Mayor hosts city's 'vin d'honneur'

ANGELES CITY — Mayor Edgardo Pamintuan hosted Friday the City Government’s version of vin d’honneur at the City College of Angeles (CCA) Covered Court.
Vice Mayor Vicky Vega Cabigting, members of the City Council, department and program heads of the City Government, businessmen from the Angeles City Filipino Chinese Chamber of Commerce and Industries (AC-FilChi), former-barangay and current barangay captains, representatives from the academe, business sector and other non-governmental organizations were among the guests during the post new year reception.
Pamintuan offered a toast following his pronouncement that the year 2012 brought significant achievements for the city in terms of local governance, fiscal management and world-class recognitions.
He said the awards the city received from the Department of Interior and Local Government (DILG) – the Seal of Good Housekeeping, the Gawad Pamana ng Lahi for local innovations, and the city ranking 6th in the Philippines and 1st in Central Luzon under the Local Governance Performance Management System (LGPMS).
This year was also a milestone for Angeles as its chief executive was chosen by Superbrands Marketing Incorporated as one of the Most Outstanding Mayors of the Philippines and by the City Mayors Foundation in London as the top 8 World Mayor in its bi-annual search for the World Mayor Awardee.

“I think it is historic, insofar as the City Government of Angeles is concerned, or any other local government is concerned. The awards bestowed to our city are a clear testament of the administration’s commitment to good governance, transparency and accountability,” Pamintuan said.
In his speech, the world-class mayor also recognized the fact that they are currently standing on the grounds of the “once promised but now fulfilled” City College of Angeles main campus site.
Students of the said college are now expected to transfer here from their temporary campus at the City Library this coming academic year.
“This is a monument of our administration whose significance can never be undermined. No one and no amount of destructive propaganda from our desperate political opponents can destroy what we have done here for the youth of our city,” Pamintuan said.
He added that, just across the compound, one could see the Ospital Ning Angeles extension building where he unveiled his plans to further enhance the health care services of the city.
“Together, we will build a new Cancer Treatment Center for our constituents – and soon, if we are given the chance to work again, a Coronary Intensive Care Unit at the hospital for patients suffering from heart diseases,” he stressed.
This came after the success of the Angeles City Renal Care Unit, which has served over 400 patients and doled out approximately 10,000 treatments in just a year.

The mayor lauded the City Council headed by Vice Mayor Vega-Cabigting for continuously working with him in the implementation of his programs and projects.
“The good working relationship of the executive and legislative branch of the City Government proved that we can do more than what is expected from us,” Pamintuan said.
He also commended other city officials and employees for working hard and doubling their efforts in their respective tasks and duties, thus closing 2012 with no deficit in the city coffers – something which has been observed for 2 years now under his administration.
“We face a greater challenge for the year 2013. We now have to outdo ourselves. We have to surpass our achievements in 2012. We have to raise the bar for ourselves. The benchmark we established in 2012 is no longer relevant,” Pamintuan added.
Vin d’honneur literally translates from French to “Wine of honor” and is akin to a prolonged social celebration after an official ceremony.
It traditionally takes place at the end of inaugurations, speeches, and ceremonies that marks the social life of the French provinces.
In the Philippine context, vin d’honneur is the annual New Year’s Reception hosted by the President of the Philippines as head of state, and by tradition, after the President plays host to Philippine officialdom and the diplomatic corps, other departments in turn host their own New Years’ receptions for their own officials and staff.

Ama party-list wants to establish National Senior Citizens Commission

CITY OF SAN FERNANDO — Aagapay sa Matatanda (Ama) party-list said Monday that it is pushing for the establishment of a National Senior Citizens’ Commission.
Retired Justice Agustin Dizon, honorary chairman and first nominee of Ama, said they decided to participate in the 2013 midterm elections to promote the general well being of the senior citizens not only in Central Luzon but in the entire Philippines as well.
Dizon believes that senior citizens deserve seats in Congress to articulate about the latter’s needs and other concerns in order to make them more productive and effective citizens even during retirement.
“Ama Partylist was unanimously approved by all Comelec commissioners. It was only the partylist that gained such approval which means that we have established good reputation and credibility to participate in the elections,” Dizon said.
Among the list of legislative agendas are health programs, scholarship grants for the children of senior citizens, livelihood via senior citizen cooperative drug store, social pension, establishment of legal team.
Aside from this, Dizon added they would also plan to initiate the construction of a Senior Citizens Regional Center, home for the aged, among other facilities, in the country to provide immediate assistance and further promote the best interest of the senior citizens.
Linda Gaddi-Dizon, Federation of the Senior Citizen Association of the Philippines president, Ama party-list chairperson and nominee, told Sun.Star Pampanga they are happy to note that support from various groups is continuously growing particularly in Central Luzon.
“Suportado tayo ng iba’t-ibang senior citizens dito sa buong Central Luzon at yung mga regional associations ay nag-pledge na rin ng support sa atin,” Gaddi-Dizon said.
As this developed, she is optimistic that Ama would be able to secure several seats in congress by getting the required number of votes or even more, depending on the actual votes casted for party-list and sectoral groups.
If this happens, Gaddi-Dizon opined that the senior citizens would just get an equal share on government resources which in turn redound to the benefit of the society.
Other Ama Partylist nominees are retired Judge Ricardo Agapito, Josue Mora and Zoilo Abenoja.

P2-M service vehicles distributed to barangays

STA. RITA — The distribution of service vehicles to this town’s 10 villages was completed, and it aims to boost each village’s government’s service capability to their constituents.
Mayor Yolanda Pineda led the turnover of four new vans here to barangay captains at the Sta. Rita Parish Church over the weekend. The service vehicles form part of the P2 million funds that aimed to provide the barangays with their own utility vehicles.
Pineda said the vehicles will help barangay officials here address emergency situations and may also serve as carpool vehicles for locals during government trips, medical emergencies and events of the barangay.
“We also gave strict warning to our barangays not to use the vehicles on personal travels and to only utilize the use of the vehicles on community matters,” Pineda said.
Diladila barangay chairman Ferdinand Salalila said the vehicles will greatly help indigents in their barangays who are following up on assistances in different government agencies in the City of San Fernando. (IOF)

Angeles honors gender-sensitive villages

ANGELES CITY — The City Government here recently recognized the excellence and innovation of several barangays for their campaign to become gender-sensitive and gender-responsive.
After eight months of the search, Barangay Balibago won the most outstanding gender-sensitive barangay, followed by Barangay Lourdes Sur East and Barangay Lourdes North West in second and third place, respectively.
Rodelio Mamac, barangay chairman of Balibago, expressed his gratitude for receiving the title.
According to him, they made a strict implementation of the law against violation of women and children’s rights in their area.
“Together with the local government, marami tayong na-rescue na mga naabusong kababaihan at bata, dahil naging seryoso tayo sa pag-iimplement natin sa mga programa natin para sa kanila,” he added.
The awarding ceremonies of the “Search for the Most Gender-Sensitive and Gender Responsive Barangay” were held Thursday at the Marquee Mall Activity Center.
Mayor Edgardo Pamintuan lauded the barangays who participated in the search. He also expressed his deep support to all members of the Lesbian, Gay, Bisexual and Transgender (LGBT) community.
He also recognized the concerted efforts of the residents of winning barangay to ensure the success of their gender and development programs.
“This awarding ceremony aims to recognize the efforts of each barangay and encourage them to further improve the implementation of programs that would protect abused women and children,” Pamintuan said.
Purita Pineda-David, head of the Gender and Development (GAD) Office, said the awarding of such title is to encourage barangays to continue their crusade in helping those who are in need, as well as to promote each barangays’ programs on the protection and welfare of women and children by sharing them with other villages.
Doris Siy Hian, one of the judges, explained that they observed how the officers of each barangay handled each difficult situation just to help women and children in need – this was a major criterion for awarding the title.
“We noticed how these officers quickly respond to their needs especially to those who were abused,” Siy Hian said.
Three most outstanding desk officers of the Violence Against Women and Children (VAWC) were also recognized.
The awardees include Marites Canlas from Barangay Claro M. Recto Luzviminda Bacor from Barangay Malabanias and Maricel Ocampo from Barangay Lourdes Sur East at first, second and third place.
The GAD office is the first in the Philippines and was established in 1993 under the Pamintuan administration. It aims to protect the rights of women, children and those who belong in the LGBT community.

Mayor to lead inauguration of footbridge

CITY OF SAN FERNANDO — The blessing and inauguration of the footbridge along Jose Abad Santos Avenue (Jasa) in Barangay Dolores is set on February 4 and will soon benefit pedestrians and ease traffic congestion in the area.
Mayor Oscar Rodriguez said the new facility will cater to students and pedestrians in the area and will provide a safe means of traversing the busy Jasa.
Rodriguez added that another footbridge is set to be constructed near the Bank of the Philippine Islands all the way to Pampanga Ambulatory Center.
“This facility will greatly help in traffic situation in the area as pedestrians would no longer have to cross the busy highway. We are also looking at the next footbridge so that it would be complimenting the first one that was constructed,” Rodriguez added.
Rodriguez said they have asked the Department of Public Works and Highways (DPWH) to ensure that the design of the next foot bridge would be the same as the one constructed in front of MelVi Building and McDonalds here.
The new footbridge was constructed with a funding of around P12 million, while the next foot bridge is said to be on the process of being constructed.
Pampanga Chamber of Commerce and Industry (PamCham) vice chairman Rene Romero lauded the new project, saying it complements the city’s status as the growth center of Central Luzon.
Romero added that PamCham through the leadership of President Jim Jimenez and Chairman Levy Laus sees the construction of more foot bridges along the stretch of Jasa as beneficial to pedestrians and business establishments here in general.

Councilor: Porac needs master plan for cityhood dream

PORAC — Councilor Mike Tapang said this municipality needs a master plan and a solid development blueprint to realize its “dream of becoming Pampanga’s fourth city” in five years after Mabalacat, San Fernando and Angeles City.
Tapang, who is seeking re-election to the Municipal Council along with his “Magserbisyu Tamu Team Tapang” with village chiefs Larry Antido, Regin Clarete, Rommel Gopez and Caloy Sese, said a comprehensive master plan and development blueprint will have to be drafted and implemented in the coming years for the sand-rich quarry town to become a component city as envisioned by local officials.
“There has to be a master plan and development blueprint that covers investments, revenue generation, employment, education and land use. We might qualify now because of land area and income derived from our quarry industry. But take away the estimated P200 million from our quarry coffers and we are left with nothing to boost our officials’ dream of becoming a city in the next five years (?),” Tapang said.
He said a comprehensive land use plan (Clup) must also be put in place to properly identify which zones are under commercial, industrial, agricultural and residential categories.
“I have long been pushing for the creation and passing of a comprehensive land use plan. That way, we could address zoning concerns, real property valuation and taxation and finally solve the infamous piggery issue that has been hounding the municipal government for so long,” he quipped.
Tapang also noted of important practices that could be benchmarked in putting the master plan and blueprint in the drawing boards.
“There are salient practices of other local government units that we can benchmark and make models of, like the City of San Fernando’s Multi-Sectoral Governance Council, its good governance and ethics style which are corruption-free and the excellent Executive-Legislative Agenda. That is why we at Team Tapang are aspiring for the majority in the Sangguniang Bayan, to bring all these in our legislative agenda,” Tapang said.

Lazatin discloses Congress attendance

ANGELES CITY — The camp of first district Representative Carmelo Lazatin revealed Lazatin’s comprehensive attendance record in the House of Representatives from July 2010 to December 2012, in response to allegations from the camp of Mayor Edgardo Pamintuan that the congressman is among the top absentees in Congress.
In a certification signed by House of Representatives Secretary General Marilyn Barua-Yap dated January 21 2013, it was revealed that for the third regular session of the 15th Congress, which covers the period from July 23, 2012 to December 19, 2012, Lazatin has only incurred five absences without notice in Congress.
“For lack of legitimate issues to throw at Congressman Lazatin, the camp of Mayor Pamintuan resorts to petty tactics and black propaganda,” said IC Calaguas, Lazatin’s chief of staff.
“The lackeys of Mayor Pamintuan even went as far as to take pictures of the congressman’s supposedly empty office, even when there are no sessions in Congress.”
“It speaks volumes about Congressman Lazatin’s flawless political record when the biggest issues his opponents can throw at him are baseless charges of frequent absences and criticizing the congressman for his age,” added Calaguas.
The certification from the House of Representatives also lists Lazatin’s attendance for the first and second regular sessions of the 15th Congress, covering the period of July 26, 2010 to June 8, 2011 and July 25, 2011 to June 6, 2012, respectively, and states that Lazatin only incurred a total of three absences without notice.
For the third regular session, Lazatin incurred 16 absences with notice used for constituency work, particularly when Lazatin participated in relief operations for typhoon victims.

Noel Maglalang, a resident of Sitio Salazar in Barangay Bundagul here, lodged the complaint before the Office of the Ombudsman for Luzon on November 5, 2012.
Maglalang charged Castro of violation of RA 3019, or the “Anti-Graft and Corrupt Practices Act,” and violation of the Revised Penal Code, Article 217 “Malversation of Public Property.”
In his complaint, Maglalang alleged that Castro caused the acquisition of a 500-square-meter lot at Sitio Talimundok while still serving as barangay captain of Barangay Bundagul in 2003.
The previous owners of the land – spouses Joaquin and Victoria Concepcion – served a notice of ejectment to Barangay Bundagul that had been using the land as a basketball playground for the youth.
With this, Castro acted immediately to purchase the contested land from the Concepcions in the amount of P115,000.
Castro allegedly took the P115,000 from then Barangay Bundagul treasurer Eliza Cunanan.
In 2010, Barangay Bundagul officials discovered that the property is registered under Castro’s name.
Bundagul officials had decided to solicit funds for the further improvement of the land for recreational purposes.
A senator agreed to provide funds for the pavement of the basketball court, the construction of its fence and roof provided that the land is registered under the barangay.
It turned out, however, that the land had been transferred in the name of Vice Mayor Castro under a new land title – TCT No. 537888-R – back in April 29, 2003.
The former land title of the Concepcions – TCT No. 432535-R had already been cancelled in favor of the new one under the name of Vice Mayor Castro.
Castro immediately donated the contested land to Barangay Bundagul on May 7, 2012 or nine years after its acquisition and transfer of ownership to his name.
Maglalang noted that Castro “while performing his official function as barangay captain of Bundagul misapplied and appropriated for his personal use, or converted to his own personal use and ownership a public property owned by Barangay Bundagul, to the damage and prejudice of the government.”
“If the Ombudsman will find him guilty of the corruption charges, he (Castro) faces a six-year imprisonment and he will be also disqualified from seeking public office,” one of the lawyers handling the case said.
“Sa mga nakita kong dokumento at mga testimonya ng mga complainant malakas ang ebidensiya laban kay Castro,” the lawyer added.
Castro denied the allegations, saying it is politically-motivated and the handiwork of his detractors in politics.
He said he acquired the property with his personal funds. No government funds were spent in the acquisition of the lot, according to him.
Castro said the Register of Deeds will not register the lot under his name if it is a government property.

Capitol extends P1.9-M loans to entrepreneurs

LUBAO, Pampanga–Committed in helping the micro-entrepreneurs in the province, Gov.Lilia Pineda distributed loan assistance amounting to P1.9 million to 215 beneficiaries from Districts 2, 3 and 4 under the Negosyu king Panyulung Program (NPP) of the Provincial Cooperative and Entrepreneurial Development Office (PCEDO).
PCEDO head Mamerto Gatus said NPP has been very active in the provision of assistance to Kapampangans who want to start their own small business because 94 percent of the economy depends on them.
“We can say that backyard enterprises is the backbone of the economy that is why we have to create programs supporting this sector,” Gatus said.
He added the livelihood program offers loans from P5,000-P10,000, without interest and collateral, only to those who are deserving and needy. It is payable in six to 10 months and is renewable.
Pineda said she is inspired by the ambulant and street vendors working hard to make ends meet.
“Whenever I see vendors walking on the street selling, I am touched and I told myself I need to do something to help them and this is it,” said Pineda.
Purita Estrella, a 68-year old load retailer from Sta. Ana, thanked the provincial government because her small business is now stable.
“Back then, it was hard for me to sustain this business because I get loan from five-six but now it’s doing good since I joined NPP,” Estrella said.
Luningning Vergara, provincial manager of public employment services office (PESO), added some of the NPP beneficiaries, especially ambulant vendors, were also given Nego-Kart as per governor’s instruction.
“Aside from capital, we assessed our beneficiaries and picked those who need cart for their business,” she said.
Guagua Councilor Anthony Torres, chairman of municipal cooperative development council and a successful businessman, gave the recipients pieces of advice.

Plans afoot for P7-M pavilion in San Fernando

CITY OF SAN FERNANDO–Governor Lilia G. Pineda led the groundbreaking and capsule laying ceremonies of the soon to be constructed Multi-Purpose Pavillion in Bulaon Resettlement, this city, funded by the provincial government.
In her message, Pineda stressed the need for the construction of the said facility with a seating capacity of 500 individuals and the capitol would run it and provide complete equipment for the use of the thousands of residents living in the resettlement and nearby communities.
Barangay Captain Zenaida Bundalian commended the efforts of the governor as she said this would help boost the development of the resettlement particularly in social gatherings and meetings of the local officials, senior citizens and the youth.
