Mayor calls for proper waste segregation

SANTO TOMAS – Mayor Joselito Naguit recently urged his constituents to observe proper waste segregation in order to reduce the volume of domestic garbage produced in this town.
“Buri kuna ring samantalan ing pamikatagun ayni. Anyaran ku kareng kabalen tamu keni Sto. Tomas na mag-segregate tamung basura para makasaup tamu king programa ng Nanay,” Naguit said.
The mayor said that with proper waste segregation, the hauling expenses will be reduced, to the benefit of the residents and Municipal Government.
Earlier, the Provincial Government advocated the establishment of material recovery facilities (MRFs) in different places in the province. But only a few villages have come up with their own operational MRFs.
This is despite the massive campaign on waste segregation including the establishment of clustered MRFs.
Governor Lilia Pineda also previously distributed dump trucks in all towns in the province to further bolster the campaign on waste segregation.
The junkshop workers, likewise, were given garbage carts or “kariton” as they are treated partners of the Provincial Government in solid waste management.

Ex-mayor: Let’s clarify terms before debate

BACOLOR — Former Bacolor mayor Romeo Dungca said he is ready to take on the challenge of incumbent mayor Jose Maria Hizon to face him in a debate that would tackle issues involving the town’s education and agriculture sector.
However, Dungca has a few exemptions.
“I am ready to clarify before each and every constituent here in Bacolor all the issues raised by Mayor Hizon. But before I do that I would like to guarantee everyone first that the incumbent mayor understands the difference between a scholarship program and his impression of what a ‘dole-out system’ is all about,” Dungca said.
Dungca’s reaction stemmed from a recent news report that quoted Hizon saying that his reasons for slashing the town’s scholarship fund from P3.5 million to P1.5 million was because the practice of providing scholarship programs to poor but deserving students makes Bacolor families dependent on a “dole-out system.”
“We want to teach people how to fish and I don’t want my constituents to be dependent on the dole-out system, that is why I am giving priority to those who want to till their lands for livelihood,” Hizon said.
“We all know that a dole-out is synonymous to charity. Hence, when the government fulfills its obligations to the people, take for example by assuring poor but deserving students a chance to get better education through a scholarship program, that is not and will never be charity,” Dungca explained.
Dungca stressed that “To engage in a debate at this point is simply inappropriate,” as he reiterated that Hizon was, perhaps, out of context because of his “over-enthusiasm.”
He said “Mayor Hizon should slow down and hold his horses before challenging me or anyone for that matter to a debate.”
“I am optimistic that the good mayor will eventually come to his senses and understand the difference between a scholarship program and a dole-out system. And until then, I believe that would be the appropriate time for us to discuss whatever platforms both of us have prepared for the people of Bacolor,” Dungca said.

Electric firm slammed for power rate hike

MABALACAT — Member-consumers of the Pampanga Electric Cooperative II (Pelco II) assailed the management of said electric firm for the sudden increase in power rates.
With most electric bills increasing by 100 percent this month, the consumers criticized the Pelco II management for not issuing prior notice for the said adjustments.
The Pelco II management increased the power rate from P8.70 to P10.20 per kilowatt-hour, a group of consumers said.
Pelco II Mabalacat Sub-station manager Mario Pangilinan declined to comment, saying he is not allowed to issue any statement regarding the decision of the management of the electric cooperative based in Guagua town.
However, Pangilinan furnished Sun.Star Pampanga a notice addressed to Pelco II customers regarding the Deferred Accounting Adjustment (DAAs) of the Energy Regulatory Commission (ERC).
The Pelco II management stated in the notice that on March 26, 2012, the ERC issued an order regarding the DAAs for the Recovery of Incremental Fuel and Independent Power Producer (IPP) Costs under the 13th to 17th Generation Rate Adjustment Mechanism and 15th to 16th Incremental Currency Exchange Rate Adjustment (Icera).
“Pursuant to the ERC decision, the National Power Corporation and Power Sector Asset and Liabilities Management Corporation (Psalm) are authorized to recover the DAAs effective March 26 to April 25, 2012 billing period,” the Pelco II management stated.
“Further it (ERC decision) directed successor generation companies (SGCs) to provide assistance to the said government agencies in implementing the recovery/ refund of the DAAs and act as billing agents,” the electric cooperative added.
Pelco II, in compliance to the ERC order, implemented the adjustments of 0.6904 per kilowatt hour effective in the June 2012 billing period.
“Pelco II will also act as billing and collection agents from the end consumers,” the notice indicated.

Landslide victims get shelters

ARAYAT — Landslide victims of Arayat town in Pampanga received on Monday permanent core shelters from the Department of Social Welfare and Development (DSWD).
Maribel Malang Blanco, a representative from DSWD regional office, Governor Lilia Pineda, along with other local officials, turned over some 57 permanent houses to the landslide victims in Barangay San Juan.
Blanco said at least P12.6 million has been spent in the project.
“Yung 57 permanent core shelters ay first batch pa lamang,” she said, adding that another 113 units are set to be constructed to cover all the families affected by landslide in 2009.
Earlier the DSWD provided P70,000 each for the housing materials totaling P3,990,000.
Pineda stressed that the labor cost for the construction was shouldered by the Provincial Government.
In 2010, the Provincial Government allocated some P5.7 million for the construction of 64 bunk houses.

Chief Justice applicants interview to start July 24

MANILA (Updated 12:13 p.m.) — Public interviews for those aspiring to become the next Chief Justice will begin a day after President Benigno Aquino III’s State of the Nation Address (Sona), a member of the screening body Judicial and Bar Council (JBC) said Tuesday.
Jose Mejia, who represents the academe in the eight-man JBC, said in a text message that they will hold interviews from July 24 to 27. Aquino will deliver his third Sona on July 23 to coincide with the opening of the last regular session of the 15th Congress.
“We will try to finish the interviews by that week. We have a self-imposed deadline of submitting a shortlist to the President by July 30,” Mejia said.
At the end of the period of application on Monday, 25 people including six incumbent justices of the High Court signified their intention to lead the Judiciary following the ouster of Renato Corona by the Senate impeachment court last May 29 for betrayal of public trust and culpable violation of the Constitution for failing to truthfully declare his peso and dollar accounts.
But the initial list of applicants will only be released to the public on Friday because the JBC still has to check if those who have conformed to their nomination passed the minimum requirements set by the Constitution.
Under Article 8 Section 7, a member of the Supreme Court must be a natural-born citizen of the Philippines, at least 40 years of age, and must have been for 15 years or more a judge of a lower court or engaged in the practice of law in the country.
A prospective magistrate should also hold the qualities such as competence, integrity, probity and independence.
The JBC will allow cameras and tape recorders in the room where interviews of the candidates are held, as well as live television and radio coverage of the proceedings.
This developed after the body decided last month to delete the prohibitions against the same contained in Section 5 of Rule JBC-10 or the “Rule to Further Promote Public Awareness and Accessibility to the Proceedings of the Judicial and Bar Council.”
Milagros Fernan-Cayosa, representative of the Integrated Bar of the Philippines (IBP) to the JBC, said they have yet to release the guidelines for the live media coverage.
She said photographers can only take shots before the start of the proceeding, while updates through social networking sites Twitter and Facebook are allowed. The accreditation of media personnel will be taken care of by the Supreme Court.
Aquino is required to name the new top magistrate 90 days following the vacancy or until August 27, which falls on the 53rd birthday of Justice Secretary Leila de Lima, one of the reported contenders for the post.
As of 4:30 p.m. Monday, the Supreme Court magistrates who have confirmed their nomination at the JBC aside from Senior Associate Justice Antonio Carpio were Presbitero Velasco Jr., Teresita Leonardo-de Castro, Arturo Brion, Roberto Abad and Maria Lourdes Sereno.
Among the magistrates who were automatically recommended, only Diosdado Peralta did not confirm his nomination.
The others who have confirmed, as of 3:27 p.m. Monday, were Presidential Commission on Good Government chair Andres Bautista; human rights lawyer Jose Manuel Diokno; Securities and Exchange Commission chair Teresita Herbosa; Solicitor General Francis Jardeleza; former University of the Philippines law dean Raul Pangalangan; former presidential aspirant Ferdinand Marcos-Pijao; Cagayan de Oro Representative Rufus Rodriguez; Comelec commissioner Rene Sarmiento; former UE Dean Amado Valdez; former Ateneo dean Cesar Villanueva; San Juan Representative Ronaldo Zamora; lawyers Katrina Legarda, Vincent Veloso; Vicente Velasquez, Rafael Morales, Manuel Siayngco, Amelia Tria-Infante and Soledad Cagampang-de Castro.

RH ‘not a magic wand’ vs child labor, maternal deaths

PROPONENTS of the proposed reproductive health (RH) law cannot claim that the measure will address both maternal mortality and child labor problems in the country, a senior legislator said Tuesday.
In a statement, Parañaque Representative Roilo Golez cited China and Nigeria — both of which implement RH laws — as having more alarming numbers of child workers than the Philippines.

In the latest report of the International Labor Organization (ILO), it estimated that there are 250 million children between the ages of five and 14 who work. Of the number, 61 percent are working in Asia.
“After decades of pro-RH, and one-child policy backed by a strong pro-abortion program and more than 10 years of 10 percent economic growth, China still has more than 10 million child workers. With that record in China, how can the pro-RH group call the RH bill a magic wand against child labor?” Golez asked.
The same ILO report stated that in as of October 2011, there were 5.49 million children at work in the Philippines, of which 3.028 million were considered child laborers and 2.462 million were reported to be exposed to hazardous child labor.
“What they don’t disclose is that child labor is a major problem worldwide, including in countries with strong RH and abortion laws especially in China, the model for RH of many RH advocates in the Philippines,” he added.
Golez also noted that pro-RH groups are listening to United Nations Population Fund (UNFPA), whose executive director and country head for the Philippines are both from Nigeria.
The legislator said that according to a report of the United Nations Children Funds (Unicef) on child labor, at least 15 million children under the age of 14 are working across Nigeria.
“On maternal mortality, Nigeria is a very high number nine in the world while the Philippines is a very low no. 76, yet the pro-RH group idolizes the UNFPA head who is from Nigeria,” Golez said.
“RH in Nigeria is apparently a big failure in the fight against child labor, maternal mortality and HIV,” he said.
Earlier, RH author and Albay Representative Edcel Lagman cited studies by the UNFPA, World Health Organization, and the United Nations Development Programme, which, he said, confirms that correct and consistent use of contraceptives will prevent maternal deaths.
Lagman emphasized that effective contraception leads to better birth spacing which translates to longer intervals between pregnancies; fewer births to very young or older women; and reduces the chances of malnutrition in mothers and therefore contributes to their overall well-being and the health of their children. Aquino to host dinner for Queen Sofia of Spain

MANILA – President Benigno Aquino III will be hosting a banquet in honor of visiting Queen Sofia of Spain and her delegation in Malacanang Tuesday.
The dinner is set at 6:30 p.m. in Malacanang’s Rizal Hall.
Queen Sofia arrived in the country Monday (July 2) for a five-day visit.
The purpose of her visit is to inspect the various development cooperation projects funded by the Spanish government through its development cooperation agency – Agencia Espanola de Cooperacion Internacional para el Desarollo (AECID).
She will meet with the officials of AECID-assisted projects in Manila and in the provinces such as in Legaspi City in Albay and Zamboanga City.
The Queen is also scheduled to visit the National Library, the National Museum, and the University of Santo Tomas (UST).
Queen Sofia was accompanied by Spain’s Vice Minister of Foreign Affairs Jesus Gracia Aldaz, Chief of Secretariat of the Royal Household of Her Majesty General Jose Cabrera Garcia, and other high-ranking officials from the Spanish Ministry of Foreign Affairs.
The Department of Foreign Affairs (DFA) earlier said that the Queens visit “is a reaffirmation of Spain’s commitment towards addressing the myriad developments and challenges the Philippines and the rest of the world are facing today.”
“It is a positive reflection of the Philippines’ long-standing and special partnership with Spain, most especially in the area of development cooperation,” the DFA added.
In 2011, the Spanish government’s official development assistance to the Philippines amounted to a total of 28.9 million Euros in grants and loans. The implemented programs and projects are aligned with the development priorities of the Aquino administration particularly in the areas of democratic governance and citizen’s participation, basic social needs, environment, culture and development, gender and development, and the prevention of conflict and peace-building.
Philippines-Spain relations have steadily grown through the years marked by sustained cooperation in the fields of education, culture, sports, agriculture and fisheries, tourism, energy, health, labor, social security, defense, and mutual legal assistance, among others.

Palace: US spy planes not provocation move vs China

A MALACANANG official said Tuesday that President Benigno Aquino III’s plan to ask the United States to deploy spy planes over the West Philippines Sea should not be taken as “provocative” stand against China.
In an interview with Reuters Monday, Aquino confirmed that he might be requesting for US P3C Orion spy planes to fly over the Scarborough or Panatag shoal, which has been a subject of dispute between the Philippines and China for several months now.

Chinese Foreign Ministry spokesperson Liu Weimin warned the Philippine government from issuing “provocative” comments that may aggravate the situation.
Presidential Communications Development and Strategic Planning Secretary Ramon Carandang said flyovers of US surveillance planes should not be seen as aggression toward China since there are no military components involved.
He said it is merely part of expanding the maritime monitoring capability of the Philippines at the West Philippine Sea.
“They are not meant to be provocative; they are merely meant to monitor our territory. There’s no offensive capability here. So this should not be viewed as a provocative statement,” Carandang said.
“There are civilian applications for taking photos, aerial photos. I’m sure you’re all aware of Google Earth. Nobody thinks that if Google Earth flies over Luzon or Scarborough then that’s going to be a provocation. They are basically doing the same thing. If ever, we’re just taking shots of the terrain. So it’s really monitoring,” he explained.
Last month, Aquino pulled out a lightly armed Philippine Coast Guard ship and a fishing vessel stationed around the Scarborough Shoal due to bad weather.
He ordered the conduct of reevaluation as to whether there is a need to redeploy ships to the shoal.
Carandang noted the US spy plane could be a boost to the current surveillance and monitoring being done by the government in the country’s territorial waters.
Aquino earlier admitted that the country has no aircraft with the same capability as the US P3C Orion to reconnoiter the disputed shoal.
Carandang said sending spy planes over Panatag shoal remains an option at the moment.
He, meanwhile, said that China should not be worried and there should not be an issue if the flyover of US spy planes will push through.
He added that no new treaties needed for the overflight since it is part of the US government’s commitment to assist the Philippines in its defense and monitoring capabilities.
“The President, in the same interview, also said that the Philippines has taken efforts to deescalate the situation — that effort continues. But I think in order for us to be able to properly deescalate, we also have to be able to monitor what’s happening in our territory,” he said.

Dutch disaster relief worker killed in Pampanga

MANILA — Police said a Dutch activist who heads a volunteer disaster relief organization has been fatally shot outside his office in a robbery.
Police investigator Menchu Nucup said Wilhelm Geertman had just stepped out of a car and was about to enter his home and office in northern Pampanga province’s San Fernando city Tuesday when two men on a motorcycle tried to grab his bag and shot him in the back.
She said the gunmen fled with the bag, which is believed to have contained about P1.2 million ($27,900) the 67-year-old had withdrawn after closing a bank account.
Geertman lived in the Philippines for more than 30 years, spoke fluent Filipino and was executive director of Alay Bayan Inc., which helps disaster victims. (AP)
Qualified and ‘truly’ independent Chief Justice sought

THE same standard demanded of deposed Chief Justice Renato Corona should be required by the Judicial and Bar Council (JBC) when it screens the 25 aspirants who accepted their nomination, a senior lawmaker said Tuesday.
Albay Representative Edcel Lagman, former House Minority Leader, said the JBC should recommend only the “most qualified and truly independent-minded” nominees.

The JBC is the screening body, which will recommend at least three names to President Benigno Aquino III, who will then appoint Corona’s replacement.
“The standards of not being beholden to the appointing power, impartiality, credibility and independence must constitute the same inflexible yardstick by which the President ought to measure the next Chief Justice,” Lagman said.
“What were perceived as the negative factors which rooted out Corona must be the same factors which must weed out potential errant nominees,” he added.
Corona was ousted after the Senate impeachment court in May voted 20-3, finding him guilty of untruthful declaration of assets and net worth.
Lagman also urged Aquino, who “campaigned publicly” for Corona’s conviction, to desist from appointing a nominee who actively participated in the impeachment trial of the former chief magistrate, either as prosecutor, judge or witness, or one who is perceived to have coveted the position of Chief Justice.
Among those vying for the post are acting Chief Justice Antonio Carpio, who was perceived as Corona’s rival, and Justice Secretary Leila de Lima, one of the witnesses of the House prosecution panel in the impeachment trial.
De Lima defended herself from accusations that she lacked independence due to her loyalty to the President.
“I was able to prove my independence when I headed an independent constitutional body and I can do that again. I can prove again my sense of independence and my capacity for independence if I join again another independent body (Supreme Court),” she told reporters.
Before her appointment to the Department of Justice, de Lima was chairperson of the Commission on Human Rights from 2008 to 2010, where she came out with statements critical of the Arroyo administration’s involvement and handling of rights abuses by the police and military.
President Aquino is required to name the new top magistrate 90 days following the vacancy or until August 27.
Meanwhile, one of the prosecutors in the impeachment trial of Corona said the President should also consider the “unknown” nominees outside the Judiciary.
“All of them are qualified. As we all know, the President has the political will to appoint even an unknown if he thinks he or she has a proven track record,” Citizens’ Battle Against Corruption (Cibac) party-list Representative Sherwin Tugna told reporters in a press conference.
Tugna added the live television coverage of JBC interviews scheduled to begin on July 24 will remove any public apprehension on the appointment to be made by Aquino.
“Apprehensions will be cured in the live TV coverage of the JBC selection process because there, the public will see if the nominees have competence, integrity and are sincere. Aquino cousin fit to become senator: Palace

MANILA — Malacañang has no doubt on the qualification of Paolo Benigno “Bam” Aquino IV, cousin of President Benigno Aquino III, to become senator.

Bam announced on Sunday his plan to run as senator in next year’s elections, saying that his move has the President’s “blessing.”

“Certainly, he is fit to be (a senator). He has his educational background to prove that he is capable. He is an awardee and he is a very active civic leader. Certainly he would be a welcome addition to the Senate,” Presidential spokesperson Edwin Lacierda said in a press briefing in Malacañang on Monday.

Lacierda, however, refused to confirm if Bam’s plan has the President’s approval.

The Palace spokesman added that he is not in a position to comment on matters regarding the Liberal Party (LP) deferring it to its members.

Bam said he has yet to decide whether to join LP or run as an independent candidate.

Transportation Secretary Manuel Roxas II, LP president, said the ruling party is considering to include Bam in its senatorial slate citing his “good track record as youth leader.”

Bam headed the National Youth Commission during the time of former President Gloria-Macapagal-Arroyo.

He is president of the Ten Accomplished Youth Organizations (Tayo).

He was chosen as one of the Ten Outstanding Young Men of the Philippines (TOYM) for 2010 in the category of Social Enterprise and Community Development.

Bam is the son of Paul Aquino, the youngest brother of the late Senator Benigno “Ninoy” Aquino Jr., and nephew of former senators Agapito “Butz” Aquino and Tessie Aquino-Oreta.

Filipino aid worker kidnapped in Kenya rescued

MANILA (Updated) — The Foreign Affairs department confirmed on Monday the rescue of a Filipino aid worker and his three colleagues who were abducted in a refugee camp in Kenya.

Glenn Costes and his colleagues were recovered in the Kenya-Somalia border, the Department of Foreign Affairs (DFA) said.

“The DFA just got a call from Philippine Ambassador Domingo Lucenario in Nairobi that at 1:40 p.m. (Manila time), he was informed by the Norwegian Refugee Council that they (aid workers) were recovered and are safe,” said spokesman Raul Hernandez.

The four rescued workers were brought to the Somali town of Dhobley and were expected to be flown to Nairobi, the capital of Kenya, to undergo medical checkup and debriefing on Monday.

“Ambassador Lucenario will meet with Mr. Costes upon his arrival in Nairobi and is prepared to extend assistance to him,” said Hernandez.

Four gunmen attacked on Friday a two-vehicle convoy of the Norwegian Refugee Council, killing one Kenyan driver and wounding two other Kenyans.

The gunmen took one of the two vehicles and four international workers: two from Canada, one from the Philippines and one from Norway. The group later abandoned the vehicle and began walking toward the Somali border.

Norwegian Refugee Council Secretary General Elisabeth Rasmusson was present during Friday’s attack but was not harmed or taken.

Rasmusson said Friday the attack happened on a main road toward the city of Dadaab in “what is recognized as the safe part of the refugee camp.”

The incident took place during the first day of the group’s aid work to the camp after they arrived from Nairobi.

A Kenyan police commander said the aid group originally arranged to have armed security travel but the group canceled it at the last minute.

Abdinasir Serar, a representative with the Ras Kamboni, a pro-government Somali militia, said his group heard of Friday’s kidnapping in Kenya’s Dadaab refugee camp and pursued the kidnappers.

Ras Kamboni fighters caught up with the kidnappers Monday morning about 60 kilometers (35 miles) inside Somalia.
