CLARK FREEPORT – Officials of various aviation firms have expressed support to the twin airport system for the Ninoy Aquino International Airport (NAIA) and Clark International Airport (CIA).
Department of Transportation and Communications (DOTC) and the Clark International Airport Corporation (CIAC) proposed the system for the two airports.
The aviation stakeholders, which include airline firms, local businessmen, local officials, and others, aired this during the recently concluded Clark Aviation Conference initiated by CIAC and the Global Gateway Logistics City (GGLC).
Captain Benjamin Solis, consultant of CIAC, said the CIA should not compete with the country’s premier airport NAIA.
Clark airport may complement NAIA’s operation, according to Solis. “NAIA should not be replaced. It can serves as a southern gateway to the greater capital region. A twin to CIA,” Solis said.
NAIA will serve the Southern parts of Luzon while CIA will serve its catchment area at North.
“Clark can serve the role of rationalizing NAIA’s capacity challengers by providing the airlines the opportunity of a second gateway in Luzon,” Solis said.
CIA may become a major hub of low cost carriers (LCCs) similar to that of Kuala Lumpur in Malaysia, Solis said.
The “Twin Airport” concept was backed by University of Asia and the Pacific Professor Bernardo Villegas.
“Clark is the perfect location for a second gateway in the country. The government should stop talks of Cavite, Bulacan and others. They have no runways to talk about,” Villegas said.
Villegas, also a consultant on management development and strategic planning, added that Japanese, Chinese and Korean investors prefer to put their businesses in Central Luzon since Metro Manila is congested and saturated.
NAIA has reached its limits which put the airport to Category 3, Solis said.
Bringing other flights to Clark would improve the operational standing of NAIA, he added.
Solis said a budget terminal should be constructed to service LCCs and provide for their expansion in the next 10 years.
Concentration of LCCs in Clark and their eventual expansion in network size will create a market forecasted to reach an output of 15 million passengers in 10 years time.
Solis added that under the land use of plan, a full service gateway terminal with a capacity of up to 80 million passengers can be put to Clark, supported by two more parallel runways.
Emirates Airline announced that it will start flying Dubai-Clark airport, its second destination in the Philippines, starting October 1, 2013.
LCCs operating in Clark are AirAsia Philippines, Zest Air, AirAsia Berhad Malaysia, Cebu Pacific Airlines, AirPhil Express, Seair-Tiger Airlines and JinAir.
Meanwhile, long haul carriers include Dragon Air and Asiana Airlines. CIAC President and Chief Executive Officer Victor Jose Luciano said more airlines have expressed interest to locate and fly in Clark airport.

CITY OF SAN FERNANDO — Representative Aurelio Gonzales Jr. (3rd district, Pampanga) received five live M16 bullets in an apparent death threat coursed through his former security aide over the weekend.
Gonzales said the live ammunitions were received by his former aide, SPO1 Angel Pesayco, at his residence in St. Jude Village here last Saturday, February 23, prompting him to secure his family.
The lawmaker, who is running for a third term in Pampanga in the May polls, also called his supporters and leaders to be vigilant.
The bullets where placed inside a small brown envelope with the legislator’s name written in bold letters on a white paper. Gonzales said he would have the bullets subjected to ballistic testing.
“This apparent threat is a cause for me to worry, not for my safety but for the well-being of my family, my leaders and supporters. I have asked for this to be investigated by the police and urge the Commission on Elections and Philippine National Police to do their part,” Gonzales said.
He said the bullets may have come from people who would like to spread fear among his supporters, adding that despite this, he would not change his campaign plans this coming elections.
He, however, has moved his family to safer locations and has ordered leaders to look into their own safety. Gonzales is currently provided two police escorts by the Philippine National Police.
“This will not hinder us. These threats will not stop us from our advocacy of providing more services and development for the people of the 3rd District of Pampanga,” said Gonzales.
Gonzales was a former board member before winning the congressional race some six years ago.
He is credited for landmark legislations in Pampanga like the conversion of the Don Honorio Ventura Technological State University and the approval of the Bacolor Rehabilitation Act.
He is also known for his “Iskolar ng Dong” program that sends some 35,000 indigent students to school.
Gonzales also earned the nicknames “Mr. Bridge Builder” and “Mr. Infra Project” for his millions worth of covered courts, barangay halls, roads and bridge projects all over the third district.
The Department of Interior and Local Government has tagged Pampanga province as among the “hot spots” or an area of potential violence or political unrest.
Police Superintendent Charlie Cabradilla, an official of Regional Special Operations Task Group, said the towns considered hot spots in Pampanga are Candaba, San Simon, Mexico, Arayat, Sasmuan, Guagua, Magalang, Lubao and Mabalacat City.
Among the provinces included in the hot spots list are Abra, Pangasinan, Ilocos Sur, La Union, Cagayan, Nueva Ecija, Batangas, Cavite, Masbate, Samar, Misamis Occidental, Maguindanao, Lanao del Sur, and Basilan.
The list was based on the past records of election-related violence in these areas.

CAMP OLIVAS — An American was found dead inside the Elyseah Condotel located at Josefa Subdivision, Barangay Malabanias, Angeles City, over the weekend, reports said.
According to a report, Senior Superintendent Jose Hidalgo, officer-in-charge of the Angeles City police, identified the victim as Keith Carpenter, 60, an American tourist.
Hidalgo said Carpenter’s girlfriend, a certain Maria Sotrida, claimed she found Carpenter at their rented condominium already dead.
She told police investigators she last saw Carpenter Thursday night before he went to sleep. However, she noticed that Carpenter was not in bed the following morning.
When she looked for him, she found Carpenter lying face up, already dead, inside their comfort room.
The victim was immediately taken to the Sacred Heart Medical Hospital in Angeles City where he was declared dead for almost three hours already by Dr. Arvin Manlapaz.
Prior to his death, the victim complained of vomiting and stomach pains to his girlfriend.
Scene of the Crime Operatives from the Police Crime Laboratory Office in Camp Olivas said there were “no signs of foul play.”

CITY OF SAN FERNANDO – Officials of the Department of Environment and Natural Resources (DENR) appealed to political parties and candidates to avoid nailing campaign materials on trees.
Maximo Dichoso, executive director of the DENR in Central Luzon, said candidates should stick to environment-friendly campaigning to ensure clean and orderly elections in the upcoming polls.
He said well-meaning candidates and their supporters, even as they run on environmental platforms, should be mindful of the environment and resort to using recyclable and biodegradable campaign materials.
“The idea is to minimize garbage and to inflict as little damage on the environment and trees toward the end of the elections,” he said.
DENR Secretary Ramon Paje earlier called on political candidates to put waste avoidance and reduction at the heart of their strategy to win, and to stick to earth-friendly campaign practices to ensure a waste-free election.
“Let us change the face of Philippine politics with clean elections defined not only by an intelligent electorate, but a trash-free one as well,” Paje said.
He also reiterated a long-standing appeal to spare the trees of campaign materials, saying trees are also living creatures that could get hurt or sick from infection, or die if left untreated for a long time.
Under Commission on Elections Resolution 6520, or the Implementing Rules of the Fair Election Act, common poster areas shall be allowed by the election officer only in public places such as plazas, markets, or barangay centers where posters may be readily seen or read.
Lawyer Lydia Pangilinan, Pampanga provincial election supervisor, warned that Comelec rules prohibit the posting of campaign materials on trees, schools, shrines, pedestrian overpasses and underpasses, flyovers, bridges, and islands of roads and highways, including waiting sheds, sidewalks, street and lamp posts, and electric posts, among other places.
Candidates of parties are also prohibited from sticking campaign materials on ambulances, patrol cars, and government vehicles, particularly those bearing red license plates.
Violation of these rules would constitute an election offense punishable under Section 264 of the Omnibus Election Code, she added.
Imposable penalties are imprisonment of one to six years, disqualification to hold public office, and for political parties, a fine of not less than P10,000.

APALIT – Two Rural Health Units (RHU) were inaugurated here on Tuesday in a bid to help address the health and birthing needs of locals of this town.
Department of Health (DOH) Central Luzon Director Dr. Leonito Gorgolon led the turnover of the P8.5 million RHUs and birthing stations to the Municipal Government of Apalit.
Attending the ceremony on Tuesday were Governor Lilia Pineda, Apalit Mayor Oscar “Jun” Tetangco and Board Members Fritzie David-Dizon and Ricardo Yabut.
The facilities are expected to benefit two villages with a combined population of some 15,000.
The RHUs and birthing stations were constructed beside the municipal hall in Barangays San Juan and Baluluc, an isolated village near Pulilan town in Bulacan.
Baluluc, which is an hour from the Apalit, has some 10,000 residents, while nearby Barangay Calantipe has 5,000.
Mayor Tetangco said they are thankful for the completion of the projects after almost two years of delay due to “political reasons.”
He added that the town is thankful for Pineda’s support in the completion of the projects.
“Our people can now reap the benefits of these projects,” Tetangco said.
Gorgolon, for her part, said the projects would greatly help in preventing cases of maternal and child deaths here, as the facilities will serve as forerunners of medical services to pregnant women in poor communities.
Gorgolon said this project is part of the “Aquino Health Agenda Program,” wherein the National Government invested at least P7 billion for the establishment of birthing stations and other maternal facilities in the country.
Gorgolon noted that for the province’s fourth district alone, 14 birthing stations have already been constructed in coordination with the concerned local government units and Provincial Government.
“No mother should die for giving life,” she added.
The CHD director also told the local and provincial officials that anytime this month, DOH Secretary Enrique Ona is expected to visit the province of Pampanga to inspect various birthing stations constructed under the health agenda of President Aquino.
“Dito po sa Apalit una kong dadalhin si Secretary kapag dumating siya dito sa Pampanga dahil ito ang pinaka magandang birthing stations.” Gorgolon said. (With Herbert Mapiles)
