(CDC) President and CEO Felipe Antonio Remollo, the Clark Services Department (CSD) said there are 1,981 job openings available and at least 50 percent of them are for IT and BPO companies who are looking for web designers and developers, programmers, technical support operators, Linux and Windows Systems administrators, English online teachers, and call-center agents.

Senate President: Asset statement issue is simple

MANILA — Senate President Juan Ponce Enrile on Thursday ended a debate on values of property that Chief Justice Renato Corona declared in his asset statements, saying there was no need to “belabor the point.”

The prosecution has said Corona undervalued the properties in his statements of assets, liabilities, and net worth (SALN).
Serafin Cuevas, lead defense counsel, meanwhile said that if Corona had prepared and filed his SALNs based on values provided by city assessors, he cannot be faulted for that. He made clear, however, that he was speaking hypothetically.

He added that values change with time. “If I bought a condominium unit for P10 million three years ago, and now the value is only P1 million and I declare P1 million, is there fraud?” he said.

An assessor from Taguig City on Thursday presented to the Senate impeachment court documents showing the tax declarations of Corona’s high-end condominium units, which were not publicly declared for the years during which they were bought.

Minority Leader Alan Peter Cayetano, whose wife is a mayor in Taguig City, confirmed that local government units set the assessed values of property and that assessed values may change but the acquisition cost should be constant.

Cayetano also asked both sides to explain how they defined “fair market value”, but Senator Panfilo Lacson said there was no problem with the assumed values.

He said what interested him was the basis of the declared acquisition cost.

The prosecution said it should be the amount stated on the deed of sale. This was not about what was not put in the SALNs, but the assessed values, it said.

But Senator Ralph Recto said, “How come the amounts on the deeds of sale were not listed as the acquisition cost?”

Lacson said only Corona himself can explain why this was done.

Cuevas said that if this was done out of negligence, then Corona cannot be faulted either.

“We all know what are assets, what are liabilities, and what is net worth. Let’s not belabor this. Present evidence and proceed with the trial,” Enrile said.

He said there was no question that Corona declared certain properties in his SALNs. He also said it was clear that Corona has been accused of not declaring all his assets.

He said the only thing that the court needs to determine is whether the Chief Justice was remiss in the constitutional requirement to faithfully declare his net worth under oath.

“When you talk of graft and corruption, you talk about acquisition cost versus income,” he said, adding this is not based on “assumed values.”

Senator Francis Escudero, for his part, told both parties to argue in their summations whether failure to list the acquisition cost is a violation of the law.

Palace shrugs off ‘noynoying’

MALACAÑANG shrugged off Friday the “noynoying,” a new form of protest against President Benigno Aquino III’s administration.

Deputy presidential spokesperson Abigail Valte said the “noynoying” is part of democracy.
“They will always do what they wish. It’s a democracy,” she said when asked on the reported plan of the militant groups to disseminate to social media and the internet the latest attack against Aquino.

Protesters on the oil price hikes adopted the “noynoying,” an act that involves lying on the ground, looking bored and doing nothing during their protest action on Thursday.
“Noynoying” replaced “planking.” They accused Aquino of not doing anything to address the rising oil prices.

Valte said Malacañang would not do anything regarding the latest criticism against the President.

“It seems that whoever President you put, the same thing is done,” she said.

Valte also justified the latest photo of the President that came out in most of the newspapers showing that he was working hard in his office in Malacañang on Thursday after skipping a packed schedule on Wednesday as he was not feeling well.

She said the photo was not to debunk “noynoying” that the President was not doing anything.

“Certainly, it was not in response to any matter. If you — well, you would know this very well that the Photo Bureau does release photos of the President on a regular basis,” she said.

She added that the members of the press were asking on Thursday if Aquino went back to work after skipping his schedules on Wednesday.

Session will also be conducted at Naval Training Center (NTC) in San Miguel village, also in San Antonio town.
During summer, thousands of tourist flock to San Antonio town with its clean and pristine beaches.
“We aim to set up three lifeguard stations in the identified areas manned by at least four newly trained lifeguards and one senior lifeguard,” Harvey added.

Assessors testify on Corona’s pricey condo units

AN ASSESSOR from Taguig City presented to the Senate impeachment court Thursday documents showing the tax declarations of Chief Justice Renato Corona’s high-end condominium units, which were not publicly declared for the years during which they were bought.
House prosecutors alleged that Corona concealed the existence of the Bellagio penthouse and the Bonifacio Ridge unit in his statement of assets and liabilities and net worth (SALN) in 2004 and 2009, respectively.
These properties were declared only in 2010 as the prosecution anchored its argument that Corona should be removed from office for betrayal of public trust in his failure to disclose some assets and cash deposits in his SALN.
During the trial, Engr. Roberto Villaruz, officer-in-charge of Taguig assessor’s office, said Corona’s Bellagio condominium unit has a fair market value of P5,827,200 and assessed value of P3,496,320.
Three parking spaces were also named under Corona, which has a fair market value of P240,000 and an assessed value of P144,000.
Last January, Giovanni Ng, finance director of Bellagio developer Megaworld Corp., testified the Coronas bought a 303-square-meter penthouse for P14.5 million in 2009 through three installments.
For the Bonifacio property, which was bought for P9.15 million, Villaruz presented a tax declaration showing that the unit has a market value of P2,369,980 and assessed value of P1,421,990.
He also turned over to the court a tax declaration on the P6.19-million McKinley Hill property named under Corona’s daughter Maria Charina. It was purchased in October 2008.
For his part, Rodolfo Ordanes, officer-in-charge of Quezon City assessor’s office, testified on the tax declarations of Corona’s properties in Burgundy Plaza, Xavierville subdivision, Ayala Heights, and the posh La Vista.
Earlier, lawyer Ramon Esguerra said Corona earned P26 million in the sale of his properties in La Vista and Ayala Heights in 2010.
The Chief Justice likewise owns a P3.5-million condominium unit in The Columns in Makati that was not listed in his SALN from 2003 to 2009 and was only declared in his 2010 filing. An assessor from Makati will be presented by the defense panel next week to submit a tax declaration on this property.
Debate on acquisition cost
Lacking in the equation, however, is the acquisition costs of the properties, which private prosecutor Jose Benjamin Panganiban said should be declared in the SALN.
Also, Panganiban said Corona is obliged to declare the acquisition costs with city assessor’s office under the Local Government Code.
“The properties purchased have different values in terms of acquisition cost and in terms of market values as reflected (in the SALN). There being a discrepancy, acquisition cost is higher,” he said.
But Villaruz said he is unaware if Corona made any such declaration.
At this juncture, Senator Aquilino Pimentel III stood and explained to the floor that assessors can make the declaration if the owner fails to list the acquisition cost.
This is provided under Section 204 of Republic Act 7160 (Local Government Code), which states that in case the property owner “refuses or fails for any reason to make such declaration within the time prescribed, the provincial, city or municipal assessor shall himself declare the property in the name of the defaulting owner, if known, or against an unknown owner, as the case may be, and shall assess the property for taxation in accordance with the provision of this Title.” (Virgil Lopez/Sunnex)

Areas with high TB rates named

CITY OF SAN FERNANDO — Board Member Monina Laus revealed Wednesday that as per records, the towns of Mabalacat, Magalang, Arayat and the City of San Fernando have high rates of tuberculosis incidence.
Laus, Provincial Board health committee chair, said this alarming fact has prompted the Provincial Government to conduct a health summit on March 23, to be held at the King’s Royale Hotel in this city.
“Sa Siyudad San Fernando, marami ang kaso ng tuberculosis sa Northville 16, dyan sa mas Calulut,” she said.
The summit, Laus said, aims to further strengthen the campaign against tuberculosis.
“Kailangan, walang pamilyang Kapampangan ang mayroong tuberculosis,” Laus said.
Expected to attend the summit are rural health workers from the municipal health offices in various towns, including health workers in all district hospitals in the province.
“Magkakaroon tayo ng coordinator sa bawat distrito para matutukan natin ang kampanya laban sa TB,” she added.
Laus, meanwhile, urged local chief executives to support the health summit so that residents even from far-flung area will be given information about tuberculosis and medical attention, if needed.
Tuberculosis (TB) is a common, and in many cases lethal, infectious disease caused by various strains of mycobacteria, usually Mycobacterium tuberculosis.
Tuberculosis usually attacks the lungs but can also affect other parts of the body. It is spread through the air when people who have an active TB infection cough, sneeze, or otherwise transmit their saliva through the air.

Pacquiao not singled out in tax probe: Malacañang

MANILA — Malacañang clarified Thursday that Sarangani Representative Emmanuel “Manny” Pacquiao is not being singled out by the Bureau of Internal Revenue (BIR) on its move to file contempt charges against him.
Presidential spokesperson Edwin Lacierda said BIR Commissioner Kim Henares is “politically neutral.”
“I don’t see any reason why Congressman Pacquiao will be singled out,” he said, adding it was not Henares who filed the contempt charges but the BIR regional director.
Pacquiao is now the subject of a tax probe for alleged discrepancies in his income tax returns, particularly his income returns in 2010.
Lacierda said the BIR filed the complaint against the pound-for-pound king because despite its request for him to submit his income tax returns, he never complied with it.
“I think we went the extra mile for Congressman Pacquiao. We gave him the courtesy. Unfortunately, maybe for one reason or another, Congressman Pacquiao did not submit the documents,” he said.
“But I think…he already mentioned that he will try to submit those documents. So we will leave it at that,” he added.
Earlier Thursday, Senator Ralph Recto defended Pacquiao against the tax bureau’s portrayal of the boxing pound-for-pound king as tax evader.
Recto, in a statement, said Pacquiao’s earnings from his fights in the United States should no longer be taxable since he has already paid for it with the Internal Revenue Service.
“OFWs (overseas Filipino workers) earnings which are derived from working abroad are not subject to tax. I think the same principle should also apply to Pacquiao, who may not be a true-blue OFW but still our very own ‘Overseas Fighting Worker’,” said Recto, chairman of the Senate committee on ways and means.
The senator said he was appalled on how Pacquiao is being treated here compared to the “respect and adulation” that he enjoys before the global sporting community.
“Sila kaya sumubok na magpagulpi sa ring. Bakit nila ginagawa ito sa kanya? (What if they get battered in the ring? Why are they doing this to him)” Recto said. “How much goodwill and pride has he given to the country? Manny deserves a better treatment.”
Recto said even the people running after Pacquiao would not be able to equal the amount of taxes that he paid in recent years, which had made him as one of the consistent top taxpayers.
“His income was not generated from here and he has already paid his taxes in the US. That would be double taxation,” Recto added.
He also said the BIR could only run after Pacquiao’s earnings from commercial endorsements and other local income-generating activities.
“It seems personalities who clobbered poverty and became successful are now natural suspects for tax evasion and ill-gotten wealth,” Recto said.
The senator said Pacquiao’s wealth is borne out of hard work and not a mere inheritance from affluent relatives or from lotto winnings.
Lacierda clarified, however, that the government is not going after Pacquiao’s earning from his fight abroad.
“On the incomes he earned, there’s a reciprocity agreement with, we have an RP-US tax treaty. And so there’s a reciprocity provision that if you pay taxes in the States they can be used, credited here in the Philippines,” he said.
“What the taxes that we’re looking at are the taxes on incomes earned in the Philippines, for instance, endorsements — the various endorsements,” Lacierda said. (SDR/Sunnex)

According to barangay chairman Rodelio “Tony” Mamac, the event was aimed at joining the efforts of various businessmen and stakeholders to convert the “sin city” image of the Balibago tourism belt area into a “wholesome entertainment and investment center.”
The forum was attended by Department of Tourism (DOT) Regional Director Ronaldo Tiotuico, Rosemarie Herera, president of the Sulong sa Ikauunlad ng Gitnang Luzon, Aksyon Na (Sigla) and Jim Dale, vice president of the Hotel and Restaurant Association in Angeles City.
Dale, during the meeting, said there is a lot to improve in the Balibago area in terms of peace and order and business policy, saying “the greatest challenge we have here is how we can change the perception of people on the business area here.”
He said the decrease in the number of tourists visiting the city is not due to bad perception but on things happening abroad.
“The tourism industry here is affected by the global crisis and not by the things happening here in Angeles City. But if we make the tourism industry here more well-rounded that it can appeal to tourists of all ages, we could have more of them coming in,” Dale said.
Mamac said another area for improvement that they have identified is the lack of a sufficient urban development infrastructure to cope with the rapid urbanization and increasing socio-economic ills brought about by industrialization.
“Media exposé on a certain ‘Jojo Group’ engaging in illegal acts, intimidation, harassment and extortion practices on bar women have done too little to uplift the image of the Balibago tourism area. We want to change this through the help of the local business sector, stakeholders and city government,” Mamac said.
Mamac said they are now formulating tangible plans of action to address the various issues raised during the summit.
Mamac said that local efforts have also been stepped up to increase local security in the area.
Herrera said the other forms of wholesome entertainment should be encouraged in the Balibago area to make it more attractive to tourists.
“The perception is when they say Balibago, the first thing that comes to mind is prostitution. But it should not be that way. Good clean entertainment should be the selling point of an area,” Herrera said.

Senate President: Asset statement issue is simple

MANILA — Senate President Juan Ponce Enrile on Thursday ended a debate on values of property that Chief Justice Renato Corona declared in his asset statements, saying there was no need to “belabor the point.”
The prosecution has said Corona undervalued the properties in his statements of assets, liabilities, and net worth (SALN).
Serafin Cuevas, lead defense counsel, meanwhile said that if Corona had prepared and filed his SALNs based on values provided by city assessors, he cannot be faulted for that. He made clear, however, that he was speaking hypothetically.
He added that values change with time. “If I bought a condominium unit for P10 million three years ago, and now the value is only P1 million and I declare P1 million, is there fraud?” he said.
An assessor from Taguig City on Thursday presented to the Senate impeachment court documents showing the tax declarations of Corona’s high-end condominium units, which were not publicly declared for the years during which they were bought.
Minority Leader Alan Peter Cayetano, whose wife is a mayor in Taguig City, confirmed that local government units set the assessed values of property and that assessed values may change but the acquisition cost should be constant.
Cayetano also asked both sides to explain how they defined “fair market value”, but Senator Panfilo Lacson said there was no problem with the assumed values.
He said what interested him was the basis of the declared acquisition cost.
The prosecution said it should be the amount stated on the deed of sale. This was not about what was not put in the SALNs, but the assessed values, it said.
But Senator Ralph Recto said, “How come the amounts on the deeds of sale were not listed as the acquisition cost?”
Lacson said only Corona himself can explain why this was done.
Cuevas said that if this was done out of negligence, then Corona cannot be faulted either.
“We all know what are assets, what are liabilities, and what is net worth. Let’s not belabor this. Present evidence and proceed with the trial,” Enrile said.
He said there was no question that Corona declared certain properties in his SALNs. He also said it was clear that Corona has been accused of not declaring all his assets.
He said the only thing that the court needs to determine is whether the Chief Justice was remiss in the constitutional requirement to faithfully declare his net worth under oath.
“When you talk of graft and corruption, you talk about acquisition cost versus income,” he said, adding this is not based on “assumed values.”
Senator Francis Escudero, for his part, told both parties to argue in their summations whether failure to list the acquisition cost is a violation of the law.
