ANGELES CITY- Filipino “peasants” in Rio de Janeiro?

Yes, members of Philippine peasant organizations are in the Brazilian capital, but not to sashay to the beat of carnival.

They come from the Kilusang Magbubukid ng Pilipinas (KMP) and the National Federation of Peasant Women (Amihan) and Asian Peasant Coalition (APC) who flew to Rio de Janeiro to join their counterparts from other countries under the International League of Peoples’ Struggle (ILPS) to protest the so-called Green Economy of the United Nations Conference on Sustainable Development, also known as Rio 20+, to be held in the Brazilian city.

“The chiefs, agents and apologists of the discredited world capitalist system are exploring and exploiting the United Nations Conference on Sustainable Development otherwise known as Rio+ 20 to mislead and coerce the toiling people of the world to accept their long-running program of modern-day slavery under the pretext of sustainable development, poverty eradication and promotion of food security,” said a joint statement of the KMP, Amihan and APC.

Speaking as head of the Philippine delegation, Lita Mariano of Amihan noted that “20 years ago, capitalist exploiters made the use of the same recipe courtesy of the First Rio Earth Summit in 1992.”

“The outcome was a global disaster with half of the global population now living on less than $ 2.50 a day.

Nearly 1 billion people, mostly from underdeveloped countries are traumatized by daily hunger and close to 2 billion people are terrorized by abject poverty,” she said.

Mariano said “amidst the widespread poverty, hunger and dispossession, big capitalist economies managed to amass 70 percent of the world income, and this wealth is sealed in the hands of 20 wealthiest people, majority of them are headquartered in the protected borders of the United States, the European Union and other nations comprising the imperialist bloc.”

“The global reality depicts that the bottom 20 percent of the global population share only 1 percent of the global income, a lucid testimony to the widening gap between rich and poor countries under the current modern-day slavery of global monopoly capitalism,” she added.

Mariano noted that the Green Economy agenda in Rio+20 “will continue to and further intensify the policies of liberalization, privatization, deregulation and denationalization of underdeveloped economies.”

“It will usher an unprecedented era of global landgrabbing, food crisis, massive joblessness, environmental catastrophe and worldwide dispossession,” she added.

She also warned that “Green Economy will further push wages of working people to rock bottom levels and more drastic cuts on social services, while providing super tax holidays, juicy contracts, corporate subsidies and grand bailouts to corporations.”

For his part, Pambansang Alyansa ng Lakas ng Mamamalakaya ng Pilipinas (Pamalakaya) national chairperson Fernando Hicap said “the Green Economy deserves global rejection of the toiling people.”

He warned of a “syndicate headed by the United States and the European Union which will exploit the green economy catchphrase to convince underdeveloped economies to open their water resources including oceans and lakes, municipal waters and offshore waters to transnational investments for privatization, free entry of investments and denationalization.”

According to Hicap, the mad rush for Green Economy prompted Pres. Aquino to offer two of the major fishing areas—the 90,000 hectare freshwater Laguna Lake and Manila Bay- to Green Economy investors.

“Under the Green Economy inspired Public-Private Partnership (PPP), the Aquino government offered to financial investors 54 big ticket projects in Laguna Lake that would initially cost local taxpayers some P 400-billion,” the Pamalakaya leader said.

He said the Laguna Lake Master Plan, a “Green Economy” development program hopes to transform the lake fishing environment into a major industrial and commercial hub for foreign and local investments.

Hicap said that in Manila Bay, the government has embarked on a national reclamation plan consisting of 38 land reclamation projects and will eat up 26,234 hectares of foreshore areas and coastal lands under the concept of Green Economy.

“The bankruptcy and sinister agenda of Green Economy is further exposed by the widespread offshore mining activities in the Philippines.

The Aquino administration has put in the bidding table over 10-million hectares of ocean waters in Visayas Sea, Palawan Sea, Sulu Sea and other areas in the disputed South China for oil and gas exploration,” Hicap also said.

Bataan Freeport joins group to promote country as investors’ haven

MANILA – The Authority of the Freeport Area of Bataan (AFAB) joined the Philippine Investment Promotion Plan (PIPP) Steering Committee tasked to further develop and harmonize investment promotion plans of freeports and ecozones in the country.

This was disclosed by AFAB Chairman and Administrator Deogracias G.P. Custodio in a statement released here on Wednesday.

He added that they joined the PIPP to help in promoting the Philippines as the investors’ destination of choice.

Other members of the steering committee include the Board of Investments (BOI), heads of the Philippine Economic Zone Authority (PEZA), Subic Bay Metropolitan Authority (SBMA), Cagayan Economic Zone Authority (CEZA), Zamboanga City Special Economic Zone (ZCSEZA), Aurora Special Economic Zone (ASEZA), Philippine Retirement Authority (PRA), Phividec Industrial Authority (PIA), BOI-Autonomous Region of Muslim Mindanao (BOI-ARMM) and the Bases Conversion Development Authority (BCDA).

In the first Steering Committee meeting, the members were requested to present their respective area.

Custodio said the FAB “is on the upswing”, citing more than 40 percent increase in locators.

He said the “intensified infrastructural developments to the low cost of electricity and water, the FAB is more than ready to accommodate further developments that the PIPP will bring.”

The PIPP is a medium term marketing development plan to synchronize strategies in investment promotion that will bring more foreign investments in the Philippines.

Lawmaker wants poor provinces to get bigger share of 2013 budget

MANILA — A member of the House of Representatives called the Department of Budget and Management (DBM) on Thursday to give priority to poor provinces and regions in the allocation of the 2013 national budget.
Eastern Samar Representative Ben Evardone said the decision of the DBM to increase next year’s budget to reach P2 trillion is a welcome development as it will further accelerate the country’s development in terms of infrastructure and social services.
“I would just like however to make an appeal to give priority to poor provinces and regions in budget allocation,” Evardone said in a text message to reporters Thursday.

“This will enable them to catch up with other rich and developed areas. We need to stimulate growth in these poor provinces to help eradicate poverty and joblessness,” he noted.

Earlier, Budget Secretary Florencio Abad said the government will likely propose a P2-trillion budget to Congress targeted to fund more infrastructure development and social services.

This year’s national budget is P1.816 trillion, a 10.4-percent increase from 2011’s budget of P1.645 trillion.

House committee on appropriations chair Joseph Emilio Abaya said earlier that deliberations on the 2013 budget at the will start August, shortly after the opening of the third regular session of the 15th Congress.

Since Congress has the responsibility of the “power of the purse,” lawmakers have the right to adjust budget allocations.

Evardone further said that it would be the “biggest injustice” if rich provinces and regions are given more resources next year.

“It will be noted also that insurgency is very active in less developed areas. This is mainly due to the lack of employment and livelihood opportunities. I hope that the 2013 budget will level the playing field in terms of stimulating growth in the countryside,” he added.

In this year’s operating budget, Mindanao was granted the highest growth of 32.9 percent, while the budget for Visayas regions increased by 31 percent and Luzon with the lowest at 25.7 percent.

‘Historic,’ says Luciano on AirAsia’s KL flight

KUALA LUMPUR, Malaysia – Clark International Airport Corp. (CIAC) President and CEO Victor Jose Luciano described as “historic” the inaugural flight of Philippines’AirAsia to Kuala Lumpur, Malaysia via Clark on Saturday.

“AirAsia is responsible for what Clark is today. Clark is the world’s fastest growing airport nowadays. This flight is historic,” said Luciano in stressing the confidence that the AirAsia group had displayed over the years.

Luciano disclosed that the AirAsia Berhad was the first-ever budget airline to start operations at the CIA in 2005, offering daily flights to Kuala Lumpur and later to Kota Kinabalu. It’s a sister company of Philippines’ AirAsia.

In his send-off speech at the Clark International Airport (CIA), Luciano added that “we expect to grow 100 percent this year.”

Luciano noted that international passenger volume increased to 31 percent or 355,034 from January to May this year compared to 270,900 last year.

He also cited the growth of domestic passenger volume to 73,791 from the period of January to May 15 this year compared with the 16,918 of the same period last year.

Low cost carrier (LCC) Philippines’ AirAsia on Saturday launched its first international destination and offered the second daily flights to Malaysia’s capital city via the CIA.

AirAsia CEO Marianne Hontiveros joined 130 other passengers at the inaugural flight that left Clark at 3:15 p.m. and arrived at the Low Cost Terminal (LCT) here at about 6:40 p.m., some 20 minutes ahead of schedule.

For her part, Hontiveros said: “The additional frequency to Kuala Lumpur provides yet another link for Filipinos and Malaysians to our amazing beaches and natural wonders in Puerto Princesa, Kalibo, Davao and here in Central Luzon.

If we are able to draw even a fraction from Malaysia’s 24.5 million tourists, this will impact on our tourist arrival record for 2012, which means more jobs, more food on the table, more opportunities for every Filipino.”

AirAsia also started its Davao and Kalibo flights last March 28 and Puerto Princesa on April 20.

Hontiveros said their airline’s second international flight will be Clark to HongKong in July.

“When Tony Fernandes, the man who built AirAsia, came in March to attend our domestic launch, the Philippines, according to Tony, was the last piece on AiAsia’s ASEAN jigsaw puzzle. Indeed, we are, and we are about to shake up air travel and tourism in the region,” said Hontiveros.

She thanked Tourism Malaysia for helping them provide familiarization tours and five-star hotel accommodations to their guests, including journalists and bloggers.

AMID UNUSUAL WEATHER WORLDWIDE DILG monitoring 15K villages near 18 river systems

CLARK FREEEPORT – The worldwide pattern of unusual weather has prompted the Department of Interior and Local Governments (DILG) to closely monitor 15,000 barangays along 18 major river systems in the provinces nationwide.

At a press conference here, Interior and Local Governments Undersecretary Austere Panadero said his agency is also rushing a complete list of the thousands of families living along these river systems affecting about 500 cities and municipalities in various parts of the country.

“The list will be available in two months,” he said after attending a regional forum on climate change adaptation and disaster risk reduction attended by local government leaders from all over Central Luzon.

The families are in danger from dangerous floodings amid unusually heavy rains being experienced even in areas formerly not prone to severe weather conditions, he noted.

Panadero said the families affected by the 18 river systems are on top of some 100,000 folk also endangered by water channels in Metro Manila.

This, even as Sen. Loren Legarda, chair of the Senate Committee on Climate Change, lamented the failure of the government to access available United Nations funding for climate change concerns.

Legarda, in the same press conference, said she will ask Pres. Aquino to designate any financial institution as “national implementing entity” (NIE) to be authorized to seek grants from the Adaptation Fund (AF) of the UN Framework Convention on Climate Change (UNFCCC).

The fund was adopted by the UNFCCC for “concrete (climate change) adaptation projects and programs in developing countries and requires accredited NIE’s to negotiate for funds for such countries.

Significant amounts could be sourced from the AF for local needs, Legarda said, noting that the Philippines is in the list of top 10 countries most ravaged by natural disasters.

“We are so slow. It is a pity that in the past years despite proddings, our government has not availed itself of such funds simply because no NIE has been designated,” said Legarda.

Legarda said that enough preparation could significantly cut down casualties and damages, as she cited “underlying factors” that worsen risks from natural disasters.

She identified them as weak urban governance, unplanned urban development, in appropriate constructions along water channels, concentration of economic resources in limited sectors, and ecosystems decline.

Legarda also stressed the “importance of the sustainable management of the Pampanga River Basin in building resilient communities in Central Luzon.”

“We need to ensure improved management of the Pampanga river basin as the whole of Central Luzon and nearby provinces in Regions I and II will be greatly affected by hazards that would hit the river basin, and the tributaries connected to it form a system that supports life and livelihood of a great proportion of the country,” she stressed.

Legarda pointed out that Central Luzon is an important source of the country’s basic needs, as it is the top producer of rice. In 2011, the region produced 2.6 million metric tons of rice.

She said that the Pampanga River Basin provides about 90 percent of the domestic water needs of Metro Manila.

Legarda noted a study by the Manila Observatory which revealed that Central Luzon is a high risk region, with Pampanga being the second province nationwide most at risk from disasters and climate change.

Aquino to sign into law People’s Survival Fund bill

CLARK FREEPORT – Pres. Aquino is expected to sign into law the People’s Survival Fund (PSF) bill after the congressional bicameral committee finished the final version of the proposal that will provide P1 billion fund annually for projects to mitigate the effects of climate change in the country.

“It will provide the seed capital as the sister law of the Climate Change Act of 2009,” said Sen. Loren Legarda, chair of the Senate Committee on Climate Change.

In a press conference here during a regional forum on climate change adaptation and disaster risk Reduction, she said the bicameral committee ironed out the final version of Senate bill 2811 or the PSF bill the other day, although Senate approved it way back last December. In the House, the counterpart proposal was principally authored by Rep. Erin Tanada.

Under the bill, some P1-billion shall be used for the fund under the General Appropriations Act (GAA). This will improve the country’s forecasting and early warning systems against climate change-related hazards.

It shall also improve the monitoring and prevention of diseases triggered by climate change.

Legarda said the fund will also be managed by the People’s Survival Fund Board headed by a commissioner and representatives from the Climate Change Commission, and representatives from the Department of Finance, Department of Budget and Management, National Economic and Development Authority, Bangko Sentral ng Pilipinas, government financial institutions, business sector and non-government organizations.

The board, she said, will also approve project proposals submitted by local government units and community-based institutions for funding.

“The PSF bill will help achieve the objectives of the Climate Change Act of 2009 by providing funds to local governments and communities to support their adaptation activities,” she added.

She expressed gratitude to Senate Pres. Juan Ponce Enrile for pushing the bill which she and Sens. Ralph Recto, Franklin Drilon, and Lito Lapid also co-authored.

CL Prepares For Disaster Season

CLARKFIELD, Angeles City — With the typhoon season setting in, government officials met with disaster officials and other stakeholders in Region 3 to prepare for any eventuality with the least number of casualties and a “zero death” target for this year.
The annual convention of Risk Reduction Management Council held at Oxford Hotel in this city the other day was dubbed “Magtapatan Tayo: Handa Na Ba Kayo? (Reality Check; Are You Ready?)” led by Department of Interior and Local Government (DILG) Secretary Jesse M. Robredo and top local government unit (LGU) executives in Central Luzon.
Streamlining the components of safety in times of disasters as pushed in the Tapatan Disaster Preparedness and Climate Change Adaptation roadshow, Robredo declared: “When it (disaster) happens, dapat walang mamamatay (no one should die).”
“If the Seal of Good Housekeeping was our barometer of transparency in the local governance, the SDP (Seal of Disaster Preparedness) will be our standard in determining a disaster-resilient province, city and municipality as it tests their leadership structure and guide to action, operational readiness and innovative practices,” said Robredo.
Under leadership structure and guide to action, LGUs are checked on their compliance to the provisions of Republic Act 10121 otherwise known as the Philippine Disaster Risk Reduction and Management (DRRM) Act of 2010 namely having a local DRRM council and office and a well communicated and understood Calamity Contingency Plan.
“We will use all avenues and revenues of the government to protect the lives and properties of the Filipinos. We’re giving the authority to all local executives to use 5 percent of the government fund for calamity expenses whenever a disaster strikes,” Robredo said.
Aside from this, he advocated the establishment of a barangay alert system to involve the local officials in the area in assessing the situation.

Legarda: Let’s build a disaster-resilient Central Luzon

CLARK FREEPORT, June 8 (PIA) — Senator Loren Legarda called on various stakeholders in Central Luzon to build disaster-resilient communities in the region by working hand in hand in the management of the Pampanga River Basin.

“We need to ensure improved management of the Pampanga river basin as the whole of Central Luzon and nearby provinces in Regions I and II will be greatly affected by hazards that would hit the river basin, and the tributaries connected to it form a system that supports life and livelihood of a great proportion of the country,” Legarda stressed in her keynote speech during Thursday’s Collaboration Workshop on Climate Change Adaptation and Disaster Risk Reduction in Clark Freeport.

Legarda pointed out that Region III is an important source of the country’s basic needs, as it remains the top producer of rice generating some 2.6 million metric tons last year.

Meanwhile, Pampanga River Basin provides about 90 percent of the domestic water needs of Metro Manila.

However, Legarda noted a study by the Manila Observatory, which revealed that Central Luzon is a high-risk region while Pampanga is the second most at-risk province nationwide in terms of vulnerability to disasters and climate change.

During the onslaught of Typhoons “Pedring” and “Quiel” in 2011, massive rains flooded several provinces including Pampanga, Bulacan, and Nueva Ecija and damaged a total of 281,754 hectares of agricultural land and 530,000 metric tons of palay estimated at P8.6 billion in Region 3 alone.

“We have to keep in mind that climate change adaptation is water adaptation. Implementing sustainable management of river basins builds the resilience of communities and the economy. This results from both effective water governance, which builds adaptive capacity that is vital to successful climate change adaptation, and well-functioning watersheds,” Legarda explained.

The lady legislator added that it is imperative to integrate disaster risk reduction and climate change adaptation into local governance.

“In relation to our disaster resiliency efforts, I am pleased to announce the passage of the bicameral report on the People’s Survival Fund, which will be a funding facility for climate change programs of local government units (LGUs),” she added.

Around 500 local officials and employees and representatives from national government agencies, non-government organizations, academe, youth, and the private sector attended the Collaboration Workshop, which was co-sponsored by Legarda, Agencia Española de Cooperación Internacional para el Desarrollo and Department of Interior and Local Government via the local government academy.

The one-day event seeks to initiate a shift from a reactionary and uncoordinated manner into a proactive and cooperative approach in building our communities resilience to disasters.

The workshop would also be a valuable input to Legarda’s proposed Philippine River Basin System Administration Act of 2012.

Topics that were discussed include harmonizing initiatives towards disaster risk reduction and climate change adaptation mainstreaming in local governance, creating a common action: the Pampanga river basin situationer, alliance building for LGUs, building ownership: the Pampanga basin master plan, mobilizing networks and building alliances towards a pro-active river basin, river basin initiatives and defining the roadmap for the river basins: the way forward. DRAGONAIR HAILED PGKM wary of Clark flights ‘overconcentrated’ to HK

CLARK FREEPORT- The advocacy group Pinoy Gumising Ka Movement has hailed Cathay Pacific Airways’ subsidiary Dragonair for launching flights at the Clark International Airport here.

This, even as PGKM, expressed apprehension over what it called “over concentration of Clark flights to a single destination: Hong Kong.”

Dragonair joins Cebu Pacific, Seair-Tiger Airways and Airphil Express in multiple daily Clark-Hong Kong-Clark flights. Philippines Air Asia is set to launch its own flights to the former crown colony in July.

“While the travellers would be benefited from a variety of choices among the airlines, which would redound to lower airfare, the industry will in the long run suffer,” PGKM chairman Ruperto Cruz said in an interview. “It will be survival of the fittest among the airlines.”

Cruz however noted that Dragonair “has one over the other airlines servicing Hong Kong.”

“It goes beyond Hong Kong, being a subsidiary of Cathay Pacific Airways,” Cruz said. “Dragonair passengers from Clark can connect, via Hong Kong to Cathay Pacific flights to destinations in Europe, the United States and the Middle East.”

Cathay Pacific and Dragonair are reported to service have 18 destinations in China and 130 worldwide.

Conspiracy

The overconcentration of Clark flights to Hong Kong according to Cruz “may yet be another hand in the conspiracy to discredit Clark as a true international airport.”

“For one, it could foster an image for Clark as good only for regional flights, and for low cost carriers at that, precluding the entry of legacy carriers,” Cruz said.

“Then, more flights than the market can sustain could result to reduction, if not outright cessation (of flights) which would make Clark a less attractive proposition for airlines.”

Cruz has faulted the Clark International Airport Corp. for “shortsightedness” as regards flight destinations from Clark.

“It looks like flights-for-flights as express policy at CIAC,” he explained. “Basta masabi lang na may dumarating na flight, kahit pare-pareho lang ang destination, ipinagmamalaki na nila.”

“Can’t CIAC look towards the direction of Vietnam, Brunei, Indonesia, even Myanmar in the ASEAN region; other destinations in China, like Guangdong, Shanghai, Beijing; maybe Japan and Taiwan, and the Middle East?” asked Cruz, who, as a businessman, is a frequent flyer around Asia and the United States.

To Cruz, the CIAC is “wasting the opportunity provided for by the OFWs (overseas Filipino workers) whose largest number comes from northern and central Luzon.”

“Instead of striving to get Middle Eastern airlines servicing OFWs to land in Clark, the CIAC is lying down in satisfaction over the regional low cost carriers. That is no way to run an international airport,” he said.

Getting Middle East flights to Clark will also help in the decongestion of the Ninoy Aquino International Airport, Cruz noted.

“More legacy flights from more destinations will surely pave the way for Clark ultimately being the country’s premier international gateway,” Cruz added.

The PGKM has since 1992 embraced as its primary advocacy the full operationalization of the Clark International Airport as the country’s premier gateway to the world with its elevated location, expansive area of 2,500 hectares and superior parallel runways constructed at the time of the American occupation of the then Clark Air Base following the standards of the United States Air Force.

DILG urged to conduct environmental audit on LGUs

CLARK FREEPORT — Senator Loren Legarda asked the Department of Interior and Local Government (DILG) on Thursday to conduct an environmental audit on local government units (LGUs) to check if they are implementing and enforcing laws designed to protect the environment.
Legarda issued the statement during the Regional Workshop on Climate Change and Adaptation and Disaster Risk Reduction in Central Luzon at the Oxford Hotel inside the Freeport.
Legarda said LGUs should initiate and lead the people in implementing programs provided under Republic Act 9003 (Ecological Solid Waste Management Act) from the simple segregation of garbage.
Legarda, chair of the Senate Committee on Climate Change, has partnered with the Local Government Academy (LGA), DILG, and Agencia Espanol de Cooperacion Internacional para el Desarroloo (AECID to organize the event.
The workshop was centered on the Pampanga River Basin, and aimed at assisting LGUs in developing effective disaster risk reduction and management strategies in their respective areas.
“It is imperative that we hold these kinds of workshops because the Pampanga River Basin, the fourth largest in the country, is central to many lives and industries. It serves as an irrigation source for one of te country’s largest food baskets and a surface water source for about 90 percent of the domestic water use in Metro Manila and its outskirts,” she said.
“It is also a haven of biodiversity. But its good geographical profile gives rise to many risks. These include flooding, severe water pollution, water-related diseases such as dengue, typhoid fever, and malaria, droughts, and even earthquakes. The basin experiences at least one flooding annually,” she added.
The Pampanga River Basin is composed of three river systems – Pampanga, Angat and Pasac.
According to Pagasa and DOST, it covers an aggregate area of 10,540 square kilometers and experiences maximum rainfall depth during the latter half of the year.
