SBMA keeps door to coal plant open

SUBIC BAY FREEPORT—The window for negotiating a 600-megawatt coal-fired power plant project here is still open, a top official of the Subic Bay Metropolitan Authority (SBMA) said on Saturday.
SBMA Chair Roberto Garcia said the board of directors met on Friday but deferred discussions on proposals to build the plant under a lease development contract it approved for Redondo Peninsula Energy Inc. (RP Energy) early this month.
RP Energy is a consortium of energy firms Meralco, Aboitiz and Taiwan Cogen.
Garcia told the Inquirer that there were two motions that the board voted on Friday, and what prevailed was to defer action on the current terms of the deal.
He said, however, that the information from an Inquirer source that six board members had voted not to ratify the deal was correct.
“[It was] accurate, there were six [who voted not to ratify]. But there might have been some confusion about that. We didn’t ratify [the deal that time], but [the approval] was just deferred. We have to continue negotiating because the economic terms are not [acceptable yet] and there are still stakeholder concerns,” he said.
The board has 11 members, including Garcia. The Inquirer learned that the two motions involved ratifying the board action that transpired during its Jan. 8 meeting, including its approval of the coal-fired power plant project and its terms and conditions.
The original deal, which Garcia called “outrageous and highly disadvantageous to the government,” only gave the agency P1 million a year in revenue.
On the other hand, the terms of the current deal subject of the board’s discussions on Friday would have given the government P200 million annually. Asked about the project’s fate, Garcia said: “[It is] very complicated. There is the [requirement] of the national government [to consider].”
He said, however, that whether the RP Energy project would be built in the free port would be decided by the SBMA board in February.
He said the SBMA had a “much better contract now.” Garcia also promised to meet with groups opposing the project.
Locators and residents in the free port and its surrounding communities in Olongapo City and Zambales have held protest rallies against the coal-fired power plant project.
Gregorio Magdaraog, chair of the Subic Bay Freeport Chamber for Health and Environment Conservation, said the issue, as far as stakeholders are concerned, had been settled already.

Businesses blamed for Olongapo fish kill

OLONGAPO CITY—Fish along the Kalalake River here floated dead on Tuesday night, providing free food to residents who live beside the river that empties into Subic Bay.
But authorities are looking into allegations the fish kill was due to Subic firms operating near the river.
Kalalake Village head Randy Sionzon said manufacturing facilities within the Subic Bay Freeport which operate near the river allegedly “pour their waste into the drainage canals that lead to here.”
“We’ve been complaining about this to the Subic Bay Management Authority Ecology Center since last year,” he said.
Lynda Vergara, 65, said her household as well as other families here have been harvesting dead fish since Tuesday night. “It smells of oil. We would put salt on the fish, but you can’t take the taste of oil away,” she said.
Dante Ramos, head of the Olongapo City environment sanitation and management office, warned residents against eating the dead fish. He said water samples need to be taken to determine the cause of the fish kill, the first in the city.
The fish kill extended to other villages. Pag-asa village head Jimmy Pasag said residents told him tilapia turned belly up in their part of the river. Sionzon claimed that manufacturing firms in the Subic Industrial Park may be responsible for “the discharge of oil, grease, sometimes even paint, and other chemicals in the water.”
He said domestic sewage from Olongapo City households also flow into the river. He said the city government “regularly sends cleaners here who pick up the garbage floating in the river.”
“But there’s really nothing they can do about the chemicals [in the water],” village officials said.
The Inquirer learned that the Subic Water and Sewerage Co. (Subicwater), which services the free port’s locators, also dumps wastewater into the river near Barangay Banicain here.
Hernan Habacon, Subicwater spokesperson, said his company has a discharge permit and “our effluent is treated, within permissible limits set by the Department of Environment and Natural Resources.”

Pampanga river cleanup seeks record as world’s biggest

CITY OF SAN FERNANDO—Aspiring to set a Guinness world record, the city government in this Pampanga capital mobilized 20,000 volunteers on Friday for what it dubbed the biggest waterways cleanup in the country.
Volunteers from the city government, regional government offices, military and police, students and out-of-school youth, senior citizens and workers from private companies were sent to a
17-kilometer stretch of the San Fernando River and its tributaries to chart the record-breaking feat, according to Michael Quizon Jr, officer in charge of the environment and natural resources office (Enro) here.
The Enro will submit records of the event to the Guinness World Records Corporate Division to make official its bid for the new record. The Guinness website has not yielded any information on waterways cleanup, Quizon said.
The San Fernando River is fed by the Sapang Balen River in the boundaries of Mabalacat and Angeles cities in northern Pampanga, draining through Del Carmen Creek.
Mayor Oscar Rodriguez, chair of the League of Cities of the Philippines, initiated the Sagip-Ilog (Save the River) project in 2007 to ease flooding.
The city government cleared the banks of illegal structures, relocating families at risk through a project by the National Housing Authority.
The Department of Public Works and Highways used part of its P450-million loan to widen and deepen the river and make a cutoff channel. Still, several residents use creeks as dumping sites of garbage in violation of an ordinance banning this.
In the whole-day cleanup, the volunteers rode on bancas or wore rubber boots to be able to reach the middle reaches and remove the trash, silt and other debris there by hand or using metal rakes.
Students like Ruth Pineda, 17, worked near the Palawe Bridge, wondering when residents would stop the dumping garbage on waterways.
Speaking at the kickoff, Rodriguez thanked the volunteers for making cleanliness “a way of life.”
“There should be no sliding back to the days when our river and creeks are dirty. We should continue to preserve our environment for the next generation and ensure a quality life for them,” he said.
The cleanup is part of the observance of the 12th anniversary of the cityhood of San Fernando and contribution in the cleanup of the Manila Bay on orders from the Supreme Court.
Sonia Mendoza of Mother Earth Foundation, which helps the city manage its solid waste, lauded the city government for reviving the river both for flood management and recreation.
The San Fernando River is targeted for tagging as a water quality management area (WQMA).
The Department of Environment and Natural Resources (DENR) has named as
WQMAs the Pinacanauan de Tuguegarao in Cagayan, the Balili River straddling Baguio City and La Trinidad town in Benguet, the Imus-Ylang Ylang-Rio Grande River system in Cavite, the Calapan River system in Oriental Mindoro and the Davao River and Tumaga River, both in Mindanao.

Governor says ill health reports are ‘black prop’

Bataan Gov. Enrique “Tet” Garcia on Saturday decried what he said was black propaganda against him in connection with reports that he is not physically fit to function as governor of the province.
“No amount of black propaganda will ever stop me from giving excellent service to the people of Bataan,” said the governor in a statement.
The governor, on his last term, is running for congressman of the second district. His son, incumbent Rep. Albert Garcia, is running for governor.
“This early, my political rivals are engaging in black propaganda,” said the governor’s statement, quoting him during the Youth Forum in Bataan attended by Paolo Benigno “Bam” Aquino, a candidate for senator of the administration party and former National Youth Commission chair.
“This only shows that my opponents are busy engaging in dirty tricks while we in the provincial government are not wasting a single minute,” Garcia was quoted as saying.
“It is not yet campaign season,” he said. “Let’s continue working. We have many things to finish for our people,” he said.
Garcia, showing at the forum that he is physically strong and fit to serve, said the people of Bataan will deliver a landslide victory for the senatorial candidates of President Aquino.
Bam Aquino, quoted in the same statement, said he praises Garcia for good governance programs and the continuing campaign to generate jobs and further develop the province.
The Garcias have been staunch supporters of the Aquino administration.
In the same statement, Representative Garcia said he would seek more opportunities for the province’s youth through training and skills programs available at the Technical Skills and Development Authority.
The congressman said the training programs will help the province cope with an expected surge in jobs, as a result of a boom in its export processing zone.

Fewer ponds in Candaba mean fewer migrant birds

Even in perfect weather, a smaller number of migratory birds returned to the Candaba Swamp this time around, partly because farmers now grow rice on what used to be idle ponds.
Only 5,475 waterfowls of 31 resident and globetrotting species were recorded in the Asian Waterbird Census conducted by the Department of Environment and Natural Resources (DENR) and the Wild Bird Club of the Philippines (WBCP) in two sites in Candaba town on Sunday.
The figure was less than the 12,600 birds recorded in 2012 and the 8,600 counted in 2011.
Bird watchers saw two new species this year, though. Alain Pascua photographed a dusky warbler (Phylloscopus fuscatus) at the Doña Simang site in Barangay Vizal San Pablo. Mike Lu, head of the WBCP, said this was the second sighting of this species in the country.
The common shelduck (Tadorna tadorna) was first seen in Candaba this season, Lu said.
Mayor Jerry Pelayo said rice planting in November reduced the number of ponds that usually host migratory birds.
He said farmers rushed to recover losses from floods caused by heavy rains induced by the habagat (southwest monsoon) in August last year. The town sits at the center of the 30,000-hectare Candaba Swamp, a natural flood basin straddling Pampanga, Bulacan and Nueva Ecija.
In 2012, more birds escaping the Siberian winter flocked to the swamp filled by water dumped by Typhoons “Pedring” and “Quiel” in the last quarter of 2011.
Rice planting in post-habagat months was encouraged by the Department of Agriculture, which gave 5,000 cavans of palay, said Leny Manalo, the municipal administrator.
While Pelayo did not drain his three ponds in a 200-hectare property, the outlying areas were planted with rice, like in Sitio (sub-village) Macagatal, he said.
“However, the ponds of the [Pelayo family] have less surface water after it was drained in 2011. There’s a need to remove the hyacinths which are invasive, and fill it with more water to be a good habitat for the waterfowls,” Lu said.
The bigger migratory bird population thrives in another site called Perlas, which is also within the Pelayo property.
Ivan Sarenas, a WBCP member, reported seeing only two ducks when he flew over Arayat town on a light plane a few days ago.
Sunday’s census recorded 14 migratory species including little egret, intermediate egret, great egret, gray heron, common teal, northern shoveler, tufted duck, common kingfisher, common sandpiper, wood sandpiper, northern pintail, garganey, whiskered tern and the eagle-like eastern marsh harrier.
A total of 67 migratory birds and 53 local species have been recorded in Candaba.
A ban against shooting birds helped increase the number of Philippine mallard or local ducks called dumara, Manalo said.
Migratory birds start flocking to the Candaba Swamp in October. They leave by March.

3 more campuses to rise in Pampanga

LUBAO, Pampanga — Governor Lilia Pineda is now looking at setting up at least three more satellite campuses of the Don Honorio Ventura Technological State University (DHVTSU) in Pampanga to effectively provide access to affordable education to the indigent students of the province.
And with the current state of finances of the Provincial Government, Pineda said the province can even afford to open five satellite campuses if the need arises.
Pineda made this statement following the recent memorandum of agreement signing of the Provincial Government with the Commission on Higher Education (Ched) and DHVTSU, for the operation of the DHVTSU-Sto. Tomas Campus.
Pineda said she is looking at establishing another satellite campus for the third district near Arayat and Sta. Ana towns, another in Lubao town and one in Pampanga’s 1st District near Magalang and Mabalacat—all of the effort of bringing DHVTSU closer to indigent students.
The DHVTSU main campus is located in Bacolor town. It is one of the biggest and the only state university in Pampanga. Established in established in 1861, the institution is considered to be the oldest trade school in Asia.
The school was later named in honor of Don Honorio Ventura, the statesman benefactor of the then President Diosdado Macapagal and many other talented Kapampangans. It was later converted in June 2009 through 3rd District Rep. Aurelio “Dong” Gonzales’s House Bill 6319, “An Act Converting DHVCAT into Don Honorio Ventura Technological State University.”
There are currently three DHVTSU satellite campuses in Sto. Tomas, Porac and San Juan in Mexico town, but Pineda said that these have yet to cover the sheer size of the student populations in Pampanga.
“This is the best solution that we see in providing education to indigent students who cannot afford to study in big colleges and universities. Rather than establishing a new school from scratch, it is better to bring DHVTSU’s brand of education to the areas where it is most needed,” Pineda said.
DHVTSU satellite campuses offer an assortment of courses from Bachelor of Science (BS) in Industrial Technology, BS in Information Technology, BS Hotel and Restaurant Management (BSHRM) with various qualifications duly registered under the Technical Education and Skills Development Authority’s (TESDA) Unified TVET Program Registration and Accreditation System (UTPRAS).
Pineda said governors in Pampanga can take Pampanga’s example in expanding the reach of their state universities by opening and subsiding satellite campuses through partnership agreements with Ched.
For the recently opened Sto. Tomas campus, the province of Pampanga will provide P3 million “by way of continuing appropriation in its annual budget that will cover the incidental expenses relating to the operation of the school such as for utilities, renovation and improvement of its facilities.”
The province was also responsible for the renovation and construction of current facilities and in the securing of the land that now houses the campus in Sto. Tomas town. The campus is expected to cater to students of the town along with those coming from the City of San Fernando, Macabebe and Masantol. (Jovi T. De Leon)

APPEND bikers lead cycling caravan for nature

CITY OF SAN FERNANDO — The cycling team of APPEND party-list candidate Councilor Alex Patio led some 2,000 bikers in the Oca-EdSa Kaganapan 2013 cycling caravan themed “Siklista para sa Kalikasan.”
The bikers from more than 40 clubs blazed through the 65-kilometer route covering the 3rd District towns of Mexico, Sta. Ana — stopping to plant trees at Mt. Arayat — before heading back to the finish line at Heroes Hall in this city for a record time of three hours after the gun was fired by Mayor Oscar Rodriguez 6:00 a.m. in front of the city hall.
“We at APPEND join the entire city in its commemoration of 12 years of continuous progress as well as in its advocacies for the environment which augurs well with our group’s own core values in education, community development and mainly in creating opportunities for the poor,” Patio said.
He told Sun.Star Pampanga that APPEND is one of the first and the largest groups of Christian microfinance non-government organizations in the country that provides micro-enterprise development and growth support and education services to all without regard to religious and political affiliations, ethnicity and color.
“APPEND has assisted more than three million poor Filipinos achieve better lives by facilitating the growth and viability of its partner organizations as well as the continuing development of the poor micro entrepreneurs, their families and communities. That is why like in this caravan, we want to promote cycling and bicycles as the cheapest yet the healthiest form of transportation which helps our kabalens in their daily desire to live a decent life. We are willing to take part in whatever way we can to improve the welfare of marginalized Filipino families,” added Patio.
Patio, an end-termer and majority floor leader of the 4th City Council, said that “he wants to serve more of his kabalens and Filipinos as whole as representative of APPEND in Congress if given the opportunity” in the May polls.

Neighborhood watch’ eyed vs criminality

CITY OF SAN FERNANDO – Police authorities in Pampanga are planning to create a barangay and community-based “neighborhood watch” in the province to help curb criminality.
Pampanga Provincial Police Director R’win Pagkalinawan, in a dialogue with this city’s homeowners association, said “peace and order is not the sole responsibility of the Philippine National Police (PNP) and the local government units but of the entire community.”
“Everyone should guard one another’s property and safety to attain peace and order. We ask for your help in the fight against criminality in the province,” Pagkalinawan said.
He noted that the 1,100 policemen and women deployed in Pampanga “are not enough to protect all the two million civilians” and the “insufficiency” could be augmented by the “neighborhood watch” particularly in subdivisions residential villages.
“Through neighborhood watch, the community can report suspicious and unfamiliar people inside their area and the homeowners can act accordingly,” Pangkalinwan told Sun.Star Pampanga.
Governor Lilia Pineda said Capitol will ask barangay officials to pass a resolution on the “list of inhabitance,” where they can monitor the entry of strangers or “newcomers” in their areas.
“The neighborhood watch can be strengthened because the community will have a list of strangers in their area,” Pineda quipped, adding that the Provincial Government was willing to extend the P10 million funding of the city for CCTV cameras in strategic areas, if ever the need arises.
Meanwhile, San Fernando Police Chief Ric David vowed to increase police visibility in the city, particularly the stretch of MacArthur Highway in Barangay Dolores, following the spate of robberies in business establishments in the area.
The string of burglaries and holdups in the area has been alarming both residents in nearby villages and business along the avenue.
“Rest assured we will look into that immediately. Already, we are in the process of assessing CCTV footages of some incidents there as provided by the businessmen,” David said. (Jovi T. De Leon of Sun.Star Pampanga/Sunnex)

Real estate chief willing to talk with Lakeshore homeowners

CITY OF SAN FERNANDO – Some residents of The Lakeshore hit the management and branded the renowned project as “just a successful marketing campaign rather than a world-class reality.”
Some 10 of an estimated 2,500 residents occupying at least 150 fully-completed houses in more than 2,900 lots at the posh, high-end enclave raised their concerns to the management.
“I and the officers of Central Country Estates, Inc. (CCEI) are always willing to meet the homeowners of The Lakeshore to address their concerns and come to terms once and for all,” said Urban Planner Architect Nestor Mangio, chairman and chief executive officer of CCEI, developer of The Lakeshore in Mexico, Pampanga.
The homeowners, though professing their desire for the formation of an association, still “strongly reject its outright creation” even as the Housing Land Use and Regulatory Board last year called for its establishment and registration under lawful terms.
The homeowners also raised completion issues, alleged lack of facilities and amenities and security concerns.
But during a press conference at Gracelane Hotel in this city, Mangio said he has kept communication lines with the homeowners, represented by William Tayag and lawyer Jovy Manaha, open to clear up matters related to the formal turn-over of the maintenance of the estate mandated by law.
“Since last year, we have been discussing their concerns and the turn over to them of The Lakeshore’s maintenance as stipulated under the law. But they have remained reluctant and are seemingly apprehensive to take over the responsibility. We are always open for another dialogue and meeting to thresh out their concerns. We are also most willing to assist them and support the creation of the homeowners association,” Mangio said.
He added that forming and registering the homeowners association with the Housing and Land Use Regulatory Board (HLURB) “will give them the necessary personality and the right to information” like contact data about The Lakeshore buyers and the P34 million CCEI has expended for maintenance.
Mangio said many of the “demands” of the homeowners have been met, including the construction of a clubhouse, swimming pool on top of other aspects like open spaces, security and electrical and sewage treatment facilities.
“Sadly though, these homeowners have relied heavily on the developer in shouldering the maintenance expenses and have resorted to various means for them not to assume their responsibility specified by law. I just home they would bring their proposed solutions to the dialogue, anytime they want,” added Mangio. (Jovi T. De Leon)

Guv: Let's work for peaceful polls

BACOLOR — Governor Lilia Pineda has enjoined all candidates in Pampanga province to work hard for peaceful elections, during the covenant signing held at the San Guillermo Parish Church in this town Tuesday.
According to Pineda, she signed the treaty as a manifestation of her serious advocacy to make Pampanga the most peaceful province during the campaign and election periods.
She added that the promotion of an orderly election starts with presenting platforms truthfully, and not with mudslinging.
“Election is the time to unite the people and not to divide the province with harsh words and erroneous information,” Pineda said.
The governor also directed this request to fellow gubernatorial candidate Eddie Panlilio.
“Together with me and other candidates, let’s pray for the election in Pampanga to be peaceful,” stated Pineda.
She even encouraged Kapampangans to give all the candidates a chance to speak of their good intentions for the province so that they could choose wisely.
“I believe that all of us want to serve the province, so it is up to the people to decide based on our accomplishments and future plans,” she said.
Also signing the peace covenant were Panlilio, vice gubernatorial candidates Dennis Pineda and May Tiglao, Rep. Aurelio Gonzales (third district reelectionist), congressional bet Vivian Dabu (second district), board members and councilors.
Unity Walk
Meanwhile, the police regional office in Central Luzon spearheaded a Unity Walk and Prayer Rally for a Secure and Fair Elections on Tuesday.
Chief Superintendent Edgardo Ladao, police regional director, said the activity was in collaboration with the Commission on Elections (Comelec) and the religious sector.
The Unity Walk started around 6:15 a.m. at Barangay San Vicente in Bacolor town. Participants converged at San Guillermo church in Bacolor town. (With Ric Sapnu)
