Palace open to Charter change: senior official

MANILA — A political adviser of President Benigno Aquino III said Tuesday that Malacañang is open to amending the Constitution only if the proposals would fit with the administration’s reform agenda.
Presidential adviser on political affairs Ronald Llamas said the Chief Executive would probably give his nod to Charter change especially if he sees the proposed measures helpful in achieving government’s reform objectives.
“If they fit with President’s reform agenda, and are necessary, then they can be considered,” Llamas said.
He said the administration is entertaining the possibility of amending 1987 Constitution, but said “any proposal must undergo rigorous evaluation and must be shown to be in line with and indispensable towards achieving the administration’s reform objectives.”
Llamas said Charter change cannot simply be about change for its own sake but specific proposals will have to be assessed and evaluated.
The Palace official made the statement following reports that House Speaker Feliciano Belmonte Jr. and Senate President Juan Ponce Enrile will discuss Charter change in a meeting.
Enrile proposed earlier to amend the Constitution to allow the increase in military spending and enable the country to deal better with security issues such as defending the Philippine territorial waters in the West Philippines Sea.
Belmonte, on the other hand, said the House of Representatives would only be amenable to amending the Constitution’s economic provisions and will not entertain political amendments.
Several lawmakers believed that Congress does not have enough time to discuss Charter change due to budget deliberations and the upcoming 2013 midterm elections.
But Belmonte is positive to push for Constitutional amendment, saying that all they need is Aquino’s blessings.
Aquino earlier said that amending the Constitution is not a priority of his administration. Deputy presidential spokesperson Abigail Valte said this position remains the same.
Llamas, meanwhile, said the controversial Reproductive Health (RH) bill remains a priority legislation of the administration.
He added that while the Freedom of Information is still not a priority bill, it is likewise high on the list of measures being given serious study and consideration. (Jill Beltran/Sunnex)

Aquino meets Villar to forge LP-NP coalition

MANILA (Updated 4:25 p.m.) — President Benigno Aquino III met with Senator Manuel Villar III to formally forge a coalition between the Liberal Party (LP) and the Nacionalista Party (NP) for the upcoming polls.
Budget Secretary and LP secretary general Florencio Abad confirmed the meeting last week before President Aquino told the media that LP’s coalition talks with NP and Nacionalist People’s Coalition (NPC) has been “very successful.”
“Well, there has been a meeting between the President and Senator (Manny) Villar where the agreement in principle to coalesce was forged,” said Abad.
He noted that the next meeting would be more on “operational” matters.
“There will be a group of about two or three people from the Nacionalista Party and from the Liberal Party who will be meeting to discuss first the basis for the coalition as well as the discussions on the Senate slate, local coalitions, to the extent that they can be forged on the congressional as well as on the local government level,” he added.
Abad said Cebu Representative Eduardo Gullas had been instrumental in forging the coalition between LP and NP. He noted that Gullas was one of the “intermediaries” who made the meeting possible.
Abad, meanwhile, said the LP will resume its coalition talks with NPC next week.
Abad admitted that the LP could not fill up a full senatorial slate, the reason it forges coalition with other political parties.
“We concede that we cannot fill up a full slate. At the end of the process of vetting candidates, we may have four or five legitimate Liberal Party members in the slate and so, given that reality, of course, it’s natural for any political party to try to put together a coalition of other political parties and individuals with like minds to be able, you know, to pursue its program of government,” he said.
“It is important to be able to build a broad coalition that has a good chance of succeeding beyond 2013 and on to 2016,” he added.
Abad, however, refused to confirm if the coalition will extend up to the 2016 presidential elections, saying things are fluid when it comes to politics.
“There are many things that can happen,” he said.
While Aquino and Villar had bitter rivalry during the 2010 presidential elections, Abad said the two officials already agreed to move forward.
“Well, I mean, you know in the heat of battle these things come up. But, you know, that’s the atmosphere that usually accompanies elections … We all understand that those things come up and after the election everything is finished then you move forward,” he said.
President Aquino’s campaign slogan of “tuwid na daan” (straight path) was derived from the Daang Hari and C-5 road extension controversies, in which Villar was accused of corruption.
Villar during the campaign challenged Aquino to take a psychological test questioning his mental capability in ruling the country.
Abad said the C-5 controversy was not discussed “in great detail” during the meeting.
He added that the Palace will let the Senate to put closure on the issue.
“Para sa amin tapos na ‘yon and he has already been held accountable for that. So ayaw na namin ungkatin ‘yon because, as we said, nangyari na ‘yon,” Abad said. “If you have to dig into the past, I don’t think that is going to help build a strong relationship.”
He said as Villar agreed to forge coalition with LP, it means that he adhere to the very reform agenda that the President has been unrelentingly pursuing.
He stressed that both political leaders were looking forward to strengthening relationships.

Rains expected over parts of country Monday

MANILA – Rainshowers and thunderstorms are still expected to fall over the parts of the country despite no weather disturbance seen outside the Philippine Area of Responsibility (PAR), the weather bureau said on Monday.
Weather forecaster Boy Soriaga said the intertropical tropical convergence zone (ITCZ) affecting Southern Luzon, Visayas and Mindanao will bring scattered rainshowers.
The ITCZ is the result of the converging of trade winds from the northern and southern hemispheres and it brings widespread cloudiness, thunderstorms, precipitation and moderate to strong surface winds.
Soriaga said Metro Manila will experience good weather as the forecast temperature range will be between 24 and 32 degrees Celsius. Isolated rainshowers are expected in the afternoon or evening.
So far, no weather disturbance has been monitored near the Philippine territory, he said.
In its advisory, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said Southern Luzon, Visayas and Mindanao will experience mostly cloudy skies with scattered rainshowers and thunderstorms becoming cloudy with widespread rains over the Mindoro provinces, Palawan and Western Visayas that may trigger flash floods and landslides.
“Residents living in low-lying areas and along mountain slopes are advised to be on alert for possible occurrence of flash floods and landslides,” Pagasa said.
The rest of the country will be partly cloudy to cloudy with isolated rainshowers or thunderstorms.
Light to moderate winds blowing from the southeast will prevail over Luzon and coming from southwest to southeast over the rest of the country. The coastal waters throughout the archipelago will be slight to moderate.
Meanwhile, Gene Nievares, Pagasa hydrologist, said that because of weather improvement, all dams are in normal water level, including La Mesa Dam, which was in red alert status last week.
Nievares said that as of 6 a.m. Monday, La Mesa dam’s water level reached 79.47 meters, still far from its spilling level of 80.15 meters.
Nievares said the agency downgraded the alert status of La Mesa since the water level reaches 79.50 meters below.
La Mesa dam does not have a gate unlike bigger dams. Excess water in La Mesa merely spills into its floodway and flows to the Tullahan River. (PNA/Sunnex)

SENATOR Miriam Defensor-Santiago filed a resolution recognizing the contributions of prima ballerina Lisa Teresita Pacheco Macuja-Elizaldo, popularly known as Lisa Macuja, and nominating her for the National Artist award.

She said in a statement, “No Filipina ballerina has yet surpassed the recognition and pride Lisa Macuja-Elizalde has brought to the Philippines. She is the embodiment of talent, creativity and imagination, technical proficiency of the highest order, grace, and humanity that makes her worthy of the title of National Artist.”
“Lisa’s unique contributions to Philippine culture and the arts are fully enhanced as she celebrates more than 25 years of professional dance. Her mastery of ballet technique and style, and her unassailable musicality and artistry have earned her the appellation ‘the Filipino ballerina at her best,'” the senator added.
If passed, Macuja will be conferred with the National Artist for Dance.
Macuja is the artistic director of Ballet Manila and the vice chairman of the Philippines Unesco National Commission.
She has been conferred with several awards including Pearl of the Orient Award (2008), The Order of International Friendship awarded by Russian President Vladimir Putin (2001); Ten Outstanding Young Persons of the World (TOYP USA, 1997); Ten Outstanding Young Filipinos (1995); The Outstanding Women in Nation’s Service (1989); and Outstanding female lead performance in a dance production (Gawad Buhay Awards for the Performing Arts, 2008).

Include ex-Arroyo allies in coalition, Aquino urged

MANILA — A leader of the House of Representatives urged President Benigno Aquino III to include the political party formed by former allies of Pampanga Representative Gloria Macapagal-Arroyo in the coalition for the 2013 midterm elections.
House Speaker Feliciano Belmotne Jr. said Aquino should also consider the National Unity Party (NUP) in the ruling Liberal Party’s (LP) coalition with other prominent political parties.
“I am calling for the inclusion of NUP headed by Congressmen (Rodolfo) Antonino (of Nueva Ecija) and (Elpidio) Barzaga (of
Dasmariñas City) in the coalition of the ruling Liberal Party with other prominent political parties,” Belmonte said.
The NUP was formed months after the 2010 elections with former Arroyo allies at its members. The group headed by Deputy Speaker and Cebu Representative Pablo Garcia includes former members of the Lakas-Kampi-CMD party.
Belmonte’s suggestion came after Aquino himself announced the “very successful” talks of the LP with the Nacionalista Party (NP) of Senator Manny Villar and the Nationalist People’s Coalition (NPC) of business tycoon Eduardo Cojuangco.
“This is a welcome development and a sign that the present government is doing great, both politically and economically,” Belmonte, vice chairman of the LP, said.
The LP will reportedly include in its senatorial slate Customs Commissioner Rodolfo Biazon, Aurora Representative Sonny Angara, former Akbayan Representative Risa Hontiveros, Technical Education and Skills Development Authority Director-General Joel Villanueva, former Senator Ramon Magsaysay Jr., Senators Antonio Trillanes IV and Aquilino Pimentel III, and Paolo Benigno “Bam” Aquino IV, the President’s cousin.
‘LP-NP alliance wholly justified’
Meanwhile, NP executive committee member and Cebu Representative Eduardo Gullas said the emerging coalition between the LP and NP is perfectly legitimate.
“It makes a lot of sense for the two parties to be aligned ahead of the mid-term elections. Looking way back, the LP used to be the ‘liberal wing’ of the NP,” Gullas said in a statement.
The late President Manuel Roxas, grandfather of LP president and Transportation Secretary Manuel Roxas II, ran for the country’s highest post as the candidate of the NP’s “liberal wing” in the 1946 national elections, before he eventually bolted the NP to establish the LP, Gullas pointed out.
The combined forces of the two parties, together with the Nationalist People’s Coalition (NPC), would be formidable, according to Gullas, who heads the Alayon Party, the NP’s Cebu chapter.
Gullas, former Cebu provincial governor, said the NP is seeking four slots in the budding LP-NP-NPC coalition’s unified senatorial ticket.
“We confirm that the NP is asking for four slots, with the first two going to Las Piñas City Representative Cynthia Villar and reelectionist Senator Alan Peter Cayetano,” he said.
“The NP has not reached a decision as to who will be entitled to the party’s two other slots in the joint senatorial lineup,” he added.
Gullas said the forthcoming polls would be “a good fight” between the LP-NP-NPC coalition and the United Nationalist Alliance (UNA).

90% of Armm listing centers open without glitch: poll body

MANILA — The Commission on Elections (Comelec) said Monday that 90 percent of the listing centers have opened on the first day of the 10-day General Registration of Voters in the Autonomous Region in Muslim Mindanao (Armm).
The remaining 10 percent, according to Comelec spokesperson James Jimenez, has been delayed by minor glitches.
Delayed arrival of voter registration machines (VRMs) due to rough seas, particularly in Tawi-Tawi, and the power shortage in Lanao del Sur, are two most common problems encountered.
To address the problem, Jimenez said the poll body will field 100 generator sets in areas hit by power shortage.
The poll spokesman said that all these problems will be finally resolved once the generator sets and the VRMs have arrived in the listing centers.
The 10-day registration period opened Monday to purge the existing Book of Voters in all cities and municipalities in the autonomous region with “ghost” voters.

Security heightened following ‘mystery disease’ in Cambodia

MANILA (Updated 4:33 p.m.) — The Department of Health (DOH) in the Philippines has directed the Bureau of Quarantine to increase the screening of all arriving travelers after a “mystery disease” killed 52 children in Cambodia.
“As of today, there is no travel restriction to and from Cambodia,” Health Secretary Enrique Ona said Monday.
DOH spokesperson Dr. Eric Tayag also said in a television interview that hospitals nationwide have been ordered to report to the agency any cases similar to the Cambodian “mystery disease.”
He said the health office is on alert status for this disease, which is confirmed to be a type of hand, foot and mouth disease (HFMD) known as Enterovirus 71 or EV-71.
“The EV-71 has been known to generally cause severe complications among some patients,” said the World Health Organization (WHO) in a statement.
Fifty-nine cases were tagged to have been caused by EV-71, including 52 deaths, in Cambodia. The numbers were lowered from the initial report of 62 cases.
The WHO noted that the HFMD is a common infectious disease of infants and children, or those under 10 years old.
Among the symptoms are fever for two or three days, painful sores in the mouth and a rash with blisters on hands, feet and buttocks.
WHO also said the HFMD virus is contagious and infection is spread from person to person by direct contact with nose or throat discharges, saliva, fluid from blisters, or the stool of infected persons.
Aside from EV-71, the health body also noted that a number of pathogens, including dengue and streptococcus suis, were identified in some samples.
WHO called on the public to be vigilant over possible symptoms of the disease.
“Parents should seek medical advice if their children develop high fever, vomiting, lethargy and limb weakness,” WHO said.
Health professionals are advised to just treat patients according to their symptoms while refraining from using steroids.
In the Philippines, Ona said, all hospitals were directed to remain vigilant for similar cases, as the matter remains unresolved in Cambodia.
Last year, the disease sickened more than 110,000 people in Vietnam and killed 166, mostly children under three years old.

Aquino orders ban on new mining contracts

MANILA (2nd Update, 5:34) — President Benigno Aquino III has signed Executive Order (EO) 79 whose provision prohibits the government from granting new mineral agreements until a new legislation on revenue sharing schemes and mechanisms is passed. “No mineral agreements shall be entered into until a legislation rationalizing existing revenue sharing schemes and mechanisms shall have taken effect,” Section 4 of the EO reads.
It also stated that the Department of Environment and Natural Resources (DENR) may continue to grant and issue exploration permits under the existing laws, rules and guidelines, and grantees will be given the right of first option to develop and utilize minerals in their respective areas once a new law is in effect.
In a press briefing in Malacanang, Environment Secretary Ramon Paje said EO 79 aims to increase the revenue of government from mining while making sure that mining companies comply with environmental standards.
He said one provision on revenue would require mining companies operating in mineral reservation areas declared by President Aquino to pay five percent royalty.
“But somehow, in this EO, the mineral reservation provision or declaration cannot be retroactive. And, therefore, only future tenements or mining areas will have to be covered by this. But, as I’ve mentioned, once you operate inside the mineral reservation, the five percent royalty applies,” Paje said.
He said the five percent royalty tax will not be applied to all mining companies as it will require Congress approval.
But he noted that if the five percent royalty will be applied to the existing mining operations, which is around 31 or 33, it will translate to around 16-billion increase in shares in mining revenues.
Potential and future mining sites with known strategic mineral reserves and resources may be declared as mineral reservations for the development of strategic industries identified in the Philippines Development Plan and a national industrialization plan, the EO stated.
Paje said the EO also ordered to increase fees and charges for occupational fee and application fees to generate more revenues from mining.
He noted that the government is targeting around P760 million revenues should occupational fees are charged upon filing of the mining claim.
“As of now, the mining companies pay only occupational fee once their mineral productions here and agreements are approved—or the FTAA or the Financial Technical Assistance Agreements are approved. But in this provision or in this particular EO, we are recommending or we are in fact going to implement that occupational fees should be paid upon filing. And that would translate to approximately around 700-plus million,” he said.
The government is also expecting revenue from mine tailings and abandoned stockpiles.
“This would run to billions—hopefully our computation is correct—to around 50-billion for abandoned tailings and stockpiles. But this is a one-shot income,” he said.
Paje also said that awarding of mining rights and mining tenements will no longer be based on a “first come, first served” basis but will now be done through public bidding.
“The Mines and Geosciences Bureau (MGB) shall prepare the necessary competitive bid packages and formulate the proper guidelines and procedures to conduct the same, which shall include ensuring that the social acceptability of the proposed project has been secured,” Section 6 of the EO said.
The EO, meanwhile, stated that all existing mining contracts, agreements and concessions approved before the effectivity of the EO are still considered valid.
However, it added that the “DENR shall likewise undertake a review of existing mining contracts and agreements for possible renegotiation of the terms and conditions of the same, which shall in all cases be mutually acceptable to the government and the mining contractor.”
EO 79 identifies zones closed to mining applications – either for contracts, concessions or agreements – including areas in the National Tourism Development Plan, critical areas and island eco-systems, prime agricultural lands covered by Republic Act 6657, strategic agriculture and fisheries development zones and fisheries development zones an fish refuge and sanctuaries declared as such by the Department of Agriculture.
Aquino said earlier that there are roughly 78 areas, which will be reserved for tourism and not open for mining operations including Palawan.
Mining is also not allowed in areas already identified under the existing laws on mining, agrarian and protected areas, as well as in sites that may be determined by the DENR.
To improve small-scale mining operations, the EO states that mining activities should only comply with Republic Act 7076 or the People’s Small-Scale Mining Act of 1991 and Environmental Impact Statement System requirements under Presidential Decree 1598.
The law specifically allows operations of small scale mining only in Minahang Bayan or the People’s Small-Scale Mining Areas in order to contain mining waste in one place.
The government will not allow the renewal of permits of small scale mining operations outside the Minahang Bayan.
Paje said the permits of small-scale mining operations usually last for one year.
The order said “small-scale mining shall not be applicable for metallic minerals except gold, silver, and chromite.” The use of mercury in small-scale mining is strictly prohibited by the EO.
It also mandates the creation and operation of Provincial/City Mining Regulatory Boards.
The EO also enjoined concerned national government agencies and LGUs to closely coordinate to harmonize mining policies on conservation, management, development and utilization of the state’s mineral resources.
A Mining Industry Coordinating Council (MICC) will also be created to implement the EO and other industry reforms, conduct dialogue with stakeholders, and review all existing mining-related laws and rules.
The MICC, co-chaired by the head of the Cabinet clusters on climate change adaptation and mitigation, and economic development, is tasked, among others, to conduct assessment and review of all mining-related laws, rules and regulations, issuances and agreements toward the formulation of recommendations for better coordination between the national government and LGUs.
The MICC shall launch campaigns against illegal mining, serve as oversight committee over the operations of the Provincial/City Mining Regulatory Boards, monitor the implementation of mining laws and regulate small-scale mining participants, who are equally accountable to the same environmental and social obligations as large-scale mining companies.
Other members will include the Justice Secretary, the chairperson of the National Commission on Indigenous Peoples (NCIP) and the president of the Union of Local Authorities of the Philippines (ULAP)
Funding for the implementation of the EO will come from existing budget of all government agencies involved.

Low pressure area in Palawan dissipates; rains still expected

MANILA – A shallow low pressure area spotted in Palawan has already dissipated but rains over parts of Southern Luzon and Visayas are still expected due to intertropical convergence zone (ITCZ), the weather bureau said on Tuesday.
Weather forecaster Jor Loiz said the ITCZ is expected to bring widespread rainshowers and thunderstorms over Southern Luzon areas in Batangas; Palawan; and Mindoro that may trigger flash floods and landslides.
The ITCZ is the result of the converging of trade winds from the northern and southern hemispheres.
Loiz said the ITCZ is considered a breeding ground for low pressure areas that can become a tropical cyclone.
However, as of this time, there is no chance that the ITCZ can develop into an LPA nor a cyclone, he said.
Loiz said the SLPA spotted in Palawan late Monday had dissipated before dawn Tuesday. So far, no weather disturbance has been monitored near the Philippine territory.
He said temperature in Metro Manila may range from 24 to 33 degrees Celsius, with the heat likely to cause rain in the afternoon or evening.
The rest of Luzon and Visayas will have mostly cloudy skies with scattered rainshowers and thunderstorms, while Mindanao will be partly cloudy to cloudy with isolated rainshowers or thunderstorms, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said.
Light to moderate winds blowing from the southwest to southeast will prevail over Luzon and Visayas and coming from southwest over Mindanao, Pagasa said.

Oil companies renew price hike Tuesday

MANILA — Oil companies increased the price of petroleum products on Tuesday, the first since April when they enforced a series of price rollbacks.
The so-called “Big 3” — Pilipinas Shell, Petron Corp. and Chevron Philippines (formerly Caltex) — as well as independent oil companies Flying V Philippines and Eastern Petroleum raised the price of premium and unleaded gasoline by P1.55 per; regular gasoline by P1.80 per liter; and P1.40 per liter on both diesel and kerosene.
Flying V enforced its price hike at 12:01 a.m. Tuesday; while Shell, Petron, Chevron and Eastern Petroleum enforced the price hike at 6 a.m.
The oil companies cited the movements in the world market as reason for the price hike, which is the first since early April.
On the latter part of April, local oil firms began what turned out to be 13 straight weeks of fuel price cuts.
During that rollback, retail prices for premium fell by as much as P10.50; regular by P11.55; diesel by P8.90 and kerosene by P8.85.
Average fuel prices in Metro Manila are P49 per liter for premium, P38 per liter for diesel and P50 per liter for kerosene. (PNA/Sunnex)
