STA. ANA — Stall owners along the Jose Abad Santos Avenue in the portion of Barangay San Bartolome this town have allegedly fallen prey to members of the dreaded “Budol-Budol Gang” Tuesday.
Pepito Guiao, a businessman, said a group of three men, posing as legitimate traders, have been peddling items like soaps and shampoos to stall owners at low prices.
Guiao said some of them bought the items, as their prices are almost 40 percent lower than those found in the market.
Yung mga shampoo na naka-container na plastic, karaniwang nabibili ng P120 sa supermarket ay ibinebenta lamang nila ng P70, Guaio said.
However, they discovered too late that the items they bought were either fake or diluted.
Ayaw bumula nung sabon nila. Yung shamboo parang may halong tubig. Sayang, ang dami pa naman naming nabili. Pati mga mananahi ko ay bumili rin, Guiao added.
As this developed, owners of small businesses here have warned the public about the presence of the alleged members of the Budol-Budol Gang in the locality.
The public must be informed about this so that there will no more additional victims. At kung maka-encounter sila ng ganito ay isumbong agad sa pulis, he said. (Herbert P. Mapiles)

Lazatin pushes for 6 more RTCs for Angeles City

ANGELES CITY — First district Representative Carmelo Lazatin is pushing for the establishment of six additional regional trial courts here to ensure speedy disposition of cases and dispensation of justice.
In order to improve the disposition and administration of justice and to ensure the rights to a speedy trial, the number of courts must necessarily be increased, Lazatin said in House Bill 5532.
The delay in the resolution of cases runs contrary to what Section 16, Article III of the 1987 Constitution guarantees to each person, which is a right to speedy trial, according to Lazatin.
Quoting a letter from Judge Omar Viola, Executive Judge of Angeles City Regional Trial Court, Lazatin said the honorable judge informed him that the Regional Trial Courts of Angeles City have an average of 700 to 900 cases for each court and at the rate the cases are being filed, each docket of the court will reach the 1,000 mark.
The situation cited by Judge Viola also prompted the City Council of Angeles City to pass a resolution requesting Lazatin to push for the creation of additional Regional Trial Court branches.
To address this, Lazatin said there is a need to amend the outdated Batasang Pambansa Blg. 129 or the Judiciary Reorganization Act of 1980 to accommodate the additional six RTC branches for Angeles City.
At present, 22 of the 75 regional trial courts comprising the Third Judicial Region are based in the province of Pampanga and eight in Angeles City.
If enacted into law, the Supreme Court will assign the respective branch numbers for the created branches.
The Chief Justice of the Supreme Court, in coordination with the Secretary of the Department of Justice, shall immediately include in the Court’s program the implementation of this Act. (Reynaldo G. Navales)

Cops seize 1-kilo marijuana brick

PORAC Police in this town confiscated a brick of marijuana, weighing approximately 1 kilo with street value of P25,000, from a man who sped away from a checkpoint in Barangay Planas here.
Superintendent Neil Miro, chief of police, identified the suspect as Joy T. Ampis, 27, of Purok 13 in Barangay Barretto, Olongapo City.
Miro, in a report to provincial police director Edgardo G. Tinio, said policemen conducting a checkpoint along the Porac-Dinalupihan National Road in Barangay Planas flagged down Ampis for speeding, not knowing that the suspect had marijuana in his possession.
Miro said the police smelled something pungent from the suspect’s bag when they asked for his driver’s license.
The suspect refused when police asked him to show them the contents of his bag, and sped off on board his black 155 Honda MC (PT 8879).
A brief chase ensued until the suspect was cornered in front of the Basa Air Base in Barangay San Nicolas, Floridablanca town.
When subjected for a search, elements of Porac police discovered the brick of marijuana inside the suspect’s bag.
A case for drug possession was immediately filed against the suspect before the Office of Provincial Prosecutor in the City of San Fernando, docketed under IS number III-12-INQ-12B-00176-00177.
The suspect’s continuous detention was affirmed by Inquest Prosecutor Desiree S. Magno-Solomeo with no recommended bail for violation of Sec. 5 of RA 9165.

Mayor, councilor trade barbs on corruption claims

MEXICO — In two separate venues, Mayor Teddy Tumang and Councilor Rex Calma of this town on Wednesday threw brickbats at each other, while answering accusations and barbs in their long-running feud.
Calma was first to hit Tumang anew, this time with additional charges and accusations of alleged corruption from purchases of medicines for municipal health units.
In his privilege speech before the municipal council at the Session Hall, Calma called on the mayor to explain to the people of Mexico the alleged funds approved by the august body for the purchase of medicines from 2005 to 2008 amounting to P45 million.

May mga kontrabidang nangulimbat at nagpagamit kay Mayor Teddy Tumang para mabuo ang istorya ng garapalang pangungurakot sa ating bayan, Calma exclaimed, as he presented volumes of documents to prove his allegations.
Calma named Roberto Tugade, owner of Farza Medics Distributor in Bulacan; Tumang’s secretary Luz Bondoc; the mayor’s nephew and personal driver Michael Jude Tumang; Office of the Mayor staff Lemen Sampang and Minnie Snyder; and one Rizalito Dizon as alleged accomplices of Tumang in the transactions that took place in 2005 (P12,112,027), 2006 (P12,000,000), 2007 (P9,000,000) and 2008 (P11,700,000).
From the amounts, Calma alleged, came commissions for Tumang worth P14,443,513.40.
Calma said they will file with the Ombudsman the necessary charges against the mayor and his accomplices.
Calma clarified that his move is non political: It is just consistent with our advocacy of transparency, good governance and as an avid supporter of the present administration in weeding out rampant graft and corruption within the government and in pursuit of the so-called Daang Matuwid. As a duly elected Sangguniang Bayan member, I am compelled to expose this anomalous transaction in the hope that graft and corruption can be lessened, if not totally eradicated in our hometown Mexico. Patuloy po ako at ng mga kasama kong magbabantay sa pera ng bayan at sa mga tiwalang opisyal ng ating bayan.
Tumang, for his part, threw counterpunches in a flash conference at his office at the municipal hall, first by challenging Calma and company to prove their allegations.
They have to prove their allegations and I am most willing to face them in the proper forum. Time and again I have been cleared by the proper bodies and authorizes like the Ombudsman. They could obtain documents on that from our accountant. Besides, all transactions here undergo the proper audit and are very transparent, he said.
Tumang said the alleged reason why Calma has been hitting him for the longest time since they parted ways in 2007 is when he changed his color from green to orange.
It is all rooted from my scrapping of the councilors monthly allocation of P75,000 each and twice the amount for the vice mayor [Roy Manalastas]. We found out that some councilors, including Rex Calma, ay pinepera lang itong dapat ay financial assistance and materials aid for constituents. We have documents signed by barangay captains to prove that. Only about 10 percent of that, we discovered, is being used for the right purpose, Tumang said, showing desk pads bearing the signatures of the councilors he referred to, including Calma.

Subic’s top man bares all in first state address

SUBIC Bay Freeport — Subic Bay Metropolitan Authority Chairman and Administrator Roberto Garcia bared in his first State of the Freeport Address his 5-year plan which will revive the agencies thrust to make Subic generate more employment and investments.
Garcia presented several plans of the agency such as making it the top tourism capital of the Philippines by way of increasing sports tourism, bidding as a cruise ship destination and enhancing eco-tourism activities inside the Freeport.
He also plans to increase maritime activity, which he said has a good backing by the Department of Transportation and Communications.
“I have already talked to several shippers and they all agreed that Subic is the best place and had positive feedback,” he said.
Garcia also cited as a good start the arrival in Subic of the London-based MV Spirit of Adventure, the first cruise ship to arrive here this year with 378 passengers on board, mostly Europeans.
“Tourism Secretary Robert Jimenez specifically told me that Subic will become a cruise ship destination. And that is true because all of the passengers expressed their happiness in coming here, especially after seeing our rich eco-tourism facilities,” Garcia said.
Plans of building residential housing are also in the works, Garcia said.
Grand plan
One of Garcia’s grand plans is to convert the unutilized airport into a Sentosa-like resort, the one in Singapore, which hosts a resort and different tourism facilities in one place.
During his presentation, Garcia presented a map of the Subic Bay International Airport (SBIA) which he intended to divide into a water front villas, water-themed park, family hotel, golf course, BPO city, convention center, international theme park, hotel/casino science and technology park, duty free stores, office and residential, a super yacht club and luxury villas.
Challenges facing Subic
Garcia is the only top official since Subic was created in 1992 to formally say that the Freeport has lost a total P7billion cumulative loss.
To date, Garcia said, the Subic Freeport has only 300 hectares of leasable land out of the total 2,959 hectares leasable area.
Subic Freeport has a total land area of 67,452 hectares, 53,852 hectares of these are protected, while 10,341 are undeveloped and the rest are leasable.
The growth of the Freeport was at a standstill last year after Malacañang failed to appoint members of the board of directors to form quorum to tackle issue and new investments.
Job generation only grew by 0.50 percent from 88,450 in 2010 to 88,957 in 2011.
Committed investment grew by only 2 percent from $1.20 billion in 2010 to $1.210 billion in 2011.
Up for the challenge
Garcia is respected as a seasoned business executive and entrepreneur with over 40 years of experience in manufacturing, food and leisure industries.
He has been the man behind the success of Oriental and Motolite Corp. He served the company for more than 34 years before being appointed as the top man in Subic last year.
“The opportunities that exist today are very tremendous, believe me. And our plan is very bold and very ambitious but with the support of everyone, this plan will come true,” he said.
Just like any other top man who was appointed for the post, Garcia banked on the vision of former-chair-turned-Senator Richard Gordon to make Subic a thriving business and leisure destination in the region.

Mobile court frees 30 inmates in Olongapo

OLONGAPO CITY — Mobile court proceedings under the Enhanced Justice on Wheels (E-JOW) led to the resolution of 37 cases and the release of 30 detainees from Olongapo City jails.
Out of 11 cases referred for mediation, two were settled, while nine cases were reset or referred back to the appropriate courts.
E-JOW buses recently parked in Olongapo City and offered an on-site resolution of cases, which brought gratis services to inmates.
Six municipal trial courts and seven regional trial courts from Olongapo and Zambales participated in the said program.
Supreme Court Administrator Midas Marquez said court dockets have been cleared of around 15,000 civil and criminal cases since the High Court started E-JOW.
Marquez also explained that whenever they bring the program to various municipalities and provinces in the country, E-JOW’s success not only depends on the effective and efficient mobile court hearings and mediation but also on the cooperation and support of the LGUs involved.
Marquez said they are thankful of Mayor James Gordon Jr. and First Lady Anne Gordon for their support.
Mayor Gordon, among others, led the ceremonial ribbon cutting that opened the E-JOW buses and witnessed the first on-board mobile court hearings and mediation officiated by Olongapo Regional Trial Court Executive Judge Richard Paradeza.
A seminar was simultaneously conducted by retired Court of Appeals Justice Oswaldo D. Agcaoili for around 200 barangay officials at the main hall of the Olongapo City Convention Center.
Some 241 detainees availed themselves of E-JOW’s legal services, while 638 inmates benefitted from the medical and dental mission conducted at the Olongapo City Jail and the Bureau of Jail Management and Penology through the support of the City Health Office.
E-JOW was officially launched by the Supreme Court in 2004 and offered on-site resolution of cases involving poor prisoners.
Patterned after an experiment in Guatemala of bringing justice to the grassroots, it became one of the Supreme Court’s projects under the Action Program for Judicial Reform. (Reynaldo G. Navales)

Lawmaker supports launching of school

CITY OF SAN FERNANDO — Third District Representative Aurelio “Dong” Gonzales Jr. said Thursday he is fully supporting the plan for a separate high school for Barangay Panipuan from the current Panipuan Integrated School.
This came as Panipuan Integrated School principal Carina Tarenio bared plans for the launching of a full high school here with its own principal and administrative functions.
“The move will ensure that we will have a high school that is managed to its fullest potentials for development. This in turn will ensure that the high school here will be given enough administrative attention,” Gonzales said.
However, Terenio said the school is still in need of additional facilities like school buildings, a bigger covered court, and the massive fencing of the school property, to better address the growing population of the school each year.
Terenio said with the separation of the high school, there would be additional needs for facilities and classroom furnishings.
Gonzales, for his part, said he will address the needs of the school and has committed to help in the infrastructure needs of the said school.
He said he will help in the fencing of the school and allocation of funds for new buildings.
“I will also be allotting 200 scholars here in the coming school year so that more students will have the chance to study and contribute to the overall population of the school,” Gonzales said. (Ian Ocampo Flora)

Bacolor studes get scholarship assistance

CITY OF SAN FERNANDO — Indigent students at the Bulaon Resettlement here received thousands worth of scholarship assistance from 3rd district Representative Aurelio “Dong” Gonzales Jr. on Thursday.
Gonzales distributed P105,655 in scholarship assistance to San Vicente Pilot School here. The scholarship benefited 187 recipients and covers their educational expenses for the current school year.
The lawmaker also distributed P70,720 in scholarship assistance to 104 beneficiaries of Potrero High School here.
Gonzales said the scholarship distribution is part of his commitment to bring more indigents to school under the Iskolar ng Dong Program.
The lawmaker’s scholarship program takes in scholars without having to maintain a specific grade requirement.
“Everyone deserves the chance to have a decent education. All I ask of them is to finish their studies and not incur failing marks,” Gonzales said.
There are currently some 27,000 scholars under the Iskolar ng Dong program that covers elementary, pre-school, college, high school and technical-vocational programs. (Ian Ocampo Flora)

109 wanted persons arrested in two months

CITY OF SAN FERNANDO — An official from the Pampanga Police Provincial Office revealed that at least 109 wanted persons in the province were arrested over the past two months.
Police Superintendent Edgardo Tinio, police provincial director, said nine of the arrested individuals belong to the list of top 20 most wanted persons (MWPs) for various crimes such as murder, rape, frustrated homicide, qualified theft and violations of special laws.
Tinio credited this accomplishment on the active involvement of various communities in police operations.
“Without the information provided by concerned citizens and the commitment of the PNP (Philippine National Police) of the different municipal and city police stations to track down their hiding places and go after them, these perpetrators will continue to evade the law,” he added.
The top cop also lauded the sincerity of elected officials to maintain peace and order in the community, which led to the speedy arrest of the said wanted persons.
Pampanga police office has been swift in giving away awards and commendations to PNP personnel in recognition of their accomplishments on wanted persons.
Recently, Police Chief Inspector Paul Gamido, San Simon town chief of police, was commended for the arrest of numbers 1 and 14 MWPs in his area of responsibility.
Police Chief Superintendent Romeo Balubal Jr., Masantol town chief of police, was also recognized for arresting a wanted person involved in a frustrated murder case in his area.
Masantol municipal police station (MPS) ranked number 4 among the 21 MPS with the most number of arrested wanted persons.
The top three MPS were Mabalacat MPS under the leadership of Superintendent Rodney Baloyo IV with 14 arrests for the past two months, followed by San Fernando City police station headed by Superintendent Luisito Magnaye with 13 arrests and Guagua police station headed by Superintendent Rolly Mendoza with 11 arrests made. Lawmaker bats for courts in Magalang, Mabalacat

MABALACAT — Pampanga First District Representative Carmelo “Tarzan” Lazatin has filed a bill seeking to establish two separate municipal trial courts (MTCs) in Magalang and Mabalacat.
The lawmaker said the move seeks to prevent the backlog in the hearing of cases in the MTC level
If passed into law, House Bill No. 4333 will amend Batasan Pambansa Blg. 129 or the Judiciary Reorganization Act of 1980 to include two municipal trial court branches in Mabalacat and Magalang.
“With the pressing need to expedite the delivery of justice and to attend to other judicial concerns of the people, there is a call for the creation of additional municipal trial courts in the province particularly in the municipality of Magalang and Mabalacat,” Lazatin said in his bill.
Lazatin said although a prescribed number of municipal courts are stated in Batas Pambansa Blg. 129, the present time necessitates additional municipal courts in order to accommodate different types of cases.
Lazatin’s bill is a welcome development, especially for residents of Magalang, who have been longing for a municipal trial court of their own for a long time.
The pursuit of justice for residents of Magalang has been very costly and tiresome as they have to travel to nearby Mabalacat to file cases and attend court hearings in nearby Mabalacat-Magalang Municipal Circuit Trial Court.
“With a municipal trial court of their own, Magalang residents will be eased of their legal burden and the pursuit of justice will be hassle-free,” Lazatin said.
At the same time, Lazatin said the establishment of two municipal trial courts will ease Mabalacat-Magalang Municipal Circuit Trial Court of burden of attending to hundreds of cases and the speedy disposition and resolution of legal issues will be ensured.
If approved, the Supreme Court shall issue the necessary rules and regulations for the effective implementation of this Act. If needed, the High Court shall realign seats of existing branches and their territorial jurisdictions.
