THE Capitol defended anew its purchase of Damara and Dorper sheep from Australia, saying that the Provincial Government acquired the breeder stocks at a much lower price than in other places in the country.
In a press statement, Capitol stated that the purchase price of the sheep and even the selling price it offered to local buyers, who included respected businessmen, planters and big farm owners, are way down low, based on its comparative data.
Capitol added that based on the documents sent by the Subic-based Zoomanity to the Provincial Veterinary Office, it showed that the company, which trades hybrid imported and local livestock animals, sells “kiddings” or one to four-month old Damaras at P20,000 apiece, and P35,000 per head for the Dorper.
Provincial Veterinarian Dr. Renante Decena, in referring to the supplier’s price quotations, said Zoomanity’s selling rate for an adult Damara ewe or ram stays at more than P40,000 while the Dorper ewe or ram is P50,000 or more.
The price of a Dorper ram imported by General Santos City from the Australian Rural Exports Pty. Ltd., on the other hand, is pegged at $1,100 each, including the cost of freight, a comparative document showed.
This is four times over our acquisition cost for the Dorper ram at AU$270 each. Even the price of our Dorper/Damara ewe at P16,000 is two to three times lower compared to prices of a Zambales-based supplier which sells between P40,000 to P50,000 per head, Decena said.
“These are prevailing market prices. Real, not imaginary,” said Jose Ma. Valencia, chief of staff of the Office of the Governor.
Valencia added that the GenSan and Subic prices are more than double, if not triple or more, compared to the P16,000 offered by the Provincial Government for the Damara/Dorper ewe and P25,000 for the Damara/Dorper ram pegged under SP Ordinance No. 003, which Vice Governor Genaro Alvarez and the Board Members unanimously approved on February 22, 2012.
Marañon, in a press conference Thursday, underscored there was no overpricing in the acquisition of the breeder stocks, which were procured by Capitol after majority of the Provincial Board members, headed by Vice Governor Genaro Alvarez, approved SP Resolution No. 1003 last November 9, 2011, which amended Resolution Nos. 0816, 0817 and 0821.
Certified correct and signed by Alvarez himself, SP Resolution No. 1003 approved the stipulations of Pro-Forma Invoice No. 0001-2011 (of the International Livestock Export Pty. Ltd.) and authorized Marañon and the Provincial Treasurer as signatories to the contract in behalf of the province, the statement added.
The Vice Governor also affixed his signature on every page of the Pro-Forma Invoice, as well as on the resolution that contained the details of the contract that changed the Capitol order from 1,110 heads of cattle and 2,400 heads of sheep to about 6,000 Damara/Dorper sheep, it further stated.
SP Ordinance No. 003, entitled, “An Ordinance Establishing the Negros First Ranch, Providing for Rates in the Dispersal of Livestock and For Other Purposes (The Negros First Ranch of Negros Occidental)”, outlined the need to pursue a food security program, and the establishment as well of the Provincial Livestock Committee with the governor and vice governor as chairman and vice chairman, respectively.
It pegged the prices for the sheep breeders in Section 5 at P16,000 for the ewe and P25,000 for the ram until March 2012 based on recovery cost, inclusive of handling fees and such other applicable and pertinent fees and charges.
Beginning April 2012, however, the ordinance continued, an additional amount of P600 per month shall be incorporated in the price of each imported sheep to cover for the cost of feeds and other utilities.
“That is why it is preposterous for some quarters to manufacture unverified figures left and right. It is clear that this all boils down to politics as the one making a mountain out of a molehill is an ally and relative of the vice governor. I don’t think they will dispute that because it is fact. If this not politics, so what is their motive? It’s meant to simply confuse and dis-inform the public,” Valencia said.
“SP Ordinance No. 003 speaks for itself. If they continue to resort to media hopping and forum shopping with all those malicious imputations against the good governor, then their bottomline is crystal clear: sheer propaganda,” continued Valencia, as he reiterated Marañon’s call to bring the political campaign to a mature level via public debates where they can bring to the fore their platform of government.
Meanwhile, Board Member Manuel Frederick Ko said on Friday that he will look into the possibility how the SP can conduct an inquiry into the sheep issue.
He said that they may raise the matter with Decena who will be invited in the ongoing budget hearing by the committee on finance. (TDE)

CANDABA — Local traders here said the completion of the Candaba-San Miguel road is a welcome development and is expected to bolster the town’s economy in the coming years.
They said that for so long, Candaba has not achieved so much in terms of economic growth due to its geographic characteristics.
“Hindi kasi buo ang bayan kung ang pag-uusapan ay ang lupain nito. Maraming mga barangay sa Kapampangan region ang isolated dahil walang access na maayos sa town proper. Kaya sana madaliin nila ang paggawa sa natitirang kalsada para madali ng pumasok ang kalakal sa ating palengke,” Violeta Pangilinan, a public market vendor, said.
This came as Department of Public Works and Highways (DPWH) officials bared plans to finish the remaining 2.5 kilometers of the Candaba-San Miguel road.
DPWH earlier stated that at least P111 million has been allocated for the project.
Candaba-San Miguel road links the Kapampangan region to the town proper and allows agricultural produce from the villages therein to be easily transported to the public market.
“Magiging maganda ang resulta nito para sa aming maliliit na nagtitinda dahil mababawasan ang gastos sa pamasahe. Ibig sabihin, mas mura ang produktong mabibili ng tao,” another trader here said.

ANGELES CITY — An official from the National Council on Disability Affairs (NCDA) has urged employees of SM City Clark to protect and respect persons with disabilities (PWDs), or persons with special needs.
Carmen Zubiaga, executive director of the NCDA and a person on wheelchair, said it is important for the mall employees to have knowledge on how to handle properly persons with physical and mental disabilities.
Zubiaga, together with Pacifico Tee, public relations officer of the Autism Society of the Philippines, oriented security guards and tenants about the services they could extend to PWDs.
She discussed how barriers in malls and other establishments can be eliminated to give PWDs better shopping experiences.
She stressed the need to install assistive devices and equipment like ramps and elevators so persons on wheelchairs could easily go from one floor to another.
Zubiaga said it is about time that people should learn about the rights of PWDs, who should not become objects of charity. She stressed the disability interaction of the person and society.
“Baguhin na natin ang ating pananaw sa mga PWDs. Dati, we see them as object of charity. Hindi na ‘yon ang kailangan. Ang kailangan programa kung paano sila maging bahagi ng society,” she said.
Tee, for his part, discussed the symptoms of children with attention deficit hyperactivity disorder (ADHD).
According to Tee, some of the symptoms include short attention span, talkativeness and lack of focus, and tirelessness, among others.
“If you notice these behaviors on a child, please be patient with them,” Tee said.
Mark Herrera, SM City Clark assistant mall manager, thanked Zubiaga and Tee for imparting knowledge on the proper handling of persons with special needs.
He also asked employees to apply what they have learned in the seminar.

CITY OF SAN FERNANDO — Thousands of relocatees at the Bulaon Resettlement Center here who were displaced during the onslaught of lahar in 1995 are bound to get their respective land titles soon.
Sun.Star Pampanga learned about this over the weekend, after Governor Lilia Pineda, Mayor Oscar Rodriguez, Bulaon village chief Zenaida Bundalian and National Housing Authority (NHA) project manager Inez Gonzales conducted a dialogue with members of the Bulaon Resettlement Center Homeowners Association led by Jake Sawal regarding their queries about the land titles that have not been turned over to them the past years.
Earlier, Governor Pineda sought the assistance of Rodriguez, asking the latter to relay to Vice President Jejomar Binay the plight of the relocatees.
Gonzales said that 2,582 relocatees have not received their land titles yet, while 1,131 are up for validation.
“So far, 619 are being processed already and 642 have no technical description. We also found out that 192 are not original relocatees but come from other areas like Tarlac. We are now validating all of these and have requested the homeowners to submit to us the required documents for them to acquire their land titles,” she told Sun.Star Pampanga.
Rodriguez stressed it is the immediate processing of documents that will address the concerns of the homeowners.
“This is because the Mt. Pinatubo Commission no longer exists. It is supposed to be under their jurisdiction and it was during the time of former President Gloria Macapagal-Arroyo, through an executive order that she signed, that relocatees would not have to pay a single centavo for the properties. It is good that the NHA is with us now and really very good that our governor has directed the immediate creation and establishment of an NHA Sub-Office here which would assist the relocatees on their concerns and look after the processing of documents,” said Rodriguez.
Meanwhile, Governor Pineda urged the relocatees to submit as soon as possible the needed documents.
“Asikasuhin ninyo agad ang mga papeles an kailangan ninyo upag matugunan na ang hinaing ninyo. Nagpapasalamat ako at ang Kapitolyo sa NHA at kay Mayor Rodriguez sa mabilis na tulong nila sa atin (You prepare all the needed documents so they can address your concerns. I am grateful to the Capitol, NHA and Mayor Rodriguez for their help),” she told the relocatees.

CITY OF SAN FERNANDO—Chinese softshell turtles (Pelodiscus sinensis) have found their way in the waters of Pampanga, Bulacan and Bataan, preying on bangus (milkfish) and tilapia fingerlings in fishponds there, an environment official said on Tuesday.
Maximo Dichoso, executive director of the Department of Environment and Natural Resources (DENR) in Central Luzon, said he formed a task force to address complaints against the proliferation of the turtles in the region’s waters.
The turtles grow to a foot long and have made their way to Manila Bay through ballast water discharged by ships docking in Manila, Dichoso told Inquirer.
The Pampanga River, the mouth of which is straddled by the three Central Luzon provinces, drains toward Manila Bay. High tide and sea level rise push the water inland.
In a statement, Dichoso said the turtles are “growing in population” and are an “invasive alien species.”
The task force, he said, has been instructed to look into the turtles’ distribution, feeding habits and reproductive characteristics.
The six-month study will help the DENR make a policy on the quota for the collection of the turtles as food or export items.
Two residents from Minalin town and a businessman in Las Piñas City have obtained special use permits to harvest the turtles for export.
Citing data from the United Nations Food and Agriculture Organization, the DENR said the turtle’s meat is a native delicacy in China, Taiwan, Vietnam, Japan and Russia.
Dichoso said strong market demand for turtle meat in China and other Asian countries will open a viable business opportunity among wildlife collectors in the affected provinces.
Dichoso said he urged the public to report sightings and nesting sites of the turtles. He warned against propagating the turtles or raising these as pets.
Monitored in the 1990s, the animals have multiplied and are now considered a threat to local biodiversity and a pest in the multimillion-peso fishery industry in the three provinces, he said.
Pampanga leads in tilapia growing in the region, according to the Bureau of Fisheries and Aquatic Resources.
The turtles have multiplied to a point where they have become a menace like the golden kuhol (snail) in the 1980s, said Arthur Salazar, deputy director for protected areas, wildlife and coastal zone management service, in the same statement.
He said the softshell turtle is carnivorous and aggressive, “preferring to forage at night to feed on fish, crustaceans, mollusks and insects.” Tonette Orejas and Jun Malig, Inquirer Central Luzon
