PhilHealth coverage of Pampanga now at 86%

CITY OF SAN FERNANDO — The Philippine Health Insurance Corporation’s (PhilHealth) coverage of Pampanga beneficiaries now stands at 86 percent.
PhilHealth Branch A manager Arsenia Torres bared this during 18th anniversary celebration — themed “Synergy for Universal Health Care” — of the state-owned health corporation at its regional office, jived with “Heart to Heart with the Media” press conference and thanksgiving lunch.
“We are very happy to note that as per our mandate and thrust of a hundred percent universal coverage, our coverage of Pampanga now stands at 86 percent, among the highest in Central Luzon’s 76 percent,” said Torres.
She said PhilHealth continues to pursue its target of universal coverage in the province through the organized group approach and other initiatives that will give indigents the opportunity to avail of PhilHealth benefits.
As to backlogs in processing, Torres said it has been cut down to less than a thousand as PhilHealth has reached the 45-day rate, which is seen to be further enhanced to just 30 days.
For his part, PhilHealth Vice President Rodolfo Balog said its sponsored program in cards distribution, which has been extended to three years now, will strictly be observed so the PhilHealth cards will not be used for “politics” especially with the polls upcoming.
“Mga lingkod bayan po kami at ayaw naming magamit ang PhilHealth sa politika,” he said.
Balog also announced the “PhilHealth Run 2013: Nationwide Run for Mother and Child Protection” on February 17.
The event, in partnership with the Department of Health, he said, is an avenue in “celebrating the victory in achieving universal health care coverage, in increasing public awareness on the benefits and services of PhilHealth, as well as in showcasing corporate social responsibility of beneficiaries involved in the health protection of mother and child.”

Guv welcomes inclusion of Pampanga in top provinces

CITY OF SAN FERNANDO — Governor Lilia Pineda has welcomed the inclusion of Pampanga in the list of top 10 provinces in the Philippines in terms of economic and business growth.
Pineda said this is the result of the consolidated efforts of all the local government officials, with the full cooperation of the business sectors and other private groups.
She said she is happy because Pampanga is now moving in the right direction as evidenced by the study conducted by Dr. Cid Terosa, UA&P School of Economics, titled “Market Potential and Prospects of Philippine Regions, Provinces and Cities.”
Pampanga ranked 6th in the top 10 list, aptly described as “ahead of the pack,” with a rating of 0.3983 based on its index of economic and business activity in 2011.
The index includes generation of taxes from local sources in 2010, construction activity that covers industrial, commercial and residential construction in 2011, and consumption activity measured by the number of Jollibee stores in 2012.
Pampanga and Bulacan — which placed fourth with an index of 0.5283 — are the only two provinces in Central Luzon that landed in the top 10 list.
“Siyempre masaya tayo dahil nakikita nila yung mga ginagawa natin dito sa probinsiya sa pamamagitan ng proyekto na pinakikinabangan at nagpapagaan sa buhay ng ating mga kababayan,” she added.
The Provincial Government, through Governor Pineda, has spent at least P1.2 billion for the infrastructure projects in the province, including road access, hospitals, bridges, school buildings among others.
“Accessibility and continuing improvement of major roads in and out of the province had played vital in role convincing potential investors to entrust their resources here in Pampanga,” she said.
Another thing that probably contributed to the economic turnaround of Pampanga is the previous declaration made by the Philippine Army that the province is already insurgency-free and is now being considered as a business hub in the country.
It was learned that the Provincial Government is closely working with various law enforcement agencies to make sure that the peace and order situation will get even better for the people and business sector.
Pineda provided the police with logistics, equipment and other support for them to be capable of guarding the general welfare of the Kapampangans.

180 couples say 'I Do' on Hearts’ Day

CITY OF SAN FERNANDO — Some 180 couples from across the third district towns of Bacolor, Mexico, Sta. Ana, Arayat and the City of San Fernando said “I Do” on Thursday in grand mass wedding rites officiated by Mayor Oscar Rodriguez at the Mini-Convention Center of Heroes Hall.
The “Kasalang Balen” is actually a part of “Kaganapan 2013” or the 12th Cityhood Anniversary of San Fernando, but was held here upon the request of Vice President Jejomar Binay, where the City Government partnered with the Home Mutual Development Fund or Pag-Ibig, for the tying of the knot of the couples.
Like in the past mass civil weddings conducted by the city, the rites came complete with wedding cakes, wine, doves, a buffet reception and sponsors, all courtesy of the City Government and Pag-Ibig.
“We in the City of San Fernando, together this year with Pag-Ibig, are very happy to officiate and host your wedding. This is a very special and important moment in your lives when you say ‘I Do’ without backing out, because your relationship becomes legitimate,” Rodriguez told the couples.
He said the “Kasalang Balen 2013” becomes more meaningful as it is Valentine’s Day, marking the start of a new life for the couples and their future children.
“This is the start of your dreams to build a family. I just hope that your relationship as husband and wife will last, till death do you part,” Rodriguez advised the couples.
Meanwhile, Rodriguez, Vice Mayor Edwin Santiago, City Administrator Ferdinand Caylao and re-electionist Councilor Bernie Castro distributed orchid plants, chocolates and heart-shaped balloons to hundreds of women employees of City Hall and attached agencies before the morning mass wedding. The distribution was held in celebration of Hearts Day at the Ninoy Aquino Amphitheater of Heroes Hall.
The ladies were serenaded by the city choir and crooned by Caylao with Ray Charles’ favorite “What a Wonderful World.”
City Tourism Officer Ching Pangilinan said the annual Valentine’s treat for women employees has become a tradition already under the Rodriguez administration.
“It has become a way of showing women employees how the city loves and cares for us, a red letter day we always look forward to,” said Pangilinan.

Lawmaker: Wong’s accusations ‘pure politics’

SAN SIMON — Representative Anna York Bondoc-Sagum labeled as “all politics” the accusation of Mayor Leonora Capule-Wong against her younger brother for alleged “credit grabbing” on various government-funded projects in this town.
She said instead of focusing their attention on the issue, the local government unit and her office should work together to ensure that much needed projects and programs be given to their constituents.
“The complaint of Mayor Wong is all politics. Sana ipasantabi na natin yan and work hand-in-hand for the betterment of the town and the people,” Bondoc-Sagum said.
The lawmaker clarified that the construction of the San Pablo multi-purpose building being questioned by Wong was funded by the National Housing Authority.
“The multi-purpose building was requested and given to me by the NHA for defending their budget in Congress as part of my responsibility as Vice Chairman of the Committee on Appropriations,” Bondoc-Sagum said.
Documents furnished to Sun.Star Pampanga reveal that Bondoc-Sagum wrote a letter to lawyer Chito Cruz, NHA general manager, dated June 20, 2012, requesting the said agency for the construction and rehabilitation of covered courts in Barangay San Jose San Simon, Barangay san Bartolome in Sto. Tomas and Barangay Sulipan in Apalit.
On February 1, 2013, Bondoc-Sagum wrote another letter to follow-up her request to Cruz.
In a letter dated February 4, 2013, Felicisimo Lazarte Jr., group manager of NHA Northern and Central Luzon, gave the “go signal” for the construction of the three covered courts to be completed in 150 days.
Meanwhile, Bondoc-Sagum said her younger brother, former congressman Juan Pablo “Rimpy” Bondoc, represented her during the groundbreaking of various projects in the district because she was still “on leave.”
The lady lawmaker, who is married to former San Luis mayor Jayson Sagum, gave birth last year to a baby boy and is getting ready for her “retirement” in politics after serving three terms in the House of Representatives.
“Pinakiusapan ko muna si Rimpy na siya muna ang pumunta sa mga groundbreaking ng mga projects dahil naka-leave pa ako, wala naman sigurong masama kung bisitahin niya ang mga ito at makihalubilo sa mga kababayan namin sa distrito,” she said.
Earlier, Wong lambasted the younger Bondoc for allegedly grabbing the credit on various government-funded projects.
She said the public deserves to know the truth about the details of the projects being carried out in the municipality and funded by the National Government.
“Under what capacity he is acting for? He is a private citizen. Bakit nakalagay sa mga streamers salamat Rimpy eh proyekto ito ng gobyerno,” Wong said.
Wong issued the statement after Bondoc, along with his runningmates here, spearheaded the groundbreaking ceremony of the said a covered court here without coordinating with the Municipal Government.
However, the younger Bondoc said his people coordinated with the local government unit on the scheduled groundbreaking but no one from the mayor’s office showed up.
“We invited Mayor Wong or any representative from the Mayor’s Office pero wala naman pumunta sa groundbreaking, pero yung mga Barangay Chairmen at mga iba pang sumusuporta sa atin ay pumunta naman,” he said.

Lazatin hits ABE for using schools

ANGELES CITY — Representative Carmelo Lazatin (1st district, Pampanga) has requested the Department of Education (DepEd) to investigate reports that the Partido Abe Kapampangan (PAK) of Mayor Edgardo Pamintuan is using public schools as venues for their political meetings and other events.

In a letter addressed to DepEd Secretary Armin Luistro, Lazatin revealed that he has received reports that PAK used the facilities of Pandan Elementary School, Sapalibutad Elementary School, and Northville Elementary School for their events, particularly their “bingo” games and formal political assemblies.
“Even if these events were done in good faith, it is still unbecoming for school administrators to allow their schools, especially public schools which are funded by taxpayers, to be used by political groups for their political agenda,” Lazatin said.

“Schools are the bastions of knowledge and they should remain fair and apolitical,” Lazatin said.

A copy of Lazatin’s letter was also sent to DepEd Regional Director Isabelita Borres and DepEd Angeles City Division Superintendent Luz Arriola.

Earlier, Lazatin appealed to President Benigno Aquino III to look into other reports that some leaders of PAK have been threatening the congressman’s supporters, who are beneficiaries of the national government’s Pantawid Pamilyang Pilipino Program (4Ps).
The beneficiaries said they will be removed from the 4Ps program list if they continue to support Lazatin.

The 4Ps is a program initiated by the National Government through the Department of Social Welfare and Development (DSWD) that seeks to improve the lives of poor Filipino families by investing in the health and education of poor households, especially children from ages zero to 14 years old.

In his letter to the president, Lazatin said the politicization of a program of the National Government, which benefits a lot of people, is “inexcuasable” and “appalling.”

Groups assert Geertman’s case as extrajudicial killing

ANGELES CITY — Several groups asserted that the case of Dutch non-government organization (NGO) executive director Wilhelmus Geertman is not a case of robbery with homicide but an extra-judicial killing.
The organizations, namely, Alyansa ng mga Magbubukid sa Gitnang Luson (AMGL, Farmers’ Alliance in Central Luzon), Anakpawis Partylist-Central Luzon and Justice for Willem Geertman Movement (J4WGM), issued their joint statement in reaction to a resolution issued by the Office of City Prosecutor of the City of San Fernando, Pampanga dated December 27, 2012.
Lawyer Edre U. Olalia, legal counsel for Aurora Santiago, Geertman’s fiancee, and secretary-general of National Union of People’s Lawyers (NUPL), received the resolution only Friday.
“We refute the prosecutor’s resolution that Geertman’s case is as how the police have downgraded the case as robbery with homicide,” said Joseph Canlas, chair of AMGL and Co-Convenor of Justice for Willem Geertman Movement.
“We reiterate that Geertman’s killing was carefully planned and executed, because of his active support and participation to the struggle of poor farmers, as well as campaign against mining in the region. The PNP must broaden their view and investigate thoroughly than plainly basing on the empirical facts, as upon reading the resolution, it is somehow apparent that the PNP has not dug any deeper in investigating,” he added.
Geertman was the executive director of Alay Bayan Luzon Inc. (ABI), a service-oriented and disaster preparedness NGO when he was killed last July 3, 2012 at his office at San Fernando City.
Prior to his work at ABI, he supported the struggle of Aurora farmers under Panlalawigang Alyansa ng Magbubukid sa Aurora (Pamana Aurora) as well as the Hacienda Luisita farmworkers’ struggle.
The groups said they are aware that Geertman’s killing is part of the comprehensive attack of Aquino government against the people’s democratic rights as extrajudicial killings remain unabated reaching to 137 cases as reported by Karapatan human rights group.
After Geertman’s killing, the Justice for Willem Geertman Movement (J4WGM) was launched last August which was joined by various people’s organization from peasant, workers, students, human rights workers, peace advocates and church people.
The campaign for Geertman has caught public attention in the Philippines, as well as overseas such as The Netherlands, New Zealand, Hong Kong, Canada and US.
On November last year, Geertman’s family and Santiago petitioned the Dutch Parliament to pressure the Philippine government to thoroughly investigate his killing.
Anakpawis party-list Representative Rafael Mariano filed a House Resolution 2551, stating the Committee on Human Rights (CHR) must conduct an inquiry in aid of legislation on the killing of Geertman.
The J4WGM said that Santiago, through her legal counsel lawyer Olalia, would appeal the resolution so that the proper crime would be charged to the assailants.
“We press on the police to arrest Harold Dela Cruz and other suspects involved in killing Geertman. The prosecutors’ office should dig deeper so as to determine the assailants’ mastermind,” Canlas said.

Binay lauds expanded anti-trafficking law

SAN FERNANDO CITY — Vice President Jejomar Binay said Friday the Expanded Anti-Trafficking in Persons Act signed by President Benigno Aquino III will support the government’s efforts to be included in the Tier 1 listing of the United States’ Global Trafficking in Persons (GTIP) Report.

“I am very grateful that President Aquino supports our efforts to curb human trafficking in the country and I thank him for strengthening our laws against this menace,” Binay said.
Binay added, “The enactment of the Expanded Anti-Trafficking in Persons Act would mean greater protection for our kababayans, especially the women, children and our Overseas Filipino Workers (OFWs).”

Binay is the chairman emeritus of the Inter-Agency Council Against Trafficking (IACAT) and chairman of the Presidential Task Force Against Illegal Recruitment (PTFAIR).

Binay, who is also the presidential adviser on OFW Concerns, particularly commended the inclusion of the crime of attempted trafficking in the expanded law.

He said the inclusion of attempted trafficking now allows the government to become pro-active rather than reactive in eliminating human trafficking cases and prevent OFWs from being abused.
“The previous law only allowed us to file trafficking in persons cases against perpetrators only after the actual act of trafficking had been committed. Because of this, our kababayans had to be subjected to abuse first before trafficking charges could be filed,” Binay said.

Binay cited the cases of human trafficking of OFWs, saying if OFWs were not yet transported abroad, only illegal recruitment charges could be filed against their recruiters.

“Illegal recruitment has a significantly lesser punishment compared to human trafficking violations. With the inclusion of attempted trafficking, trafficking charges, which could be filed against those recruiters with our OFWs not being subjected to abuse,” he said.

Under the new law, violators of attempted trafficking would be facing a penalty of 15 years of imprisonment and a fine ranging from P500,000 to P1 million.
Trafficking persons carries a penalty of 20 years imprisonment and a P1-million fine, while qualified human trafficking violators face life imprisonment and a P2-million fine.

The anti-trafficking czar said the Philippines has been removed from the Tier 2 Watchlist status of the United State Department’s annual GTIP report barely a year since President Aquino took office.

“For the past two years, we were classified in the Tier 2 status, from Tier 2 Watchlist during the previous administration. That means we are exerting efforts to curb trafficking in the country but we still don’t meet the minimum requirements of the US Trafficking Victims Protection Act (TVPA),” he said.

“What we are working on now is to be classified as Tier 1, meaning fully compliant with the requirements of the United States,” he added.

Binay said the combined Operations Center of the IACAT and PTFAIR assisted more than 1,300 human trafficking and illegal recruitment victims last year.

He said the IACAT has formed a team dedicated to issuing and monitoring of warrants of arrest of suspected human traffickers.

“This is in line with the recommendations for the Philippines in the GTIP report last year, which was for us to strengthen case monitoring and conviction. I hope our efforts to comply with this recommendation will be recognized by the US State Department when the 2013 GTIP Report comes out in June,” Binay said. (Reynaldo G. Navales)

Ex-PhilHealth execs deny irregularities

CITY OF SAN FERNANDO — Former PhilHealth president Reynaldo Aquino and former senior vice president for operations Tito Mendiola denied reports of irregularities during their respective terms, saying these are merely “vicious tactics” of their political rivals.
Aquino, who attended the 18th year media thanksgiving event of the PhilHealth here, said all his programs and projects for the health insurance institution were all aboveboard.
“It has been a year since I was out of PhilHealth. It is only now that they are saying there are irregularities. If these rumors are true, then we could have heard about them in the media and I would have been facing lawsuits. But these are not true there are no irregularities,” Aquino said.
Mendiola, former mayor of Floridablanca during the time of ex-President Cory Aquino, also defended Aquino, saying the latter was the most innovative executive that the PhilHealth had ever seen.
He said that much of the reforms on benefits and programs of PhilHealth started under Aquino’s term.
“There were critics then. But criticisms were more on policies. As far as I know, there were no instances of irregularities at PhilHealth when he was still in office,” Mendiola said, stressing that Aquino was always mindful of the development of PhilHealth.
Mendiola, former street parliamentarian and political ally of Senator Ed Angara, said these issues of irregularities being raised by political rivals are but a taste of more vicious political intrigue because of the election.
He added that PhilHealth members have much to be thankful for the reforms and programs started by Aquino, particularly on laying the groundwork for the universal health coverage.

Use of public schools in politics not illegal

ANGELES CITY — Mayor Edgardo Pamintuan said the use of public schools for political activities is not illegal.
The mayor issued the statement in reaction to the comments of Congressman Carmelo Lazatin’s camp saying Pamintuan’s Partido Abe Kapampangan is illegally using public schools for political gatherings.
“The use of public schools facilities for political activities such as that of Abe affairs is not illegal. This is in recognition of the people’s rights to organization and peaceful assembly among other civil and political rights,” Pamintuan said.
Department of Education (DepEd) Order 10 issued in 2010 “Clean Schools Clean Elections,” which allowed the use for political rallies and public meetings even during the campaign period as long as it is not scheduled during school days while classes are ongoing, according to Pamintuan.
However, Pamintuan said organizers of political rallies and public meetings must first secure the necessary permits from the proper local government official to be able to use public schools.
School heads should remind the organizers of political rallies and public meetings to be held on school premises that said organizers are responsible in making sure that the school surroundings will be cleaned and the campaign materials and propaganda will be removed after the rally or meeting, Pamintuan added.
The mayor said most of the members are from poor and marginalized sectors and it is precisely why they joined ABE, because they want to be empowered by exercising their political rights.
“Since most, if not all ABE activities are community-based, ABE event organizers are always looking for venues that are large and near enough to the communities so they won’t need to spend whatever precious money they have left for transportation/fare. For this reason, public school covered courts are the ideal venue for our members to hold our huge-crowd party activities,” the mayor said.
“Our Mass Oath taking and Bingo events are organizational activities that we have been holding since last year, way before election/campaign period. At any given time, our Party officials preside over the oath taking of 1000 to 3500 members. This is a necessary organizational exercise and duty for every ABE member,” he added.
Principals of the public schools, where the Abe party conducted its activities were all informed, Pamintuan said.
“We made sure that our events were held after school hours if not during the weekends so as not to interrupt the on-going classes,” he said.
The mayor added: “We are hopeful that Cong. Tarzan (Lazatin) will not use this ‘issue’ or this type of politicking to give undue pressure the school principals who are doing the best they can to maintain their integrity and impartiality.”

Pampanga governor worried for Arnedo folk

SAN SIMON — Governor Lilia Pineda said she is worried for the residents of this town following the decision of the Department of Public Works and Highways (DPWH) to abandon the Arnedo Dike.
The governor said almost all the barangays here were located inside the Arnedo Dike, which is now deteriorating due to strong current of water from Pampanga River, particularly during rainy season.
“Dito sa bayan ng San Simon nakapasok ang halos lahat ng barangay sa dike kaya delikado kapag umaapaw ang ilog,” Pineda said.
DPWH executives previously disclosed that they will no longer rehabilitate nor reconstruct the scourged portion of Arnedo Dike, adding that no amount of engineering intervention could still save the said dike.
The Arnedo Dike is now more than 70 years old and it has already outlived its life span.
With this, the people living near the same were told to abandon the area, because it is now deteriorating and it cannot withstand the strong current.
Several portions of the dike in the towns of Candaba, San Luis, Apalit and Masantol are reportedly collapsing.
