CITY OF BALANGA, Bataan, Jan 28 (PIA) — Top officials in Bataan have affirmed confidence that the province is all set together with its workforce to accommodate what former National Youth Commission Chair Paolo Benigno “Bam” Aquino IV said was a potential employment boom in the country.

In his recent visit to this city, Aquino said studies have revealed that the Philippines will overtake India in becoming the number one country in the business process outsourcing (BPO) industry in the next two to three years.

“While investors are coming in, the workforce must be ready. Investors want a level playing field, a government with no corruption. Second, they want skilled workers who are hard-working and kind,” Aquino said.

Bataan Representative Albert Garcia said graduating students will not just end up hunting for jobs because the local government units and the Technical Education and Skills Development Authority (Tesda) here will be giving trainings and enhancement programs.

“We can ensure the presence of a clean government by continuing to vote for the right people in our government, both local and national, and by appointing the right people to the various government positions,” Garcia said in a text message.

Aquino also disclosed that the Freeport Area of Bataan (FAB) must undertake preparations to contain the possible influx of business opportunities which should be met with a skilled workforce.

Job openings will pour in the 1,700-hectare freeport in Mariveles town as public-private partnerships continue to boom in the BPO and creative industries that include businesses on designs and programming, he added.

Consequently, Authority of the Freeport Area of Bataan Chairman Deogracias Custodio said that 480 hectares in FAB are already waiting for future developments in which BPO is among the “strong prospective ventures.”

FAB also houses the biggest Tesda manpower training facility in Bataan which assures of capable and well-trained workers.

“I would like to invite everybody to explore the possibility of partnering with us. Investment opportunities at the FAB are wide and varied,” said Custodio. (CLJD/JMG-PIA 3)

MEXICO, Pampanga–The National Grid Corporation of the Philippines (NGCP) admitted that it is having a hard time solving Right-of-Way (ROW) problems that affect its field operations.
In an interview with NGCP Spokesperson Atty. Cynthia P. Alabanza, she identified the various ROW violations that hamper the maintenance of NGCP’s transmission facilities.
“Common ROW violations we encounter are planting of trees within the ROW corridor, grass fires at or around our facilities, squatting and putting up of structures under our transmission lines, and kite flying. All of these activities can disrupt the transmission of power and cause power outages. More importantly, these activities damage our lines and compromise the safety of the public,” explained Alabanza.
ROW issues have been a concern of the transmission business even before NGCP took over the operations and maintenance of the country’s transmission facilities in 2009. “In fact, the bulk of our ROW concerns were inherited from the National Transmission Corporation (TransCo). Last year, in North Luzon alone, there were eight (8) outages or line trippings caused by ROW violations. A national total of 44 incidents were recorded last year for such ROW violation-related outages. Apart from being the cause of the problem, some ROW violators compound the problem by preventing our people from coming in and fixing damaged lines. The net effect of all this is that so many residents relying on our speedy delivery of electricity suffer for the actions of a few,” Alabanza stated.
“These problems also made it more difficult for our NGCP linemen to efficiently and effectively maintain the lines because, in addition to maintenance works on the actual transmission facilities, they devote a substantial amount of time to clearing the land first of vegetation,” she stressed.
Alabanza said, “ROW violations imply additional cost to the company because we have to clear the land of vegetation and structures before we can perform maintenance work. In cases where the ROW violations cause damage to facilities, the cost implication multiplies. There is the cost of repairs and restoration, in addition to the cost of additional manpower and manhours which could have been utilized for more inspection and maintenance activities.”
In addition to operational problems, NGCP also warned the public of the safety hazards for ROW violators. Transmission lines are open lines that carry a minimum of 69,000 volts and a maximum of 500,000 volts. “You don’t even have to touch the lines to be electrocuted. Electricity induction may occur once the safe clearance is breached. In other words, if you get near enough, even without touching the lines, you are in danger of being electrocuted,” Alabanza explained.
“Our lines carry electricity that is more than 300 times the power of the electricity flowing in our households, which is just 220 volts. Breaching our safety clearances can be fatal,” warned Alabanza.
As a preventive measure, NGCP conducts regular safety information campaigns all over the country through print and broadcast media. They also conduct information and safety forums at the barangay level in communities traversed by their facilities to remind the public to take extra precautions when near the transmission lines. NGCP also coordinates with LGUs for help in getting word to the public about the risks and hazards of living under transmission lines.
“At the end of the day, ROW violations affect our power delivery service. In turn, the distribution utilities and the public at large suffer and are most affected,” said Alabanza.
NGCP is a privately owned corporation in charge of operating, maintaining, and developing the country’s power grid. NGCP transmits high-voltage electricity through “power superhighways” that include the interconnected system of transmission lines and towers, substations and related assets. Mabalacat City, even before it has been converted into a component city, has always had a very colorful political history. The upcoming May 13 elections is no different from the other political contests in the past. While one familiar scenario of the incumbent mayor Marino “Boking” Morales being among the choices for mayor, again, the name game in this newly-converted city continues.
In the past, a candidate for councilor with the name of Marcos “Jun” Castro suddenly encountered a rival for the seat with the same name. While one of the Jun Castros showed to be a strong candidate in the election, none of them were able to make it to the Magic Circle of 8. Some say it was because the voters got mixed up with the names.
This year, two Castros are again at the helm of the election, this time for the position of mayor. The Commission on Election has junked a motion to declare as “nuisance” the candidacy of one Noli Castro by the incumbent vice mayor and mayoralty wannabe, Noel Castro.
The commission thinks Noli Castro cannot be declared as nuisance since he had already been allowed to campaign and participate in the past elections albeit for a different position. He, too, is affiliated to a recognized political party and flaunts of a good number of votes garnered in his last shot for an elective position.
Whether Noli Castro is a “dummy” candidate to confuse voters is another story. This is hard to prove because he met the qualifications that the Comelec has set for a candidate to be declared bona fide or not.
If Vice Mayor Castro now believes he could be “robbed” of voters with the appearance of his namesake, he could just begin educating his supporters how to properly shades the circle next to his name.
The Comelec should make up its mind about what nickname a candidate should use in his entire political careers. As far as we know, nicknames usually stick to a person only after how many years and not within the span of roughly three years.

SASMUAN, Pampanga–”A mixture of praying while dancing will find quick answer to what you’re wishing for to God three times faster.”
This is how Allan Marajgun, a devotee of Sasmuan’s Kuraldal Atlung Ari, explained why people from all walks of life gather in the more-than 400 years old feast.
Psalm 100:1-2 of the New International Version said “Shout for joy to the Lord, all the earth. Worship the Lord with gladness; come before him with joyful songs.”
Marajgun, a native of Lubao town, 30 years old, started attending the festival since he was a child. His parents taught that as you rejoice with this celebration, honoring the patron saint of Sasmuan, Santa Lucia, your wishes will come true.
As more than 5,000 people danced January 10 which was the “Kawakasan” (ending) of the feast, they shouted “Viva Apu Lucia! Pwera sakit!” (Long Live, Sta. Lucia! Deliver us from sickness!), a wide vast of individuals from infancy to maturity were tucked.
Catalina Banal, 80, was far from the stage where the image of Sta. Lucia was placed but still danced towards the area to the beat of the melody being played through barangay Sta. Lucia. With an angelic face and smile, Nanay Catalina narrated in Filipino: “I was here since I was a child. The same prayer I’ve been doing for more than I can remember – good health, long life, and prosperity.”
A mother of five, she observes the tradition together with all her siblings. Even her grandchildren followed her lead.
“This is my devotion for Apung Lucia. That’s why we are still here, doing this ritual until now. As you dance, the image of God becomes more visible, thus we feel nearer to Him,” she said.
Five-day ritual
The five-day ritual started January 6, in time with the feast of the Three Kings. The rite was believed to not only help afflicted people but also those mothers or women wanting to bear a child.
Sasmuan’s Kuraldal is considered one of Pampanga’s two most important religious events that are largely unknown outside the province, said Kapampangan writer Nina Tomen, who authored “Kuraldal Atlung Ari and Libad Bangka ng Apung Iru: Beyond the revelry.”
The other occasion is Apalit town’s fluvial procession of Apung Iru or St. Peter, patron saint of the said town.
Local folks said “kural” means dasal or prayer and “dal” as dance, hence, the ritual is a combination of praying and dancing.
Sta. Lucia is Sasmuan’s patron saint, which was brought by the Augustinians in the early 1600s. Her actual feast day is December 13, but people in this town celebrates the rite from January 6 to 10.
Kuraldal and Feast of Black Nazarene
Kuraldal and the Feast of Sto. Niño are being compared as both festivals are celebrated almost on the same date. The Black Nazarene in Quiapo, Manila every 9th of the first month of the year, while Kuraldal’s Kawakasan is on the 10th.
Tatay Ponciano, another devotee, said that the only difference between the two is, in Kuraldal, people are allowed to wear shoes, sandals, and even slippers during the dance, compared to the other which encourages devotees to walk barefooted.

Francis said “there was a kind of air in the atmosphere that spelled out celebration as a unified spirit in adoration of the Saint and Martyr Lucy and the Virgin Mary holding in her hands the baby Jesus. People cheered and danced while shouting their petitions out loud. Some asked for flowers offered to the saints believing that by doing this they would come closer to being favored by the divine.”
“Furthermore, devotees also believe that mystical power is acquired by wiping their handkerchiefs to the patron saints. I guess people just have to believe that, to get rid of disease, to have a long life, a prosperous and abundant year means to sink in to the experience. The unbreakable faith which binds people together is best portrayed by celebration through a continuous dancing in praise and worship of the divine,” he added.
The image or poster placed on the stage, in front where the crowd dances is the patron saint, Lucy. It shows that her two eyeballs are placed on the platter to her right hand signifying total devotion to the divine.
Francis recalled how this story came about.
“Lucy had this pagan suitor who claimed to have dibs on her because of her beautiful eyes. Knowing this, the saint, out of her total devotion to the Christ, gorged both eyes out, put them on a golden plate and offered them to her suitor. Feeling rejected, and perhaps to a greater degree insulted, the guy ordered his henchmen to burn her at stake. Thus, St. Lucy is also known for her martyrdom. People might have done the same in a more subtle way by asking for favor they dearly wished to achieve.”
Francis, 25, a guidance counselor disclosed the experience he had had which allowed him to think that “devotion is real. It is perhaps the true key to the divine and mystical. What we believe in or to a greater extent put our faith in is the real source of the cure to our own diseases. The magic by which one’s petition works is the attitude, that heartfelt and passionate desire to be healed and be blessed by the divine. There are many faith stories in the world that touch people’s hearts and tickle their minds but to experience one of them is far more real than just listening to the stories. ANGELES CITY — A councilor here has denied reports that he is collecting some P1 million from the City Government representing reimbursement for his dental missions last year.
Councilor Alfie Bonifacio, a candidate for vice mayor here, said the funds were submitted as program design for medical and dental mission last year that was never implemented and consummated.
“Program la reta keng medical among dental mission keng Barangay Day an ning city government,” Bonifacio said.
He added that Mayor Edgardo Pamintuan just wants to intensify dental health awareness.
Bonifacio admitted that he prepared the program for the dental mission, but clarified that there were no cash involved. “Ala kung dapat singilan keng City Government.”
The official also clarified that no funds from the City Government were disbursed to his other projects, including the distribution of free tents and free medicines, among others.
He said that a Samsung laptop and a cellphone were issued to him by the City Government but the gadgets will be returned after his term as councilor on June 30, 2013.
“Alang menibat keng city government aside from the gadgets utilized for legislative works, which were used in creation of revenue and investment codes of Angeles City,” he said.
Bonifacio added that he never handled or held government funds. “Eku tatalan government funds para i-liquidate ku lang sarili ku,” he said.
Office funding of councilors are subject for approval by the vice mayor, he added.
