Councilor wants June 15 special non-work holiday

ANGELES CITY — City councilor Alex Indiongco on Tuesday filed an ordinance amending Ordinance No. 286 declaring June 15 of each year a special non-working holiday in Angeles City.
The move is in relation with the observance of the 21st anniversary of the Mount Pinatubo eruption.
Indiongco, however, said that the commemoration is not focused on the devastation of Mt. Pintubo to this city but on the resiliency of the Angeleños in rising from the disaster.
He added that the amendment of making June 15 as a special non-working holiday each year will give enough attention to the things learned from the disaster.
Indiongco is also encouraging local teachers to impart to their students the history of the eruption and highlight the lessons learned from the disaster.
The Mt. Pinatubo eruption of June 15, 1991 devastated Central Luzon and caused untold suffering to many Kapampangans, and forever changed the landscape of many provinces in the area and Angeles City.
The City Governments of San Fernando and Angeles City have also held their long list of activities aimed to drumbeat awareness on the lessons from the disaster.

P20M fund for city employees’ bonuses approved

THE Angeles City Council approved Wednesday the Supplemental Budget No. 2 amounting to P20 million that would fund the second tranche payment of the Collective Negotiation Agreement (CNA) between the Association of Government Employees for a New and Dynamic Angeles City (Agenda) and the City Government.
The City Council approved the supplemental budget on Tuesday’s regular session at the City Hall in Pulung Maragul here.
Vice Mayor Vicky Vega-Cabigting told Sun.Star Pampanga that the approval came in time of the enrollment season and would greatly help Angeles City employees who are sending their children to school.
“The supplemental budget was approved unanimously by the City Council. This is a humanitarian gesture and in recognition of the needs of the city hall employees,” Cabigting said, stressing that the Council hopes that the employees who will benefit from the approval will work harder to make government services here more efficient.
The City Council believes that City Hall employees deserve this kind of assistance. We believe that a satisfied City Government workforce will work more efficiently if their needs are met by the City Government.
The CNA incentive amounting to P12,000 will be distributed to benefit City Government employees as per the negotiations between the Association of Government Employees for a New and Dynamic Angeles City (Agenda) and the city’s local government.
At present, the City Hall has 915 regular employees, 36 contractual and 375 casual workers.
Earlier, Mayor Edgardo Pamintuan announced his support for the CNA.
“Our improved expenditure and deficit management will allow us to authorize the grant of additional incentive to City Government workers on top of what they regularly receive,” Pamintuan said.
Employees of the different offices were delighted to this announcement as the enrolment season for school year 2012-2013 has already started.
“We acknowledge the financial burden of our city employees. Now that the enrolment season is fast approaching, our employees are brought into a very tight budget dilemma. From this, I believe the distribution of the incentives is timely and essential,” Pamintuan explained.
Meanwhile, Agenda president Eduardo Sanchez thanked the City Council and Mayor Pamintuan for their support to City Hall employees.

85% of LGUs ready for disaster – DILG exec

CLARK FREEPORT – The Department of Interior and Local Government (DILG) said Wednesday 85 percent of the Local Disaster Risk Reduction and Management Councils (LDRRMC) in the country, including Pampanga province, are disaster prepared.
DILG Secretary Jesse Robredo said the concerned local government units (LGUs) already instituted functional risk reduction and management councils in their respective areas of responsibilities, which further bolster the campaign against the effects on lives and properties of the people during calamities.
Robredo also explained that the Seal of Good Housekeeping awarded to the LGUs manifested the readiness in dealing with the natural calamities this rainy season.
Aside from this, the DILG secretary likewise advocated the establishment of barangay alert system to involve the local officials in the area in assessing the situation.

Lawmaker: Coastal roads will benefit farmers, fisherfolk

CITY OF SAN FERNANDO — The planned construction of coastal roads here will benefit Kapampangan farmers and fisherfolk, said Ricardo Yabut, chairman of the Provincial Board Committee on Public Works.
Yabut, a congressional aspirant in 2013, said Monday that the produce of farmers and fishermen could be directly transported to Metro Manila and other southern markets once the coastal roads that would traverse the Pampanga towns from Calumpit, Bulacan are realized.
The planned construction of coastal roads has been prioritized by the Central Luzon Regional Development Council’s Sectoral Committee on Infrastructure Development.
“The coastal roads which are part of our development plans would greatly help in transporting the produce of our fourth district farmers and fishermen. Currently, because of the lack of direct road links to Metro Manila and southern markets, their farm produce and seafood — about 80 percent — are just brought to Hagonoy [Bulacan]. They could not really command a good price for the products since they have to pass through middlemen,” he said.
Yabut said that with the coastal roads and the parallel development of the Pampanga Delta 3 River Project, farmers and fisherfolk, especially those in the fourth district towns of Macabebe, Masantol and Minalin, including the second district municipalities of Sasmuan and Lubao, are assured of growth from higher sales and profits.
“Not only would travel time be cut by at least two hours from the point of origin, but our cabalen farmers and fishermen could be assured of higher profits as development would be spurred by these coastal roads. As chairman of the committee on public works, I would definitely push for the construction of these coastal roads through appropriate legislation,” he said.
Yabut added that the construction of coastal roads is within reach as already, the construction of a national government and foreign institution funded bridge is going on.
“The P175-million bridge in Masantol linking seven coastal barangays is going on. This will greatly provide access to people there once it is finished and construction of coastal roads starts. Hopefully, both will be finished in our term or when I am in Congress already so we could extend more support to these projects,” he said. (JTD)

New school gets P3M from Capitol

SAN LUIS — The Provincial Government recently promised to allocate P3 million to cover half of the actual selling price of a lot occupied by the newly established San Luis High School, formerly known as A. Gonzales Sioco High School here.
Governor Lilia Pineda said Tuesday that the Capitol is determined to invest for the education of the young.
“Nung alang pormal a edukasyun, alang masanting a kinabukasan,” Pineda told the officials and parents during the launching of the new school.
The Municipal Government here started earlier negotiations with owners A. Gonzales Sioco High School for possible takeover in the amount of P6 million.
The other P3 million will be shouldered by the local government here. It will be taken from the local government’s Internal Revenue Allotment (IRA).
As this developed, Mayor Venancio Macapagal lauded Governor Pineda for her show of concern for the education of the students in this town.
It was also learned that more than 400 students are currently enrolled in this newly opened public school.
Macapagal and members of the Municipal Council saw this as a good investment since it would benefit the youth of San Luis and decided to push through with the project.
“Para ya kareng anak ini, keng kinabukasan da,” Macapagal declared.
Meanwhile, Pineda and the Municipal Government vowed to shoulder the teachers’ salaries and operational expenses while waiting for the budget approval from the National Government.
Joining the governor during the launch were Board Members Nestor Tolentino, Ricardo Yabut, Monina Laus, Trina Dizon, Fritzie David Dizon, members of the Municipal Council, parents and students.

Guv asks junkshop owners to help solve garbage woes

CITY OF SAN FERNANDO — Governor Lilia Pineda on Monday sought the help of the newly organized Junkshop Owners and Operators of Pampanga in solving Pampanga’s garbage problem.
Speaking before an estimated 400 junkshop owners and operators enrolled under Capitol’s “Kariton para sa Kalinisan, Kabuhayan, Kalusugan at Katahimikan” or 5K Program at the People’s Sports Center here, the governor said they are in the forefront of garbage collection and segregation.
“We will help you and I ask that you help us in return so that we can altogether solve our garbage problem and assist in proper solid waste management,” she said.
She added that the Provincial Government spends so much on the problem and “I am appealing to you to join us in solving this especially that you know areas that are filled with garbage like creeks and waterways in your respective barangays.”
She also sought their assistance in fighting the drug menace, as well as curb theft and robbery, particularly of cables and other stuff like iron fences.
“Huwag ninyong bibilhin ang mga ganitong nakaw na kalakal. Tulungan din ninyo sana kaming malutas ang problema sa droga at isuplong sa ating kapulisan ang ganitong pangyayari (Don’t buy these stolen items. Also help us solve drug problems in the province),” she said.
In return, she added, Capitol will provide PhilHealth and Health Access Cards to the junkshop owners and operators and their families, as well as educational assistance and scholarships to their children wishing to pursue their studies.

Group hits senator’s sponsorship of PH-Australia military pact

CITY OF SAN FERNANDO – Members of the fisherfolk alliance Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinaas (Pamalakaya) said they were disappointed with Senator Loren Legarda for taking the lead in the ratification of Status of Visiting Forces Agreement (Sovfa) between Australia and the Philippines.
In a press statement, Pamalakaya vice chairperson Salvador France said Legarda was one of the senators in 1999 who voted against the RP-US Visiting Forces Agreement (VFA), which the group viewed then as a courageous act of patriotism on the part of the senator.
“This is a major reversal of political position of the senator. From patriotism to dime-a-dozen subscription to foreign domination and control. It is very disappointing, but Legarda, chair of the Senate Committee on Foreign Relations, chose to auction the country’s national sovereignty to Crocodile Dundees in Australia,” the Pamalakaya leader said.
In her sponsorship speech of Senate Resolution No. 788 calling for the ratification of the PH-Australia military pact, Legarda called for a “better prepared and better equipped naval and military force.”
“We are faced by grave dangers and threats not present 15 years ago and the Philippines is at the strategic center of all these realities,” said Legarda. “A strategic center that has no fulcrum will not be able to realistically wage a sustainable, winning crusade against these regional and global threats.”
Legarda said Australia and the Philippines were two sovereign nations “whose survival will be defined by its defense and protection of its maritime domains. We share with Australia a strong interest in maritime security cooperation and a shared strategic interest in the security of Southeast Asian shipping lanes.”
But Pamalakaya’s France said Legarda’s endorsement of the military pact will not hold waters.
“Senator Legarda should be wary of the US military plan to increase its military forces in the Asia Pacific region and Washington’s request to use the country’s naval ports for rapid and massive deployment of US troops in the country and other parts of the region. That is more scary, dangerous and revolting compared to China’s assertion over Scarborough Shoal which can be resolved through diplomatic means and channels,” he added.
Pamalakaya said there is a strong possibility that President Benigno Aquino III will revive the proposed RP-US Military Bases Agreement, which was rejected by the Philippine Senate on September 16, 1991 to accommodate more warships and US troops to be deployed by Washington D.C in Asia Pacific in year 2020.
“This is not a remote possibility. The US can ask Aquino anytime about the revival of the RP-US Military Bases Agreement and have a treaty passed before his term ends in 2016. And Washington can bring this proposal during the scheduled state visit of Aquino to US and formalize it during his meeting with President Barack Obama,” Pamalakaya chairperson Fernando Hicap said in a press statement.
US Defense Secretary Leon Panetta announced on Saturday that the United States will move the majority of its warships to the Asia-Pacific in coming years and keep six aircraft carriers in the region.
He said the US would reposition its Navy fleet so that 60 percent of its warships would be assigned to the region by 2020, compared to about 50 percent now.
The Navy would maintain six aircraft carriers assigned to the Pacific. Six of its 11 carriers are now assigned to the Pacific but that number will fall to five when the USS Enterprise retires this year.
But Panetta dispelled notions that the shift in US focus to Asia was designed to contain China’s emergence as a global power. He acknowledged differences between the world’s two largest economies on a range of issues, including the South China Sea (West Philippine Sea).
“It appears to us that Washington wants the puppet regime of Mr. Aquino to give way to the revival and quick approval of the RP-US Military Bases Agreement, the same bases agreement rejected by the Philippine Senate in 1991 but this time with some news twists and shocking turns. The US needs their former naval and air bases for their military campaigns in the Asia Pacific region before and beyond 2020. Don’t be shocked if the revival of the bases agreement becomes an issue during the Aquino state visit in US next week,” Pamalakaya’s Hicap warned.
The Pamalakaya official said the revival of RP-US Military Bases Agreement has become a necessity to accommodate tens of thousands of US troops in the region.
Hicap said at present the US Asia Pacific Command maintains 49,000 US troops in Japan and 27,000 US troops in South Korea, excluding US troops currently deployed in Guam, Hawaii and Australia.
Pamalakaya said the US military naval base in Subic is back to its former status as Washington’s biggest naval base outside mainland America. The militant group was referring to the unannounced visit of attack submarine USS North Carolina (US-SNN 777), one of the most modern submarines in the US navy last month.
Pamalakaya asserted that the highly questionable port call of US attack submarine merely confirmed that the former Subic Naval base is being used as a de facto naval base for arriving American military warships and US troops on rotation basis.
Pamalakaya said the arrival of USS North Carolina at Subic is a political-military message to the Aquino administration that it is looking forward to the revival of the RP-US Military Bases Agreement.

City to observe 114th Independence Day

ANGELES CITY – This city will join the entire nation in the celebration of the 114th Proclamation of Philippine Independence on June 12, with Tourism Secretary Ramon Jimenez as guest of honor and speaker.
Angeles City, which is the location of the historic Pamintuan House, is privileged to be one of the seven permanent sites of the simultaneous flag raising done in the morning of Independence Day.
The other sites are Barasoain Church, Rizal National Monument (Rizal Park), Aguinaldo Shrine, Pinaglabanan Memorial Shrine, Mausoleo De Los Veteranos de la Revolucion (Manila North Cemetery) and Bonifacio National Monument (Caloocan City).
Realizing the significant role bestowed upon Angeles City, Mayor Edgardo Pamintuan ensures a celebration filled with meaningful events, including the reenactment of the celebration of the 1st Philippine Independence Day Celebration held at the Pamintuan House, under the leadership of President Emilio Aguinaldo.
The reenactment, which is undeniably one of the highlights of the freedom day celebration, has always been spearheaded by Kuliat Foundation Inc. (KFI).
The City Government through the Angeles City Tourism Office, partnered with KFI to further spruce up the celebration, which will open up with a brief parade that will be participated in by representatives from the education, business and government sectors.
The parade will start at the Museo Ning Angeles and ends at Pamintuan House, where the reenactment will be performed by the theater group Uyat Artista, using the script penned by Jose G. Paras Jr.
Dance production numbers will be done by Sinukwan Performing Arts, and the other musical renditions will be from the Angeles City Choir.
The city tourism office, in partnership with the Department of Tourism – Central Luzon and MarQuee Mall will stage “MusiKALAYAAN 2012,” an explosive musical extravaganza featuring Angeleño bands SOJ, Tea 4 Two and Chiro, true-blue Angeleño Ronnie Liang, Tricia Garcia, Mcoy Fundales and Kenyo, and renowned performers Bayang Barrios, Gary Granada and Lolita Carbon of Asin.
This free concert will be held on June 12, 6 p.m. at MarQuee Mall park.

Corona leaves hospital

MANILA (Updated 5:58 p.m.) — Ousted Chief Justice Renato Corona was discharged from an upscale hospital in Pasig City Saturday afternoon, radio and television reports said.
Corona, who was recently removed from office after 20 of 23 senators found him guilty of committing culpable violation of the Constitution and betraying public trust, was admitted to The Medical City last May 22 after having difficulty in breathing and dizziness due to hypoglycemia or low blood sugar.
He was confined at the hospital intensive care unit for days due to possible “acute coronary syndrome or heart attack.”
He left the hospital, though, around 5:40 p.m. Saturday, 11 days after his admission, reports said.
The former Chief Justice will reportedly be staying at his house in Xavierville in Quezon City. He was advised by his doctors to rest and avoid stress.

Aquino may name new Chief Justice earlier than expected

PRESIDENT Benigno Aquino III may name the new Supreme Court Chief Justice earlier than expected, Malacanang said on Saturday.
“The President has 90 days to make a decision. I don’t think he will use up the entire 90 days, although he is not in a hurry,” presidential spokesperson Edwin Lacierda said in an interview over dzRB Radyo ng Bayan.
But Lacierda assured that Aquino will have a thorough assessment of those nominees to be submitted by the Judicial and Bar Council (JBC) whose members are set to convene on Monday.
He said he was not aware who would be included in the shortlist to be provided by the JBC to the President.
Justice Secretary Leila de Lima and Bureau of Internal Revenue (BIR) Commissioner Kim Henares were reportedly among those being eyed to be the new chief magistrate to replace ousted Chief Justice Renato Corona.
“Certainly, Secretary Leila de Lima is fully qualified and she has proven her competence and her integrity,” Lacierda said.
In the case of Henares, he said the BIR chief is also qualified.
He said Aquino continued to assess the people who could be the next Chief Justice.
“One of the things he (Aquino) mentioned was that if you appoint someone from within the Cabinet, what will be the gain to the executive branch, what will be the loss to the executive branch? So these are assessments that we will be making,” he added.
The other candidates who could be included in the shortlist for possible Chief Justice’s post include the three most senior associate justices of the high tribunal such as Antonio Carpio, Arturo Brion and Diosdado Peralta.
