CITY OF SAN FERNANDO–The Department of Health Region 3 awarded the city government here two citations for their programs on health, disaster management and dengue during the Central Luzon Health Excellence Awards last January 29.
Mayor Oscar S. Rodriguez received the two major awards, namely, “Best Effort for Health and Practice” and “Dengue Control and Prevention Award” during ceremonies held at the Holiday Inn Clark.
“This is part of incentives we give to our Local Government Units and a way of recognizing their efforts,” said Regional Director Dr. Leonita Gorgolon of DOH Region III as she thanked the LGUs for their support to national programs of the department.
During his acceptance speech, Mayor Rodriguez emphasized the value of health programs and the need to strengthen healthcare services. He said these are major components to an individual’s success.
“The goal of San Fernando is to make the City a Habitat of Human Excellence. Community volunteerism should be strengthened in order to excel and to give our people an excellent service that they deserve,” added Rodriguez.
According to Gorgolon, DOH used a program-based system with specific criteria to gauge the involvement of LGUs and barangays in health programs. The Central Luzon Excellence Awards for Health is the first ever regional recognition under the administration of the newly appointed DOH regional director.
“This [award] will serve as our benchmark in measuring the efficiency and reliability of the services rendered to the people. This will also ensure that we are providing quality service on top of attaining our targets,” Gorgolon added. ●Marna Dagumboy-del Rosario

The figure is based on information gathering conducted on establishments that cater tourists who spend a night or more in their facilities. These are hotels, inns, villas, pension houses located in tourists’ destinations such as beaches, inland resorts. There are a lot of places of interests scattered in the region, some are not yet developed while some are still waiting to be discovered.

Perhaps my friend Ronnie Tiotuico, the regional head of DOT-3 cannot fathom the happiness he is feeling because of the increase in the number of tourists under his turf. This means that he is ever effective in tourism promotions and efficient in his job as the “regional tourist drawer” for the region.

His efforts to market the tourism industry in the region are gaining grounds and now appreciated. He long deserved to be praised for his strategies in promoting the region to the local and world market of tourist. Central Luzon anyway has a lot to be proud of as tourist destination.

Director Tiotuico has likewise reported that last year was the second time in a row that the region has earned the millionth mark in tourist arrivals. He attributes the same of the growing number of air passengers, local and foreign, using the Clark International Airport. The national government should know this including the CIA’s potential of being the major gateway in airline travel.

I attribute the increasing number of tourist arrivals to various reasons. Central Luzon has been endowed with different terrains. It has mountain ranges, mountains slopes, ridges, mountainous or hilly areas for some who would like to commune with nature at high areas or trek to the top. There are seas and coastal spots in the region, best for swimming, diving and other water sports. There are a number of shops, malls and hangout places. There are lots of places to stay such as resorts and hotels.

Central Luzon can likewise boast of having Subic and Clark as major tourist areas with everything in store for everyone. There are activities waiting, places to visit and food to eat and enjoy in these two former US military bases.

CITY OF SAN FERNANDO–A committee hearing on the proposal to computerize the province’s quarry operations, which is seen to ensure efficient collection system and to maximize the industry’s potential, will be held at 2 p.m. today at the Sangguniang Panlalawigan session hall, Capitol compound.
Vice Governor Joseller “Yeng” Guiao, who, for the longest time, has been advocating for transparency and accountability in the sand and gravel business industry in the province, is expected to lead the committee hearing.
In an earlier interview, Guiao said institutionalizing the quarry system is one of the important pieces of legislation that the Sangguniang Panlalawigan would pass as a resolution.
Among those expected to attend the committee hearing on the proposed quarry computerization are Pampanga truckers, quarry operators, Department of Public Works and Highways (DPWH), representatives from the local government units especially in six quarry towns, and business sector like the Pampanga Chamber of Commerce (PamCham).
Accordingly, different stakeholders are expected to attend the committee hearing set today to show that the province is serious in putting up the system on quarry industry that would secure the revenues for the Kapampangans.
Earlier, Guiao bared that there is an urgent need to computerize the province’s quarry operation in order to establish parameters for better projects and programs for Kapampangans.
He said that once this is realized, the Sangguniang Panlalawigan will be able to set its own mechanism to eliminate human error in the operations.
The First District congressional bet furthered that one of his legacies as a third termer vice governor is the realization of the computerization and institutionalization of the quarry system.
“By computerizing quarry operations, we would be able to institutionalize quarry operations and maximize its potential. With that, the real trend and figures we achieved will not be altered whoever takes over the provincial government,” Guiao said.
He added safety measures will also be put in place for the continuous improvement in quarry system to achieve the most ideal revenue.
Earlier, the Provincial Environment and Natural Resources office recorded its highest revenue in quarry amounting to P649,782,500 for the year 2012.
Accordingly, with the efficient operations of Kapampangan A Lulugud at Matapat, the record-breaking feat was achieved thru the support of Governor Lilia G. Pineda.
This year, the provincial government, thru its PGENRO, is optimistic to get the projected P770 million revenue before the terms of Pineda and Guiao end this June.
Records obtained by Headline Gitnang Luzon showed that, from July to December 2010, the capitol had collected some P119 million.
In 2011, quarry collections were pegged at P238 million.
The year 2012 proved to be the breakthrough as revenues peaked to P272 million, with monthly collections averaging P20 million.

Yesterday’s issue of Headline Gitnang Luzon carried a banner story about the P114-million irrigation project that President Aquino has approved to be constructed in Pampanga. The good news was announced by Governor Lilia Pineda, who had always been ecstatic about the continuous support that Malacañang has been extending to Kapampangans.
Pineda’s disclosure of the allocation and that of the other budget poured to Pampanga through various services belied spreading rumors about the animosity between Malacañang and the people of Pampanga.
Obviously, there had been camps who are fanning the rumors to influence the Kapampangan voters’ choices on whom to support in the election. The rumor-mongers would depict Pampanga and its present leaders as someone far from the heart of President Aquino, thus hampering projects coming from the national government. They would then impute that there needs to be new leaders for Pampanga by July this year who would be in “good working relation” with Malacañang.
Nice try. But, President Aquino, with all the money he is channelling towards Pampanga does not in any way consider Kapampangans, nor its leaders, his enemies. He is not withholding programs that the Kapampangan people badly needed. He is not at odds with the sitting officials of Pampanga no matter what political affiliations had been established in the past. It means the President only means business and all provinces get to receive their rightful share of the development pie.
The President’s parents both loved Pampanga when they were alive and there is no reason for PNoy to feel less for the people who speak his native tongue. And, Mr. President is showing with his action that he, too, loves Pampanga.
Now, with the President’s support and the proper use of Pampanga’s resources, there are no reasons, too, for the province not to move (read: zoom) forward.

CITY OF SAN FERNANDO — Pampanga Chamber of Commerce and Industry Inc. (PamCham) and businessman Rene Romero opined over the weekend that the “good and vibrant year” the private sector projected for economic year 2013 will still depend on the results of the May 13 polls.
Romero, who also co-chairs the Central Luzon Competitiveness Council, told Sun.Star Pampanga that “credible and peaceful elections” will buoy up the country’s economy further, after its gains in the latter part of last year, just after the filing of certificates of candidacies of bidders for national and local posts.
“We in the business sector feel that projections for a good economy this year will depend on the results of the elections in May, even partially. Peaceful, credible elections will push the economy higher by possible notches as we project it becoming investment grade during the first quarter of 2013 with a carryover of gains till 2015 before the next presidential elections in 2016,” said Romero.
He said the private sector and stakeholders like PamCham, do not meddle in political endeavors, although the group stays vigilant and “keenly observes important political activities that may affect business directly or indirectly.”
