Councilor denies collecting P1M from City

ANGELES CITY — A councilor here has denied reports that he is collecting some P1 million from the City Government representing reimbursement for his dental missions last year.
Councilor Alfie Bonifacio, a candidate for vice mayor here, said the funds were submitted as program design for medical and dental mission last year that was never implemented and consummated.
“Program la reta keng medical among dental mission keng Barangay Day an ning city government,” Bonifacio said.
He added that Mayor Edgardo Pamintuan just wants to intensify dental health awareness.
Bonifacio admitted that he prepared the program for the dental mission, but clarified that there were no cash involved. “Ala kung dapat singilan keng City Government.”
The official also clarified that no funds from the City Government were disbursed to his other projects, including the distribution of free tents and free medicines, among others.
He said that a Samsung laptop and a cellphone were issued to him by the City Government but the gadgets will be returned after his term as councilor on June 30, 2013.
“Alang menibat keng city government aside from the gadgets utilized for legislative works, which were used in creation of revenue and investment codes of Angeles City,” he said.
Bonifacio added that he never handled or held government funds. “Eku tatalan government funds para i-liquidate ku lang sarili ku,” he said.
Office funding of councilors are subject for approval by the vice mayor, he added.

City bares outstanding Fernandinos

CITY OF SAN FERNANDO – The City Government of San Fernando presented Wednesday evening this year’s batch of outstanding Fernandinos.
The Outstanding Fernandino Awards (Tofa) 2013 executive committee headed by Dr. Lourdes Javier said during a pre-awards thanksgiving dinner at Heroes Hall that the exemplary Fernandinos were carefully screened and selected based on the highest standards.
The committee added that the pre-awards presentation and dinner were meant to give the awardees a chance to mingle and get to know each other before the formal rites slated on February 4.
The Tofa is the highlight of the celebration of San Fernando’s 12th Cityhood Charter anniversary.
This year’s outstanding Fernandinos are Pampanga 1 Electric Cooperative general manager and National Electrification Administration Lumens Hall of Famer Engr. Loliano “Transformer” Allas for Community Service, cited for introducing in the cooperative various corporate social responsibility programs in education and social development; Teleworks Philippines software developer Alwyn “Public Cyber Servant” Balingit for Social Media, noted for his www.facebook.com/CityofSanFernando, which was instrumental in saving thousands of lives during the Habagat calamity; CLTV 36 producer Prof. Melanie “The Great Communicator” Briones for Media and Media Education, having been a mentor of many media practitioners locally and nationally; and Barangay Health Worker Aurora “The Modern Day Nicolasa Dayrit” Catacutan for Social Service, hailed for her dedication and selflessness in helping the sick and pushing for women’s advocacies.

In toasting the awardees, Mayor Oscar Rodriguez said the exemplary accomplishments of the Fernandinos is a manifestation of strong community participation and a united move to share one’s being multifaceted for the rights and welfare of others.

UPS gears for nutrition promotion in Pampanga

FLORIDABLANCA – The UPS Philippines employees of Clark Freeport banded together to support a school-based agriculture, mentoring, and feeding program at the Sto. Rosario Elementary School here in celebration of the 10th annual Global Volunteer Month.
Some 203 UPS employees and their families recently dedicated one day to preparing the plots and organic fertilizers, as well as repairing fences, for both the vegetable garden and the tree nursery of the school.
The volunteers also conducted a food clinic, wherein they fed 250 students and mentored pre-school to Grade 3 students.
In addition to setting up the vegetable garden and tree nursery, UPS employees and their families also prepared gift packs with juice, biscuits, and candies for the students.
For UPS Philippines, their ongoing partnership with the AWECA Foundation is an opportunity to promote sustainable development in Filipino communities, especially in addressing key issues in health and education.
“One of the focus areas for The UPS Foundation is encouraging sustainable development,” said Tim Gohoc, managing director of UPS Philippines.
“Through our work with the AWECA Foundation, we hope that more schoolchildren will learn about organic farming and agriculture, and reap the benefits of nutritious meals prepared with the harvests from their gardens,” Gohoc added.
This year’s Global Volunteer Month initiative is in support of The UPS Foundation and AWECA Foundation’s School Caravan: Generating school-based food sources through Upgrading the Learning on Agriculture of the Youth (Gulay) program, a year-long project involving 572 students from Grades 1-6 in three schools in Pampanga.
The program aims to educate students on the fundamentals of organic farming, provide farm tools and materials for the schools’ vegetable gardens and nurseries, construct a food clinic, and set up feeding programs to address malnutrition in school-aged children.
The vegetables harvested in the school nurseries will be used for the students’ meals, while the food clinic will charge three pesos for meals, to help support the project.
For UPS employees, this year’s Global Volunteer Month was opportunity for them to help their fellow Filipinos combat the high drop-out rates in schools through education and proper nutrition.
“Good nutrition plays an important role in ensuring that these children are prepared for school, while their knowledge of organic farming will benefit themselves, their families and communities,” said UPS Clark Community Involvement Committee Head Rolando Nierva.
“This activity was a good reminder of what we can share with the communities we work with, and what we can do to drive change wherever we are,” he added.
In Asia, about 5,700 employees, with their families and friends, volunteered more than 26,000 hours of service. Through The UPS Foundation, over US$1.7 million in grants and charitable giving were also distributed to about 50 non-profit organizations within the Asia Pacific region in 2012. Many of these grant beneficiaries have been organizations with whom UPS employees volunteer.
“UPS has always embraced the philosophy of giving back to the community through volunteerism, and has been making incremental investments in resources to ensure that we are contributing to Asia’s development and growth at the pace it demands,” said Pete Elroy, vice-president of Human Resources, UPS Asia Pacific Region.
“From the 2,400 employees that volunteered 10 years ago in the inaugural volunteer month, we are very pleased to share that nearly 5,700 Asia-Pacific employees, along with their families and friends, have contributed their hours in making their communities more environmentally sustainable this year. We look forward to delivering more in the years to come,” he added.

Checkpoints intensified

CITY OF SAN FERNANDO – The Pampanga Provincial Police Office (PPPO) has directed all police stations in the province to intensify the conduct of checkpoints in their respective areas of responsibility.
Every police station is strictly required to carry out a minimum of four checkpoint operations a day to intensify the Philippine National Police’s campaign toward gun ban, said Senior Superintendent R’Win Pagkalinawan.
The PNP, Pagkalinawan said, has also released a list of guidelines to be observed and followed during the conduct of checkpoints, which should be strictly followed.
Along with the standard operating procedures like wearing of full uniform and putting up signages, personnel should remain courteous and should observe and uphold the basic human rights at all times, Pagkalinawan said.
He also encouraged the public to cooperate with the checkpoints being done, even as he warned that no one is exempted from the gun ban being implemented by the Commission on Elections.
All PPO personnel have been directed to apply for a gun ban exemption in order to carry their firearms outside their residences, the provincial director said.
Furthermore, Pagkalinawan assures the public that Pampanga police will always be disciplined and courteous at all times and will work doubly to ensure peaceful elections this May.

SFES, UA top 'Kaganapan' painting tilt

CITY OF SAN FERNANDO — Students from San Fernando Elementary School and the University of the Assumption High School Department topped in their respective categories in the “Kaganapan 2013” on-the-spot streamer painting contest held Friday.
The young artists from the two City of San Fernando-based schools each took home the top prize of P5,000.
The annual painting contest, held at the city proper along Jose Abad Santos Street, is part of “Kaganapan 2013,” or the celebration of San Fernando’s 12th Cityhood Charter Anniversary.
“The students actually depicted this year’s theme ‘Isang Dosenang Saya, Isang Dosenang Kaunlaran’ in their colorful streamers. This annual on-the-spot painting contest brings out the creativity and artistry of young Fernandinos. After the contest, their works will be displayed all over the city the whole Kaganapan month of February,” said senior tourism officer Ching Pangilinan-Gonzales.
The other participating schools include Sindalan Elementary School, Bulaon Elementary School, San Lorenzo Ruiz Center for Schools and Studies, Malpitic Elementary School, San Jose Panlumacan Elementary School, San Nicolas Elementary School and Northville Elementary School in the primary level, while Pampanga High School and Northville High School vied for the top plum in the secondary level. Teachers deny P650 daily salary

ANGELES CITY — Some 10 public school teachers from Northville 15 Integrated School in Barangay Cutud here denied receiving P650 daily wage, as stipulated in the job order appointment papers of the City Government, when they participated in the Cultural Heritage Mapping Project of the City Tourism Office.
According to the teachers, they were given a P650 allowance for the entire period of the Cultural Heritage Mapping, contrary to what was stated in the job order appointment papers that the “mappers” received P650 each daily.
The teachers, Marie Grace Cunanan, Merry Christine Dalusung, Leila David, Jo Del Rosario, Aaziel Dungca, Ruby Flores, Catherine Garcia, Rowena Ligutan, Catherine San Pedro, and Leidel Wong, signed a written statement declaring that apart from the P650 allowance for the entire period, they only received free lunch and snacks every session, two shirts, one body bag, one umbrella, two notebooks, and two pens during the Cultural Heritage Mapping.
The teachers also stated that the Cultural Heritage Mapping was held every Friday and Saturday from May to July 2012. But the job order appointment papers listed their appointment period from July 1 to 31, 2012.
The statement issued by the teachers is in response to the query of Pampanga Representative Carmelo Lazatin (first district), who asked Angeles City Division of City Schools Superintendent Luz Arriola for an update on the issue.
Earlier, senior citizens’ leader Francisco Esguerra, whose name was also included in the list of researchers for the Cultural Heritage Mapping, also denied receiving salary from the City Government.
Barangay Margot council member Nenita Ferrer earlier joined other alleged “ghost employees” of the City Government in filing a Supplemental Complaint Affidavit before the Office of the Deputy Ombudsman for Luzon.
The affidavit filed by Ferrer and the other witnesses are in support of the complaint filed by local mediaman Robledo Sanchez against Mayor Edgardo Pamintuan, city accountant Wilfredo Tiotuico, budget officer Fe Corpuz, and treasurer Juliet Quinsaat in relation to the controversial job order appointments of the city.
The other witnesses are Irene David, wife of Barangay Lourdes Northwest councilman William David; Joan Lozano, sister of Barangay Cutcut councilman Roy Ogurida; Marlene Coronel, wife of Barangay Salapungan councilman Renato Coronel, and Roberto Miranda, friend of Barangay Santo Domingo councilman Oliver Chaneco. Coop office supports countryside development

CITY OF SAN FERNANDO — The Provincial Cooperative and Entrepreneurial Development Office (PCEDO) is pushing for countryside development by empowering small business owners.
The PCEDO, through Governor Lilia Pineda, distributed loan assistance under the Negosyu king Panyulung Program (NPP) amounting to P1.9 million to some 215 beneficiaries in Pampanga.
The beneficiaries came from districts III, III and IV of the province.
PCEDO head Mamerto Gatus told the beneficiaries that NPP is aimed at providing them opportunity to start their own small business.
Gatus said the local economy depends on small economic activities, wherein majority of the Kapampangans are relying on it.
He noted that 94 percent of the economy depends on them.
“We can say that backyard enterprises is the backbone of the economy, that is why we have to create programs supporting this sector,” he said.
The livelihood program offers loan from P5,000 to P10,000 without interest and collateral only to those who are deserving and needy. It is payable in six to 10 months and renewable.
Luningning Vergara, provincial manager of public employment services office (Peso), said some of the NPP beneficiaries, especially ambulant vendors, were also given Nego-Kart as per governor’s instruction.
“Aside from capital, we assessed our beneficiaries and picked those who needs cart for their business,” she said.
NPP is a socialized lending program, which serves as capital or additional capital to the economic activities being undertaken by the marginalized sector in a given community.

37,387 families benefit from DSWD

CITY OF SAN FERNANDO — A Department of Social Welfare and Development (DSWD) official announced Thursday that some 37,387 poor Kapampangan families will receive a total amount of P15,000 annually.
DSWD Regional Director Adelina Apostol, in a meeting with Governor Lilia Pineda and other provincial officials, said the beneficiaries will be getting benefits under the Pantawid Pamilyang Pilipino Program (4Ps).
Governor Pineda thanked President Benigno Aquino III for continuously supporting the province through the provision of various health programs.
She also extended gratitude to DSWD Secretary Dinky Soliman for the department’s unwavering support in implementing social services program that may help uplift the standard of living of the Kapampangans.
At least 47,569 Kapampangan family beneficiaries were given PhilHealth cards last year under the National Household Targeting System (NHTS) jointly implemented by the DSWD and PhilHealth.
Pineda also noted that the Aquino administration is continuously helping the Kapampangans through the offices of the regional line agencies in the areas of social services, health, education, agriculture, livelihood, and infrastructure, among others.
In support to this, the Provincial Government has implemented the construction and general renovation of the eleven district and provincial hospitals to complement PhilHealth’s “zero billing scheme.”

Administrator: We will act on evacuees’ land titles

CITY OF SAN FERNANDO — City Administrator Ferdinand Caylao said Friday that the City Government will look immediately into Governor Lilia Pineda’s request on the release of land titles of former evacuees at the Bulaon Resettlement Center in San Fernando.
The “marching order” was made by the governor during her recent visit at the resettlement site, where she asked Mayor Oscar Rodriguez to seek the assistance of Vice President Jejomar Binay on the concern of the residents there who disclosed that at least 60 percent of those resettled have not received their land titles since the time they have been relocated from nearby Bacolor during the onslaught of lahar in 1995.
“It may take some since there is a process to be followed for the transfer of land titles. It has to be first turned over by the National Housing Authority to the City Government who will in turn elevate the matter to the City Council for enactment. But definitely, we will act on it,” Caylao said in a side interview at the Provincial Board committee on appropriations hearing at Capitol Friday afternoon.
Meanwhile, Rodriguez said he would heed the “marching order” even if it will “draw unnecessary intrigues” from political sectors of various parties.
“It’s a marching order from the governor. As to what others may say, what can I do nung kaluguran na ku ning gobernadora at kaluguran ke mu naman especially with such advocacies that will benefit people?” said Rodriguez.
