Heart disorders top illnesses in Central Luzon

CITY OF SAN FERNANDO, Pampanga – Cardiovascular diseases (CVDs) rank first among leading causes of mortality in Central Luzon with 14,469 cases for every 100,000 individuals.
Central Luzon has about 9.7 million people, the third most populous region in the country. Region IV-A or Calabarzon has 11.7 million and National Capital Region has 11.5 million.
Second cause of mortality is cancer with 4,519 cases; followed by pneumonia, 3,351; cerebro vascular accident, 2,907; and, chronic obstructive pulmonary disease, 1,980.
Department of Health Region 3 Nurse Coordinator Erlinda Maglanque, in a press conference held Tuesday, said that CVDs “are a group of disorders of the heart and blood vessels which include diseases on coronary heart, cerebrovascular, peripheral arterial, rheumatic heart, congenital heart, and deep vein thrombosis and pulmonary embolism.”
Among the causes of this kind of disease are unhealthy diet, physical inactivity, and tobacco use.
“With this data, we, in our agency, are starting to promote healthy lifestyle more intensively to lower the mortality cases in the region. Among these are the healthy lifestyle program, physical program, and healthy food diet,” Maglanque said.
Activities that the department is doing are through promotion of campaign materials, and activities within the workplace, communities and schools.

Tarzan hits Edpam group for public school use

ANGELES CITY–Pampanga First District Representative Carmelo “Tarzan” Lazatin requested the Department of Education (DepEd) to investigate reports that Mayor Edgardo Pamintuan’s Partido Abe Kapampangan (PAK) has been using public schools as venues for their political meetings and other events.
In a letter addressed to DepEd Secretary Armin Luistro, Lazatin revealed that he has received reports that PAK used the facilities of Pandan Elementary School, Sapalibutad Elementary School, and Northville Elementary School for their events, particularly their “bingo” games and formal political assemblies.
“Even if these events were done in good faith, it is still unbecoming for school administrators to allow their schools, especially public schools which are funded by taxpayers, to be used by political groups for their political agenda,” Lazatin said.
“Schools are the bastions of knowledge and they should remain fair and apolitical,” added Lazatin.
A copy of Lazatin’s letter was also furnished to DepEd Regional Director Isabelita Borres and DepEd Angeles City Division Superintendent Luz Arriola.
Earlier, Lazatin also appealed to President Benigno Aquino III to look into reports that some leaders of PAK have been threatening his supporters, who are beneficiaries of the national government’s Pantawid Pamilyang Pilipino Program (4Ps), that they will be removed from being beneficiaries of the 4Ps if they continue to support Lazatin.
The 4Ps is a program initiated by the national government through the Department of Social Welfare and Development (DSWD) which seeks to improve the lives of poor Filipino families by investing in the health and education of poor households, especially children between the ages of 0 and 14 years. ●Charlene A. DOH wants tobacco-free CL

CITY OF SAN FERNANDO–With the recent passage of the Sin Tax law on January 1, the Department of Health Regional Office 3 is into another undertaking wherein it aims to make Central Luzon a tobacco free region a few years from now.
DOH Regional Director Leonito Gorgolon disclosed that with the coordination of the local government units in each municipality and province, along with other sectors, their goal of achieving this will be possible.
Among the department’s aim is the posting of campaign materials on hazards and causes of smoking along major roads. This is already implemented in Balanga City, Bataan.
“Also, is in the field of health promotion which includes proper and healthy diet, regular exercise, and consumption of nutritional foods like fruits and vegetables,” she said.
“We want a 100-percent smoke-free region. If Balanga City could do it, then we can also do it for the whole region, ”Elenita Carreon, Health Promotion and Education officer, said.
“Our vision is Filipinos could be free from tobacco related diseases and reduce morbidity, mortality, and disability rates due to chronic lifestyle related non-communicable diseases. This will be achieved through an integrated and comprehensive program on the prevention and control of lifestyle related diseases,” she added.
Philippines is considered a tobacco-growing country that has high prevalence of tobacco use. The Philippine Global Adult Tobacco Survey data shows that 28.3 percent or 17.3 million of the Philippine population aged 15 years old and above currently smoke tobacco.
Furthermore, Carreon said that, “orders coming from each of the government offices to declare their offices a smoke-free environment have been implemented. Some of these are Commission on Population, National Statistics Office, Philippine National Police, Department of Education and Commission on Higher Education, among others.”

SBMA to ignore protests, sign deal with coal plant builders

SUBIC BAY FREEPORT – Despite widespread protests and an almost unanimous rejection by Subic stakeholders, the Subic Bay Metropolitan Authority (SBMA) is set to ratify tomorrow (Friday) a lease development agreement (LDA) with RP Energy Inc., the consortium of energy companies which plans to operate a 600-megawatt coal-fired power plant here.
Environment groups expressed outrage over the SBMA’s decision to approve the deal.
SBMA Chairperson Roberto Garcia did not give details about the decision made by the SBMA board on January 9.
“I hope you don’t mind but I am not ready to discuss this issue. You will be informed at the proper time,” Garcia told the Philippine Daily Inquirer on Wednesday.
He said negotiations were ongoing with RP Energy.
No Subic official responded when asked which entity had convinced the SBMA to proceed with the power deal.
The project is also the subject of a July 2012 Writ of “Kalikasan” that was imposed by the Supreme Court following a petition filed by environmental groups and individuals, among them Bayan Muna Rep. Teodoro Casiño.
Olongapo City and Zambales officials have opposed the power plant project due to its impact on the Subic environment, a major business and tourism drawer. Jen Velarmino, spokesperson of the Subic Bay Freeport-Chamber for Health and Environment Conservation (SBF-CHEC), said the lease development agreement would give SBMA about P200 million a year in revenues from the operation of the coal plant.
This was a big leap from the original P1 million annual revenue affixed to the original LDA that Garcia had described as “outrageous and highly disadvantageous to the government.”
The P200 million revenue in the deal was confirmed by another agency source, who asked not to be named because he was not authorized to speak on the subject.
“It’s supposed to be P200 million yearly, but in [the contract] there are conditions where it could go down to P50 million,” the source said, adding that this was the reason the talks are still ongoing.
In a letter sent this week to the SBMA board, SBF-CHEC said, “We would like to ask you to explain the contents of the amended LDA and why the social acceptability policy (SAP) guidelines on prior coordination and information were not observed.”
“At your instance (referring to the SBMA board), you worked to conduct a SAP, which was facilitated by your directors Philip Camara and Norberto Sosa last December 2011. The stakeholders responded to your call, and after the SAP, enumerated to you all the points on why the coal plant is problematic,” the group said.
“Investors and residents along with other stakeholders were overwhelmingly against the construction of a coal plant without addressing the serious issues and concerns. The SBMA chair even wrote President Aquino to report on the results of the SBMA-initiated SAP.”
The group also cited Garcia’s earlier statements that “the environment is also a big consideration” in the approval of the project, and that the coal plant “would not be approved under his watch.”
“And yet we have come to know that this same board led by Chair
Garcia, approved an amended LDA even when few, if any of the environmental and health conditions set by the SBMA board, had been met and an ongoing case for a Writ of Kalikasan is yet to be concluded,” the SBF-CHEC said.

Unpaid rents seen in Luisita farm burning

TARLAC CITY—At least 200 hectares of sugarcane farms in Hacienda Luisita have been burned allegedly by farm workers angry over the failure of their tenants to pay for the use of the farms at the end of the current cropping season, a farm workers’ leader here said.
Lito Bais, chair of the Alyansa ng Manggagawang Bukid sa Asyenda Luisita (Ambala), said the cases were reported in villages in Tarlac City and Concepcion town. He said Ambala does not encourage or lead the reprisal.
Some farm workers, who have staked claims over lands since 2005, rent out their farms as they wait for the agrarian dispute to end in the sugar estate owned by the family of President Benigno Aquino III, Bais said.
The lease obligations or fees are known here as arriendo.
“The people are angry because the financiers or the planters [who rented their farms] have not paid them,” he said.
On Wednesday, the Inquirer saw a burning sugarcane farm in Barangay (village) Mapalaqsiao in Tarlac City.
In Barangay Parang in nearby Concepcion, at least eight hectares planted by a nephew of Mayor Noel Villanueva have been torched. Workers helped put out the fire, quickly cutting canes that could still be saved.
Villanueva, chair of the Association of Sugar Planters in Central Luzon (Asucal), did not reply to calls and text messages inquiring about the burning.
Romy Lejano, head of the Tarlac-wide Central Azucarera de Tarlac Planters Association, said the burning of canes “could be intentional inside Hacienda Luisita.” He did not give details.
Through arriendo, sugar planters pay P10,000 every year per hectare of farm.
“With no farm operations since 2005, many [farm workers-beneficiaries] asked management if they can use certain parcels to plant crops for sustenance,” lawyer Antonio Ligon, spokesperson of the Hacienda Luisita Inc. (HLI), said to explain how the arriendo system started.
He said no charges are collected by HLI, the company formed in 1989 to handle the stock distribution option (SDO) as a form of agrarian reform at the Cojuangco family-owned plantation.
The Supreme Court in April 2012 upheld the 2005 decision of the Presidential Agrarian Reform Council to scrap the SDO and to distribute 4,915 ha out of the estate’s 6,443 ha.
“At that time, they know they will stop planting if HLI has a need for the land. Then came the SC decision. [There’s] no more HLI control over the agricultural land,” Ligon said.
Lejano said members of his group and Asucal grow sugarcane on some 3,000 ha in Luisita. This is 16 percent of the 18,000 ha of sugarcane farms in Tarlac for this season, he said.

Outrage in Subic over coal plant deal

SUBIC BAY FREEPORT—Outrage consumed most residents and businessmen here at a Thursday forum organized by Zambales officials after word spread that the government had approved the Subic coal-fired power plant project despite near unanimous objections.
A member of the board of directors of the Subic Bay Metropolitan Authority (SBMA) confirmed that the agency would be ratifying today a lease development contract awarded to Redondo Peninsula Energy Inc. (RPEI or RP Energy).
RP Energy is a consortium of energy firms composed of Manila Electric Co., Aboitiz Power Inc., and Taiwan Cogen. It has spearheaded the Subic power project, which aims to construct and operate a 600-megawatt coal-fired power plant in Redondo Peninsula in this free port.
Zambales officials, residents and businessmen turned down the project in various consultations mounted by the government because of fears that it would harm the environment.
Philip Camara, the only SBMA official who attended the forum, said RP Energy’s lease development agreement (LDA) was approved on Jan. 8, but he described the document as “full of holes.”
“RP Energy has not met the conditions that we required of them, so I really doubt if the LDA will be ratified in our next board meeting [today],” he told the businessmen.
A party-list group blamed Malacañang for pursuing the project against the community’s wishes.
In a telephone interview, John Carlos de los Reyes of Ang Kapatiran said the Aquino administration “should be condemned for pushing the project.”
He said officials like former energy secretary and now Secretary to the Cabinet Jose Rene Almendras are “so bullish about this [energy project], they are ramming it down the throats of every one here, and let the community be damned in the process.”
The forum had invited SBMA officials to shed light on the project, but the agency’s chair, Roberto Garcia, said it would be “premature to discuss the issues” at this time.

SBMA rejects Subic coal plant project

SUBIC BAY FREEPORT—The Subic Bay Metropolitan Authority (SBMA) board on Friday struck down the agency’s P200-million lease development agreement with a consortium of energy firms that want to put up a 600-megawatt coal-fired power plant here.
While he did not give details on the board’s discussions on Friday, Philip Camara, a board director of the SBMA, confirmed to the Inquirer that the Redondo Peninsula Energy Inc. (RP Energy) deal was not ratified by the board.
An SBMA official, who asked not to be named because he was not authorized to talk to reporters, said of the 10 board members present in the meeting, six voted against the ratification of the lease development agreement. One board member was absent.
“Yes, [it was] not ratified [because] the board said that the terms and conditions contained in the draft amended contract still needed to be fully considered, negotiated and agreed upon, including the concerns of stakeholders,” the official said.
The Inquirer tried but failed to get SBMA chair Roberto Garcia’s response to the rejection of the RP Energy deal.
RP Energy is a consortium of energy firms composed of the Manila Electric Co., Aboitiz Power Inc. and Taiwan Cogen. It has proposed the Subic power project, which aims to build and operate a 600-megawatt coal-fired power plant in Redondo Peninsula in this free port.
Zambales officials and residents and businessmen in the free port turned down the project in various consultations held by the government because of fears that a coal-fired plant would harm the Subic environment.
As information about the rejection of the deal spread, groups who opposed the coal-fired power plant project congratulated the SBMA board of directors who struck down the project.
“We are very heartened by the SBMA administration’s failure to get its board of directors to ratify the deal with RP Energy. After all the insider maneuvers and dishonest representations made to the community by SBMA administrative staff and the proponent, it seems that the SBMA board understands that the will of the people cannot be ignored without consequences,” Timothy Desmond, president of the marine park, Ocean Adventure, said on behalf of tourism operators in the free port.
Desmond, however, said groups opposing the project must remain vigilant, as the SBMA may again attempt to get its board of directors to push the deal.
