Turtle breed menace to fish farms

CITY OF SAN FERNANDO—Chinese softshell turtles (Pelodiscus sinensis) have found their way in the waters of Pampanga, Bulacan and Bataan, preying on bangus (milkfish) and tilapia fingerlings in fishponds there, an environment official said on Tuesday.
Maximo Dichoso, executive director of the Department of Environment and Natural Resources (DENR) in Central Luzon, said he formed a task force to address complaints against the proliferation of the turtles in the region’s waters.
The turtles grow to a foot long and have made their way to Manila Bay through ballast water discharged by ships docking in Manila, Dichoso told Inquirer.
The Pampanga River, the mouth of which is straddled by the three Central Luzon provinces, drains toward Manila Bay. High tide and sea level rise push the water inland.
In a statement, Dichoso said the turtles are “growing in population” and are an “invasive alien species.”
The task force, he said, has been instructed to look into the turtles’ distribution, feeding habits and reproductive characteristics.
The six-month study will help the DENR make a policy on the quota for the collection of the turtles as food or export items.
Two residents from Minalin town and a businessman in Las Piñas City have obtained special use permits to harvest the turtles for export.
Citing data from the United Nations Food and Agriculture Organization, the DENR said the turtle’s meat is a native delicacy in China, Taiwan, Vietnam, Japan and Russia.
Dichoso said strong market demand for turtle meat in China and other Asian countries will open a viable business opportunity among wildlife collectors in the affected provinces.
Dichoso said he urged the public to report sightings and nesting sites of the turtles. He warned against propagating the turtles or raising these as pets.
Monitored in the 1990s, the animals have multiplied and are now considered a threat to local biodiversity and a pest in the multimillion-peso fishery industry in the three provinces, he said.
Pampanga leads in tilapia growing in the region, according to the Bureau of Fisheries and Aquatic Resources.
The turtles have multiplied to a point where they have become a menace like the golden kuhol (snail) in the 1980s, said Arthur Salazar, deputy director for protected areas, wildlife and coastal zone management service, in the same statement.
He said the softshell turtle is carnivorous and aggressive, “preferring to forage at night to feed on fish, crustaceans, mollusks and insects.” Tonette Orejas and Jun Malig, Inquirer Central Luzon

Bataan free port: A job magnet

MARIVELES, Bataan—While the local government has yet to reap taxes from the Freeport Area of Bataan (FAB), the former Bataan Economic Zone (BEZ) is now generating employment for this town’s residents.
Mayor Jesse Concepcion said economic activities in this industrial town had improved since the inception of the FAB three years ago.
“We may not receive enough benefits from FAB in terms of profit share for the town government, but we gain immeasurably in terms of employment,” said Concepcion.
Local officials credit the FAB’s success to Gov. Enrique Garcia Jr., who invited investors to generate employment for residents. The 51 companies operating at the FAB provide jobs to about 14,000 workers.
In a statement, the governor said the FAB’s growth was such that former overseas workers choose not to return abroad and work instead in the free port.
Many fresh graduates of Bataan’s educational institutions, like Bataan Peninsula State University, are employed in well-paying jobs inside the FAB, the statement said.
Vilma Estrada, 38, a worker for a garments factory at the FAB, said she was happy with her job despite being a contractual worker.
“Life in FAB is better even though we work from one factory to another,” Estrada said.
The FAB was created through Republic Act No. 9728, sponsored by the governor’s son, Bataan Rep. Albert Raymond Garcia, to revive the declining BEZ under Epza.
Epza, created by RA 5490 during the administration of former President Ferdinand Marcos, was mandated to establish export or foreign trading zones in Mactan, Baguio and Cavite and with Bataan being the main export zone.
But in the 1980s, labor strikes hampered the operation of export zone enterprises in Bataan to the point where companies closed down due to labor disputes.
Concepcion said proof of the improved economic activity brought by the FAB was that stall holders at the Mariveles public market were now able to pay their stall rentals promptly, unlike before when payments were delayed for months due to slow business activity.
Records showed that of 71 approved enterprises, 51 are operational while 20 firms are to operate.
Some locators build their own factories to start operations immediately. Under the FAB charter, investors are entitled to tax holidays and can buy land and other property for expansion and tourism-related ventures.
Occupying 1,691.55 hectares, the FAB is complete with residential, commercial, industrial, tourism and agricultural lands.
The FAB derives its power from the National Transmission Corp. and San Miguel Energy Corp.
Lawyer Joey Angeles, a FAB board member, said the FAB partially gets electricity from GN Power, a 600-megawatt coal-fired plant in Barangay Alas-asin here. The plant, which is expected to start full operations this year, is capable of supplying electricity to the Luzon power grid.
Governor Garcia announced last year that Bataan would enjoy cheaper electricity with the full operation of GN Power. “With lower production cost, we will definitely attract more investors,” he said.

Subic coal plant deal invalid–CA

SUBIC BAY FREEPORT—The Court of Appeals (CA) has invalidated the lease development agreement and the environmental compliance certificate (ECC) of a consortium of energy firms proposing to put up a coal-fired power plant inside this free port.
Terry Ridon, Kabataan party-list president and lawyer of stakeholders in the Subic Bay Freeport who filed a writ of kalikasan in the CA, said the appellate court, in a Jan. 30 decision, nullified the lease development contract and ECC of the 600-megawatt coal-fired power plant of the Redondo Peninsula Energy Inc. (RP Energy) that would be built here.
Ridon, in a telephone interview on Thursday, said RP Energy has “no legal leg to stand on to proceed with the construction.”
Asked on what grounds the project was stopped by the CA, he said: “Everything [was] nullified because of no [local government] approval, no NCIP (National Commission on Indigenous Peoples] certification and violation of ECC restrictions.”
Ridon, however, said the CA did not issue a temporary environmental protection order (Tepo) because the power plant has yet to operate.
“The [Tepo] was not issued because the CA said the project was not operational yet so there’s no environmental damage yet,” he said.
The Inquirer had yet to receive a copy of the CA’s 101-page decision on Thursday. Ridon, however, read the highlights of the decision during a telephone interview on Thursday.
Subic Bay Metropolitan Authority (SBMA) Chair Roberto Garcia said he has yet to receive a copy of the decision.
RP Energy signed a lease development agreement with the SBMA on June 28, 2010, for $3.8 per square meter for 38 hectares within 50 years.
In December 2008, former Environment Secretary Jose Atienza issued an ECC for 300-MW of the power plant project. On Nov. 15, 2012, Environment Secretary Ramon Paje released an amended ECC for 600 MW.
On July 31 last year, the Supreme Court issued a writ of kalikasan against the project. Through the writ, the high court ordered the SBMA, the Department of Environment and Natural Resources, and RP Energy to answer concerns raised by groups opposing the project.
The high court did not issue a Tepo and ordered the CA to hold hearings for a final decision.
Ridon, however, said RP Energy and all parties can appeal the decision.
“But they have to start all over again. They have to stop construction in the area, or they will be violating Philippine laws. They cannot proceed without an ECC,” he said.
“RP Energy would have a hard time convincing banks to finance the project because of the costly delays. They might just pass this on to consumers, so the promise of cheap electricity is gone,” he said.
Gregorio Magdaraog, head of the Subic Bay Freeport Chamber for Health and Environment Conservation (SBF-CHEC), has asked the SBMA to enforce the court’s decision.
“[The SBMA should] revoke all permits and stop site preparations. RP Energy can no longer be allowed to damage Redondo Peninsula any further,” Magdaraog said.
“Subic stakeholders applaud the CA decision,” he said.

Ecija town suffers anew from power cut; residents fume

CABANATUAN CITY—As soon as the clock struck noon on Monday, Gerardo Sator, a former employee of the local government of Pantabangan, Nueva Ecija, knew his soft drinks business in the town would be dead for an indefinite period.
“This is the time my small business should be earning. But who drinks warm soft drinks?” Sator said as he expressed dismay over the financial woes of the Pantabangan Municipal Electric System (Pames).
He said the widespread power outage on Monday was “very unfortunate” in a town that hosts two big taxpaying companies, such as Casecnan Multipurpose Irrigation and Power Project, and First Gen Hydro Power Corp. (FGHPC).
FGHPC, which owns and operates the Pantabangan-Masiway Hydroelectric Complex, cut off power supply to the local government-run Pames over its alleged failure “to keep its account current, having incurred unpaid power bills from July 2012 to December 2012 amounting to P8,762,405.58.”
Pantabangan Councilor Teodora Agustin said residents of the town were angry due to the power cutoff.
Deeper reason
In a text message to the Inquirer, Mayor Romeo Borja Sr. confirmed the power disconnection on Monday.
“They cut off the power supply in Pantabangan but there is a deeper reason and it is not only about Pames’ obligation to them. They returned the check that we paid them on Friday,” he said in Filipino.
He declined to give additional information. “I’ll talk about this issue tomorrow (Tuesday) because I’ll be talking to First Gen tomorrow.”
Earlier, Borja said his administration never stopped looking for a solution to the problem that the town government was facing long before he assumed the mayoral post.
It was the second time since July last year that power was cut off in the town under Borja’s leadership, amid a restructuring agreement between the local government and the FGHPC that was forged on March 16, 2012.
FGHPC first cut off supply to the town on July 23 last year due to Pames’ outstanding obligations of P80 million. Electricity was restored on Aug. 2 after a series of negotiations among the power generation firm, the provincial government and the town government under the guidance of the late Interior Secretary Jesse Robredo.
Outstanding debt
FGHPC said Pames had a total outstanding debt of P52,264,222.75, which the latter incurred after entering into an agreement for the settlement of the obligation in August last year during the first power cutoff.
In a statement, it said Pames had paid only P28 million of its P80-million debt by offsetting the real property taxes that the FGHPC was supposed to pay the town government for the hydropower facility.
“We have been trying to hold off on the decision to cut off the power supply to Pames but we cannot afford to delay this action anymore, as we also have a responsibility to keep our operations viable, considering that FGHPC also supplies power to two other electric cooperatives, a government agency and an industrial customer,” the company said.

Pantabangan power woes continue

CABANATUAN CITY—As Pantabangan, Nueva Ecija, endured a town-wide power outage for the second day on Tuesday, residents tried to find ways to cope with the problem.
Senior Supt. Crisaldo Nieves, provincial police director, said his office sent a 1,000-kilowatt power generator to the Pantabangan police station.
Local policemen who joined the “unity walk,” a drive for safe and free elections, on Tuesday dawn took the opportunity to have their mobile phones charged in stores running on generator sets.
On Monday, First Gen Hydro Power Corp. (FGHPC), which owns and operates Pantabangan-Masiway Hydroelectric Complex, cut off power to the local government-run Pantabangan Municipal Electric Services (Pames) over its failure to pay power bills from July 2012 to December 2012, amounting to more than P8.7 million.
FGHPC returned a check worth P1.6 million that Pames issued because it was not sufficiently funded.
But Mayor Romeo Borja Sr. denied that the check had no funds. In text messages on Tuesday, Borja said he asked town treasurer Charito Ifurong to deposit funds from Kaltimex to the account of Pames.
Borja tapped Kaltimex last year to rehabilitate Pames through a 25-year contract that several councilors and civic leaders opposed because this did not undergo public consultation.
Dennis Gonzales, FGHPC vice president for business development, said negotiations on Tuesday with the provincial government, Borja and Department of Energy officials may result in “something positive” so power can be restored soon. Homicide raps filed in Geertman slay but lawyer wants murder

CITY OF SAN FERNANDO—A state prosecutor has found probable cause to file robbery with homicide charges against suspects in the killing of a nongovernment organization official, Wilhelmus Geertman, a Dutch, in July 2012.
The resolution by Assistant State Prosecutor Philip Tumala, dated Dec. 27, 2012 and received by Geertman’s coworkers only on Tuesday, will be appealed to the Department of Justice, said Edre Olalia, lawyer of the victim’s fiancée, Ma. Aurora Santiago.
Olalia said the case should have been murder, which was what Santiago has been demanding, believing that Geertman’s is a case of extrajudicial killing.
Quoting Santiago, Olalia said Geertman earned the ire of powerful people for his advocacy against mining, logging and land grabbing in Aurora. Geertman was executive director of the Alay Bayan Central Luzon Inc. (ABI).
“We shall appeal this resolution so that the proper crime of murder is charged,” said Olalia, secretary general of the National Union of People’s Lawyers.
In the four-page resolution, Tumala said that based on facts and evidence, he found four elements of robbery and homicide against Harold de la Cruz, Marvin Mansan and several men still at large.
Three witnesses identified the two main suspects as the ones who shot Geertman just as he entered the ABI compound in L&S Subdivision here after withdrawing money from a bank in Angeles City.
Insp. Gerardo Fronda filed the case in Tumala’s office. Fronda could not be reached for comment on Tuesday.
“We are glad that formal charges have been finally filed against some of the perpetrators who reportedly have links to the military,” Olalia said in a statement.
But Olalia said Tumala’s resolution “is incredibly detached and blindly oblivious to the relevant circumstances surrounding the cold-blooded murder of the activist who has stepped on very big toes.”
Olalia urged the arrest of De la Cruz and Mansan, who are residents of Mexico and Arayat towns.

Zambales gov on reports linking him to slay: Huh?

This, essentially, became the reaction of Zambales Gov. Hermogenes Ebdane to reports implicating him in the murder of Mayor Ruperto Martinez of Infanta, Pangasinan.
In a statement, the governor’s lawyer said the reports were “unfounded.”
Ebdane, according to lawyer Ianela Jusi-Barrantes, “never met (Gov. Amado) Espino and (Rep. Jesus) Celeste in any instance in Zambales or anywhere else in the country.”
Ebdane was named in a National Bureau of Investigation report as among those who took part in planning the murder of Martinez based on the testimony of a 16-year-old witness.
‘Not taken seriously’
In a statement, Barrantes said the account of the young witness narrating Ebdane’s alleged presence in a meeting with the two Pangasinan officials to plot the murder of Martinez must not be taken seriously any further.
“Such false accusation is absurd and a patent lie designed to besmirch the reputation of Governor Ebdane,” said Barrantes in the statement.
“He does not have anything to do with the cases filed against Espino and Celeste,” she said.
She warned the witness that he could be facing perjury and other related cases for lying under oath in his statements.
“Ebdane maintains his focus in accomplishing multiple tasks for the welfare of the people of Zambales,” said Barrantes.
“He is not distracted by the ill motives of his detractors who opt to resort to cheap gimmickry to besmirch his reputation and good track record as a dedicated public servant,” she said.
‘Black stone’
In an affidavit dated Jan. 8, the boy said he was with his father on a trip to Iba, Zambales, in November 2011 where he saw Ebdane, Espino and Celeste meeting.

Brass bands try to outplay each other in battle

CITY OF SAN FERNANDO — They tried to beautifully outplay each other, but ended magnificently tied up in a battle of tunes.
This was the common consensus of the crowd who watched and listened to the Battle of the Brass Bands last Wednesday evening, as the City of San Fernando’s Magsilbi Tamu Brass Band 919 and guest Malabon City’s Banda Quatro filled the patio of the Metropolitan Cathedral.
The serenata cum “musical duel” was part of the culminating activities of Kaganapan 2013 or the 12th Cityhood Anniversary of San Fernando, a tradition that brings popular musical versions to Fernandinos and Kapampangans, that night led by Mayor Oscar Rodriguez, City Administrator Ferdinand Caylao, Association of Barangay Captains president Arnel Sicat and Kaganapan 2013 co-chairman Angelo David.
“They played so well you can’t really tell who won the battle of batons and the bands,” quipped Caylao.
The audience and patrons of brass band music stayed glued to their seats until near midnight as the battle reached its peak.

New hospital icon of unity

CITY OF SAN FERNANDO — Pampanga local officials opened over the weekend the newly renovated Ricardo P. Rodriguez Hospital or Bulaon District Hospital.
Pampanga Governor Lilia Pineda, City of San Fernando Mayor Oscar Rodriguez, Bacolor Mayor Jomar Hizon opened the P15-million, fully equipped and state-of-the-art hospital at the Bulaon Resettlement Site.
“This hospital is a welcome development for us since most of its patients are relocated from Bacolor now living in this barangay which is a part of the City of San Fernando. The hospital is truly comparable to that of private facilities and I thank Governor Pineda and Mayor Rodriguez for uniting with us in this endeavor,” said Hizon.
Rodriguez echoed similar sentiments as he thanked the officials in the joint effort that augurs well with the vision of the world-class city.
“Just like the Provincial Government, our priorities are health and education. And this new hospital is a symbol of our united efforts to reach out to the marginalized and provide them the best of services. It is a testimony that we are maximizing our resources towards this end. Tulong-tulong, sama-sama sa pagmamahal sa kapwa at pagsisilbi. We thank our governor and all officials who have been helping our fellow Kapampangans live a decent life,” he said.
Governor Pineda said the hospital shows leaders could work together regardless of political affinity: “Wala tayong pakialam sa eleksyon o politika. Kahit hindi magkapartido, dapat ay sama-sama sa trabaho at pagsisilbi. Ang importante ay maibigay natin ang kinakailangang serbisyo para sa mga Kapampangan.”
She added that the hospital will soon have its own and separate birthing station and TB ward, from an adjacent extension area provided by the National Housing Authority.
“Dapat lamang ay mapagsilbihan ng mahusay ang mga pasyente at walang reklamo ukol dito. Sama-sama tayo at tulong-tulong sa pag-aruga sa kanila at pangangalaga sa ospital na ito,” she said.

Farmers party bats for highland farming

PORAC — The Butil Farmers Party distributed highland vegetable seeds to farmers in a bid to develop a highland farming industry here that would capitalize on the production of high value crops.
Butil Farmers Party Rep. Agapito Guanlao said they have distributed vegetable seeds for highland farming and are encouraging farmer cooperatives here to possibly go into pineapple and coffee bean production in the area.
Guablao, who led the 5th Farmers Day Event, said Porac town covers vast highland areas that is suitable for highland farming.
“We hope to help Aeta tribes who cover much of the highland region that is suitable for farming. We hope to improve their existing highland farming technology and introduce high value crops,” Guanlao said, adding that once a steady source of highland vegetables is achieved, vegetable supply for Pampanga would be more affordable and result in better income for farmers.
He added that farmers may avail themselves of the loan program of Butil if wishing to undertake highland farming.
Butil is also giving away carts for vegetable farmers who would like to go into selling their products directly to consumers. The carts are given through the Labor and Employment department.
“We would like to give farmers and vegetable growers here the mobility to sell their produce and other by-products from their farms. The carts will also include a start-up capital of P3,000 to help the beneficiaries sell other products with their carts,” Guanlao said.
