Solid waste recycling needs gov’t support, incentives

Manila, Philippines – The recycling of plastic and other solid waste should be given government support as it is a sustainable way of keeping trash out of the waste stream and is a more productive option to an outright ban on plastic.
Speaking at the 1st Innovation Fair of the Samahan sa Pilipinas ng Industriyang Kimika last Monday, Crispin Lao, one of the private sector representatives in the National Solid Waste Management Commission, said recycling should be supported and practiced by the community.
He said proper solid waste segregation, recovery and recycling are mandated under Republic Act 9003 or the Ecological Solid Waste Management Act of 2000. However, 10 years after it was passed, the mechanisms and incentives of the program have yet to be properly enforced, hence the objectives of the act have remained unrealized, he added.
“Recycling of solid wastes, whether plastic or paper, is climate smart because when you take them out of the waste stream they can still be turned into new products,” said Lao, former president of the Philippine Plastic Industry Association (PPIA).
“Why leave plastic in the waste stream when there are so many applications for plastic?” he asked.
The commonly known applications for plastic trash are consumer items such as basins, buckets, tables and chairs. But plastic can also be converted into fuel, or when mixed with cement can be made into hollow blocks. Asphalt mixed with plastic is said to make road pavements stronger.
Lao said the PPIA is working with the Archdiocese of Manila, various malls and other non-profit organizations to collect garbage for recycling.

Rotating brownouts threaten Luzon as power plants shut down

A spate of rotating brownouts is threatening to hit Luzon as the available power supply swung to low, precarious levels on Thursday.
Based on the data from the National Grid Corp. of Philippines, the Luzon grid’s power supply reserves remained “thin” at only 101 megawatts, putting the island on yellow alert, which meant that any further outage, even from a single power plant could already cause brownouts.
This power supply situation runs contrary to previous pronouncements that the Luzon grid enjoys a healthy buffer of about 1,700 MW to as much as 2,000 MW on any given day.
In a phone interview on Thursday, Energy Undersecretary Josefina Patricia Asirit explained that the drastic reduction in power supply reserves was caused by the outage of several critical facilities.
According to Asirit, one unit of the Sual coal-fired power plant in Pangasinan tripped on Thursday, removing 550 MW of supply from the grid. The repair for this unit can take six to eight weeks to complete, which means that this will coincide during the Malampaya shutdown next month.
“We’re still checking if the Sual unit can run at a limited capacity, maybe lower than 550 MW, while repairs are ongoing,” Asirit said.
This is the second time this month that a unit at the 1,200 MW Sual plant had bogged down. This facility is currently owned and operated by Team Energy, but the contracted capacities and fuel requirements are being managed by highly diversified conglomerate San Miguel Corp.
Further aggravating the power supply woes in Luzon is the shutdown of the 300-MW unit at the Calaca coal-fired power plant in Batangas. Asirit, however, said they were hoping that repairs would be completed soon.
A 382-MW unit at the Pagbilao coal plant in Quezon is also out, but due to a scheduled preventive maintenance. According to Asirit, many facilities are starting to undergo their respective maintenance repairs this rainy season, when power demand usually declines given the cooler weather.
The Pagbilao facility is also owned and operated by Team Energy but the contracted capacity is being managed by Aboitiz Power Corp.
Also out is the 350-MW unit at the Malaya thermal power plant in Rizal as the government moves to build up fuel inventory in preparation for the shutdown of the Malampaya gas field off Palawan from July 13 to 21.
“We’re hoping that everything will come together in time for Malampaya shutdown, that all these facilities will be online by then,” Asirit said.
This nine-day shutdown will affect the operations of the three gas-fired power plants in Batangas, which currently provide roughly 40 percent of Luzon’s electricity requirements. These facilities are the 1,200-MW Ilijan, 1,000-MW Sta. Rita and the 500-MW San Lorenzo gas plants—all of which are expected to use the more expensive liquid condensates during the shutdown period to ensure continued operations and stable power supply.

Enrile warns Aquino against putting Arroyo in regular jail

Senate President Juan Ponce Enrile on Thursday warned the Aquino government against mistreating former President Gloria Macapagal-Arroyo, noting that she has not yet been convicted in the electoral sabotage case filed against her.
“No matter how bad they think about her, she is presumed innocent until she is really convicted,” Enrile said in an interview with dwIZ radio.
Nor is Enrile amenable to suggestions that Arroyo, who is now a Pampanga congresswoman, be transferred from the Veterans Memorial Medical Center suite in Quezon City where she is being detained to a regular jail while she is on trial.
Placing Arroyo in the company of common criminals would not sit well with the international community, considering that she is a former president, he said.
“What if she dies in jail? How would it look like to the rest of the world when you put a former president in jail together with (common criminals)?” he said.
The Senate President said he had received information that the former President remains in “critical” condition, apparently because of a lingering problem with her cervical spine.
“My information is that she cannot swallow, she takes only liquid, and no doctor here wants to handle her,” he said in Filipino.
“I think if something happens to her, that would be a big issue,” he said.
Enrile reminded the administration of political upheavals in the past triggered by the death of a political figure.
He noted that the martyred opposition leader Benigno Aquino Jr., the father of President Aquino, had been allowed to seek medical treatment abroad despite being convicted by a military court during the Marcos regime.
Enrile served as the defense minister of the dictator Ferdinand Marcos and was one of the key implementers of martial law. His defection along with then Vice Chief of Staff Gen. Fidel Ramos triggered the first Edsa People Power Revolution in 1986.
“So long as it was (a) medical (case), we allowed prisoners to go to the hospital because it was a matter of life and death,” he recalled.
In the case of Arroyo, Enrile pointed out that she remains an accused.

Sa matataas na sasakyan Bagong toll fee ipatutupad sa Hulyo 1

GUIGUINTO, Bulacan—Simula sa Hulyo 1, ang mga sasakyang may taas na higit sa pitong talampakan ay sisingilin ng mas mataas na toll fee sa North Luzon Expressway (NLEx).

Ito ay kaugnay ng pagpapatupad ng Tollways Management Corporation (TMC) ng kasunduan sa pagitan ng konsesyunaryong Manila North Tollways Corporation (MNTC) at Toll Regulatory Board (TRB).

Ayon kay Bobby Bontia, bise presidente ng TMC para sa tollways operation, isinasaad ng kasunduan na ang mga sasakyang may dalawang axle at may taas na higit sa pitong talampakan ay nabibilang sa kategoryang Class 2.

Ngunit ang kasunduang ito ay hindi agad ipinatupad ng MNTC at TMC matapos nilang hawakan ang pamamahala sa NLEx noong 2005. Sa halip, ang mga katulad na sasakyan ay sinisingil lamang bilang Class 1.

Ang mga sasakyang nabibilang sa Class 1 ay sinisingil lamang ng inisyal na P45 sa pagpasok sa NLEx, at ang Class 2 ay nagbabayad ng toll fee na P114.

Bilang bahagi ng pagbabago at pagpapatupad ng kasunduan, sinabi ni Bontia na mula pa noong nakaraang buwan ay namahagi na sila ng mga mga polyeto sa mga motorista. Layunin nito na ipabatid at ipaunawa ang mga pagbabago sa singil.

“Tuloy na ang pagbabagoi ng singil sa July 1,” ani Bontia sa isang panayam.

Nilinaw pa niya na mas naunang nagpatupad ng katulad na polisiya ang South Luzon Expressway (SLEx).

Kaugnay ng pagpapatupad sa bagoing singil sa mataaas na sasakyan, sinabi ni Bontia na maglalagay sila ng mga sukatan o marker sa bawat toll plaza ng NLEx.

Pamintuan is finalist in 2012 World Mayor award

ANGELES CITY — Mayor Edgardo Pamintuan was recently voted and included in the list of 25 mayors from across the globe who will compete for the 2012 World Mayor award.

This was gleaned in the shortlist posted Monday by the World Mayor Foundation on its official website.

“This is really an unexpected result. As what I have said, being long listed to receive this award is already a heart-warming acknowledgment. But being one of the 25 finalists to vie to be the next World Mayor is extremely overwhelming,” Pamintuan said.

The World Mayor 2012 shortlisted five mayors from North America, four mayors from Latin America, seven mayors from Europe, two mayors from Australasia and Africa, and five from Asia.

Mayors from Israel, Indonesia, South Korea, and Turkey, including Pamintuan from the Philippines comprised the Top 5 finalists from Asia.

“I guess the reason why we were able to get this far is that people see what we have given in honor of the people of Angeles,” Pamintuan added.

Qualifications

Upon assumption into office, Pamintuan prioritized the intensification of programs concerning community and public health, quality and affordable education, and environmental preservation.

Pamintuan was able to establish the first Renal Care Unit (RCU) in the city offering affordable medication for people suffering from renal diseases.

With 19 dialysis machines and a total of 2,427 treatments served since its formal operation in less than a year, it is now believed to be the largest dialysis center in the Philippines.

Pamintuan was also able to institutionalize the City College of Angeles (CCA), offering market-driven courses catering to indigent student Angeleños who wish to continue their education.

The city mayor has also encouraged various sectors of the city to take part in the sustenance of the environmental resources of Angeles through initiative programs such as Task Force: One Million Trees and Sagip Sapang Balen.

Pamintuan has also inked several pacts with different organizations, like Mother Earth Foundation Inc., with concern to environmental management of solid wastes that encourages the city’s 33 barangays to build their respective Material Recovery Facility (MRF) to lessen waste and gain income for their villages through re-use of recyclable materials.

“These efforts and best practices gained praises and commendations from the local and national, public and private entities and are now being eyed by other Local Government Units (LGU) as worthy of emulation,” the mayor said.

“With the Seal of Good Housekeeping from the Department of the Interior and Local Government (DILG), we were able to prove that we offer quality, admirable and transparent governance to the people. I believe this has brought back the trust of our fellow businessmen and stakeholders back to the city government,” Pamintuan stressed.

Despite the decrease in the city’s internal revenue allotment (IRA) from the National Government, Pamintuan was still able to increase Angeles City’s local revenue for the succeeding years. From P847 Million in 2009, it even went up to P1 Billion for the year 2011.

Mayor: Revive Pampanga River Control System

CITY OF SAN FERNANDO — Candaba Mayor Jerry Pelayo on Sunday called for the revival of Pampanga River Control System (PRCS) to help address the looming problem on flooding in the province, particularly along the coastal towns in the fourth district.

Pelayo earlier noted that flood control facilities, including the Arnedo Dike and Arayat-Apalit Setback Levee, have not been properly maintained and were overlooked by concerned government agencies in the past.

“Kailangan natin i-create ulit ang Pampanga River Control System para mabantayan at mabilis natin masulusyunan ang problema natin sa ating mga dike (We need to revive the Pampanga River Control System to address problems on our dikes),” he said.

Pelayo, who is also eyeing the congressional seat in 2013, added that local government units in the meantime should be empowered to address the flooding problem.

“Alam na natin kung ano ang gagawin kapag may kalamidad. Ang problema natin talaga ay pondo. Wala tayong magagawa kung walang pondo. Kailangan ang pondo ay ibigay na lamang sa mga local chief executives. Sila na lamang ang magpapagawa ng nasirang dike by administration para mabilis itong matapos,” the mayor stressed.

He explained that the local chief executives and their municipal engineers are more knowledgeable on what types of infrastructure interventions are needed.

“They should be the ones to implement by administration the rehabilitation of dikes with coordination and close monitoring of DPWH (Department of Public Works and Highways) and other line agencies,” Pelayo stated.

He believes that through this scheme, they could maximize the funds and could avoid the usual percentage given to contractors.

“The chiefs, agents and apologists of the discredited world capitalist system are exploring and exploiting the United Nations Conference on Sustainable Development otherwise known as Rio+ 20 to mislead and coerce the toiling people of the world to accept their long-running program of modern-day slavery under the pretext of sustainable development, poverty eradication and promotion of food security,” said a joint statement of the KMP, Amihan and APC.

Speaking as head of the Philippine delegation, Lita Mariano of Amihan noted that “20 years ago, capitalist exploiters made the use of the same recipe courtesy of the First Rio Earth Summit in 1992.”

“The outcome was a global disaster with half of the global population now living on less than $ 2.50 a day.

Nearly 1 billion people, mostly from underdeveloped countries are traumatized by daily hunger and close to 2 billion people are terrorized by abject poverty,” she said.

Mariano said “amidst the widespread poverty, hunger and dispossession, big capitalist economies managed to amass 70 percent of the world income, and this wealth is sealed in the hands of 20 wealthiest people, majority of them are headquartered in the protected borders of the United States, the European Union and other nations comprising the imperialist bloc.”

“The global reality depicts that the bottom 20 percent of the global population share only 1 percent of the global income, a lucid testimony to the widening gap between rich and poor countries under the current modern-day slavery of global monopoly capitalism,” she added.

Mariano noted that the Green Economy agenda in Rio+20 “will continue to and further intensify the policies of liberalization, privatization, deregulation and denationalization of underdeveloped economies.”

“It will usher an unprecedented era of global landgrabbing, food crisis, massive joblessness, environmental catastrophe and worldwide dispossession,” she added.

She also warned that “Green Economy will further push wages of working people to rock bottom levels and more drastic cuts on social services, while providing super tax holidays, juicy contracts, corporate subsidies and grand bailouts to corporations.”

For his part, Pambansang Alyansa ng Lakas ng Mamamalakaya ng Pilipinas (Pamalakaya) national chairperson Fernando Hicap said “the Green Economy deserves global rejection of the toiling people.”

He warned of a “syndicate headed by the United States and the European Union which will exploit the green economy catchphrase to convince underdeveloped economies to open their water resources including oceans and lakes, municipal waters and offshore waters to transnational investments for privatization, free entry of investments and denationalization.”

According to Hicap, the mad rush for Green Economy prompted Pres. Aquino to offer two of the major fishing areas—the 90,000 hectare freshwater Laguna Lake and Manila Bay- to Green Economy investors.

“Under the Green Economy inspired Public-Private Partnership (PPP), the Aquino government offered to financial investors 54 big ticket projects in Laguna Lake that would initially cost local taxpayers some P 400-billion,” the Pamalakaya leader said.

He said the Laguna Lake Master Plan, a “Green Economy” development program hopes to transform the lake fishing environment into a major industrial and commercial hub for foreign and local investments.

Hicap said that in Manila Bay, the government has embarked on a national reclamation plan consisting of 38 land reclamation projects and will eat up 26,234 hectares of foreshore areas and coastal lands under the concept of Green Economy.

“The bankruptcy and sinister agenda of Green Economy is further exposed by the widespread offshore mining activities in the Philippines.

The Aquino administration has put in the bidding table over 10-million hectares of ocean waters in Visayas Sea, Palawan Sea, Sulu Sea and other areas in the disputed South China for oil and gas exploration,” Hicap also said.

Bataan Freeport joins group to promote country as investors’ haven

MANILA – The Authority of the Freeport Area of Bataan (AFAB) joined the Philippine Investment Promotion Plan (PIPP) Steering Committee tasked to further develop and harmonize investment promotion plans of freeports and ecozones in the country.

This was disclosed by AFAB Chairman and Administrator Deogracias G.P. Custodio in a statement released here on Wednesday.

He added that they joined the PIPP to help in promoting the Philippines as the investors’ destination of choice.

Other members of the steering committee include the Board of Investments (BOI), heads of the Philippine Economic Zone Authority (PEZA), Subic Bay Metropolitan Authority (SBMA), Cagayan Economic Zone Authority (CEZA), Zamboanga City Special Economic Zone (ZCSEZA), Aurora Special Economic Zone (ASEZA), Philippine Retirement Authority (PRA), Phividec Industrial Authority (PIA), BOI-Autonomous Region of Muslim Mindanao (BOI-ARMM) and the Bases Conversion Development Authority (BCDA).

In the first Steering Committee meeting, the members were requested to present their respective area.

Custodio said the FAB “is on the upswing”, citing more than 40 percent increase in locators.

He said the “intensified infrastructural developments to the low cost of electricity and water, the FAB is more than ready to accommodate further developments that the PIPP will bring.”

The PIPP is a medium term marketing development plan to synchronize strategies in investment promotion that will bring more foreign investments in the Philippines.

Gerona wins best float in ‘Araw’ grand parade Anao bags street dancing competition

GERONA’S multi-colored float was adjudged as best while the Ylang-Ylang producing municipality of Anao won the street dancing competition in the grand parade held last May 25 in commemoration of Tarlac’s 139th Araw ng Lalawigan.

The parade, an integral part of the annual foundation anniversary of the province, was participated in by national government agencies, the Philippine National Police and the military, local government units, sponsor establishments, the candidates of the Kuran Queen of Festival [Mutya ng Lalawigang Tarlac], provincial government employees and the officials of the provincial government led by Governor Victor Yap, Vice Governor Pearl Angeli Pacada and the members of the Sannguiniang Panlalawigan.

Twelve municipalities joined the street dancing competition that showcased their cultures and traditions. Pura was named first runner-up with Mayantoc and Concepcion placing second and third runners-up respectively.

Gerona, which featured the produce and the programs of the municipality in their float got the nod of the judges headed by Tarlac State University Cultural Director Marcelino Balanquit. Pura was adjudged first runner-up and Ramos second runner-up. Sixteen municipalities vied in the float competition.

By winning the street dancing competition, Anao got a cash prize of P40,000, Pura, P35,000, Mayantoc P30,000 and Concepcion P25,000.

Thirty Thousand pesos went to Gerona by being named best float, Pura P25,000 and Ramos, P20,000.

Yap thanked all those who participated and vowed that the succeeding parades will be more colorful so that it could somehow compete with other famous parades being held especially in the southern parts of the country.

“We have witnessed the metamorphosis of the grand parade through the years and year-by-year, it has grown and has become more colorful,” Yap said.

NORZAGARAY, Bulacan—Matapos ang mahigit 42-taong operasyon ng Angat Dam, inihayag ng National Power Corporation (Napocor) ang plano na buksan ito sa turismo sa susunod na taon.

Ang pagbubukas na ito ay tatampukan ng isang kilometrong zipline at iba pang atraksyong tulad ng bungee jumping, mounting trekking, bird watching at boating.

Ayon kay Inhinyero Rodolfo German ng Angat River Hydro Electric Power Plant (Arhepp) ng Napocor, ang planong zipline ay tinatayang magiging pinakamahaba sa bansa, o maging sa buong Asya.

Ito ay mas mahaba sa 840-metrong zipline na matatagpuan sa bayan ng Manolo Fortich sa lalawigan ng Bukidnon sa Mindanao na binuksan sa publiko noong 2009.

Ipinaliwanag ni German na malaking tulong ang Angat Dam bilang tourist attraction lalo na sa lokal na pamahalaan na nakakasakop dito.

Gayunpaman, nilinaw niya na hindi magiging problema ang seguridad sa nasabing dam na sa loob ng 43-taon ay hindi basta mapasok ng tao kabilang na ang mga mamamahayag maliban na lang kung may permiso mula sa punong tanggapan ng Napocor na matatagpuan sa Lungsod ng Quezon.

Isa raw iyon sa patunay na makapal pa ang punong kahoy sa watershed, sa kabila ng di mapigil na operasyon ng mga timber poachers.

Ayon naman ay Bro. Martin Francisco ng Sagip Sierra Madre Environmental Society, ang mga agilang namamataan sa watershed ay isang magandang dahilan upang higit na paigtingin ang pagbabantay at pangangalaga doon.
