LUBAO, Pampanga–Committed in helping the micro-entrepreneurs in the province, Gov.Lilia Pineda distributed loan assistance amounting to P1.9 million to 215 beneficiaries from Districts 2, 3 and 4 under the Negosyu king Panyulung Program (NPP) of the Provincial Cooperative and Entrepreneurial Development Office (PCEDO).
PCEDO head Mamerto Gatus said NPP has been very active in the provision of assistance to Kapampangans who want to start their own small business because 94 percent of the economy depends on them.
“We can say that backyard enterprises is the backbone of the economy that is why we have to create programs supporting this sector,” Gatus said.
He added the livelihood program offers loans from P5,000-P10,000, without interest and collateral, only to those who are deserving and needy. It is payable in six to 10 months and is renewable.
Pineda said she is inspired by the ambulant and street vendors working hard to make ends meet.
“Whenever I see vendors walking on the street selling, I am touched and I told myself I need to do something to help them and this is it,” said Pineda.
Purita Estrella, a 68-year old load retailer from Sta. Ana, thanked the provincial government because her small business is now stable.
“Back then, it was hard for me to sustain this business because I get loan from five-six but now it’s doing good since I joined NPP,” Estrella said.
Luningning Vergara, provincial manager of public employment services office (PESO), added some of the NPP beneficiaries, especially ambulant vendors, were also given Nego-Kart as per governor’s instruction.
“Aside from capital, we assessed our beneficiaries and picked those who need cart for their business,” she said.
Guagua Councilor Anthony Torres, chairman of municipal cooperative development council and a successful businessman, gave the recipients pieces of advice.
“Every multi-million company starts from a small business. You just have to spend your capital wisely, partnered with determination, to succeed,” he told them. ● Elaine Mercado

CAMP OLIVAS, Pampanga – Three suspected robbers were arrested for having a pot session inside a house in Barangay Dau, Mabalacat City, Pampanga police said yesterday.
Police Regional Office 3 director Chief Supt. Edgardo T. Ladao identified the suspects as Arthur Lagpak Bermudo, 33, married and a native of Dapitan City, Zamboanga; Reynaldo Lanohan Patrialba, 41, married and a native of San Carlos City, Negros Occidental and Ernie Argente Ping, 23, single and a native of Davao City.
Ladao said the suspects were arrested after an informant tipped local police that a group of persons were having a pot session inside the house of Ping in Sitio Biglang Sibul Balaba, Phase 2 in Barangay Dau at around 10:30 a.m.
Police seized from the suspects a cal. 22 revolver with five bullets, a blade knife, a medium-size heat-sealed transparent plastic sachet containing suspected shabu and assorted drug paraphernalia.
At the police station, investigators confirmed that the suspects were involved in a series of robbery holdup, break-in (akyat-bahay), and snatching incidents within Mabalacat City and nearby municipalities.
The suspects are now detained at Mabalacat City district jail after criminal charges were filed against them in court.●Rudy J. Abular

CLARK FREEPORT–The Manila North Tollways Corp. (MNTC) is set to ground-break on February 7 the construction of the P1.6 billion Harbor Link that would connect the North Luzon Expressway to MacArthur Highway in Valenzuela City.
In a briefing with the Pampanga media over the weekend, MNTC president and chief executive officer Rodrigo Franco said the Segment 9 of the project will officially commence after the first segment of the Harbor Link reconnected NLEX to MacArthur Highway in Valenzuela City.
Franco said the Harbor Link construction covers a 2.1-kilometer expressway that would run from NLEX cloverleaf to MacArthur Highway near Valenzuela City.
Construction, according to him, would take at least one year.
Franco earlier said MNTC is raising between P16 billion and P17 billion from the domestic debt market over the next four years to bankroll ongoing road projects connecting to NLEX.
MNTC also intends to connect NLEX to circumferential Road-5 (C5) worth P10 billion to dramatically decongest traffic along Commonwealth Ave. and Quezon Ave. in Quezon City.
The NLEX C-5 Link and the Harbor Link projects comprise Phase 2 of MNTC’s Manila North Expressway concession.
Upon completion, Franco added, Phase 2 would provide an east-west expressway alignment traversing heavily-congested areas of northern Metro Manila and would reduce travel time within the expressway corridor.
MNTC has completed a 2.7-kilometer expressway that links the NLEX main to Mindanao Ave. with the country’s largest cloverleaf interchange called Smart Connect Interchange as its main feature.
MNTC, a unit of Metro Pacific Tollways Corp. (MPTC), operates the 84-kilometer NLEX and was recently awarded by the state-run Bases Conversion and Development Authority (BCDA) the right to operate and maintain the 94-kilometer Subic Clark Tarlac expressway for 33 years.

CAMP OLIVAS, Pampanga – Five persons, including a barangay chairman, were arrested for illegal possession of firearms and violating the gun ban imposed by the Commission on Elections in three separate operations in Central Luzon, police said over the weekend.
Chief Supt. Edgardo T. Ladao, Police Regional Office 3 director, identified those arrested as Mauricio Bugayong Baltazar, 52, of Barangay General Luna, Carranglan, Nueva Ecija; Abraham Manlo David, 41 of Santa Lucia Resettlement, Magalang, Pampanga; and, Jay-Ar Pangilinan Pan, 30; Gani NMN David, 31; and, Nonoy Pangilinan Dela Cruz, 39, all residents of Barangay New Cabalan, Olongapo City.
Ladao said Baltazar, the incumbent chairman of Barangay General Luna, was arrested in lieu of a search warrant issued by Judge Richard A. Paradeza of Olongapo City Regional Trial Court Branch 72 on Tuesday.

ANGELES CITY–The Grand Dame of Philippine Fashion, Patis Tesoro, premier woodcarving artist Wilfredo Tadeo Layug, and book author Nina Lucia B. Tomen are this year’s recipients of The Juan D. Nepomuceno Cultural Awards, this was announced by the Holy Angel University.
Tesoro and Layug are both cited for Outstanding Achievement in Arts & Culture, and Tomen for Outstanding Contribution to Research and Scholarship.
The awardees will be honored during the University’s 80th Founder’s Day celebration on March 8. Previous awardees include National Artist Bencab, film director Brillante Mendoza, linguist Anicia del Corro and historian John Larkin.
Patis Tesoro, who comes from the Pamintuan clan of Angeles City, is a champion of indigenous Philippine fibers, natural dye production and traditional arts and crafts. She revived the piña clothing industry and created a weave of piña and silk which became the affordable piña seda.
She co-founded the Katutubong Filipino Foundation, created the Ninay dolls, which are the first Filipino handcrafted dolls mounted on tableaus, and for these efforts received the Dakilang Pilipina Award and the Ten Outstanding Women in the Nation’s Services (TOWNS) Award.
Betis-born Willy Layug is the leading Kapampangan woodcarving artist today whose works include the restored Matamoros on the pediment of the Intramuros gate, the baldacchino of the Sto. Domingo Church, the San Lorenzo Ruiz & San Pedro Calungsod altar at the Pontificio Collegio Filippino in Rome, and retablos of some of the country’s major cathedrals.
Layug, who trained under Spanish sculptor Jose Antonio Arteaga in Calle Betis, Seville, received the Presidential Medal of Merit for Ecclesiastical Art in 2009. His Betis Galleria provides employment to his cabalen and serves as a showcase of his unique style in carving religious icons.
Nina Tomen, native of Lubao, is a freelance researcher/writer who wrote books on Kapampangan culture, including Kuraldal Atlung Ari and Libad Bangka nang Apung Iru: Beyond the Revelry; Suli: Legacies of Santiago Apostol Church of Betis; and Apung Mamacalulu: The Sto. Entierro of Angeles City.
Tomen also wrote the narrative of the coffee-table book Luid Ka! Stories and Images of the Kapampangan Crusade for Good Governance. At present she does volunteer work on social action with the Archdiocese of San Fernando and is an advocate against rabies, having lost a son to the disease in 2008.
The awarding ceremonies will be held on March 8 at ten o’clock in the morning at the University Theatre, Holy Angel University. ●
