocates.

The mayor said that with the creation of the city’s Solid Waste Management Board, its secretariat will be responsible in the clean-up drive and in enforcing Republic Act 9003, otherwise known as the Ecological Solid Waste Management Act.

Pamintuan said he has ordered the secretariat and the city’s environment office to strictly enforce the law on anti-littering and illegal dumping and implement segregation programs here.

He added that environmental offenders will be meted with fines and possible imprisonment.

Pamintuan also led the recent clean-up drive here along with small talk groups and discussions with local residents on the importance of keeping the waterway garbage-free.

In 2011, Pamintuan even ordered the installation of steel fences along the bridges traversing the creek in Barangays Cutcut, Santa Trinidad, Pampang, San Nicolas, Santo Rosario, San Jose, Pulungbulo and Santo Domingo.

However, he said there are still business establishments and residential houses that position their sewerage systems into the creek.

“This must be stopped and we need to implement the law at its fullest. The creek has become a dumping site of pollutants and this has to be addressed immediately,” Pamintuan said.

Also in 2011, the City Governments of Angeles and San Fernando signed a commitment agreement on the clean-up of waterways and tributaries based on the Supreme Court’s order on the Manila Bay Rehabilitation Program.
