Old man found floating on river

HERMOSA, Bataan- The body of an old man who might have fallen from a hanging bridge in a village in Dinalupihan, Bataan was found floating and recovered at the Almacen river in Hermosa town Tuesday morning.

Roberto Manalansan said they last saw their father, Vicente Manalansan, 74, at 12 midnight of Monday while sleeping in their house in Barangay Pentor in Dinalupihan. He said that his father had the habit of leaving the house unnoticed at dawn.

“Ulyanin na ang tatay ko at maaaring tatawid sa tulay,” he said, discounting any foul play.

From the house, the old man might have walked towards the hanging bridge which is less than 100 meters away.

The victim apparently fell from the bridge down the river and drowned. The body was pushed by strong current towards the river of the next town of Hermosa.

Police said barangay officials noticed a body floating and carried away by fast current in the river at 10 in the morning of Tuesday.

The officials with the use of a motorized banca caught up with the body at the portion of the Almacen river in Sitio Macera in Barangay Almacen.

When recovered, the victim wore a blue T-shirt and black underwear.

Mayor says: Camiling town is no drug source

CAMILING, Tarlac—Mayor Neil Agustin vehemently denied that this town is one of the sources of illegal drugs being brought for distribution to nearby provinces like Pangasinan, Baguio City and Ilocos Norte contrary to what Philippine Drug Enforcement Agency Region 1 director Edgar Apalla allegedly told reporters recently.

Agustin reacted after a daily broadsheet quoted Apalla as saying that he told journalists that Dagupan and Urdaneta became transshipment points of drugs coming from Metro Manila, Cavite, Bulacan and this town.

“Nabigla nga kami sa statement na yan ni Apalla kaya we are planning to talk to him to clarify what is his basis for dragging the name of our town,” Agustin stressed.

He added that of all the municipal mayors in the province of Tarlac, he is the only one who has a serious campaign against illegal drugs’ problem leading to the arrest of the topmost drug personality in the north, Abenardo Punzal and his agent in 2010.

Punzal was killed in a vehicular accident in Zarragosa, Nueva Ecija just recently.

Agustin also relayed that 1st district Congressman Henry Cojuangco reacted to the news saying it must be corrected because this would be damaging to the image of the province of President Benigno Aquino III.

Chief Inspector Diosdado Lagasca, chief of police of Camiling, said that Apalla’s allegation is baseless adding that the truth is it’s the other way around because many of the drug dealers they arrested were from Region I particularly Pangasinan.

Undersecretary Jose “Sonny” Gutierrez, PDEA chief, said that Tarlac only served as drop-off point, with the drugs not necessarily come from this province.

“Dumadaan lang ‘yan sa Tarlac pero hindi dyan ‘yan galing,” Gutierrez explained. ”Perhaps Apalla was misquoted by reporters,” he added.

No arrest warrant for Chavit’

ANGELES CITY – Where’s newspaper columnist Venerando “Bernie” S. Chavit, suspect in the killing of his pregnant wife and her lover at their residence here on April 17?

Police investigators remained clueless on Chavit’s whereabouts after filing multiple murder case and charges in connection with the stolen motorcycle owned by his wife, Girlie David-Chavit, 42, before the Angeles City Prosecutor’s Office a few days after the crime.

In an interview late Wednesday afternoon, city police director Senior Supt. Rodolfo Recomono disclosed that police have yet to receive a resolution from the prosecutors on the charges they filed against Chavit in connection with the murder of Girlie and her alleged lover, Ernesto Del Rosario Briones at Chavit’s house in Timog Park Homes, Pampang. Both victims were Angeles City hall workers.

“As a result, we have no warrant of arrest for Bernie Chavit yet,” added Recomono, stressing that they can’t arrest Chavit if they see him.

Chavit, columnist and contributing editor of the Angeles City-based Central Luzon Times weekly, vehemently denied killing his wife and her lover. Girlie was believed to be seven months on the way.

Chavit sent surrenders feelers a few days after the incident but remained missing.

He said “I am somewhere in Metro Manila” during the interview over GVFM 99 on April 18, a day after the killings.

He reportedly fled using his wife’s motorcycle parked in the garage after committing the crime. The motorcycle was later found abandoned in nearby Porac town.

Police said one of Chavit’s two children with Girlie had seen the suspect argued with their mother before killing her and Briones in their own bedroom just before 6:00 a.m.

BALANGA CITY- A young man was electrocuted after he accidentally stepped on a built-in electric socket while watching the coronation night of a beauty pageant Tuesday night at a big commercial building in Balanga City.

Eduardo Chavez, Sr., an auto electrician, said that his son, Eduardo Chavez, Jr., 22, stepped on a live wire at the second floor of the mall. “Mabuti na lang walang nadamay, sinarili na lang ng anak ko,” he said.

“Sana matulungan niyo kami, kagagraduate lang ng anak ko, mataas ang pangarap niya,” the father said sobbing.

He said his son just graduated from a course in automotive.

Police said the victim together with two friends were at the second floor of the building watching at about 9:10 in the evening the beauty pageant at the first floor.

“The friends noticed the victim shaking with his left foot stepping on a built-in socket located at a portion of the second floor,” police said.

Chavez was rushed to the nearby St. Joseph Hospital but an attending physician declared him dead on arrival “due to cardiac arrest secondary to electrocution.”

40 provinces pass resolutions vs. Mining Act of 1995

CLARK FREEPORT- Albay Gov. Joey Salceda reported here yesterday that at least 40 provincial governments nationwide have resolutions “against the spirit of the Mining Act.”

In an interview, Salceda, who was guest speaker in the 4th national conference of private sectors members of the Regional Development Councils, expressed hope that the resolutions would eventually convince the government to scrap the law which was passed way back in 1995 and spawned big mining operations all over the country.

Salceda is also chair of the Luzon Development Coordinating Council (LDCC) and chair of the Regional Development Council (RDC) in the Bicol region.

“There’s enough ground (for Congress) to scrap the law,” he said, noting that the poorest provinces in the country are those that host significant mining operations, citing the case of Camarines Norte, Masbate, Zamboanga del Norte, and Benguet.

“Mining has nothing to do with development,” he stressed.

Salceda noted that the income the country derives from mining is insignificant at about two percent amid environmental degradation wrought by mining operations.

“If we talk about P5 billion we earn, what about the P15 billion they cart off?” he asked.

Among the provinces which have passed resolutions against mining is Salceda’s Albay. The resolution, passed last year, declared that mining ban in the province was needed as mining activities “indubitably jeopardize the environment and deplete the province’s mineral and natural resources.”

Salceda also expressed opposition to a proposed Executive Order which Executive Secretary Paquito Ochoa said was already submitted to Pres. Aquino for consideration.

The EO would create a mining council to “harmonize the conflicting interests of the mining industry, local and national governments, and environmental advocates.”

“That EO is anti-LGU (local government units). It’s a reversal of the Constitution, and is anti-subsidiarity and anti-local preference” he said, noting that it would virtually impose on local governments mining policies even against local interest.

VM calls for private partners for climate change programs

CLARK FREEPORT — Vice Mayor Vicky Vega Cabigting called on private sector representatives and local government officials to entertain public Public-Private-Partnership (PPP) projects that are geared towards climate change mitigation.
This was Cabigting’s statement during the recent 4th Conference of Private Sector Representatives (PSRs) of Regional Development Councils in the country held at the Holiday Inn here Saturday.
The event, attended by private and government stakeholders, seeks to serve as an avenue for exchange of views among PSRs.
Cabigting, who welcomed the participants during the event, said that private sector leaders play a vital role in the development of programs that aims to address concerns about climate change.
She said private sector leaders can take the initiative of spearheading green programs on reforestation, garbage to energy projects, go-green business ventures among others.
“The private sector can partner with government with these projects which we believe can greatly boost the initiatives for climate change mitigation in our respective regions,” Cabigting said.
Cabigting added that the private sector can also start the initiative in taking climate change issues as part of their respective corporate social responsibility program.
Pampanga Chamber of Commerce and Industry (PamCham) vice chairman Rene Romero said Cabigting’s proposals are very timely and would surely be welcomed by the private sector.
In Pampanga, Romero said PamCham had been continually urging businesses to include environmental advocacies as part of their corporate social responsibility programs.
However, the private sector here has yet to partner with any government agency or local government unit on climate change programs or any sustainable profit oriented green project for local communities.

Palace: DENR, PPA to answer SC writ

MANILA, Philippines – Malacañang said yesterday proper government agencies would answer the Supreme Court’s writ of kalikasan against Environment and Natural Resources Secretary Ramon Paje, a mining company and the Philippine Ports Authority (PPA) to stop them from cutting trees to build a seaport in Zambales.
“I understand that the seaport is being undertaken by the mining company. I have spoken to Secretary Mon Paje about it. They have been asked to comment by the Supreme Court (SC) so may I… beg your indulgence that we would just rather (let) the government, through the OSG (Office of the Solicitor General), answer the writ ofkalikasan in the Supreme Court,” presidential spokesman Edwin Lacierda said.
Lacierda said the project was approved by the PPA “so maybe there’s gonna be an issue on the project itself.”
Chinese mining firm LNL Archipelago Minerals Inc. is currently in hot water for allegedly leveling a mountain and chopping down trees to build a seaport for shipping chromite-rich soil from the Philippines to China.
Paje said on Wednesday that the company’s mining license might be canceled if it defies a department notice of violation asking it to “cease and desist from further construction and development.”
Paje said his department, through its Zambales regional office, issued the notice of violation last June 1 because investigation found the company failed to plant trees and secure a permit to cut trees.
The investigation also found that LNL Archipelago failed to secure a permit to operate an air pollution source and control installation, designate an air pollution control officer, submit a self-monitoring and compliance monitoring report, and conduct marine sampling.
The mining company leveled trees beyond the scope of its project and did not post its environmental clearance certificate, according to the Department of Environment and Natural Resources.
The notice can be lifted if the company rehabilitates the affected areas.
“We will follow procedure. If warranted, we will revoke their license,” Paje said. “We also furnished Congressman Palmones a copy of the notice. We will require another investigation if that will help resolve the issue.”
The SC granted the writ of kalikasan upon the petition of Agham party-list Rep. Angelo Palmones.

MANILA, Philippines – Filipinos will experience good weather this weekend, as no weather disturbance was forecast to affect the country in the next three days, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said.
However, the southwest monsoon will still bring occasional rains over northern and central Luzon, becoming frequent rains over the western section, according to PAGASA administrator Nathaniel Servando.
The rest of the country, including the National Capital Region, will have generally good weather, except for isolated rainshowers and thunderstorms until Sunday, Servando said.
“The southwest monsoon is expected to affect the western part of northern Luzon but it is weakening as storm ‘Talim’ (local name ‘Carina’) is gone,” he said.
Storm “Carina” grazed the northernmost part of the country on Wednesday, inducing monsoon rains over northern and central Luzon before heading to Taiwan.
Meanwhile, PAGASA spotted a low pressure area 270 kilometers east of Surigao del Sur as of 2 p.m. yesterday. But Servando said it was expected to dissipate within the next 24 to 48 hours.

MANILA, Philippines – Militant groups on Friday asked Philippine National Police (PNP) chief Director General Nicanor Bartolome to explain for allegedly allowing US intelligence agents interrogate its high-profile detainees at the national police headquarters in Camp Crame.
“The public wants to know the real score about the presence of these American intelligence experts inside the detention cell in Camp Crame, nothing more, nothing less,” Pamalakaya chairman Fernando Hicap said.
Hicap said that Alan Jazmines, a political prisoner, revealed in a letter to rights group Karapatan that agents from the Federal Bureau of Investigation and other US intelligence agencies are allowed to interrogate detainees at the PNP Custodial Center in Camp Crame.
Hicap urged Bartolome to admit to the public who allowed the US intelligence agents to “hold office” at the PNP Custodial Center and interrogate police detainees.
He said that Jazmines, a political consultant of the National Democratic Front of the Philippines (NDFP) in the peace talks, also claimed that three of the prisoners detained at the facility were Indonesians arrested in Malaysia and Indonesia, and brought to the prison facility in the country allegedly at the behest of the US government.
He alleged that the Indonesians were been given false Filipino identities to ‘legalize’ their detention in PNP custodial center.
“The absence of a formal treaty allowing such operations makes such spy operations and renditions illegal even from the point of view of the laws of the reactionary Philippine government,” Jazmines said in his letter.
Pamalakaya and Anakpawis have called on Congress to conduct an inquiry into Jazmines’ claims.
