SBMA seeds more ‘taklobo’ in Subic Bay

More giant clams or “taklobo” have found their way into Subic Bay through a marine resources conservation program of the Subic Bay Metropolitan Authority (SBMA) and the active participation of various stakeholders in this free port.

SBMA Chairman Roberto Garcia said the agency recently seeded the Ilanin Bay here with 200 taklobo seedlings for this year’s clam-seeding project, as part of the agency’s vision to make the Freeport an eco-urban center which merges industrial development with eco-tourism.

The SBMA purchased the giant clams from the UP Marine Science Institute in Bolinao, Pangasinan with proceeds from this year’s “Takbo para sa Taklobo” fundraising project initiated by the SBMA Ecology Center.

“This is already some sort of a social responsibility project supported by the whole Subic Bay Freeport community,” Garcia explained.

“Everybody pitches in here — from students to workers at locator-companies, to SBMA employees and Freeport Zone residents. We’re very much happy to be involved because we know we’re helping make a better world,” he added.

Giant clams (tridacna gigas), which can live up to a hundred years, are considered an endangered species and serve an integral part of the coral reef system.

SBMA marine biologist Dorothy Joyce Ardiente said their decline could have an adverse effect on the biodiversity of the marine ecosystem, which is why the SBMA has decided on clam seeding as its cornerstone marine conservation program.

The clams, which measure an average of 15 centimeters in diameter when they are seeded, can grow up to 1.5 meters in diameter and weigh up to 258 kilos.

The “Takbo para Taklobo” conservation run has caught on the Subic Bay Freeport community ever since SBMA environment specialist Rhea Jane Pescador conceptualized it in 2010 as a environmental awareness project of the SBMA Ecology Center

The event has been attended by some 1,500 runners in the inaugural run, and by more than 2,000 participants last year. The project raised P54,000 in 2010 and P84,340 last year. (MPD/SBMA)

7 hurt in mall construction mishap

CITY OF SAN FERNANDO — Seven workers, mostly electricians, including two engineers, were injured when a vertical beam being filled with concrete collapsed Thursday at the ongoing construction site of SM City San Fernando.
The beam, about 10 meters long, fell five floors down to the construction barracks of the workers at the western side of the building while on lunch break at about 12:15 p.m.
Fire Chief Inspector Myra Feliciano of the San Fernando Rescue Team said Brian Arceo from Guagua; Norbie Alcantara, 21; and Rodoflo Garcia, 40, all from the City of San Fernando, were seriously injured and were taken to the Jose B. Lingad Memorial Regional Hospital.
Joven Badia, John Palma, and Jonnie Ronquillo and Jaime Nicdao sustained minor injuries and remained at the site.
Nicdao told Sun.Star Pampanga that they were resting, with Arceo playing chess with a fellow worker, when they heard the sound of sand pouring down their barracks.
“Bigla na lamang pong bumuhos ang semento sa barracks namin at natabunan si Brian. Mabilis po namin siyang hinukay at inilabas. Buti na lamang po at walang kasamang bakal iyung bumagsak sa amin, kung hindi, marami ang namatay at malubhang nasugatan (The sand buried Brian but he was immediately rescued. Good thing there was no steel or else most of us will be injured),” he said.
Work was suspended for about 45 minutes, with other workers rushing out of the building, Feliciano said.
But contractor RC Ramos said that work resumed at 1 p.m. since damage was minor.
Department of Labor and Employment (Dole) communications officer Jerry Borja, who rushed to the scene with Regional Director Raymundo Agravante, said construction work “may be suspended” once their investigation is complete, just like when the labor department issued a cease and desist order to Trass Construction Company from further constructing the buildings of North Haven Pharmaceuticals at Clark Freeport, where four workers died when a wall collapsed.
SM vice president for publicity Millie Dizon said the giant mall chain practices good safety standards at work.
“We apologize for the unfortunate incident and wish to assure the public that it was isolated and we practice good safety standards in our construction work,” Dizon said.
The SM City San Fernando building, based on earlier interviews with SM officials, is designed with seven floors–the 5th, 6th and 7th allocated for parking–and is supposed to open mid-May this year.

P100M More Clark Investments Seen

CLARK FREEPORT, Pampanga — At least P100 million additional investments are expected to be poured in by various industries inside this premier port, the Clark Development Corporation (CDC) reported.
“Major projects are in the pipeline to the Board of Investments (BOI),”CDC said.
In his report to the BOI, CDC President Felipe Antonio Remollo bared that the projects range from tourism, residential, commercial, manufacturing, and aviation-related industries, and each carries investment commitments of more than P100 million, “and will most likely be implemented within the year.”
The report came after the state-owned CDC remitted P100 million to the government coffers.
Of the 19 major projects included in the report, 10 are into industrial-manufacturing.
“This is a subtle reminder that the Clark’s industrial cluster is, and will continue to be, the Freeport’s most robust sector,” the report said.
These projects, according to Remollo, include expansion projects of Japan-based tire manufacturing plant Yokohama Tire Philippines, Inc. (YTPI), Korean firm Donggwang’s recreational and leisure estate project, and the Philippine Academy for Aviation Training (PAAT), which broke ground last month in the presence of President Benigno Simeon C. Aquino III.
Remollo added that the report also included the hotel and casino complex of Eagle Sky Amusement & Gaming (ESTAG), Go-Hotel Project of Robinsons Land Corporation, Mixed Use Commercial Facilities of Hausland Development, and the 3-hectare warehousing project of the MSK Group Work Inc., and the lighting manufacturing plant of Venzon Manufacturing.
According to Remollo, ESTAG aims to put up a P1.5-billion hotel and casino complex inside a 1.5 hectare area near the Clark International Airport while Robinson’s Land Corporation plans to infuse P300 million to append Clark in its growing list of locations for its successful Go-Hotel chain.

New Chopper

CLARK FREEPORT AIRBASE, Pampanga – The Philippine Air Force (PAF) formally accepted the initial four of the eight brand new multi-purpose combat utility helicopters (CUH) ordered from Augusta PZL Swidnik of Italy and Poland.
The said helicopters are part of the P2.8-billion initial phase of the Armed Forces of the Philippines (AFP) Modernization Plan.
Defense Secretary Voltaire Gazmin led the formal blessing and turnover of the PAF’s newest acquisition of the AFP at the 401th Hangar, Air Force City.
Army said the choppers are now ready following the completion of the assembly and rigid test flights on the said helicopters which arrived in the country last February 14.
It added that the other four helicopters are expected to be delivered in November, this year.
“The brand new CUH will greatly boost the search and rescue, medical evacuation and combat utility missions of the PAF,” it said. “Certified by the European Aviation Safety Agency (EASA) and the Federal Aviation Administration (FAA), these 6-tonne class twin-engine helicopters have been proven to be effective, rugged and reliable in all weather conditions.”
PAF added that an added feature of the helicopter includes its high flexibility and significant internal and external cargo capacity – making it capable of performing a wide range of operations and an excellent utility helicopter.
It added that as compared to the UH-1H Huey helicopters, the Sokol is a “more capable utility platform.

Councilor lauds village for environmental protection

CITY OF SAN FERNANDO — Councilor Jimmy Lazatin lauded Wednesday the efforts of the Essel Park Homeowners Association Inc. (EPHAI) in its moves to help in environmental protection, proper waste disposal and mitigating climate change.
Lazatin, branded by Mayor Oscar Rodriguez as the city’s next vice mayor, told Sun.Star Pampanga that he was impressed by the dreams of EPHAI, led by its president trucker and exporter Raul Aquino, to have its own materials recovery facility (MRF) right within the upscale village with more than 500 households.
The EPHAI quest of helping protect the environment and mitigate climate change began last week with planting the first 150 of 300 Mahogany trees in open spaces, plus the blessing of the enhanced Family Park of the village.
Aquino said that it was an initial initiative, the next of which is purchasing their own garbage truck, the root of segregation programs following the government’s call on solving garbage woes.
Mind you, the residents and officials of EPHAI are so strong and solid. I am sure that their plans for an MRF and efficient solid waste management program in cognizance with what the government desires, will work. They are the first private village to do that which is very laudable. Definitely, we will back them up, Lazatin told Sun.Star Pampanga.
Officials and residents of the village, meanwhile, expressed optimism that their project would be emulated by other villages and barangays during the blessing of its Family Park, which embodies the group’s advocacies. (Jovi T. De Leon)

CITY OF SAN FERNANDO — Former PhilHealth president and chief executive officer Reynaldo B. Aquino has been chosen as the recipient of The Outstanding Thomasian Alumni (TOTAL) Award in government and public service by the University of Sto. Tomas.
Aquino, who was a three-term mayor of this city and a one-term congressman of the province’s third district, will receive the award during the formal awarding ceremony on March 31 at the UST quadricentennial
pavilion.
You always uphold the Thomasian ideals of competence, compassion and commitment in your professional and personal endeavors, Fr. Rolando V. dela Rosa, UST rector, said in his letter to Aquino.
Aquino finished medicine from UST. After years of successful private practice, he was lured into politics, winning as vice mayor of the then capital town and eventually becoming an undefeated mayor for three terms.
During his watch, Aquino led in the conversion of San Fernando into a component city and promoted economic and business growth. After his mayoralty tenure, Aquino ran for Congress in 2004 and won.
He was appointed to the PhilHealth presidency by former President Gloria Macapagal-Arroyo in 2008. He expanded the universal health coverage of the agency, providing health coverage to the poorest of the poor.
