MANILA — Local oil firms announced on Monday a price-cut on their petroleum products effective Tuesdsay morning.

Effective 12:01 a.m. Tuesday, major oil companies Pilipinas Shell, Petron Corp., Chevron Philippines (formerly Caltex) and independent player Eastern Petroleum Philippines cut their respective prices of diesel by P0.30 per liter and kerosene by P0.40 per liter.

The rollback will bring down the fuel price average in Metro Manila to the following levels: unleaded, P48 per liter; diesel, P37 per liter and kerosene, P49 per liter.

The price rollback is the 13th consecutive since April.

As of this posting, other oil firms have yet to make similar announcements.

Last week, the same oil companies pulled down prices of premium gasoline (including unleaded) by P1.80 per liter, regular gasoline by P1.40 per liter and diesel and kerosene by P1 per liter.

Despite this week’s comparatively meager adjustments, the successive rollbacks have resulted to accumulated decreases of P10.50 per liter for premium gasoline, P11.55 per liter for regular gasoline, P8.90 per liter for diesel and P8.85 per liter for kerosene. (PNA/Sunnex)

IN line with President Benigno S. Aquino III’s anti-poverty programs, the government continues to provide power rate discounts to “lifeline” or marginalized electricity consumers.

Presidential spokesman Edwin Lacierda issued the statement during the regular press briefing in Malacañang on Monday following reports that various groups are appealing to the government to provide electricity subsidy to the poor following the increase of Manila Electricity Company (Meralco) electricity rates.

Lacierda reiterated that the Aquino administration’s position to ensure that the poor and the underprivileged sector of society would still be able to afford electricity services by giving discounts to low-income users of electricity until 2021.

Last year, the Chief Executive signed Republic Act 10150, an act that provides a 10-year extension of the lifeline rate implementation under the Electric Power Industry Reform Act (Epira) as a socialized pricing mechanism that benefits the marginalized end-users of electricity.

The Epira initially packaged the discounted rates for the marginalized end-users for 10 years or until June 26, 2011.

Under the lifeline subsidy scheme, residential consumers in the higher consumption bracket would have to pay extra cost as subsidy to their poorer counterparts.

Senate Joint Resolution No. 9, meanwhile, sought to extend the existence of the Joint Congressional Power Commission for another 10 years to “ensure that the goals and objectives of the Electric Power Industry Reform Act of 2001 and the Renewable Energy Act of 2008 are fully achieved.”

Last month, the Energy Regulatory Commission has approved Meralco’s petition for a maximum average price of P1.6303 per kilowatt-hour for distribution, supply and metering charges to different customer classes. (PNA/Sunnex)

THE Department of Health launched Monday the Rotavirus vaccination for infants and new benefit package under the Philippine Health Insurance Corp. (PhilHealth), which covers catastrophic illnesses, such as cancer and leukemia.

President Benigno Aquino III led the ceremony in Malacañang as he administered the vaccination of six infants aged 1 ½ months up to 3 ½ months. He was joined by Health Secretary Enrique Ona.

“To win this war on poverty, we must also turn our attention to public health and as we focus on the health of our country, the economy, government, the overall health of all Filipinos also remains a top priority,” Aquino said in his keynote speech.

“The rotavirus is the most common cause of severe diarrhea in infants and children below five years of age — or so I am told by Secretary Ona. We are aware of the dangers the diarrhea poses to anyone especially in severe cases,” he added.

The President said thousands of children suffer from diarrhea each year with over 3,500 cases leading to death.

“We can greatly reduce these numbers and the effort to do this has already begun. Today, we launch the rotavirus vaccines which are expected to contribute to our goal of safeguarding the health and well-being of Filipino children,” he said.

An estimated 700,000 infants belonging to families listed in the national housing targeting system for poverty reduction will be vaccinated with Rotavirus this year. These families lived in communities that have the highest morbidity and mortality rates from diarrheal diseases.

To date, Ona said the vaccines have been distributed nationwide to cover the beneficiaries.

Rotavirus is a virus that infects the bowels.

According to statistics of the World Health Organization, rotavirus is the most comment cause of diarrhea in infants and children, resulting in deaths of about 600,000 children and over two million hospitalizations worldwide every year. Recurrence of infections with different viral strains is possible, and approximately all children have had a rotavirus infection by the time they are five years of age.

Children acquire immunity to rotavirus after several infections with the different strains of the virus, Severe infection of rotavirus gastroenteritis is the leading cause of severe, dehydrating diarrhea, which can result to death.

“We are doing all these because we want to be prepared for this lingering threat; because we want to diminish that this condition poses to our children; and because we want to lessen the burden on our people who should not have to worry about their children dying from a highly treatable disease like diarrhea,” the President said.

‘Z benefits’

Aside from the Rotavirus, Aquino and Ona also witnessed the launch of “Z Benefits” the new benefit package of PhilHealth, which cover catastrophic illnesses, including early stage breast cancer, prostate cancer and childhood acute leukemia.

PhilHealth will pay P100,000 for breast cancer, P210,000 for standard risk childhood acute lymphocytic leukemia, and P100,000 for prostate cancer.

“For the first time in our history, PhilHealth now provides benefits that can cover the treatment of diseases that cost roughly 100,000 to 200,000 pesos. This represents a change in the way PhilHealth does business,” Aquino said.

“Instead of focusing on one claim or one treatment alone, the focus is on the patient himself. From the surgery to post-operation care and even to therapy, the Z benefit package provides full coverage for our countrymen suffering from dour illnesses, opening new doors to Filipinos in the margins or on the margins of society,” he added.

PhilHealth has allotted P3 billion for the Z benefit package for this year.

Twenty-two hospitals are contracted to provide the Z-benefit. These include Philippine Children’s Medical Center, Philippine General Hospital, Ilocos Training and Regional Medical Center, Western Visayas Medical Center, Southern Philippines Medical Center, Baguio General Hospital and Medical Center, Davao Regional Hospital, Vicente Sotto Memorial Medical Center, Rizal Medical Center, Northern Mindanao Medical Center, Bicol Medical Center, Quirino Memorial Medical Center, National Kidney Transplant Institute, Jose Reyes Memorial Medical Center, Batangas Regional Hospital, Cagayan Valley Medical Center, Jose B. Lingad Memorial General Hospital, Mariano Marcos Memorial Hospital and Medical Center, Dr. Paulino J. CITY OF SAN FERNANDO — Department of Agrarian Reform (DAR) Regional Director Teofilo Inocencio on Wednesday assured farmers in Pampanga of their “just share” on agricultural benefits from the government.
“Nagsanib pwersa na po ang mga ahensiya ng pamahalaan upang lalo pang mapag-igi ang pagbibigay ng supporta sa ating mga magsasaka sa ating probinsiya,” Inocencio said.
He is referring to the joint effort of DAR, Department of Agriculture (DA), Department of Environment and Natural Resources (DENR), and other allied agencies to provide intensified support services to the farmers in the province.
Included in the support services to be given are farm mechanization, farm-to-market roads and bridges, livelihood including livestock, and other technical assistance.
“Uunahin lang po natin ang mga organized groups ng mga magsasaka dahil madali na po para sa kanila ang makatanggap ng ganitong tulong mula sa ahensiya,” Inocencio added.
He said after the land distribution aspect of the Comprehensive Agrarian Reform Program (CARP), the farmers need to be given all-out support to maximize the potentials of the lands given to them.
“Magtuturo din tayo ng mga makabagong teknolohiya o pamamaraan upang lalo pang mapalaki ang ani ng ating mga magsasaka,” Inocencio stated.

MANILA, Philippines—The Supreme Court has granted judicial clemency to a Quezon City judge who was earlier fined for his failure to decide on pending cases within the period required by law.
In a full court ruling signed by Felipa Anama, deputy clerk of court, the high court approved Judge Ralph Lee’s request for judicial clemency, which would make him eligible for nomination or appointment to a higher post in the judicial department.
“As the penalty of fine we imposed on Judge Lee exceeds P10,000, he is disqualified for appointment to any judicial post or as Ombudsman or Deputy Ombudsman unless judicial clemency is granted by the court under … [JBC rule],” the ruling noted.
The high court said it “now deems it fair, appropriate and timely to open the door to Judge Lee to allow him to seek further opportunities in the judiciary.”
Lee, a former agent of the National Bureau of Investigation, is known to be aspiring for the position of former NBI Director Magtanggol Gatdula who has been relieved of his post.
In March 2009, the Supreme Court fined Lee P20,000 after finding out that he had left several cases undecided when he was promoted from Metropolitan Trial Court Branch 38 judge to RTC Branch 83 judge. The justices found Lee liable for his failure to decide the cases within the period required by law.
The court also warned Lee that the repetition of the same or similar offense would be dealt with more severely.
It noted that Lee’s monthly report on August 2005 stated that he had no more pending cases in the MeTC. However, the court administrator found out that there were eight cases that Lee had failed to decide which he did not include in his report.
In a request dated Feb. 1, 2012, Lee appealed for judicial clemency, saying he was now at the point of his career where he is qualified to aspire for a higher position in the judiciary.
He said the sanction imposed on him “precludes him from qualifying for a promotion in the judiciary, or from being appointed to any similar government office where appointment is governed by the rules of the Judicial and Bar Council.”
Lee gained fame in September 2009 when he used his jet ski to rescue over 100 people in Novaliches, Quezon City, who were stranded on rooftops due to the floods spawned by Tropical Storm “Ondoy.”
