CITY OF SAN FERNANDO – Police authorities in Pampanga are planning to create a barangay and community-based “neighborhood watch” in the province to help curb criminality.
Pampanga Provincial Police Director R’win Pagkalinawan, in a dialogue with this city’s homeowners association, said “peace and order is not the sole responsibility of the Philippine National Police (PNP) and the local government units but of the entire community.”
“Everyone should guard one another’s property and safety to attain peace and order. We ask for your help in the fight against criminality in the province,” Pagkalinawan said.
He noted that the 1,100 policemen and women deployed in Pampanga “are not enough to protect all the two million civilians” and the “insufficiency” could be augmented by the “neighborhood watch” particularly in subdivisions residential villages.
“Through neighborhood watch, the community can report suspicious and unfamiliar people inside their area and the homeowners can act accordingly,” Pangkalinwan told Sun.Star Pampanga.
Governor Lilia Pineda said Capitol will ask barangay officials to pass a resolution on the “list of inhabitance,” where they can monitor the entry of strangers or “newcomers” in their areas.
“The neighborhood watch can be strengthened because the community will have a list of strangers in their area,” Pineda quipped, adding that the Provincial Government was willing to extend the P10 million funding of the city for CCTV cameras in strategic areas, if ever the need arises.
Meanwhile, San Fernando Police Chief Ric David vowed to increase police visibility in the city, particularly the stretch of MacArthur Highway in Barangay Dolores, following the spate of robberies in business establishments in the area.
The string of burglaries and holdups in the area has been alarming both residents in nearby villages and business along the avenue.
“Rest assured we will look into that immediately. Already, we are in the process of assessing CCTV footages of some incidents there as provided by the businessmen,” David said. (Jovi T. De Leon of Sun.Star Pampanga/Sunnex)

CITY OF SAN FERNANDO–Recognizing the role of health partners on the delivery of efficient, effective and quality health care to the people of Region 3, the health department came up with the first-ever Central Luzon Excellence Awards for Health (CLExAH) 2012 on January 29 at the Holiday Inn Hotel, Clark Freeport, Pampanga.
“CLExAH aims to give recognition to our partners in health for their outstanding performances and significant contributions towards the attainment of Kalusugan Pangkalahatan (KP),” Center for Health Development 3 Regional Director Leonita P. Gorgolon said.
According to the director, the 53 chosen awardees are considered to be the region’s top performers, excellent innovators and health governance stewards.
The said activity also aims to strengthen the camaraderie and partnership between the CHD 3 and its health partners, co-implementers, and other advocates for health.
Also gracing the event were Department of Health (DOH) Assistant Secretary Gerardo Bayugo and City of San Fernando Mayor Oscar Rodriguez. Rodriguez shared his secrets for his world-class governance through framing up the city’s Public-Private Partnerships (PPP), through the involvement of each citizen as stakeholder or partner for progress.
The event was marked by the signing of Memorandum of Agreements (MOAs). The first MOA was the strengthening of health service delivery network for forging interconnectivity among health services among DOH-CHD 3, Rural Health Units (RHUs) and the Basic Emergency Obstetric and Newborn Care (BEmONC) and Comprehensive Emergency Obstetric & Newborn Care (CEmONC) facilities.
This was followed by the MOA signing between the DOH-CHD 3 and the Local Government Units (LGUs) present on the event for the sustainability and functionality of health facilities.

STO. TOMAS, Pampanga – Commission on Higher Education (CHED) Commissioner Nona Ricafort and Pampanga Gov. Lilia Pineda on Thursday led the signing of the memorandum of agreement (MOA) for the establishment of a satellite campus here of the province’s state university seen to provide quality and affordable education.
Ricafort and Pineda joined Don Honorio Ventura Technical State University (DHVTSU) President Enrique Baking, Sto. Tomas Mayor Joselito Naguit and Fourth District Board Member Nestor Tolentino in the MOA signing of the soon-to-open DHVTSU satellite campus in Barangay Moras De La Paz.
Pineda, in her speech, stressed that the DHVTSU-Sto.Tomas was created to decongest the DHVTSU main campus in Bacolor town. The governor said there are at least 14,000 students at DHVTSU established in 1861.
“More importantly, the new campus in Sto. Tomas will serve the needs of people in that area of Pampanga,” said Pineda in the dialect.
Ricafort, who heads 36 state universities in the country, said “there is much energy in the establishment of the school.”
“This is good. I can also see that the building is made with quality. The rooms and comfort rooms are bigger compared to the usual sizes in other schools,” she added.
Ricafort said the schools established by Pineda and DHVTSU “are investments for the future.”
“Education is indeed important,” said Ricafort.
For his part, Baking said “this is unprecedented on the part of the Pineda administration.”
“This school will benefit the present and future generation of the province,” he added.
Baking said that it was necessary to create the DHVTSU-Sto. Tomas because, under the rules of the CHED, a new state university should establish satellite campuses as a requirement to maintain its stature.
Under the MOA, the Pampanga government will provide P3 million “by way of continuing appropriation in its annual budget that will cover the incidental expenses related to the operation of the school such as for utilities, renovation and improvement of its facilities.”
In the same MOA, it stipulated that the DHVTSU will offer short-term courses and ladderized programs. Classes are expected to start in June.
The DHVTSU disclosed that the courses that will be offered in its campus in Sto. Tomas are: Bachelor of Science (BS) in Industrial Technology, BS in Information Technology, BS Hotel and Restaurant Management (BSHRM) with various qualifications duly registered under the Technical Education and Skills Development Authority’s (TESDA) Unified TVET Program Registration and Accreditation System (UTPRAS).
The DHVTSU-Bacolor is at the central portion of Pampanga, while the DHVTSU Sto. Tomas campus is at the southwest portion and is part of the province’s fourth district. There are two other satellite campuses of DHVTSU–in Porac and Mexico towns.
In the same event, it was reported that Pineda vowed to establish a satellite campus of the DHVTSU in Lubao to serve residents of at least four towns. The residents of Floridablanca, Sasmuan, Guagua and Lubao will benefit.

ANGELES CITY–This city was relatively peaceful and manageable in 2012 as compared to 2011, according to a report presented by the Angeles City Police Office (ACPO) during the Peace and Order Council (POC) meeting held Wednesday at the Mayor’s Office.
Mayor Edgardo Pamintuan, POC chairman, commended the local police for successfully maintaining peace and order in the city.
He lauded ACPO for the arrest of criminal elements who are also connected to other cases that hounded the city for the past years.
With these unprecedented efforts, Pamintuan vowed that the city government will continue supporting the local police in all its programs and campaigns on crime prevention.
“Well-planned crime prevention strategies not only prevent crime and victimization, but also promote community safety and contribute to sustainable development,” Pamintuan said.
“One of the responsibilities of my administration is to ensure the security of my constituents; this way, business and investments will continue to thrive in our beloved city,” Pamintuan added.
The mayor said he believes that peace and order can be maintained in the entire city if there is cooperation between all local departments and even among barangay officials.
Senior Superintendent Jun Hidalgo, ACPO director, said that strict implementation of anti-crime laws and continuous police patrols in the city are the reason behind the city’s positive peace and order rating.
He also mentioned the support of the local administration in helping them maintain orderliness in the city which led them to numerous raids and arrests of different criminal elements.
Also during the council meeting, ACPO laid down their plans for this year.
The city police office will conduct banks and schools visitation, strengthen police information, education and communication (IEC) program to tri-media, participate in different simulation exercises and intensify local police operations.
Hidalgo also reported the increase in number of police personnel in all police stations in the city.
Meanwhile, the Angeles City Anti-Drug Abuse Council (ACADAC) gave positive reports as to the anti-drug campaign situation in the city.
According to ACADAC head Annaliza Suller, the council has received positive feedbacks for voluntary drug testing in different barangays.
She acknowledged the assistance of different local organizations in helping them make Angeles City, a “drug-free city”.
The POC also discussed the situation of Aetas roaming around the city begging for alms as well as the unusual presence of rugby boys in different business establishments.
The peace and order council meeting was attended by representatives of the different local government offices, law enforcement agencies, the prosecution services and similar institutions of government to assist the city mayor in the proper enforcement of the laws and the administration of justice.
The City Peace and Order Council was reorganized last August 6, 2010 by Pamintuan through Executive Order No. 15, S. 2010. It has evolved to embrace a paradigm shift in peace building and has become proactive in pursuing development initiatives in the city. ●Charlene A. Cayabyab

LUBAO, Pampanga–Representative Mikey Macapagal Arroyo and Mayor Mylyn Pineda-Cayabyab led other local officials in the blessing ceremonies of a health center, barangay hall, covered court and a concretized road in Barangay San Roque Dau here on Monday.
Also present during the blessing were Lubao Vice mayor Robertito Diaz, provincial board member Salvador Dimson, Jr., Lubao Sangguniang Bayan members, some barangay captains of Lubao, and provincial board members candidates Art Salalila and Anthony Torres.
The four projects were priority projects and were implemented through the joint efforts of the Lubao municipal government and provincial government, with the support of Rep. Mikey Arroyo and former president and now congresswoman Gloria Macapagal Arroyo.
