Ramon Ang takes full control of San Miguel Corporation

Ramon S. Ang on Friday took full control of conglomerate San Miguel Corp. (SMC) after its chair, Eduardo Cojuangco Jr., sold a huge chunk of his stake in the diversified firm to his hard-charging protégé.
The deal—valued at P27.61 billion for an 11-percent stake in the country’s largest conglomerate—cements Ang’s hold on the company that he has been running as president and chief operating officer since 2007.
“This is good timing for ECJ (Cojuangco),” said Wealth Securities research head Bernard Aviñante.
“SMC has flourished under his watch and now accounts for a good percentage of our gross domestic product,” Aviñante said.
He said that under Ang’s management, San Miguel is now “in every growth sector of our country and still continues to be an investor [in major growth projects].”
The change in leadership takes on an impressive turn, however, when juxtaposed with Ang’s humble beginnings as a businessman.
Frequently mislabeled by friends and critics alike as having started out as an “auto mechanic,” Ang actually began his long ascent in the early 1970s, buying surplus car engines from Japan, refurbishing them and selling them at a profit.
“I would buy them for $50 and sell them for $100, for example,” he said in an earlier interview. He counted the members of Manila’s drag racing circuit as his clients, including one Mark Cojuangco, who introduced the young Ramon Ang to his father, Eduardo Cojuangco.
As is often related in business circles—whether accurate or apocryphal—the elder Cojuangco asked Ang to examine one of his prized cars that had broken down, and Ang was able to repair it. Thus started, as the story goes, a friendship that would eventually see “RSA” take control of San Miguel some four decades later.
While Ang has been running the day-to-day operations of San Miguel for several years now, Cojuangco’s influence has remained strong, with Ang regularly consulting his mentor before making major acquisitions or business deals, according to sources familiar with the conglomerate’s workings.
Cojuangco’s imprimatur was crucial when Ang, beginning in 2007, steered what was then Southeast Asia’s largest food and beverage firm into a slew of new investments in fields where it had no prior experience.
The move was met with skepticism by investors and market observers, many of whom were more comfortable with seeing the company protect its leadership position in the beer, softdrink and processed food businesses.
“When we started to diversify, people said I was crazy,” the 57-year-old told the Inquirer last month. “But when you look at how far we’ve come today, do you think we made the right move or not?”
According to Bloomberg, San Miguel has spent no less than $4.8 billion—funded by a mix of equity, debt and internally generated cash—for 24 corporate acquisitions since its diversification shift in 2007.
This figure excludes its recent $500-million acquisition of a 49-percent stake in, and management control of, flag carrier Philippine Airlines.
The change in leadership at the conglomerate also comes after the Supreme Court declared Cojuangco the rightful owner of a significant bloc of shares in San Miguel after years of dispute with the government.
Born in Manila on Jan. 14, 1954, Ang graduated from Far Eastern University in 1981 with a degree in mechanical engineering.
He was appointed president and chief operating officer of San Miguel in March 2002, following the retirement of Francisco Eizmendi.
In a 2009 Inquirer report, Ang said his relationship with Cojuangco “goes back as far as his humble beginnings as the proprietor of a small firm that specialized in reconditioning surplus engines.”
Apart from heading San Miguel Corp., Ang is also president and COO of PAL Holdings, Philippine Airlines, Trustmark Holdings Corp. and Zuma Holdings and Management Corp.; chair and CEO of Petron Corp., Petron Marketing Corp., and SMC Global Power Holdings Corp.; vice chair of Manila Electric Co., Ginebra San Miguel, San Miguel Pure Foods Co. and San Miguel Yamamura Haiphong Glass Co. Ltd. (Vietnam).
He also holds the position of chair and president in various other companies, including San Miguel Properties, San Miguel Electric Corp., San Miguel Energy Corp., Lode Mining Ventures Corp., Bell Telecommunication Phil., San Miguel Beverages and San Miguel Holdings Corp.
Ang also chairs San Miguel Brewery, San Miguel Foods, San Miguel Paper Packaging Corp., and South Luzon Tollway Corp.

Carpio eyes top Supreme Court post

Acting Chief Justice Antonio Carpio on Friday said he would accept his nomination as Chief Justice of the Philippines.
“I will not turn down any challenge to lead the judiciary if given the opportunity,” Carpio told reporters after speaking at the Integrated Bar of the Philippines-Central Luzon regional convention in Clark Freeport, Pampanga.
“It’s part of my work,” Carpio said. “There’s no reason for me to depart from my work.”
In his speech, Carpio spoke about reforms needed in the judiciary that, it is now understood, he would introduce if named Chief Justice.
Carpio spoke about the need to decongest the dockets, integrity and independence of judges, transparency and accountability in the judiciary, infrastructure needs of the judiciary, compensation of judges, court administration, and training for judges.
Of those, clogged dockets should get priority attention because delays in trial and decision “impair social justice, hinder economic development and erode public confidence in the justice system and ultimately in the entire government,” Carpio said.
Case management
To end this problem, Carpio suggested the adoption of a computerized case management system for all courts. The Court of Appeals has adopted the system, he said, and it has proved to be a success.
Carpio also recommended the creation of permanent administrative tribunals to expedite cases involving judges and justices. At present, he said, only temporary investigative bodies handle such cases.
“The leaders of the judiciary must lead by example,” Carpio said. The Chief Justice and associate justices, he said, must be the “embodiment of integrity and independence”—models for the rest of the judiciary to follow.
He said the JBC “must give greater weight to decisions of applicants who seek promotion to the judiciary,” as these are “evidence of the competence, integrity and independence of judges and justices.”
Automatically nominated
Asked if he would seize the opportunity if nominated, Carpio replied, “Abangan [Just wait for it].”
Carpio has not been nominated by anyone, but as the most senior Supreme Court justice he is automatically nominated together with the next four most senior justices on the court: Presbitero Velasco Jr., Teresita Leonardo-De Castro, Arturo Brion and Diosdado Peralta. Of the five, only Brion has accepted his nomination.
The Judicial and Bar Council’s deadline for the nomination and application for the position of Chief Justice is on Monday, July 2.
ABS-CBN News on Friday quoted Carpio as saying he would send his acceptance to the JBC in time for the deadline.
Carpio has been serving as acting Chief Justice sinceMay 29, when the Senate removed Renato Corona from office after a 44-day impeachment trial. Corona was convicted of culpable violation of the Constitution by not declaring $2.4 million and P80 million in bank deposits.
Asked how nominees and candidates for Chief Justice should be screened and chosen, Carpio replied: “You have to look at the record of a candidate. All of us (Supreme Court justices) are appointed by the President. But it doesn’t mean that all those appointed by the President are loyal to him. They should be loyal to the Constitution.”
Asked if political factors could affect the choice, Carpio said: “None so far. We’re very tranquil about these things.”
Marquez nominated
Meanwhile, the Supreme Court’s most senior career officer, Court Administrator Jose Midas Marquez, has become the latest to be nominated as Chief Justice.
Marquez has been nominated by a certain Egay Bigay, who also has nominated Executive Secretary Paquito Ochoa Jr.
Like Ochoa, Marquez also declined his nomination.
“Thank you for the nomination, but I will have to decline,” Marquez said yesterday in a text message to reporters. “I lack the wisdom, qualities and experience to be a Chief Justice.”
According to the JBC list issued at 3:45 p.m. yesterday, the number of individuals who had applied and who had accepted nominations for Chief Justice stood at 16.
The latest to accept a nomination was University of the East law school dean Amado Valdez.
Aquino gets list July 30
Sen. Francis Escudero, one of four ex-officio members of the JBC, said on Thursday that he expected the number of aspirants to climb as the deadline neared.
“There will be more nominees and more applicants, which is good so that we have more choices,” Escudero told reporters after he addressed the IBP-Central Luzon chapter’s convention at Clark.
At the close of the July 2 deadline, the JBC will publish the names of the qualified aspirants, Escudero said. The aspirants will be interviewed and made to submit requirements.
Escudero said he would require the aspirants to sign waivers that would allow the government to inquire into their bank deposits and records.
When these are completed, he said, the JBC would deliberate, vote and submit to President Aquino a list of at least three nominees on July 30. Mr. Aquino will choose the next Chief Justice from that list.
Chavez’s challenge
Escudero said the JBC would continue working unless stopped by the Supreme Court on the question of composition.
Former Solicitor General Francisco Chavez is questioning the presence of two congressional representatives—one from the Senate, the other from the House of Representatives—in the JBC when the Constitution requires only one.
Escudero dared Chavez to raise the question to the Supreme Court. Chavez has said he will.
Escudero welcomed the prospect of a tussle in the Supreme Court. “At least this issue would be clarified,” he said in Filipino. “I have no problem with this and I will abide by whatever decision is reached.”
Still reluctant
Justice Secretary Leila de Lima, one of the nominees, said she could not decide whether or not to accept her nomination. She had said she could not imagine herself being a member of a collegial body, but she was “hesitant, reluctant” to accept or decline her nomination.
Lawyer Roan Libarios, president of the IBP, said the organization was looking at the leadership qualities of the nominees and applicants.
“If there is a big resentment against him, he cannot be an effective leader of the judiciary, he cannot inspire reforms,” Libarios said. “He should be someone who could unify the judiciary, not divide it.” With a report from Tonette Orejas, Inquirer Central Luzon

Boy electrocuted in school

A BOY was electrocuted while two others were wounded when the primary lines of National Power Corporation (NPC) exploded inside the President Ramon Magsaysay Elementary School in Castillejos, Zambales.

The fatality was identified as James G. Sanchez, 8, of San Pablo, Castillejos, Zambales.

Taken to the nearest hospital for treatment were Jose Genedy San-chez, 24, and Rosandy Labrador Gutierres, 7, Grade 2 student.

A report from the National Disaster Risk Reduction and Management Council (NDRRMC) said the incident occurred at around 4:30 p.m. yesterday inside the annex building of the school in Bgy. San Juan.

Initial investigation revealed that the victims were inside the school premises when the primary line of NPC exploded, hitting the victims.

The victims were taken to James L. Gordon Hospital in Olongapo City.

Authorities are conducting follow-up investigation into the incident.

2 arrested for selling drugs in front of bgy hall

Supt. Rodney Baloyo, chief of police here, identified the suspects as Antonio Pargas, 41, who was charged with possession of shabu, and Raymond Estacio, 21, who also faces charges of possession of dried marijuana leaves. Both suspects are residents of Bgy. Murcia, Concepcion, Tarlac.

The two were arrested while policemen were chasing Erick Manguera, who was selling shabu in front of Mamatitang Barangay Hall on MacArthur Highway.

The undercover policemen were able to buy a sachet of shabu from Manguera using a marked P500 bill. But in the course of the struggle, Manguera was able to run away and escape.

While chasing him, the policemen chanced upon Pargas and Estacio whom they noticed to be holding illegal drugs.

Farmer, roomboy held for selling shabu

A FARMER and a lodging house roomboy, who were selling shabu on the side, were apprehended by the Philippine Drug Enforcement Agency (PDEA) during separate buy-bust operations in General Santos City and Koronadal City last Tuesday.

PDEA Director General Jose Gutierrez, Jr. identified the suspects as Salindatu Donding, 28, a farmer residing in Libungan, Northern Kabuntalan, Maguindanao; and Arnold Villan, 28, residing in Purok Bayanihan, Barangay Sta. Cruz, Koronadal City. Villan is a drug personality included in the Regional Order of Battle.

A planned drug transaction between Donding and a PDEA undercover agent was hatched along Fast Lane, Bulaong Avenue, Barangay Dadiangas North, General Santos City. After Donding received the marked money in exchange for a plastic sachet of shabu, elements of PDEA Regional Office 12 (PDEA RO12), under Director Aileen Lovitos, immediately swooped down on the suspect. Further search on Donding yielded additional three plastic sachets of shabu.

In Koronadal City, another team from PDEA RO12 arrested Villan after he sold one plastic sachet of shabu to a poseur-buyer inside a lodging facility along Purok Bayanihan, Barangay Sta. Cruz. Also recovered from him were another three plastic sachets of shabu and assorted drug paraphernalia.

“Villan had already been the subject of careful casing and surveillance operation by PDEA RO12 because of his modus in transacting illegal drug business. He capitalized on the strategic privacy presented by the nature of the establishment (lodging house) where he worked as a roomboy,” Gutierrez said.

Donding shall face charges for violation of Section 5 (Sale of Dangerous Drugs) and Section 11 (Possession of Dangerous Drugs), Article II of Republic Act 9165, or the Comprehensive Dangerous Drugs Act of 2002, while charges for violation of Section 5, Section 11 and Section 12 (Possession of Drug Paraphernalia) are being prepared for filing in court against Villan.

Councilor bats for strategic infra buildup

SAN Miguel, Bulacan, — “I thank the national government for turning a friendly card on more strategic and development-oriented infrastructure support for the people of this town.”

First term Municipal Councilor Marivee Mendez-Coronel of San Miguel has this to say for the favorable action national line agencies had taken on the long-pending infrastructure projects for select barangays of the town, in an interview with local media personnel.

Coronel, who had just been inducted to the ruling Liberal Party of the Philippines this week, welcomed the positive response of concerned agencies on her petition to finally approve the budget and programs of work for a strategic bridge and school buildings. It was through her intervention and relentless lobby that these most-sought-after development projects for the people of San Miguel were approved for implementation late this year.

Emphasizing the need for more infrastructure projects to support education, agriculture and trade and industry in San Miguel, Coronel recalled how residents of Tartaro and neighboring communities almost lost hope in ever realizing their dream of accelerating development in their communities.

Coronel said the national government approved not only a bridge pass for human traffic, but a two-lane presidential bridge, wide enough to accommodate transport traffic to and from Tartaro, Masilipit, and neighboring barangays, whose people were used to traversing longer routes to get to the town proper.

The young legislator also announced the construction of two new school rooms in Tartaro Elementary School, to pioneer the kindergarten program of the Department of Education (DepEd) under the K to 12 initiative. The rooms were courtesy of the AGAPP Foundation of presidential sister Pinky Aquino-Abellada.

The rising councilor, known for her unrelenting initiative to facilitate strategic infrastructure buildup in this Bulacan town, also announced plans to build a two-storey building which would host an office and the records section of Camias Elementary School, a facility known to be flood-prone.

She said the two-storey building, courtesy of the DepEd through Secretary Armin Luistro, would ensure that important documents of the school would be protected from the threat of rain and floods during the rainy season.

Bishops tag politicians in kidnappings

TWO Catholic bishops from Mindanao yesterday tagged politicians as the brains behind the spate of kidnappings in the region.

Cotabato Bishop Jose Colin Bagaforo and Basilan Bishop Martin Jumoad said kidnapping is especially common in Mindanao when election is near.

Bagaforo said kidnapping is a profitable business for politicians who want to raise funds for their campaign.

“Money is needed for the coming elections. There are many accusations that kidnapping is part of politics,” he said over the radio.

Jumoad also expressed similar opinion.

“That’s also my belief. Every time election is near, kidnappings continue. That’s their way of raising funds,” he said.

The church officials called on the authorities to step up efforts in resolving kidnapping cases in the region.

They said if the government is committed in solving the problem, kidnapping incidents in Mindanao can be stopped.

Jumoad advised the individuals, especially businessmen, to be vigilant and have security personnel to protect them.

Pineda lauds Fil-Chi traders in Pampanga

CITY of San Fernando, Pampanga — Gov. Lilia G. Pineda lauded a group of Filipino-Chinese businessmen for their never-ending support to the province’s educational program by constructing more public schoolbuildings.

Pineda was very thankful after learning that the Filipino-Chinese Chamber of Commerce and Industry Inc. led by Eddie Chua has constructed four more schoolbuildings in the towns of Arayat, Bacolor, Minalin and Macabebe.

Provincial Board Members Monina “Monz” Laus (3rd district) and Ricardo Yabut (4th district) also thanked Chua’s group, saying the new schoolbuildings will serve as the strong foundation of the provincial government in their commitment to public-private partnership.

Chua, president of San Fernando Filipino-Chinese of Commerce, said that province-wide, they have initiated the construction of over 200 classroom buildings benefitting thousands of schoolchildren.

“These include the four-newly inaugurated schoolbuildings in Guemasan Elementary School (Arayat), Cabalantian National High School (Bacolor), Sta. Maria Elementary School (Minalin) and Batasan Elementary School (Macabebe),” Chua said.

Chua said that his group believed they may achieve more success in life particularly in their businesses if they would share what they had to people and communities in need.

“Naniniwala kaming mga Tsinoy na higit na matatamo ang tagumpay kung matututong magbigay sa mga nangangailangan at sa komunidad,” Chua said.

Laus has expressed the heartfelt gratitude of the provincial government for the support of Filipino-Chinese businessmen in the province in providing quality education for the Kapampangans, given the fact that the government cannot sustain all the needs of public schools.

Yabut for his part said maintaining good relationship with private sector is pivotal in public service as it would send a strong message of good partnership in development like what the Filipino-Chinese did.

The head teachers of the four elementary schools also expressed their gratitude to FCCCII, saying this effort may respond to the problem of the Department of Education (DepEd) of lack of classrooms.

All over the country, Filipino-Chinese group has constructed 5,000 school- buildings for the benefit of poor children in public schools.
