Philippine exports up 19.7% in May

MANILA — The country’s merchandise exports grew by 19.7 percent to $4.93 billion in May this year from $4.119 billion in the same period last year, the National Statistics Office (NSO) reported on Tuesday.
On a monthly basis, exports went up by 6.4 percent from $4.635 billion posted in April 2012.
In the first five months, the country’s exports rose by 8.4 percent to $22.443 billion from $20.711 billion posted during the same first five months last year.
Electronics, which accounted for 38 percent of the total exports, dropped by 0.7 percent to $1.872 billion in May from $1.886 billion registered in May 2011.
From January to May, electronic exports fell by 1.63 percent to $10.258 billion from $10.428 billion last year.
Exports of woodcrafts and furniture amounted to $175.67 million, down by 5.7 percent compared to May 2011 level of $186.34 million.
Articles of apparel and clothing accessories recorded an export revenue of $150.46 million, decreased by 5.9 percent from $159.93 million recorded during the same month in 2011.
Rounding up the list of the top ten exports for the month of May were metal components with earnings amounting to $140.28 million; ignition wiring set and other wiring sets used in vehicles, aircrafts and ships, $128.79 million; coconut oil including crude and refined, $101.25 million; bananas (fresh); gold extracted from copper ores and concentrates, $52.11 million; pineapple and pineapple products, $36.62 million and tuna that includes fresh, frozen, prepared or preserved in airtight containers, $33.29 million.
Japan remained as the country’s top destination of exports with revenue amounting to $1.133 billion. It was higher by 81.5 percent from $624.26 million recorded a year ago.
This was followed by United States of America (USA) with total exports value $714.06 million; Thailand, $568.92 million; People’s Republic of China, $560.18 million and Hong Kong with export earnings worth $347.17 million.
Other top ten markets for May 2012 were Singapore, $338.44 million; Germany, $149.40 million; Republic of Korea, $142.29 million; Taiwan, $140.27 million; and Netherlands, $132.09 million. (PNA/Sunnex)

Philippines on alert for mystery disease

MANILA — Health officials in the Philippines are not discounting the possibility that the mysterious respiratory disease that killed over 60 children in Cambodia may have entered the country.

Department of Health (DOH) spokesman Dr. Eric Tayag said that aside from the enhancement of the screening process of the Bureau of Quarantine (BOQ) of all arriving travelers in the country, the DOH is also vigilant on possible local incidents similar to that of Cambodia.

“We have already directed hospital authorities to report any such similar cases so that we will immediately know if there are such cases in the country,” said Tayag in a phone interview.

In doing so, he said it would be helpful for the government to effectively map out a program specific in addressing such a scenario.

The health official also called on parents to immediately seek medical consultation if their children are showing symptoms of Enterovirus 71 (EV-71), the virus that have killed dozens of children in Cambodia.

“Parents should seek medical advice if their children develop high fever, vomiting, lethargy and limb weakness,” Tayag said.

Last Monday, the World Health Organization (WHO) and the Cambodian Ministry of Health (MOH) said that based on laboratory tests, several samples had tested positive for EV-71.

So far, the WHO said there have been no such similar cases outside Cambodia, where it killed 52 out of the 59 children reported affected as of July 5. (HDT/Sunnex)

Brillante Mendoza Film Festival set in July

ANGELES CITY — SM City Clark will showcase the award-winning films of independent film director Brillante Mendoza on July 12 and 13 at the mall’s Event Center.

SM City Clark public relations officer Venus Manalang said the project aims to educate and open the minds of every Filipino, the young and old alike, on the so-called indie films and how its story reflects the true face of the society.

“It is a joint project of Ms. Millie Dizon, Vice President for Marketing Communications Group and Publicity, and director Brillante Mendoza, the first ever internationally acclaimed Asian Film Director to win the 62nd Cannes Film Festival,” Manalang said.

Mendoza is a native of this city and has directed nine films since 2005.

He won the award for Best Director for his film “Kinatay” at the 62nd Cannes Film Festival. His latest film “Lola” won the best film award at the 6th Dubai International Film Festival.

Brillante Mendoza Film Festival will consist of a two day film showing that will showcase his works.

“We will also have a grand launch on July 12, 2012, 4 p.m. at the Event Centre. Press conference will be on July 13 at 12 noon,” Mendoza.

The Brillante Mendoza Film Festival will be shown in other malls with next stop set at Cavite.

DepEd told to pilot test proposal on new class opening

SENATOR Francis Pangilinan asked the Department of Education (DepEd) to go slow on deciding whether to move the opening of classes to September, saying a pilot test should be made to check the viability of the proposal.

Quoting reports from the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa), the senator said the strongest and most destructive storms are now taking place in the so-called “ber” months (September to December).

“Sendong happened in December, while Ondoy happened in September. If we move classes to September, aren’t we jumping from the pan into the fire?” he asked.

Tropical Storm Sendong triggered massive flashfloods in Cagayan de Oro and Iligan that killed over 1,200 people a week before Christmas last year, while Ondoy submerged parts of Metro Manila and neighboring suburbs in September 2009.

Pangilinan, a former chairman of the committee on education, also cautioned the DepEd that the general welfare of students in the country might be compromised more should the opening of classes be moved from June to September.

“What do we prefer our children avoid, several days of typhoon weather a month during the typhoon season or unbearable heat everyday for two months? Will we be sparing our children from coughs and colds brought about by exposure to the rains only to have them suffer heat stroke and severe dehydration due to daily exposure to the summer heat?” he said.

Calls for the new date of school opening surfaced again last week after students in Metro Manila and Southern Luzon were caught in heavy rains spawned by a low pressure area west of the capital.

Slain Dutch’s family remains steadfast

ANGELES CITY — Antonius Geertman, younger brother of slain Dutch national Wilhelmus Geertman, said on Monday that their whole family remains steadfast and will continue to support the issues and needs of the constituents of the said non-government organization (NGO).

“We shall continue to tell your stories, and work harder to gather support of the Filipinos’ struggles when we get back to Holland,” Geertman said, referring to the issues of land reform for the peasants, just wages for the workers and the indigenous peoples’ quest for their ancestral domain; and the continuous destruction the country’s environment by big logging and mining companies.

The younger Geertman said their family, more than the angle of “robbery with homicide” being pursued by the local police, is also convinced that Wilhelmus’ killing is politically motivated, as the latter was a peasant advocate, human rights defender, and a staunch environmentalist.

(Alay Bayan Luson), a disaster preparedness NGO, describes Geertman as highly critical of the Aurora Pacific Economic Zone and Freeport Authority (Apeco) because of the project’s negative impacts on rural people and the environment particularly in the town of Casiguran in Aurora where he lived and worked with marginalized peasants and fisher-folks and indigenous peoples (IP) more than half of his stay the province.

Geertman was earlier killed by two armed men who barged into the office premises of ABI-Luson in L&S Subbdivision, Barangay Telebastagan, City of San Fernando noon of July 3.

The killers, who were described by eyewitnesses, were swift but carefully chose the spot where to shoot Geertman as they grabbed his collar and pushed him down to a kneeling position.

Meanwhile, over a thousand commoners of the capitol town of Baler came in solidarity with the quest for justice for the killing of Geertman Sunday afternoon.

Peasants, fisherfolks, IPs and professionals attended the last night of vigil at the Mount Carmel College covered court in Baler following a day long caravan from Pampanga.

Eight priests celebrated the mass at the nearby San Luis Obispo Parish on Baler at around 1 p.m., preceding an hour of protest march and slogans of “Justice for William Geertman.”

He was laid to rest around 3 p.m. at the new Memorial cemetery also in Baler.

THE Bangko Sentral ng Pilipinas (BSP) should remain undisturbed to ensure that the country’s monetary policies are intact, said a lawmaker after the bank drew criticism for lending out $1 billion to help debt-ridden countries in Europe.

Western Samar Representative Mel Sarmiento observed that some sectors have “very little” understanding on the country’s financial system, highlighted by the controversy that attended the BSP loan to the International Monetary Fund last month.

“The $1 billion is pledged to the standby IMF Fund that rescues financially troubled countries like Greece nowadays. This is the same rescue fund that saved the Philippines when our country was in deep financial trouble in the early 80’s,” said Sarmiento, vice chairperson of the House committee on appropriations.

He said the country’s foreign currency reserves can never be used for public spending purposes, contrary to the statements of some militant lawmakers and groups.

And while the loan to IMF is safely tucked with the BSP, the money pledged will earn interest if and when utilized by the IMF. The loan is also in line with the BSP’s mandate to manage the country’s foreign reserves currently valued at $76 billion.

“It has to maintain sufficient international reserves to meet any foreseeable net demands for foreign currencies in order to preserve the international stability and convertibility of the Philippine peso,” Sarmiento said. (Virgil Lopez/Sunnex)

Palace bares new appointments to SEC, Neda

PRESIDENT Benigno Aquino III has appointed new high-ranking officials to the Securities and Exchange Commission (SEC) and the National Economic and Development Authority (Neda).

Deputy presidential spokesperson Abigail Valte, in her regular radio press briefing Sunday, announced that veteran accountant and auditor David Balangue will serve as the newest commissioner of the SEC, replacing Raul Palabrica who retired last March.

Balangue was chairman and president of Sycip Gorres Velayo (SGV) Foundation from 2003 to 2010. He was with the premier accounting firm since 1982.

He placed second in the Philippine Certified Public Accountant Board Examinations in 1972. A year earlier, he finished magna cum laude at the Manuel L. Quezon University with the degree of Bachelor of Science in commerce, major in Accounting.

He also holds a Master in Management Degree, major in Finance from the Graduate School of Management of Northwestern University in Illinois.

He is a current director and member of the audit and risk committee of Trans-Asia Oil and Energy Development Corp. and Roxas Holdings Inc.

Valte also announced the appointment of Emmanuel Esguerra as acting deputy director-general of Neda vice Augusto Santos, who served as acting head of the socio-economic planning agency thrice.

Esguerra is a member of the faculty of the University of the Philippines (UP) School of Economics, where acting Director General Arsenio Balisacan once taught.

He both earned his undergraduate and graduate degrees in economics at the state university, while he finished his Doctorate in Agricultural Economics at The Ohio State University in the United States in 1993.

Church cautious on Aquino’s mining policy

THE details have yet to be revealed but the Catholic Church believes the upcoming executive order of President Benigno Aquino III on mining will not cure the ill-effects of the multi-billion dollar industry to the environment and communities.

Members of the Catholic Bishops’ Conference of the Philippines (CBCP) said they are not totally against mining but measures should be required to safeguard the environment, and protect the rights of indigenous groups, who are normally displaced because of these projects.

“Our problem in our mining policy cannot be cured by a mere EO because that’s just palliative. That’s not enough. There is a need to overhaul our mining policy,” said Fr. Edu Gariguez, executive secretary of the CBCP National Secretariat for Social Action, Justice and Peace (Nassa). For his part, Sorsogon Bishop Arturo Bastes took exception of the provision giving the National Government full control over large-scale mining activities.

“The National Government can impose everything even if the local stakeholders are against it. That is what we do not want,” said Bastes, a member of the CBCP Permanent Council.

Malacañang announced Saturday that Aquino already signed the executive order on mining policy with the details set to be revealed Environment Secretary Ramon Paje on Monday.

The order is expected to set guidelines that will harmonize conflicting interests of the mining industry, national and local governments, and environmental groups.

Aquino earlier promised to release the executive order in February but it was delayed as various groups have strongly been lobbying for and against mining.

Deputy presidential spokesperson Abigail Valte said the views and opinions of the stakeholders were considered in crafting it, especially on the issue concerning small-scale miners.

Several quarters have warned of questioning the order before the courts, although it has not yet been formally released.

Valte said Malacañang is ready to defend the order but also appealed to critics to read it first.

Gariguez said the bill was taken up in the ongoing 105th CBCP Plenary Assembly at the Pope Pius XII Catholic Center in Manila.

The priest said CBCP-Nassa chairman Bishop Broderick Pabillo presented the paper on mining during the assembly with an aim of gathering support from the rest of 100 bishops.

Shallow LPA spotted in Mindanao

MANILA — The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) spotted a shallow low pressure area (LPA) some 150 kilometers East of Surigao City.
The weather bureau, however, said it was unlikely that the weather disturbance would turn into a cyclone.
Weather dorecaster Jun Galang said that based on satellite and surface data, the shallow LPA was embedded along the Intertropical Convergence Zone (ITCZ), which affects Mindanao.
Galang said the weather disturbance was expected to dissipate after two days.
He also expects the weather to bring isolated rain showers in the afternoon or evening.
Pagasa said Central and Southern Luzon, Visayas and Mindanao would experience mostly cloudy skies with scattered rainshowers and thunderstorms becoming cloudy with widespread rains over Bicol region and Eastern Visayas that might trigger flashfloods and landslides.
“Residents living in low lying areas and along mountain slopes are advised to be on alert for possible occurrence of flashfloods and landslides,” the weather bureau said.
The rest of the country will have partly cloudy to cloudy skies with isolated rainshowers or thunderstorms.
Light to moderate winds blowing from the east to southeast will prevail over Luzon and coming from the Northeast to Northwest over the rest of the country. The coastal waters throughout the archipelago will be slight to moderate.(PNA/Sunnex)

Lawmaker on September school opening: Remember Ondoy?

MANILA — A party-list legislator opposed renewed calls to transfer the opening of the school year to September citing storms Ondoy and Pepeng, which generated the most destructive floods in the National Capital Region and north Luzon in 2009.

Kabataan party-list Representative Raymond Palatino said there must be a more compelling reason to move the opening of classes from June to September other than the frequent rains and floods that occur in the months of June, July, and August.

Typhoons Ondoy and Pepeng in September 2009 resulted in the death of almost 1,000 people.

“The September class opening will not solve anything. Students will still be inconvenienced by floods and classes will still be disrupted by freak storms and rains. And since there will be classes during the hot summer period, the learning ability of students in cramped and overcrowded classrooms will suffer too,” he said.

Senator Franklin Drilon earlier urged his colleagues to study his measure transferring the opening of the school year as he expressed concerns about the safety of the school children who choose to attend classes despite heavy rains and typhoons.

Drilon also noted that the months of June, July and August are peak months for devastating typhoons in the country. He expects that school suspensions will be more prevalent in the coming months.

He said if his proposal is passed, students and parents will be spared from the inconvenience and hazards of numerous typhoons entering the Philippines.

Palatino said the Department of Education (DepEd) should instead identify flood-prone schools and then draft a plan on how to minimize the negative impact of floods.

“The best measure to protect students in flood-prone and disaster-prone areas is to adopt and implement an efficient disaster management mechanism. Level up the flood-prevention measures. Expand and seriously implement the disaster preparedness plan. Strengthen the infrastructure to prevent disasters,” the party-list lawmaker said.

Congress leaders to meet on Charter change

MANILA — House Speaker Feliciano Belmonte Jr. has set a meeting with Senate President Juan Ponce Enrile to discuss proposals to amend the 1987 Constitution.

“Charter change is not yet dead as of the moment,” Belmonte said.

Enrile recently revived talks on amending the Constitution with an aim to put high priority on the military budget amid the Philippines’ territorial dispute with China over the Panatag (Scarborough) shoal.

“We’ll have to meet first and agree on the strategies. But we are a very supportive Congress and we passed everything to sustain economic growth and restore business confidence in the country,” said Belmonte.

Last year, the House committee on constitutional amendments discussed eight possible revisions in the Charter, which include the scrapping of the removing the 60 – 40 percent equity limitations, and extending the 25 + 25 land lease agreement.

Belmonte said proposed amendments to the Constitution will have better chances of getting the approval of Congress is President Benigno Aquino III will get on board with the initiative.

“We need all his (Aquino) blessings to make the initiatives successful because at the end of the day, he will make the final judgment after Congress passed the amendments and agreed upon by the people through the plebiscite,” the House leader added.

Malacanang, however, has said that Cha-cha is not priority of the current administration.
