MANILA — Malacanang said on Saturday that the government is now implementing a stricter procedure in screening passengers at the country’s international airports following an outbreak of a fatal respiratory syndrome affecting mostly children in Cambodia.

Presidential spokesperson Edwin Lacierda said in an interview aired over government-run dzRB Radyo ng Bayan that the Department of Health (DOH) is currently monitoring the situation through its National Epidemiology Center.

“That respiratory disease is now being checked,” Lacierda said.

Health Secretary Enrique Ona instructed the Bureau of Quarantine to be more vigilant in carrying out routine screening procedures at all international airports.

The World Health Organization (WHO) informed the Philippines about the disease after Cambodia reported 60 deaths among children, who were less than seven years old.

“Although a causative agent remains to be formally identified, all (available) samples were found negative for H5N1 and other influenza viruses, SARS, and Nipah virus,” the WHO report said. No sign of illness were reported among hospital staff that took care of the patients.

“We are more vigilant in screening passengers at the country’s international airports because of this latest news and there will be no let up until this has been contained,” Ona said. (SDR/Sunnex)

MANILA (Updated) — Beauty-queen-turned-actress Precious Lara Quigaman and cager-turned-actor Marco Alcaraz exchanged “I dos” Sunday afternoon at the Hacienda Isabela in Tagaytay City.

The entourage includes celebrities Valerie Concepcion, Maja Salvador, Carlene Aguilar, Gerald Anderson, Jason Abalos, Alfred Vargas, and TV director Dominic Zapata.

Among the couple’s sponsors are manager Noel Ferrer, television executives Cory Vidanes and Lilybeth Rasonbale, Camarines Sur Governor Luis Villafuerte Jr. and former senator Juan Miguel Zubiri.

Donaire beats Mathebula, takes IBF super bantam

MANILA (Updated) — Nonito Donaire added the IBF super bantamweight title to his World Boxing Organization (WBO) belt with a unanimous decision over South Africa’s Jeffrey Mathebula on Sunday (Philippine time), earning his 28th consecutive victory.

Donaire (29-1, 18 KOs), the four-division champion born in the Philippines and raised in California’s Bay Area, landed bigger shots and showed more aggression throughout the bout.

He knocked down Mathebula with a vicious left hook in the fourth round, but Mathebula used his 11-centimeter height advantage and a tremendous work rate to keep the bout competitive.

The Filipino Flash finished with a strong 12th round, winning comfortably on all three judges’ scorecards at Home Depot Center.

“It was tough. He got me off the jab really well,” Donaire said. “That jab really took me out of my power range. He’s a great champion. He wouldn’t let me get in there and let me work.”

Donaire used an extensive variety of punches against Mathebula (26-4-2), repeatedly attempting to land knockout shots from all angles. He didn’t succeed because Mathebula adeptly avoided punishing exchanges, but Donaire largely controlled the early and late rounds.

The judges scored the bout 117-110, 118-109 and 119-108 for Donaire. The Associated Press also favored Donaire, 116-111.

“I attacked, I had good balance, and I had a lot of fun in there,” Donaire said. “My goal is to be a unified champion. I want to unify all of the belts at 122 (pounds).”

Reacting to Donaire’s convincing victory, deputy presidential spokesperson Abigail Valte expressed happiness that judges didn’t see the fight a lot different than the rest of the world.

“All through 12 rounds mukhang malinaw po doon sa mga decision nung mga judges at mukhang malinaw po ang kanilang mga mata, all in favor of Nonito Donaire. Congratulations to you,” she said over state-run Radyo ng Bayan.

To recall, Filipino boxing icon Manny Pacquiao lost his welterweight belt to undefeated American fighter Timothy Bradley last month via a split decision despite ring analysts and the viewing public claiming otherwise.

The WBO concluded in a review that Pacquiao won the fight against Bradley while Top Rank promoter Bob Arum, who was being accused of game fixing, asked for further investigation into the bout.

Meanwhile, Secretary Joel Villanueva of the Technical Education and Skills Development Authority (Tesda) extended his greetings to Donaire on micro-blogging site Twitter.

“Congrats sa the Filipino Flash! Galeng. Reminds me of my former team mate in UST (University of Santo Tomas) Tigers,” he said, referring to his alma mater’s basketball team.

Donaire landed his biggest punch in the fourth round, cracking Mathebula with a left hook that recalled Donaire’s knockout punch against Vic Darchinyan in July 2007, the fight that catapulted him to stardom.

Mathebula’s feet left the ground when he tumbled into the corner right before the bell, but he gathered his wits on his stool and came back with a courageous fifth round.

Mathebula’s camp said he cracked a tooth during the 11th round, and the pain affected his attack in a one-sided round. The Marvelous Mongoose had won his belt with a split-decision victory over Takalani Ndlovu in March, but he was fighting outside South Africa for just the second time in his career.

“It’s very hard to box a very tall fighter like that, but he broke him down round by round,” said Robert Garcia, Donaire’s trainer.

The 29-year-old Donaire won the vacant WBO crown last February 4 after a split decision win over Wilfredo Vazquez Jr.

On the undercard, former middleweight champion Kelly Pavlik also got a comfortable unanimous decision over Will Rosinsky in an all-American bout.

Although Pavlik (40-2, 34 KOs) didn’t dazzle, he won his fourth straight bout since taking a year off from boxing after losing his two middleweight belts to Sergio Martinez in April 2010.

Pavlik has rebuilt his career and his life after breaking free of bad influences in his native Youngstown, Ohio, and moving his training camp to Ventura, California, under Garcia’s training.

Pavlik’s victory over Rosinsky (16-2) was his second fight in four weeks, and the former champ persevered through a cut above his left eye to pick apart his opponent with big edges in power punches (45-33) and total punches landed (227-159).

“He’s a very good, solid fighter, very busy,” Pavlik said of Rosinsky. “He gave me good work. I always thought I was ahead, but now I want a big fight in the fall.”

Pavlik’s punches didn’t appear to have the same destructive power he possessed at the height of his career, but he landed more big shots and matched Rosinsky’s punch output after a slow start. MANILA (Updated 11 a.m.) — Associate Justice Diosdado Peralta could not sit as acting chairperson of the Judicial and Bar Council (JBC) because that will counter the provision of the Constitution, a member from the House of Representatives said Monday.

Iloilo Representative Niel Tupas Jr.said they had a lengthy discussion last Friday if they will honor the Supreme Court decision favoring the appointment of a senior justice who did not apply for the position of Chief Justice to sit in the JBC.

The JBC is a constitutional body tasked to screen and submit a shortlist of nominees from which the President will make appointments to vacant judicial posts, including the position of Ombudsman.

The JBC thought otherwise as it stood by the decision to let retired Supreme Court Associate Justice Regino Hermosisima to lead the proceedings following the inhibition of Senior Associate Justice Antonio Carpio, one of the 22 contenders for the post vacated by Renato Corona last May 29.

“The Chief Justice sits as ex-officio member. If we say ex-officio, that’s by virtue of your office. If the Chief Justice inhibits, then the Supreme Court will no longer have representation. The Constitution never stated that an Associate Justice can sit there,” he said in a television interview.

Following tradition, the five most senior magistrates are automatically nominated for the post left by Corona, who was removed by the Senate impeachment court for incomplete declaration of cash assets tantamount to betrayal of public trust and culpable violation of the Constitution.

Carpio and Justices Presbitero Velasco Jr. Teresita Leonardo-de Castro and Arturo Brion accepted their nominations, while Peralta declined to be considered.

Peralta, 60, who was appointed by then President Gloria Macapagal-Arroyo in January 2009, was a former presiding justice of the anti-graft court Sandiganbayan. He is a known specialist in criminal law.

Citing Section 12 of the Judiciary Act of 1948, the court said on July 3 that in case of vacancy in the office of the Chief Justice of the Supreme Court, or of his inability to perform the duties and powers of his office, “they shall devolve upon the Associate Justice who is first in precedence, until such disability is removed, or another Chief Justice is appointed and duly qualified.”

“This provision shall apply to every Associate Justice who succeeds to the office of the Chief Justice,” the provision stated.

But the same decision stated that the eight-man body can still perform its mandated task of submitting the list of nominees to the President even if the constitutionally named ex-officio chair (Chief Justice) does not sit in it.

CITY OF SAN FERNANDO – Kapampangans and Latinos will celebrate the feast of the Nativity of the Blessed Virgin Mary and 56th Canonical Coronation Anniversary of Virgen de los Remedios on September 9 at the Cathedral of Our Lady of the Angels in Los Angeles, California.

Vidal Aguas, a Kapampangan expatriate living in the United States, said delegations in their national costumes, from different towns and cities of Pampanga, including representatives of Mexican and Spanish communities, will lead the afternoon procession.

Officials of this year’s hosts – Apalit and Mexico Pampanga Associations of Southern California – will present the garland to the Santo Cristo del Perdon and their ladies will bestow the crown to Pampanga’s patroness, Nuestra Senora de los Remedios. Sagalas, their escorts, school boys and girls will do floral offerings.

Pampanga Auxiliary Bishop Roberto Mallari, newly installed bishop of the Diocese of San Jose, Nueva Ecija, will preside in the solemn concelebrated mass.

Traditional sacred songs including romerias, Spanish and Kapampangan gozos honoring the Virgin will be performed by several choirs.

Filipinos’ devotion to Nuestra Senora de los Remedios dates back to the galleon trades between Mexico and the Philippines in the 1500s. The oldest Marian image was brought by Spanish missionaries and is enshrined at Malate Church in Manila.

CITY OF SAN FERNANDO– An executive of a financing firm who was shot in front of his house by still unidentified assailants is now in critical condition.

Initial reports provided by police identified the victim as one Edgar Mallari of San Fernando Subdivision in Barangay Sto. Niño.

Investigators said around 7:30 a.m. on Monday, Mallari was backing up his car from his garage when unidentified men wearing bonnets shot the victim thrice, one hitting him in the head.

Mallari was rushed to the Makabali Medical Center in this city where he is currently at the intensive care unit.

Operatives and investigators are still conducting follow-up operations and are looking at two angles.

“One may be related to his work and the other is regarding an alleged controversial land dispute in the barangay,” investigators said.

CITY OF SAN FERNANDO – Dr. Marcelo Jaochico, Provincial Health Office chief, reiterated his call for the public to remain vigilant on possible threats that might be brought about by water-borne diseases this rainy season.

“Inuulit ko yung warning natin lalo na sa residente dyan sa 4th District kung saan marami sa mga kababayan natin ang nakakaranas ng pagbaha. Mag-ingat po tayo sa mga sakit na pwede nating makuha dito,” Jaochico said.

He explained that if residents are not cautious this rainy season, there will be a high probability that they may suffer from various diseases.

Among the prevalent diseases during this season are dengue, leptospirosis, influenza and diarrhea.

In the City of San Fernando, a doctor who refused to be identified said there are about 40 dengue cases recorded in different villages here. This includes two fatalities from the villages of Sta. Lucia and Quebiawan.

In Sto. Tomas town, earlier reports recorded 30 individuals from Purok 1 in Moras Dela Paz village afflicted with dengue, with one casualty.

Mayor Joselito Naguit said the dengue outbreak is under control.

But a resident from Sto. Tomas said, “Dito po sa amin umabot na sa 40 ang nagkaroon ng dengue.”

“Isa pang dapat pag ingatan ng mga residente, lalo na yung nasa coastal towns, ay yung leptospirosis. Ito ay nakukuha sa ihi ng daga at posibling kumapit sa open wounds kapag lumulusong sa tubig baha,” Jaochico added.

“Residents from these flood-prone areas need to be properly informed on how the disease could be contracted,” the PHO chief said.
