Mayor: New leader should takeover

CITY OF SAN FERNANDO — Mayor Edgardo Pamintuan said it’s time new blood takeover the governance of Angeles City at least after the current term.
“I am certain more qualified leaders could take our places come in the future,” said Pamintuan on Tuesday.
“We have, right now, 376 students at the City College and of this, 123 are full-time academic scholars. I am sure one of them could be the next leader of the city. Let’s give it to them. As for me, tapos na at dapat an munang magbigay ang mga politicians like the Lazatins, Nepomucenos and even us Pamintuans…” said Pamintuan.
The camp of Representative Carmelo Lazatin said it agrees with Pamintuan.
Lazatin’s chief aide, Irish Calaguas, said the lawmaker wants just one term to correct and put in place much-needed reforms in fiscal management in Angeles City.

Malacanang dismisses case vs village chief

ANGELES CITY — The Office of the President has dismissed the abuse of authority and misconduct in office cases filed before the City Council against Balibago chairman Rodelio Mamac by the owner and two managers of a night club.
In its decision dated January 18, 2013, Malacañang also ordered the setting aside of Resolution Number 6300, a decision passed by the City Council calling for Mamac’s suspension from office as village chief.
The City Council’s suspension order stemmed from the administrative case filed by Carlo Manalastas, owner of Tol’s Masaki Laser Karaoke, and his managers Federico Gregorious and Ruth Cruz against Mamac and Barangay Councilman Abel Reyes.
Manalastas and his managers were invited to the Barangay Hall after workers of the establishment were found violating Barangay Ordinance Number 02-2008, which requires residents, workers and businessmen within the village to secure barangay clearances.
Mamac said Manalastas’ workers failed to secure clearance from the barangay.
Manalastas reportedly asked Mamac to release the night club workers and promised to pay the fine P1,000 each for violation of the clearance ordinance of the barangay.
Mamac said he immediately ordered the release of the workers, but instead of paying the P1,000 for each of his employees, Manalastas asked his counsel to go to the barangay hall and refused to pay the fine.
Mamac, together with other barangay officials, then took Manalastas and Gregorious to the police station and charged them with simple resistance and disobedience to an agent of a person in authority.
On December 20, 2011, the City Council approved Resolution 6300 after finding Mamac guilty of the charges of Manalastas and his companions.
Mamac claimed, however, that the resolution was only signed by Vice Mayor Vicky Vega Cabigting and not by majority of the councilors, prompting him to make an appeal before the Office of the President.
Citing the case of Estoesta versus the municipal council of Agoo, La Union, Mamac said the decision, which declared that he is guilty of the charges, should bear the signature of the Council members.
In administrative cases involving elective officials, the law requires the decisions of the council to be in writing stating clearly and distinctly the facts and the reasons for such decision, the Office of the President stated in its decision.
The resolution of the City Council does not appear to be in accord with the Local Government Code of 1991 and settled jurisprudence, the Malacañang decision stated.
“While it may appear that the resolution was voted upon by majority of the Council members, the same cannot be regarded as the decision of the SP as it is signed only b Vice Mayor Vega-Cabigting in her capacity as presiding officer of the Council. Had it been the intention of the Council to have the resolution signed by its members, spaces for their signatures would have been provided therein,” the Office of the President added.
The authority of Mamac to file criminal charges against Manalastas, Gregorious and Cruz is valid, the Malacañang decision said.
Gregorious and Cruz were charged not on the basis of their violation of the ordinance but for disobedience to the lawful order of barangay authorities including Mamac, it added.
“Resort to judicial processes, by itself, is not an evidence of ill will which would automatically make the complainant liable for malicious prosecution. In this case, there was no evidence showing malice or bad faith when respondents (Mamac and Reyes) initiated criminal action against Gregorious and Cruz,” Malacanang said.
“This Office finds no basis to hold respondents liable for abuse of authority and misconduct in office,” it added.

Pampanga gets P144 million for irrigation projects

CITY OF SAN FERNANDO — An official from the National Irrigation Administration (NIA) said Tuesday that some P144 million has been allocated to finance irrigation projects in Pampanga.
Reynaldo Puno, regional irrigation manager, said the funding came from the National Government under the administration of President Benigno Aquino III.
This is still part of the agricultural support in the form of irrigation projects by the government that aimed at achieving the objective of rice sufficiency program, Puno said.
Puno, in a recent meeting with Governor Lilia Pineda, elected officials and the Federation of Pampanga Irrigators Associations, assured farmers of continuous studies being undertaken by NIA to further improve the existing irrigation technology in the province.
Engineer Angelito Miguel, manager of the Pampanga Bataan Irrigation Management Office, also said that another P68.05 million has been set aside for the Porac-Gumain River Irrigation System.
As this developed, Pineda thanked Aquino for continuously providing the province of Pampanga a just share of the national revenue through various projects and programs benefiting Kapampangans in general.
Pineda particularly cited the recent P144-million budget allotted for irrigation projects in 2013.
Meanwhile, Pineda led the turnover of an all-purpose vehicle to the Federation of Pampanga Irrigators Associations.
She also distributed two units of hand tractors to the Provincial Irrigators Association that were purchased under the 85-15 percent scheme by the Department of the Agriculture and Provincial Government, respectively.

Satellite campus to start with summer classes

THE Don Honorio Ventura Technological State University (DHVTSU) satellite campus in Sto. Tomas town will open its gates to enrollees this summer, ahead of the scheduled start of its June 2013 academic operations.
The Commission on Higher Education Commissioner Nona Ricafort during the agreement signing of DHVTSU officials and Board of Regents led by its president Enrique Baking and Capitol executives headed by Governor Lilia Pineda, proponent Board Member Nestor Tolentino and host Sto. Tomas Mayor Joselito Naguit.
“Let’s open DHVTSU-Sto. Tomas this April for summer classes since our courses are ladderized anyway. I could see that the campus is ready for students and that the buildings are from excellent materials with state-of-the-art facilities. I thank so much Governor Pineda and the Provincial Board for supporting DHVTSU in its quest to alleviate poverty through education,” said Ricafort.
She said that aside from the array of excellent programs ranging from architecture, engineering to hotel and restaurant management and business management, the satellite campus will also be home to the Academy for Local Officials where public servants and even graduate students could earn their masters degrees and pursue post-graduate studies.
“It is a fact that our main campus in Bacolor is overpopulated. That is why this satellite campus will be of great help to us. Iyung hindi nakaya ng campus, na-solve ni governor,” said Ricafort.
Mayor Naguit told Sun.Star Pampanga that town officials will immediately buckle down to work and launch an information drive about DHVTSU-Sto. Tomas.
“This is a big help not only for students coming from Sto. Tomas but the whole fourth district. Malaking bagay sa amin ito and we will immediately inform students about the start of summer classes,” Naguit said.
More satellite campuses
Governor Pineda said that Capitol will work for additional satellite campuses as embodied in the conversion provisions of DHVTSU.
“I understand that the provisions call for the establishment of a satellite campus in each of the province’s four districts. God-willing, if I am still the governor and before I step down, we will work on the satellite campuses to give more students the opportunity to have quality education and good graduates like those from DHVTSU,” she said. Pampanga ranks 4th with most registered guns

CITY OF SAN FERNANDO – A ranking official from the police provincial office of Pampanga said the province ranks fourth in the country with the most number of registered firearms.
Superintendent R’win Pagkalinawan, police provincial director, said this is another factor that led to the inclusion of Pampanga in the list of high risk areas relating to the upcoming 2013 midterm elections.
“Ang Pampanga ay number four nationwide sa may pinakamaraming registered na baril. Ito ang dahilan kung bakit napabilang ang probinsiya sa mga binabantayan ngayon ng Comelec (Commission on Elections) at ng police,” Pagkalinawan said, adding that this development resulted to the establishment of Regional Special Operations Task Group (RSOTG) in December last year.
The RSOTG conducts operations under the instruction of the Comelec in coordination with the local police.
“Ang pinakamataas na insidente ng krimen dito sa Pampanga ay noong 2010 kung saan mayroon tayong 500 insidente ng krimen kada buwan. Ang pinakamababa naman ay noong buwan ng Disyembre 2012 na may 150 insidente lamang,” the police chief said.
Pagkalinawan added that the conduct of regular checkpoints by the ROSTG in all the municipalities had resulted to a lesser crime rate.
Different crime groups are prevented from committing illegal activities due to the presence of police authorities in public places, he said.
He also encouraged residents to cooperate with the ROSTG and local police by providing information that in any way might affect the conduct of honest and peaceful elections.

Suspect in Mexico rape-slay set for inquest

THE suspect in the killing of seven-year-old Ryza Mae Pagcu Gomez in Barangay Tangle, Mexico town is set for preliminary investigation on February 7.
Pampanga provincial police director R’Win Pagkalinawan said on Wednesday that the police now have witnesses who will testify against the suspect, who allegedly raped and then set on fire the victim last January 20.
“We now have witnesses who can account to the details of the crime and as to who perpetrated it. The suspect is set for a PI (preliminary investigation) on February 7. By then, we could move ahead with the proper charges,” Superintendent Pagkalinawan said.
The police chief clarified that the lone suspect, not three as earlier reported by police, was recently released before the investigation, saying that, “If he does not show up at the inquest proceedings, then the proper court will issue the necessary warrant of arrest.”
The victim’s body, which was found in a grassy area along Fuschia Street, was identified by her grandmother, Adoracion Pagcu Tolentino.
The victim was last seen playing at the clubhouse of the village with her friends around 4 p.m. to 6 p.m. the day of the incident.
Governor Lilia Pineda, who pledged P300,000 for the arrest of the suspect, branded the crime as gruesome.
“I urge all the barangay officials there to do whatever they have to do to bring to justice the suspect. This is a most gruesome crime that could only be committed by addicts,” she said.
Beth Baybayin, Provincial Social and Welfare Development officer, said they asked the Child Abuse Prevention and Intervention Network to submit immediately its assessment report on the case.

Angeles City allocates P6.5 million for scholars

THE City Government of Angeles has allotted a total of P6.5 million for scholars this 2013.
The funds will be used on tuition and miscellaneous fees of existing and new scholars, both at the City College of Angeles and several private universities and colleges.
The funding for the tuition and miscellaneous fees of qualified scholars of the city is one of the priority programs of our world-class City Mayor Edgardo Pamintuan.
In fact, Mayor EdPam has steadily increased the scholarship budget from P4 million when he took over the reins of the City Government in 2010 to P6.5 million this year, and the City Council approved the same, said Councilor Edgardo Pamintuan Jr., son of the mayor.
Pamintuan Jr. is the chairman of the education committee of the City Council and principal author of the ordinance that created the City College of Angeles (CCA).
Currently enrolled in the city college are 210 students who are both academic and indigent scholars.
Some 94 students are enrolled at CCA and the remaining 116 are studying in various private schools including AMA Computer College and AMA Computer Learning Center, the Angeles University Foundation, Don Honorio Ventura Technology State University, Holy Angel University, Jocson College, Mega Computer College, Saint Mutien College Technology, STI College, Systems Plus Computer College, Republic Central Colleges, and University of the Philippines Clark.
“Our scholar students in private schools will be in their third, fourth and fifth years, while those at the CCA will be in their sophomore years. Soon, we will have more scholars as priority funding will be given to those who will study at the CCA in order for us to accommodate more scholars,” the younger Pamintuan said.
He also announced that the City Government is now accepting applications for CCA scholarship for incoming freshmen beginning school year 2013 to 2014.
“All those who wish to apply for scholarship may proceed to my office at the second floor of the Angeles City Hall anytime during office hours. I have instructed my staff to assist everyone,” Pamintuan Jr. said. (Reynaldo G. Navales)

Guv to buy loose firearms

CITY OF SAN FERNANDO — An army general suggested to Governor Lilia Pineda on Thursday to buy loose firearms to prevent groups from using them in unlawful activities.
Brigadier General Gregorio Pio Catapang Jr., commander of the 7th Infantry (“Kaugnay”) Division, said the campaign against the proliferation of unlicensed firearms was intensified as part of the continuing effort of the government to ensure the holding of safe and fair elections next year.
“Isa-suggest kuna ito kay Governor Lilia Pineda at sa Provincial Government na bilhin na lamang niya ang mga hindi lisensiyadong baril para hindi na magamit ito ng ibang tao na gustong manggulo,” he said.
The suggestion was made by Catapang during the peace and order summit held at Lubao town in the presence of the Provincial Election Officer Lydia Pangilinan, Local Government Regional Director Myrvi Fabian, Police Provincial Director R’win Pagkalinawan and local officials from the second district of the province.
Catapang warned individuals who refuse to surrender guns, saying he will not hesitate to apply the full force of the law against criminal elements.
“Kapag may nalaman ako na may baril sa barangay ay dadalhin ko at paiikutan ko kahit sa isang battalion ng army mahuli lamang ang nagmamay ari nito. Masaya naman ako dahil narinig ko na tuloy tuloy ang kampanya ng pulis ukol dito,” he told the local officials.

Mayor: 'Make cleanliness a way of life'

CITY OF SAN FERNANDO — “The government cannot do it alone. We need everyone to make cleanliness a way of life in order to save the environment, reduce climate change and sustain this citywide clean-up drive,” Mayor Oscar Rodriguez said Friday.
Thousands of volunteers from schools, city hall, the private sector — including a team from the Laus Group of Companies — Philippine Army, Philippine National Police, barangays, non-government organizations, common folk, and government agencies like the Departments of Environment and Natural Resources, Public Works and Highways, Agriculture, Budget and Management, Education, Health, Social Welfare and Development, Tourism and the Bureau of Internal Revenue embarked on a massive and simultaneous citywide clean-up drive from 6 a.m. to 9 a.m.
Part of Kaganapan 2013 or the 12th Cityhood Anniversary of San Fernando, the campaign aims to make it to the Guinness Book of World records as the biggest waterways clean-up by mustering an estimated 200,000 participants cleaning the stretch of MacArthur Highway from Barangay Telabastagan to Barangay San Nicolas, including inner barangays and particularly waterways and canals snaking from the north, passing through Barangay Saguin and Magliman down to the San Fernando River in Barangay San Juan.
“This clean-up day should be done every day, not just on a single day a year. To be able to sustain this, everyone must do his or her part and instill into our consciousness of clean surroundings, waterways and a healthy environment. We in government cannot do this alone. Everyone plays a vital role,” Rodriguez told Sun.Star Pampanga, as he inspected various parts of the city during the drive.
Mother Earth Foundation’s Sonia Mendoza agreed with Rodriguez and stressed that local government units could save millions in solid waste management funds through proper waste disposal.
“You can easily see that waste, especially plastics, abound in areas near waterways. It is important that everybody cooperates on garbage disposal because it can save millions of pesos which can go to other needed services. It is good that here in San Fernando, this is being done under the leadership of Mayor Rodriguez. It shouldn’t really for just a day a year but everyday to save Mother Earth. With or without setting a record, we are able to take more steps in protecting and saving our environment. People now should go back to basics and not forget that cleanliness is next to Godliness,” said Mendoza.

Quarry collections reach P26 million

CITY OF SAN FERNANDO — Quarry revenues in 2013 opened P6-million higher than collections the same month in 2011 when it was posted at P20.3 million, and a bit more than the income of P25.8 million in January 2012 as it was recorded at P26.2 million this month.
Documents obtained from the Provincial Government Environment and Natural Resources Office (Penro) showed that the 30-day collection of P26,215,000 last January — which brought total revenues from quarry operations to P675,997,500 — was a clear indication of the growing demand of Pampanga’s quarry materials.
“Significant factors in the upward trend of our quarry revenues are the increase in our GDP or gross domestic product, plus the high demand for our quarry materials in more projects. There is a growing need for filling materials as the National Government embarks with more projects and infrastructure,” Penro head Engr. Art Punsalan said.
He said Pampanga’s quarry operators and truckers have been addressing the needs head-on, as business opportunities continue to open up for the industry.
Recently, Governor Lilia Pineda and Vice Governor Joseller “Yeng” Guiao urged stakeholders to explore other avenues to further boost revenues as a preparation to computerization of collections and institutionalization of operations that will increase efficiently and eradicate “intentional and incidental” human errors and other factors.
“Actually, we are now looking at the international market to further boost our quarry revenues. We have received proposals from China, Guam and Singapore with the intent of importing to their countries are quarry materials for filling requirements. It will be a major breakthrough in the industry once we start exporting our quarry materials because it will mean bigger benefits to Kapampangans. These are opportunities we are looking on as we embark on computerizing quarry operations and hit our target of P770 million or more in June when Vice-Governor Yeng and Governor Pineda end their terms,” concluded Punsalan.
